Days after three people allegedly died at an illegal coal mine in Asansol, Bharatiya Janata Party (BJP) on Tuesday staged a protest demanding that the administration should close mining operations to avoid any such incident in the future.

"Three people died during illegal coal mining, the administration took out their bodies after four days. Poor people go to work in illegal mining. If they will not stop illegal mining, we will demonstrate further," BJP leader Subrat Mishra told ANI.

On October 13, four people allegedly tried to dig the mine illegally, during which the three got trapped inside it. Later, their bodies were recovered by NDRF.

The coal mine reportedly consisted of poisonous methane gas inside and trapped persons lost consciousness due to its effect.

Christian Michel, an alleged middleman in the AgustaWestland case, on Wednesday approached the Delhi High Court, seeking bail in the cases filed against him by CBI and ED in connection with Rs 3,600 crore VVIP chopper deal.

Michel moved the plea through his counsel Aljo K Joseph in the High Court after a special court dismissed his bail plea by observing that the accusations against him are "serious in nature".

Michel in his bail plea contended that there is no allegation against him of tampering with the evidence or influencing witnesses.

The court is slated to hear his plea on Thursday.

Earlier, in the special court, both CBI and ED had opposed his bail plea. They submitted that he was a flight risk and could possibly flee the country.

"The material collected during the investigation is mostly documentary in nature, hence, the question of tampering with evidence does not arise. The petition has made no attempt to suborn witnesses, tamper with evidence or pollute the judicial process," the petition stated.

He further asserted that the investigating agencies failed to complete the probe within the "prescribed time".

"After long custodial interrogation by both the CBI and ED, no final report has been filed," it stated.

The supplementary charge sheet filed has no specific allegations with regard to the commission of offences either under the Indian Penal Code (IPC) or Prevention of Corruption (PC) Act for which the petitioner was charged, the plea submitted.

He said that the Italian court had, after considering all the material and documents, acquitted him and the entire prosecution initiated against him here amounts to "double jeopardy".

Double jeopardy prevents an accused person from being tried again on the same charges following a valid acquittal or conviction. Michel asserted that he is in judicial custody since January and his "pre-trail incarceration" is in violation of his personal liberty under the constitution.

"The petitioner is entitled to the presumption of innocence like any other accused and securing his liberty is a manifestation of such presumption," the plea stated.

In 2014, India scrapped a contract with Italian company Finmeccanica`s British subsidiary AgustaWestland for supplying 12 choppers to the Indian Air Force for allegedly breaching contractual obligations and paying kickbacks to the tune of Rs 423 crore to secure the deal.

Michel has been accused of bribing influential people in India to secure the deal.

Michel was extradited from Dubai last year and is currently lodged in Tihar Jail in connection with alleged irregularities in the chopper deal.

While the CBI is probing his alleged role as a `middleman` in the deal, the ED is investigating money-laundering charges against him.

The Central Bureau of Investigation (CBI) filed an FIR against former Uttarakhand chief minister Harish Rawat for allegedly trying to indulge in horse-trading in 2016, which was caught on video, officials said on Wednesday.

The case comes in line with the investigation agency`s probe into the purported 2016 video, which showed him negotiating a deal to bringing nine rebel MLAs back into Congress` fold. The state was under President`s rule at that time.

Apart from Rawat, former cabinet minister Harak Singh Rawat and Samachar Plus Channel CEO Umesh Kumar have also been named in the case.

The probe agency said that its preliminary enquiry (PE) has revealed that after passing of finance bill on March 18, 2016, in the Uttarakhand State Assembly, dissident MLAs of the Congress Party along with members from BJP left Dehradun by a chartered flight and shifted to Gurgaon, following which, Umesh Sharma visited Gurgaon and met Harak Sing Rarvat.

"During this meeting, they entered into a criminal conspiracy for the purpose of demanding gratification from Harish Rawat in lieu of his support to the Congress government," CBI said in its FIR.

The CBI also said that the 2016 video has been indicated to be genuine.

"The recorded video conversation dated 23.03.2016 has been examined by FSL, Gandhi Nagar and it has been opined that there is no addition/deletion/insertion/tampering/morphing in the video files indicating that the recordings are genuine," CBI said.

The case was registered under Sections 7 (public servant taking gratification other than legal remuneration in respect of an official act), 8 (taking gratification, in order, by corrupt or illegal means, to influence public servant), 9 (taking gratification, for exercise of personal influence with public servant) and 12 (Punishment for abetment of offences) of the Prevention of Corruption Act 1988. Nainital High Court had, on September 30, permitted the CBI to register an FIR and commence the investigation in the alleged sting case.

