Seychelles and Myanmar will be getting Made in India vaccines on Friday.

Seychelles will get 50,000 doses of vaccines on Friday at around 1 pm local time. The amount is significant since the population of the country is 97,000. Seychelles will be the second Indian Ocean country to get the gift of Indian vaccines after the Maldives.

Meanwhile, Myanmar will get 1.5 million doses of the vaccine being sent by India.

India has announced that it will gift COVID-19 vaccines manufactured in the country to six nations - Bhutan, Maldives, Bangladesh, Nepal, Myanmar, and Seychelles. The vaccine being sent is the Oxford-AstraZeneca vaccine manufactured by Serum Institute of India - Covishield.

Bhutan and Maldives were the first two countries to get the Indian vaccine gift on Wednesday when the government gave the go-ahead for exports. Bhutan got 150,000 doses while the Maldives got 100,000 doses. It was followed by Nepal (1 million) and Bangladesh (20 lakh doses) getting Indian consignment on Thursday.

Amid the pandemic, India has been able to reaffirm its position as the pharma capital of the world. Even as the situation remains precarious in Syria, the United Nations Security Council discussed the issue with India pointing to the "politicization and militarization of the conflict" bringing "disastrous consequences".

India's envoy to United Nations TS Tirumurti said, "India supports the UN continuing its humanitarian relief operations through all possible channels, with the cooperation of the Syrian Government" and highlighted that it "is important to delink humanitarian assistance from progress on the political track." Tirumurti explained, "We believe that the noble and necessary cause of humanitarian assistance should always be bereft of politics."

This year marks 10 years since the conflict began in 2011. India had provided $12 million in humanitarian assistance to the Syrian government. Last year to fight the COVID pandemic, India sent a gift of 10 metric tonnes of medicines to Damascus.

Yielding some ground to end the nearly two-month-long protest by thousands of farmers on the national capital borders, the government on Wednesday proposed to suspend the three contentious farm laws for 1-1.5 years and set up a joint committee to find an amicable solution in the interest of the farming community.

During their tenth round of negotiations with three central ministers, the two sides decided to meet again on Friday after the union leaders hold their own internal consultations on Thursday to decide on the government's new proposal.

Briefing media after a nearly five-hour-long meeting that included two breaks, Union Agriculture Minister Narendra Singh Tomar said the government has proposed to suspend implementation of the three laws for 1-1.5 years, during which period a joint committee of representatives from the government and farmers' sides can continue their talks and those protesting on Delhi borders in extremely cold weather return to their homes.

The three laws have already been stayed by the Supreme Court till further orders and a committee of experts has been formed to resolve the deadlock. The panel has been asked by the apex court to submit its report within two months after consulting all stakeholders.

The committee held its first meeting on Tuesday and will begin its consultations with farmer groups and others from Thursday.

After the meeting, Bharatiya Kisan Union (Ugrahan) president Joginder Singh Ugrahan said, "The government proposed to suspend the farm laws for one and a half years. We rejected the proposal but since it has come from the government, we will meet tomorrow and deliberate over it."

Another farmer leader Kavitha Kuruganti said the government also proposed to submit an affidavit in the Supreme Court for suspending the three farm laws for a mutually-agreed period and set up a committee.
Kulwant Singh Sandhu of Jamuri Kisan Sabha said, "The government ?is on backfoot and it has started yielding ground to us."

Earlier during the meeting, the government also again offered to amend the three laws but farmer leaders stuck to their demand for a complete repeal and alleged that the Centre was avoiding discussion on a legal guarantee for MSP.

Farmer leaders said there was no breakthrough in the first two sessions as both sides were stuck on their stated positions vis-a-vis the three farm laws and it was clear from the very beginning that there was little hope of any outcome other than fixing the date for the 11th round.

Tomar, however, said the government was keen to reach a final decision in today's meeting on the auspicious day of Gurupurab and therefore it started with greetings for the occasion.

