A Delhi court on Thursday reserved its order on the regular bail plea of Christian Michel, alleged middleman in the Rs 3,600 crore AgustaWestland VVIP chopper deal.

Hearing the matter, Special CBI Judge Arvind Kumar said the order will be passed on September 7.

Special Public Prosecutor D P Singh, while opposing the bail plea, argued that investigation is underway.

"It is already given to the court and we couldn't reach the figure of 600 hours even after including the time he took for sleeping and going to the doctor. He was brought to India after extradition proceedings and is in custody thereafter. It is a case of corruption in international transaction," Singh said.

On Wednesday, the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) opposed Michel's regular bail plea.

The agencies told the court through a reply copy that it will file a supplementary charge sheet in the case since sufficient evidence attributing criminality against other public servants and private persons has surfaced during the ongoing probe.

The central probe agencie have said in the past that the British national is a high flight risk and can flee the country. They have argued that bail should not be given on medical grounds because adequate facilities are provided at Tihar Jail.

The alleged middleman was extradited from Dubai last year and is lodged in Tihar Jail in connection with alleged irregularities in the chopper deal.

While the CBI is probing his alleged role as a "middleman" in the Rs 3,600-crore deal, the ED is investigating money laundering charges against him.

News brief: Big stories of the day

In a move likely to boost its dwindling fighter squadron strength, the Indian Air Force (IAF) is pushing a proposal for acquiring 33 new combat aircraft including 21 MiG-29s and 12 Sukhoi 30s.

A proposal in this regard by the IAF is likely to be taken up before a high-level meeting of the Defence Ministry in the next few weeks, government sources told ANI.

The 12 Su-30 MKIs are being planned to be inducted for replacing the number of aircraft lost by the Air Force in different accidents, they said.

The 12 additional Sukhois will help the Indian Air Force to maintain its fleet of 272 Su-30MKI fighters.

India had placed orders for 272 Su-30 fighter jets over a period of 10-15 years in different batches and senior officers feel that the number of planes acquired so far would be enough for the service's heavy-weight aircraft requirement.

The 21 MiG 29s that the Indian Air Force is planning to acquire are from Russia which has offered to sell these planes to help the Air Force to meet its requirement of new fighters.

"As per plans, the MiG-29s on offer would be of the latest upgraded MiG-29s which are already in service with the IAF. The radars and other equipment on the planes would also be of the latest standards," the sources said.

The negotiations for the MiG-29s are at an advanced stage and the IAF is hoping to finalise the deal at the earliest possible, they said.

The Indian Air Force had carried out a study to check if the airframes of the MiG-29s on offer were good enough for it to operate for a long time.

MiG-29s are flown by the Air Force and the pilots are familiar with it but the ones offered by the Russians are different from the ones in the Indian inventory.

The Indian Navy also operates the MiG-29 'K' and is the only operator of this version of the plane and is having a rough experience with the planes which are difficult to maintain and their settings change immediately after they land on the aircraft carrier.

The Air Force has three squadrons of the MiG-29s which have been undergoing upgrades for extended life and are considered to be very good planes in the air defence roles.

Adequate security arrangements have been made in Assam ahead of the publication of the final list of the government's National Register of Citizens (NRC).

As per the orders of Supreme Court, the final NRC list is scheduled to be published on August, 31.

"Ahead of NRC's final list release, we have taken care of all the security arrangements. Police and other security forces have also been briefed about the arrangements.

Superintendents of Police in all districts have sensitized police personnel in order to assure proper security arrangements," Kuladhar Saikia, Director General of Police (DGP), Assam told ANI on Thursday.

"We hope that the citizens of Assam will support the legal process and I believe this entire process will be completed peacefully," Saikia added.

Earlier in the day, the Ministry of Home Affairs (MHA) had urged the people to not believe in rumours related to the final publication of the National Register of Citizens (NRC) in Assam on August 31.

The ministry reiterated that non-inclusion of a person's name in NRC does not amount to his or her being declared a foreigner.

"Every individual left out from final NRC can appeal to Foreigners Tribunals (FTs), an increased number of which are being established," the spokesperson of Home Ministry had tweeted.

