Prime Minister Narendra Modi will be leaving for Saudi Arabia tomorrow. The focus of his visit would be on energy, launching RuPay card in the kingdom and a speech at the 3rd Future Investment Initiative Forum which is also known as the "Davos of the desert". On Tuesday, PM Modi will hold a bilateral meeting with King Salman of Saudi Arabia and separate delegation-level talks with Saudi Crown Prince Mohammad bin Salman.

Both sides will be signing the Strategic Partnership Council - SPC MoU -which will be headed by PM Modi and the crown prince. India and Saudi Arabia will also have two verticals at foreign ministers' level and trade ministers' level. Under the vision 2030, Saudi Arabia has selected 8 countries for forging strategic partnerships. The countries include India, China, UK, US, France, Germany, South Korea and Japan. The SPC was agreed upon in February this year and aims to monitor the strategic partnership between both countries.

Future investment initiative (FII) forum

The highlight of the visit will be PM Modi's speech at the Future Investment Initiative (FII) Forum in Riyadh. The prime minister will be attending the third session of the investment meeting and will deliver the keynote address. The FII is organised by the kingdom’s Sovereign Wealth Fund – the Public Investment Fund and is organised under Saudi King's vision 2030 which sees the economic transformation of the country from an oil-based economy to a more diversified economy. It was first organised in 2017.

Energy

Energy remains the main component of the visit with India importing 18 per cent of its crude oil requirement from the West Asian country.

TS Tirumurti, secretary economic relations, Ministry of External Affairs said, "We also hope to sign an MoU on a joint venture between Indian Oil Middle East with Al-Jeri company of Saudi Arabia for downstream cooperation for inter-alia setting up retail outlets in Saudi Arabia. Energy security has been the main area of India’s engagement with Saudi Arabia. We are well on our way to transforming the buyer-seller relationship in this sector into a much larger strategic partnership."

Saudi Aramco, UAE's ADNOC and Indian public sector oil companies are jointly developing $44 billion worth "west coast refinery" in Raigad, Maharashtra which is the single largest greenfield refinery in India. Saudi company Al fanar is currently executing a 300 MW wind power project in Kutch, Gujarat. Indian company Reliance announced that Saudi Aramco, one of the most valuable and profitable companies in the world, will take over 20 per cent share in RIL oil and chemical business at a value of a whopping $75 billion. Saudi Arabia is also looking to participate in India's strategic petroleum reserves.

People-to-people ties

To help the Indian community in the kingdom, India will be launching RuPay card. Saudi Arabia is the third country in West Asia after Bahrain and UAE to get the facility.

"An MoU is likely to be signed during the visit to launch the Rupay card in Saudi Arabia which will be very useful for not only the large Indian community but also to Haj and Umrah pilgrims, "TS Tirumurti said.

The Indian community in the kingdom has over 2.5 million people who send back $11 billion in remittances and with an increase in Haj quota to 2,00,000 from 1,750,25, the people-to-people connect between the two nations have strengthened. Around 7,00,000 Indians visit kingdom for Umrah each year. For the welfare of the Indian workers, PM Modi will launch the integration of e-migrate system which will be aligned with the Saudi counterpart to safeguard employment conditions. India and Saudi Arabia will also sign an MoU to increase the quota for flights between the two countries. During Crown Prince's February visit, India had agreed to an increase of 8,000 seats per week.

Defence

India and Saudi Arabia are increasingly cooperating on defence with a special focus on maritime security in the Indian ocean. The first India Saudi Arabia Joint Naval exercise will be held by the end of December this year. India has been training Saudi defence personnel. New Delhi is also leveraging its expertise in cyberspace with Saudi officers being given training in cybersecurity at the Gujarat Forensic Science University in Gandhi Nagar. The Saudi Royal Navy had visited India in August this year and visited the information fusion centre of the Indian Ocean region set up by the Indian Navy.