"The government was ready to discuss provisions of the laws with an open mind and a big heart," he said.
The minister said the talks were held in a cordial atmosphere despite some 'naram-garam' moments (softening and hardening of the stand) and farmers remained adamant on their demand for the repeal of the laws. He, however, asserted that some headway was made towards reaching a solution in the next meeting to end the agitation.

"It will be victory for Indian democracy the day farmers' agitation ends and they return to their homes," he said in reply to a question whether it would be a victory for the farmers or the government.

Asked whether the January 22 meeting at 12 pm could be the last one, Tomar said he is hopeful of reaching an amicable solution in the next round of talks.

The minister said the new proposal has been made to allay farmers' apprehensions and instill confidence that the government is ready for discussion with an open heart.

"The Supreme Court has stayed the agri-reform laws for a short duration. Their implementation will not happen for some time. But, we have been telling the unions that it will require more time to consider the laws and to discuss other aspects related to the agitation. The required time maybe six months, one year or one and half years," he said.

"Therefore, we told the unions that the government is ready to put on hold the implementation of the laws for 1-1.5 years. I am happy that the farmer unions took this proposal seriously on the birth anniversary of Guru Gobind Singh," he said.

Asked whether the proposed committee will continue alongside the SC-appointed expert panel, Tomar said, "The government is committed to the Supreme Court and will remain so. The committee appointed by the apex court is doing its job, but the government also has direct accountability towards farmers and the situation arising out of the protest. Therefore, we are taking forward this discussion while discharging our responsibility."

The modalities of the proposed panel, including the number of members, can be finalised after the two sides reach an in-principle agreement on this proposal, the minister said.

At the meeting, farmer leaders also raised the issue of NIA notices being served to some farmers, alleging it was being done just to harass those supporting the agitation, to which the government representatives said they will look into the matter.

The meeting began at around 2.45 pm with the three ministers greeting farmer leaders on the occasion of Gurupurab and the two sides took a lunch break after around one hour of discussions when farmer leaders had langar food.

The meeting resumed at around 5.15 pm after the lunch break, but the two sides took another break at around 6 pm during which the farmer leaders discussed the government proposal for suspending the laws for a fixed period of time.

Kuruganti said the meeting began with the NIA issue, followed by unions' demand for a repeal of the laws.
The farmer leaders presented multiple Parliament replies given by the agriculture minister where he had stated that agriculture is a state subject, while one reply mentioned even agri-marketing as a state subject.

"The government offered to carry out some amendments, but farmer leaders maintained they do not want anything less than a complete repeal of the laws," union leader Rakesh Tikait said.

Tomar was accompanied by Railways, Commerce and Food Minister Piyush Goyal and Minister of State for Commerce Som Parkash, who is an MP from Punjab, at the talks with 41 representatives of farmer unions at Vigyan Bhawan here.

Before the meeting, the three ministers also met senior BJP leader and Union Home Minister Amit Shah.

The tenth round of talks was initially scheduled on January 19, but later got postponed to Wednesday.

In the last round of talks, the government had asked protesting farmers to prepare a concrete proposal about their objections and suggestions on the three farm laws for further discussion at their next meeting to end the long-running protest. But, unions stuck to their main demand of a complete repeal of the three Acts.

Thousands of farmers, mainly from Punjab, Haryana and western Uttar Pradesh, are protesting at various border points of Delhi for over a month now against the three laws. Farmer groups have alleged these laws will end the mandi and MSP procurement systems and leave the farmers at the mercy of big corporates, even as the government has rejected these apprehensions as misplaced.

Earlier in the day, a group of farm union leaders met top officials of Delhi, Haryana and Uttar Pradesh police to discuss the route and arrangements for their tractor rally on January 26 to protest against the three farm laws.

But the unions rejected a suggestion by police officers to hold their rally on the Kundli-Manesar-Palwal Expressway instead of Delhi's Outer Ring Road, sources said.

In a way endorsing the India policy of outgoing US President Donald Trump, a top incoming Biden Administration official said India has been a bipartisan success story of successive American administrations.