Posting guidelines for those who have been left out of the final list, the spokesperson said that time limit for filing appeals in FTs has been increased from 60 to 120 days.

NRC is a register containing names of Indian citizens, which was prepared for the only time in 1951. It is being updated for Assam as of now to weed out illegal immigrants. Last month, the Supreme Court had extended the deadline for the final publication of NRC from July 31 to August 31. It had rejected a plea to extend the NRC deadline for sample verification.

The Enforcement Directorate on Thursday told the Supreme Court that custodial interrogation of senior Congress leader P Chidambaram in the INX media case is required as if his plea for anticipatory bail is given it would affect cases involving Vijay Mallya, Mehul Choksi, Nirav Modi and Zakir Naik.

Disputing the contention of Chidambaram's lawyers, the agency also argued that the offence of money laundering is against the society, nation and the economy.

"Money laundering is an offence against society, nation and economy. Economic offences are gravest offences irrespective of quantum of sentence," Solicitor General Tushar Mehta appearing for the probe agency told a Bench of Justice R Banumathi and Justice AS Bopanna.

Countering the arguments of Chidambaram's advocates Kapil Sibal and Abhishek Manu Singhvi that Prevention of Money Laundering Act (PMLA) offences with seven years of punishment is not a grave offence because as per the Code of Criminal Procedure grave offences entail death penalty and life, Mehta said money laundering offences are "grave".

"Chidambaram's counsels have argued that gravity of an offence is subjective. PMLA offences may not be grave for them but the Courts have consistently held that economic offences are grave in nature. Gravity is a relative concept. Quantum of punishment is not relevant. What's important is what will be the impact of your offence in society. Money laundering is an offence against the society, nation and economy. Economic offences are gravest offences irrespective of quantum of sentence," Mehta said.

The top court was hearing Chidambaram's plea against Delhi High Court's order denying anticipatory bail to him in a case being probed by the ED.

Mehta also objected to the proposition made by Chidambaram's counsel Kapil Sibal to confront him with evidence before presenting it in the court, saying it is "absurd" and would have "devastating results" and is "preposterous".

Whether the accused's reply was evasive or not is decided by investigating agency and not by the court, he added.

He said the ED has been investigating various sensitive and high profile cases under PMLA and if Chidambaram's plea is accepted it would affect cases against Vijay Mallya, Mehul Choksi, Neerav Modi, Zakir Naik, Sarada chit fund, terror funding and other cases.

Mehta also contended that if accused at large is confronted with the evidence collected, then the agency will have exposed its evidence and witnesses and it will give a chance to the accused to tamper with evidence and erase the money trail.

"The investigating agency has absolute discretion to what extent to reveal the evidence to the accused. It is best to confront the accused with evidence when he is in custody," Mehta told the court, adding that investigation is an art where the agency brings the accused to divulge details and not a mere question and answer format or an interview.

During the hearing, Mehta said if given an anticipatory bail, Chidambaram may erase the money trail, influence the witnesses and tamper with evidence.

"It's impossible to investigate when he's armed with anticipatory bail. It's ED's right and duty to unearth the truth. It would be difficult for the ED to catch him if he is under a protective umbrella and best way to elicit truth is when an accused is not under a protective umbrella," he said.

He also argued that the top court cannot be created as a regular court of appeal of the orders of the high courts, lower courts, and magistrate courts.

The apex court is "meant to lay down the law", Mehta said during the course of the proceedings in the High Court, a note was filed and it was examined by the Judge, adding that in the judgment it is said twice that the records have been examined to arrive at the conclusion.

"We are showing a document of evidence and they are saying don't show it to court before showing it to me. I want the court to look the material in my possession, including the statement of the accused, I have nothing to hide. I would insist that Court must look into the material available so that there is no iota of doubt about the material is cogent or not," Mehta said while concluding his arguments and added that he has documents in a sealed cover if the top court wanted to see.

In 2017, the Central Bureau of Investigation (CBI) had registered an FIR alleging irregularities in the Foreign Investment Promotion Board (FIPB) clearance was given to INX Media to the tune of Rs 305 crore in 2007 when Chidambaram was the Union finance minister.