Pakistan, Kashmir, Saudi Arabia

Saudi Arabia, the UAE and Jordan are the three countries in West Asia who have increased engagement with New Delhi. India says Saudi Arabia "has shown understanding of the recent developments" of revoking the special status for Jammu and Kashmir. Secretary, economic relations said, Riyadh's stand "has had a salutary effect on Pakistan"

On terror, Tirumurti said, "no doubt that both our countries are equally concerned about terrorism and you’d also recall that India itself had condemned the missile and the drone strikes on inter-alia the Saudi oil installations and facilities. So, therefore, terrorism has been an important aspect of our discussions and our cooperation." Saudi Arabia had condemned the Pulwama and Uri attacks.

Riyadh-Delhi: Hamim

'Hamin', is an Arabic word for intimate friend and both India and Saudi Arabia aim to become one. This will be PM Modi's second visit to Saudi Arabia since 2016 and comes months after Saudi Crown Prince Mohammad Bin Salman's visit to India. During the 2016 visit, PM Modi was conferred the highest civilian award of the kingdom - King Abdul Aziz Sash. Saudi Arabia has announced it will invest up to $100 billion in India. Trade between the two countries grew by $24 billion in the last year and stands at $34 billion. There are around 322 Indian companies in the kingdom such as L&T, Wipro, TCS and startups like PayTM, OYO, among others. The doctors have been demanding an increase in salaries among other demands for more than two years, as stated by S Balakrishnan, convener of FOGDA. Speaking to ANI, Balakrishnan said: "They are partially hearing us, but they do not want to complete the process on time. "After that, we held many state emergency meetings and they promised us the same thing. The honourable ministers assured that the issue would be settled after the completion of the Code of Conduct that ends on October, 24" he added. Balakrishnan further said that they expected more before Diwali and were disappointed by the government`s attitude and that this Diwali was a `Black Diwali` for the doctors. Earlier, protesting doctors, including five doctors who are on a fast to death, started an indefinite strike on Friday to demand an increase in salaries, quota in medical education and appointment of more doctors among other demands.

Pakistan on Saturday said it denied India's Prime Minister Narendra Modi permission to fly through its airspace, reported news agency AFP. It is the third time in recent weeks that Islamabad has refused to allow Indian leaders to use its airspace. Requests by Indian President Ram Nath Kovind and Modi were turned down last month. The decision came with tensions simmering between the two nuclear-armed arch-rivals over the revocation of Article 370. "Indian Prime Minister wanted to use our airspace but we denied permission in the perspective of black day being observed by Kashmiris today to condemn Indian occupation and ongoing grave human rights violations in Indian-occupied Kashmir," foreign minister Shah Mehmood Qureshi said in a statement. He said the Indian high commissioner (ambassador) was being informed about the decision. Modi had reportedly sought permission to use Pakistan's airspace to travel to Saudi Arabia, where he is due to attend an investment summit. Pakistan had closed its airspace to Indian traffic in February after Pulwama suicide bomb attack that killed dozens of Indian troops in Kashmir, ratcheted up tensions between the two neighbours and prompted aerial dogfights. It reopened its skies for all civilian traffic in July, ending months of restrictions that had affected major international routes. (With inputs from AFP)

Mann Ki Baat: PM Modi wishes nation on Diwali, lauds country's daughters as future of India

Just a day ahead of Diwali, Delhi's air quality dropped to season's worst on Saturday, due to decrease speed of the wind affecting the dispersion of dust particles.

"The decrease in wind speed has started to negatively influence Delhi's air quality by drastically decreasing ventilation coefficients and thereby affecting dispersion," said the System of Air Quality and Weather Forecasting And Research (SAFAR).

At 10 am today, the overall air quality of Delhi was docking at 305, said SAFAR. The organisation had predicted that tomorrow, the air quality will get even worse from today.

The AQI is expected to be around 324. An AQI between 0 and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', and 401 and 500 'severe'.

The increasing menace of air pollution in Delhi has erupted a political slugfest with allegation and counter allegation levelling across party lines.