''India has been a bipartisan success story of our successive administrations,'' Secretary of State nominee Tony Blinken told members of the powerful Senate Foreign Relations Committee during his confirmation hearing on Tuesday.

Responding to a Senator's question during his marathon confirmation hearing that lasted more than four hours, Blinken said this relationship started towards the end of the Clinton administration.

''During the Obama administration, we deepened cooperation on defence procurement and information sharing, and the Trump administration carried that forward including its concept of Indo-Pacific and to make sure we were working with India so that no country in the region including China could challenge its sovereignty and also working with it on concerns that we share about terrorism,'' he said.

Blinken said there are many ways the two countries can deepen the cooperation between them and one area that has a lot of promise and necessity is climate.

''Prime Minister (Narendra) Modi has been a very strong advocate of renewable energy and different technologies. I think there is very strong potential for our countries to work together," Blinken said.

A confidante of President-elect Joe Biden, Blinken had served as the Deputy Secretary of State in the second term of the Obama Administration and the National Security Advisor to Biden when he was the vice president.

During virtual India's Independence Day celebrations last year organized by the Biden Campaign, Blinken had batted for an India-US relationship.

''The Vice President (Biden) has long been a champion of stronger ties with India. I saw this firsthand, I started working for him in 2002 on the Senate Foreign Relations Committee. Then, of course, the Obama-Biden administration and his years as Vice President.

"But if you go back 15 years, Joe Biden had a vision for the future of US-India relations. In 2006, he said, my dream is that in 2020, the two closest nations in the world will be India and the United States,'' Blinken said on August 15 during the virtual event.

''Well, we're not quite there, but it's a terrific vision, and one that I know he will act to realize, as president of the United States.''

He was the driving force of the lifting of nuclear sanctions on India, and then the passage of this landmark India civil nuclear deal. And this is something I got to see up close and personal with him in the Senate,? Blinken said.

''Well, we're not quite there, but it's a terrific vision, and one that I know he will act to realize, as president of the United States.'' He was the driving force of the lifting of nuclear sanctions on India, and then the passage of this landmark India civil nuclear deal. And this is something I got to see up close and personal with him in the Senate,? Blinken said.

India on Wednesday starts the supply of its coronavirus vaccines to six nations in which Bhutan and Maldives will be the first recipients under its neighbourhood first policy as a ''goodwill gesture''.

The step will pave the way for many mid-and lower-income countries to get supplies of the easy-to-store Oxford/AstraZeneca drug, of which it said it plans to ship millions of doses within days.

Serum Institute of India (SII), the world's largest vaccine producer said last week it soon expected emergency use authorisation from the World Health Organization (WHO) for that vaccine, which SII has been licensed to make.

The foreign ministry said shipments would start on Wednesday following requests from "neighbouring and key partner countries". Officials said the first doses would go to Bhutan and Maldives.

Bangladesh, Nepal, Myanmar and Seychelles will also get supplies in this week's first phase, the external affairs ministry said.

The Bangladesh foreign ministry said it expected to receive a gift of two million doses on Thursday. The country of 160 million, which has yet to start its vaccination programme, has ordered a further 30 million doses, officials said.

The vast majority of the production of the three most widely approved COVID vaccines globally has so far been hoovered up by developed nations, raising concerns at the WHO and elsewhere that poorer countries could face a long wait for supplies.

The Oxford/AstraZeneca vaccine is widely viewed as their best option because the other two, manufactured by Pfizer/BioNTech and by Moderna, need to be stored at very low temperatures.

WHO emergency authorisation for the Astra-Oxford vaccine would additionally allow SII to begin supplying it to the WHO-backed COVAX initiative aimed at fairly distributing COVID-19 shots across the world.

India, which has the world's second-highest COVID caseload, has said it needs to balance its domestic requirements with international demands.

It began giving shots of the Oxford/AstraZeneca vaccine, as well as another developed by Bharat Biotech, to domestic health workers on Saturday.

The country plans to start exporting Bharat Biotech's vaccine at a later stage.