Following the FIR filed by CBI, ED had filed a case of money laundering against him.

Bail to Chidambaram will affect cases of Mallya, Choksi, Nirav Modi: Enforcement Directorate

The Supreme Court on Thursday reserved the judgement for September 5, on a plea filed by senior Congress leader P Chidambaram against the Delhi High Court's order rejecting his anticipatory plea in a case being probed by Enforcement Directorate (ED) in INX Media case.

Also, the interim protection granted by the top court to the former finance minister Chidambaram in the Enforcement Directorate case has been extended till September 5, when the court will pronounce the judgement.

The apex court has posted the matter for September 2, the petition of Chidambaram challenging the August 22 order of the trial court remanding him to CBI's custody in the INX Media case.

Earlier in the day, the ED told the Supreme Court that custodial interrogation of senior Congress leader P Chidambaram in the INX media case is required as if his plea for anticipatory bail is given it would affect cases involving Vijay Mallya, Mehul Choksi, Neerav Modi and Zakir Naik.

Mundra port has been put on high alert after Pakistan trained commandos entered the Gulf of Kutch and Kutch area through Harami Nala creek area. The coast guard alert said the commandos were trained in "underwater attacks". The coast guard had received the input that has been shared with private companies to take safety measures. "It is therefore directed to take utmost measures of security and prevent any untoward situation in Gujarat state," Adani said in a statement. All ships at the Mundra port have been asked to be vigilant and report any suspicious activity to marine control station and port operation centre immediately. The development came days after Islamabad deployed medium-range artillery and mobilised its army along the LoC. Pakistan earlier had been using small weapons when it comes to ceasefire violations. India has used Bofors to deal with increased Pakistani efforts to destabilise the LoC. It is understood that Islamabad has deployed its Special Service Group (SSG), an elite commando force and Border Action Team (BAT) at the LoC. On the night July 31 and August 1, Indian forces thwarted BAT attempt to infiltrate across the LoC at Karen sector. The development comes days after Imran Khan resorted to the nuclear threat. On Monday, in an address to the nation on Kashmir, Pakistani Prime Minister Imran Khan had given a "nuclear threat". He said: "India should remember that if the situation turns out worse and moves towards a war they should remember that both countries have nuclear weapons and one should remember that repercussions will be around the world, not just India and Pakistan." Increased activity of terror groups has also been seen. Associates of Masood Azhar, the chief of United Nation listed terror group Jaish-e-Mohammed, have been noticed overlooking the training of terror groups, eager to cross over LoC. Increased movement of terrorist has been reported in Muzaffarabad, Rawalakot and Kotli in Pakistan occupied Kashmir(PoK).

Article 370 abrogation: Russia supports India, says 'matter should be resolved through Simla accord'

External Affairs Minister S Jaishankar, who is on a two-day visit to Moscow, has said that ties with China have great future and urges Russia to look at the concept of Indo-Pacific.

Speaking at the Valdai Club in Moscow on Tuesday, Jaishankar said, "With China, it is a complex relationship but I will argue in many ways, it is a relationship with a great future. China, today, is among our top two trading partners. We deal with China in a whole range of issues."

"We discuss everything under the sun with China, we have an annual informal summit at the leadership level. There is an understanding, certainly on our part that India and China have to get along to realise the Asian century. We have issues of difference with China including a boundary dispute. Our effort is to sit down and solve it," he added.

Later this year, India and China will hold the second informal summit in India. This year they met twice - first on the sidelines of Shanghai Cooperation Organisation or the SCO Summit in Bishkek and then at the G20 Summit in Osaka, Japan.

Elaborating on the Indo-Pacific concept, which was the main theme of discussions at the Valdai Club, Jaishankar said, it is a concept that has grown out of the era of convergence.

Hoping Russia will have its own "version of Indo-pacific", Jaishankar said, "All interested powers look at it with an open mind, treat the Indo Pacific as part of the changing world and look at it as an old concept that has found a new relevance and join the debate".

"There is an Indo-Pacific message in Vladivostok," he added.