The stage is set for counting of votes for assembly polls in Haryana and Maharashtra on Thursday with stakes high for Congress, which could not do well in the Lok Sabha elections earlier this year and also for the BJP, which is incumbent in the two states.

Along with the two states, results will also be declared for assembly bypolls on 51 seats across 17 states and will have political implications for the parties in power.

The results of bypolls to Satara and Samastipur Lok Sabha seats will also be declared on Thursday.

The assembly poll results will also be crucial for the NCP in Maharashtra, which is an ally of Congress, as also for parties such as Maharashtra Navnirman Sena, AIMIM and Vanchit Bahujan Aghadi.

In Haryana also, the battle is crucial for regional parties such as the Indian National Lok Dal and the Jannayak Janata Party (JJP).

The BSP has also fielded candidates in the two states.

The exit polls have predicted the ruling BJP-Shiv Sena alliance getting elected in Maharashtra but have differed in their projection of a number of seats.

Most exit polls have also predicted a clear victory for BJP in Haryana. One exit poll, however, has said that the two parties are in a close race in the state and none of them would get a majority. The BJP will create history if it again wins Haryana and returns to power with Shiv Sena in Maharashtra.

The assembly elections are the first after the BJP-led government`s decisions to repeal Article 370 in Jammu and Kashmir and a verdict in its favour will give a boost to the party ahead of the winter session of Parliament next month.

A victory will also keep the political momentum with the BJP after its emphatic victory in the Lok Sabha polls earlier this year under the leadership of Prime Minister Narendra Modi.

The polls are crucial for Congress which has faced desertions after its second successive debacle in the Lok Sabha polls. A strong performance will help the party in its process of electoral revival.

The BJP has already declared that incumbent chief ministers - Manohar Lal Khattar and Devendra Fadnavis - will continue to lead the governments if the party is voted to power. The voting took place in the two states and in the bypoll seats on Monday.

Union Minister for Railways Piyush Goyal said that the central government is planning to provide WiFi service inside trains in the next four to four-and-a-half years.

Goyal, who is currently in Sweden, said that WiFi service is available at around 5150 railway stations in India.

"We are trying to provide WiFi services at all 6,500 stations by end of next year," Goyal said.

When asked about providing WiFi service inside trains, Goyal said, "It is a more complicated technology subject. Giving WiFi in running trains requires investment... Towers need to be put and there has to be equipment inside trains. In this, we might have to bring in foreign technology and investors."

He added, "But it will help a lot in terms of security as CCTVs would be there in every train compartment and its live feed will go to a police station. The signalling system will work in a better manner through WiFi facility. In the next four or four-and-a-half years, we will start this facility."

Meanwhile, Goyal told media here, "We are doing station modernisation with the help of private players like we did in Bhopal for instance where a private company has modernised the entire station and it is near in completion. NBCC is working in 12-13 location to modernise the station and simultaneously to develop the complexes for housing, commercial activity, shopping malls in a cross-subsidy model, once this model becomes successful there will be faster rollout across the country."

Goyal said that the government is planning to segregate the station modernisation with the monetisation of land.

"There are lots of possibilities to involve the private sector in these activities. There are several locations across the country where there will be a huge demand of Railway land. We have planned to use the Railway land for solar installation in a big way. Under the leadership of our Prime Minister, we want to make Railways the world's first zero-emission Railway," he said.

The Union Minister said that in another four-five years, Railways will be 100 per cent electric.

"We are also planning for industrial parks on Railway lands. It's a new area and we are trying to locate certain parcels of land that the Railways owns, but does not need requirement which can be at some stage become industrial parks and become generators of a number of jobs and working opportunities while adding to the economic activity of India," he said.

A day after terrorist Zakir Musa's successor Abdul Hameed Lelhari was killed in Awantipora encounter on Tuesday, Jammu Kashmir DGP Dilbag Singh on Wednesday said Ansar Ghazwat-ul Hind group (AGH) has been wiped out.

"As of now, Ansar Ghazwat-ul Hind group (AGH) has been wiped out," he said while addressing a press conference here while not ruling out that the group could reemerge in future.

Zakir Musa's successor Abdul Hameed Lelhari was one of the three terrorists neutralised in an encounter with security forces in Awantipora on Tuesday.

Lelhari was heading Al-Qaeda linked Ansar Ghazwat-ul-Hind. All three neutralised terrorists were working in coordination with Jaish-e-Mohammad.