On Saturday, Bharatiya Janata Party (BJP) leader Vijay Goel slammed Delhi Chief Minister Arvind Kejriwal for not taking requisite measures to combat the pollution.

Speaking to ANI, the former union minister said, " Pollution has increased in Delhi. In the last five years, Arvind Kejriwal has done nothing to reduce air pollution in the national capital. It was only the Centre who has taken steps like constructing bridges, highways and widened roads for traffic management and decongestion."

He also slammed the Delhi government for re-introducing the Odd-Even scheme in Delhi in saying, "They have introduced this scheme just to be in the news. Their (AAP government) is to be in the advertisements. Odd-Even will again cause a problem for the people."

To combat the menace of air pollution, the Arvind Kejriwal-led government in Delhi has announced the implementation of the Odd-Even scheme from November 4 to 15, 2019, stating that the smog from the nearby states due to the burning of crop residue is the major cause of pollution in the region.

On a closer look, farmers residing in Haryana and Punjab usually burn the crop residue after harvesting paddy in the autumn season in order to clear the fields for summer harvest. Smoke from these two states travels to the national capital each year, leading to a spike in the air pollution levels.

As the question over new chief minister of Maharashtra persists following Assembly polls win, Shiv Sena chief Uddhav Thackeray will chair a meeting with newly-elected party MLAs on Saturday.

The BJP-Shiv Sena alliance won an absolute majority in the Maharashtra assembly polls with the former emerging as the single largest party in the state with 105 seats.

Shiv Sena, on the other hand, bagged 56 seats in the elections. Earlier this week Thackeray raised questions over whether the BJP or his party will get the chief minister`s seat in the state.

"The important question is who will be the chief minister? When the Lok Sabha elections were held we had decided on the 50-50 formula in the state. (BJP state chief) Chandrakant Patil raised some issues this time which we understood but we can only tolerate so much. After all, we have to run our party too. If the need arises Amit (Shah) Ji should come here to carry out what was decided earlier," he said.

"Discussions should be held over what was decided and then it will be decided who the chief minister will be," the Shiv Sena chief added.

The NCP also increased its numbers as compared to the 2014 elections with 54 seats while the Congress slipped to the fourth position winning 44 seats.

Former cricketer and MP from Delhi East Gautam Gambhir on Saturday accused Delhi government of only putting up advertisements and doing nothing worthwhile to control pollution in the past four and a half years of its tenure.

"People of Delhi are in distress because of pollution but the Delhi government only brings out detailed advertisements on pollution control. It has done nothing to address pollution in the four and a half years they have been in power," Gambhir told ANI.

"Things will improve only when work is done on the ground and not by bringing out advertisements," he added.

Gambhir appealed to the public to not burn firecrackers this Diwali to make a positive change.

"People have become aware now and they do not burst crackers as much as they did earlier," he said.

He further said that the awareness programmes run by the Central government have created a difference on the ground.

Senior Congress leader Siddaramaiah on Saturday slammed Karnataka cabinet minister C C Patil for claiming that the state does not have enough funds to help the flood victims.

Speaking to ANI, the former chief minister of Karnataka said, "It shows their (Karnataka government) negligence. Every month the state government gets tax. The state gets its share of taxes. They get several kinds of taxes. If he is saying that the treasury is empty it reflects his knowledge about the financial issues."

"They do not have any will to help people amidst hardships. This government has completely failed to provide relief to the victims," he added.

Notably, after being criticised by residents for not visiting flood-affected areas in Gadag district, Cabinet Minister CC Patil on Wednesday visited Sevala Nagar village and talked to people about the problems they face.

Patil, also the minister in-charge of Gadag district, told the locals that the state government is spending a huge amount in the flood-affected areas despite lack of funds.

"You are aware of how much money the government is spending in flood-affected areas. You even know that the government doesn`t have money. We are also not getting our MLA funds. We will see later if you want to leave this village and want to shift to a different village. I will make the arrangements," Patil said.

The death toll has gone up to 13 following the devastation caused by incessant rain and floods in Karnataka between October 18 to 24.