Jaishankar will be meeting his Russian counterpart Sergey Lavrov on Wednesday. The talks will be focused on the upcoming visit of PM Modi to Vladivostok for the Eastern Economic Forum which is due in the first week of September.

In about six months time, a ‘temple of rationality’ for Tamil Nadu’s former five-time chief minister M Karunanidhi, a self-proclaimed atheist, is expected to be ready, after the groundbreaking ceremony was performed last week.

In about six months time, a ‘temple of rationality’ for Tamil Nadu’s former five-time chief minister M Karunanidhi, a self-proclaimed atheist, is expected to be ready, after the groundbreaking ceremony was performed last week. Members of the Arunthathiyar community are behind the initiative of building the temple, which is to be constructed on a 10,000 square feet parcel of land at Kuchikadu village in Namakkal district of Tamil Nadu. The community wishes to express their gratitude to the departed leader, whom they consider their God, for having provided their community reservation and other welfare schemes. Speaking to WION, K Chinnasamy, Head of the Tamil Nadu Arunthathiyar Munnetra Peravai said, “Kalaignar Karunanidhi gave us 3 per cent reservation within the then existing 18 per cent reserved for Scheduled Castes. He deplored and tried to eradicate manual scavenging besides ensuring in Tamil Nadu people of any caste could become priests in the temples. We have pooled in money and resources from our community to construct this temple, while we have not approached other communities for donations, we would be willing to accept if they offer donations”. The land acquired for the temple costs over 12 lakh Rupees and the temple is to be constructed at around 30 lakh Rupees. The members of the Arunthathiyar community that has over 1000 families living in the village also plan to have a library, garden and a community hall within the premises. “Arunthathiyars were a very backward community living below the poverty line and were struggling economically and education-wise. In the last decade, the community has had over 200 doctors and thousands of engineers who have started serving, and they all benefited from the reservation. People from the community have made it to posts like deputy collectors, deputy registrars and also university professors. Kalaignar is a rationalist, but the Arunthathiyar community members are worshipers of Perumal (Krishna), so they wanted to show their gratitude to him by constructing a temple” former Deputy Speaker of Tamil Nadu Assembly and DMK Rajya Sabha MP VP Duraisamy told WION, when asked about the temple. Villagers say that the groundbreaking ceremony or the ‘bhumi puja’ of the temple was attended by people from their community, irrespective of their different political affiliations and ideological beliefs. “For someone who has fallen down, the person who picks him up is God. Our community was majorly involved in manual scavenging, and Kalaignar put an end to it. His schemes are God-like for us. While Karunanidhi himself was a rationalist, he didn’t object to other people worshipping. In DMK there are a lot of people who go to the temple and worship”, said DMK ward secretary, C Dhavamani, justifying a temple for a self-proclaimed rationalist.

In a major boost for India`s aerial firepower, the Indian Air Force is set to receive the `building blaster` version of the Balakot air strike-fame Spice-2000 bombs by mid-September.

Top IAF sources told ANI that the Spice-2000 bombs are scheduled to be delivered to the Indian Air Force (IAF) from Israel around mid-September along with the Mark 84 warhead and bombs which can destroy buildings completely.

The supply of these weapons from Israel will happen around the time when Israeli Prime Minister Benjamin Netanyahu is likely to visit India for a bilateral meeting with Prime Minister Narendra Modi.

The Indian Air Force had signed a contract with Israel in June this year for acquiring more than 100 Spice 2000 bombs under the emergency procurement powers of the services given by the Narendra Modi government.

The contract was signed as the Air Force wanted to acquire the bombs after their successful usage in the Balakot airstrikes against a Jaish-e-Mohammed terrorist camp in Pakistan.

During the Balakot strikes, the Air Force had dropped Spice-2000 bombs from Mirage-2000 fighter aircraft after a pack of 12 of these fighters crossed the Line of Control to strike the Jaish facility in the Khyber Pakhtunkhwa province.

However, the Spice-2000 bombs used in the Balakot strikes were the penetrator version which made holes using their weight in the concrete rooftops of the buildings in the Jaish camp which don`t destroy buildings but explode inside killing people with the mix of 70-80 kg explosives with shrapnel.