The DGP said that the operation against militants has gained pace while adding, "In Tral, 3 local militants associated with Ansar Ghazwat-ul-Hind were killed yesterday.

You would recall that when Zakir Musa was killed, the command of this group was handed over to Hameed Lelhari."

Singh said Lelhari became active in 2016 and was involved in several terror attacks.

DGP said that contrary to the apprehensions expressed by some that After August 5, more youths will join terrorist ranks..the pace of recruitment to terrorist ranks has been comparatively slower during this time.

Acknowledging that some youths have gone missing from homes, he said it cannot be confirmed if all of them have joined terrorist ranks.

The DGP also denied rumours of telecommunication restriction returning to the Valley.

"Through launching pads near Line of Control (LoC), Pakistan army & ISI are involved in pushing in the maximum number of militants towards Indian side," he said.

Asked about the alleged detention of children, the DGP said, "There is a lot of misinformation and propaganda by some of the agencies especially some very irresponsible media circles when they start quoting figures without verification and getting in touch with us. I am very sure that whatever action has been taken, the action has got good solid bases."

"No one has been tortured. No youngster, teenager or juvenile has been arrested by us. Wherever juveniles were arrested, provisions of Juvenile Justice Act was followed very strictly," he said.

"We will be successful in our efforts to curb terrorism only when the local youth of Kashmir do not take the path of militancy and choose the path of peace," he added.

Former US Secretary of State and National Security Advisor Henry Kissinger on Monday said that the United States and India are best suited to grow together on strategic issues like security and economic evolution.

"If you look at the world, there are upheavals in almost every part of the world and that you cannot necessarily develop a general concept for each of them but you can work together on the essentials of peace and progress. Then I would say no two countries now are better situated to evolve their friendship," Kissinger said while talking about India-US relationship at an event in New Delhi.

He also asserted that the roots of the present phase of the relationship between the two countries are in the post-Bangladesh crisis phase.

"The present phase of Indian-American relations began after the Bangladesh crisis because we were both pushed to the edge of confrontations by a circumstance beyond our immediate issues", he said.

Speaking further he added, "We came through this (Bangladesh) crisis from the opposite point of view but with the conviction that only fundamental evolution would follow (that) India and the United States could develop parallel approach and over the years, we have now reached a situation where India and the US, on many of these issues, on most of these key issues have parallel objectives."

Post exit poll projections, the Bharatiya Janata Party (BJP) leadership is a confident lot as they feel that the party is on its way to retain its governments in both Maharashtra and Haryana.

Speaking to ANI, Haryana in charge and Union Minister Narendra Singh Tomar stated that exit polls are somewhat matching BJP`s pre-polls assessment that it will return to power with over two-third majority.

"BJP has been saying that we are contesting elections on the issue of development and performance of our incumbent governments. Maharashtra government performance was excellent and Haryana got a corruption-free and honest government after a long time," Tomar said.

"Haryana residents have forgotten that there is a quality called honesty in the government and BJP had to gain from its honest image. Voters are getting aware and voting for Narendra Modi and for Nation," Tomar added.

The results for the Assembly polls will be declared on October 24, while the polling for the two states took place on Monday.

The senior minister also claimed that the BJP did not have a viable competitor in these polls.

"People have voted on issues of policies, performance and principles. They rose above narrow-minded politics of caste and voted for BJP. Opposition was not even a factor," he said.

Pointing towards this lack of concerted opposition efforts in these polls, he said, "On different seats, we faced competition from different parties. On some Jannayak Janata Party gave us competition, whereas on the others INLD and Congress candidates posed a challenge."

The senior leader outrightly rejected claims by former chief minister and Congress leader BS Hooda that the Congress was forming the government with an absolute majority.

"Hooda ji ka jijaji prem poore Haryana ko maloom hai. (Everyone in Haryana knows Hooda`s love for his brother-in-law), " he added.

Talking about position of opposition in the polls, Rattan Lal Kataria, Minister of State for Jal Shakti, who hails from Haryana, said, "If you add zero to the earlier performance of zero, you will get a zero. If you say it a better performance, then so be it. And even Congress will lose seats. I am from Ambala Lok Sabha constituency. My Lok Sabha has seen hattrick. All 9 Assembly seats have come to BJP and I can assure you even this fourth time, we will get all 9 seats."Kataria thinks the many top leaders of Opposition barring one or two had joined BJP ahead of polls.

"We want a strong opposition in democratic setup, but opposition was marred by its internal feud," stated the minister.