Under the emergency powers, the three services could buy any equipment of their choice worth up to Rs 300 crore to prepare for any hostilities.

The Spice-2000 bombs have been acquired from Israel which is one of the main weapon and ammunition supplier of the Air Force.

The Balakot airstrikes were conducted by the Air Force in response to the Pulwama terrorist attack on a CRPF convoy in which 40 personnel lost their lives.

India's External Affairs Minister S Jaishankar has slammed Pakistan for using terror as a state policy and a country that has been obstructing trade and connectivity in the region.

Speaking at the powerful think tank Valdai club in Moscow EAM said, "Problem with Pakistan is very different. I would say if today you look at international relations, I cannot think of any other country in the world, which actually uses terrorism as a diplomatic tool against its neighbour. It a very unique phenomenon."

Jaishankar highlighted how Islamabad refused to grant the most favoured nation or MFN status to India despite New Delhi granting it. India had withdrawn the status after the February 14 Pulwama terror attack perpetrated by Pakistan based Jaish-e-Mohammed terror group.

Jaishankar said, "We have struggled to have normal trade. They would not give us MFN status, although we are members of the WTO and Gatt. They would not allow connectivity from India to Afghanistan."

Pakistan has also been hindering India-Afghanistan connectivity. To increase connectivity India and Afghanistan started the air corridor which has been expanded to many cities of both the countries.

The foreign minister further explained, "So if have a neighbour who will not trade with you normally, who would not allow connectivity, using terrorism as a means of pressurizing you is okay as a policy, it is not a normal neighbour. We have some unique problem out there. We will find ways to deal with. There are complicated political and historical reasons for it"

Asked if, in foreseeable future, there can convergences between the two neighbours, Jaishankar said, "It will certainly would be my hope that they would become a normal neighbour, one day. I mean, that is something I would like to see happen."

The comments by Jaishankar comes even after Pakistan on Tuesday said that it is considering a complete closure of Air Space to India and a complete ban on the use of Pakistan land routes for Indian trade to Afghanistan.

Jaishankar is on a two-day Russia visit and will meet his counterpart Sergey Lavrov on Wednesday.

Brazilian President Jair Bolsonaro said on Wednesday that South American countries would meet to determine a common policy in defence of the Amazon rainforest, and took another swipe at France for an offer of $20 million in aid.

Brazilian President Jair Bolsonaro said on Wednesday that South American countries would meet to determine a common policy in defence of the Amazon rainforest, and took another swipe at France for an offer of $20 million in aid. In an indication that Bolsonaro, a far-right conservative, is forging closer ties with neighbouring countries than European nations, he also accepted Chile's offer of four aircraft to help fight the fires sweeping through the world's largest rainforest. × Speaking to journalists after a meeting with Chilean President Sebastian Pinera in Brasilia, Bolsonaro said a meeting with regional neighbours except Venezuela to discuss a common policy in defence of the Amazon will be held on September 6 in the Colombian city of Leticia. Pinera offered his full backing to Bolsonaro, saying the sovereignty of the nations that share the Amazon had to be respected, while Bolsonaro said Brazil's sovereignty had "no price, not even $20 trillion." That was a reference to an offer of $20 million aid announced by French President Emmanuel Macron at a summit of the G7 wealthy nations in Biarritz over the weekend, which Bolsonaro dismissed as an insulting attempt to "buy" Brazil's sovereignty. Macron has accused Bolsonaro, a longtime sceptic of environmental concerns, of lying about climate change. "The French government called me a liar. Only after it has recanted what it said about me ... and the Brazilian people, who do not accept this diminution of the Amazon's sovereignty ... if so, then we can talk again," Bolsonaro said. Brazil's Environment Minister Ricardo Salles, who shares Bolsonaro's scepticism of environmental concerns and has been at the forefront of the Brazilian government's response to the Amazon crisis, remained in the Armed Forces Hospital in Brasilia on Wednesday. Salles, 44, was admitted to the hospital's emergency unit on Tuesday after complaining of not feeling well, the hospital said in a statement. Hospital staff opted to carry out "routine examinations," and he is in stable condition, it said.