The foreign ministry said Astra-Oxford vaccine supplies to Sri Lanka, Afghanistan and Mauritius would begin soon after those countries' regulators cleared the drug.

'Goodwill gesture': India begins export of coronavirus vaccines to six nations

Bhutan on Wednesday became the first country to receive "Made in India" covid vaccines with an Indian Air Force's AN32 landing in the country with 150,000 doses. Present on the occasion were Bhutan's PM Dr Lotay Tshering, Health minister Dechen Wangmo, Foreign secretary Kinga Singye and India's Ambassador to the country Ruchira Kamboj.

The country received the Oxford-Astra Zeneca vaccine manufactured by the Serum Institute of India--COVISHIELD within 5 days of India launching its massive vaccination drive. After receiving the vaccine, Bhutan's Prime Minister said it was a gift from a "trusted friend" who has been with Bhutan all through the decades and in this pandemic too.

PM Lotay said, "As we celebrate the arrival of the vaccine as the new milestone in our battle to beat the pandemic at home, we applaud the gesture that signifies the compassion and generosity of the Prime Minister of India Narendra Modi, and the people of India for the wellbeing of the humanity".

The Indian government has assured to cover the two doses requirement of Bhutan's target population of around 533,500 and has committed to deliver the remaining consignments soon.

The Bhutanese PM pointed out that India reached out despite challenges it faces, pointing out, "It is of unimaginable value when precious commodities are shared even before meeting your own needs, as opposed to giving out only after you have enough"

Adding, "It is the display of altruism at best, and an exhibit of India's sincerity in the relationship we cherish. These will all translate into the prayers and prosperity of the people of India, emanating from the grateful hearts of Bhutan".

Amid the pandemic, India handed over ten consignments of medical supplies, portable X-Ray machine, essential medicines and medical equipment to Bhutan. In fact, prior to the vaccine delivery, India organised a training programme for immunization managers, cold chain officers, communication officers and data managers from Bhutan, both at national and provincial levels.

Bangladesh's foreign secretary to visit India next week

India and Japan on Monday signed a Memorandum of Cooperation (MOC) on Specified Skilled Workers (SSW) that will allow 14 categories of Indian "skilled workers" to work in Japan. SSW is a new status of residence created by Japan in 2019 under which skilled foreign nationals can obtain jobs and stay in the country.

The MOC was signed between India's foreign secretary Harsh Shringla and Japan's envoy to India Suzuki Satoshi. With the signing of the pact, the Japanese and Indian governments agreed to create a mechanism through which Indian nationals can be smoothly dispatched to Japan under the SSW framework.

Speaking at the signing ceremony, Japan's envoy said, "With the MOC we are going to sign, new opportunities will be open for Indian nationals to get employment in Japan.”

The Memorandum sets a framework between the Japanese and Indian Governments allowing information sharing in order to protect Indian nationals coming to Japan as SSW and facilitate a smooth implementation of the SSW system.

The Indian foreign secretary said, "With an early operationalization of this MoC, both our countries can synergise our strengths and have mutually beneficial outcomes. In the implementation of the SSW, the Indian side looks forward to working closely with the Japanese side to ensure that we can meet our objectives smoothly and quickly.".

Under the system, a person must be proficient in the Japanese language in daily life and his maximum period of stay can be five years in total. The 14 specified industry fields include caregiving, building cleaning, material processing, industrial machinery manufacturing, electric and electronic information, construction, shipbuilding and ship-related industry, automobile maintenance, aviation, lodging, agriculture, fisheries, food and beverages manufacturing, and food services industry.

The development comes even as Japan faces a declining population and an ageing society. India has one of the youngest populations in the world, which is can help to increase the economic productivity of any society. Indian PM Modi had placed a high priority on quickly operationalizing this MoC and the current PM of Japan Yoshihide Suga when he was the chief cabinet secretary was one of the prime movers of the program to address his country's need for a skilled labour market.

This is not the first such India Japan skilled related programme. In 2016 both sides agreed on "Manufacturing Skill Transfer Promotion Programme” for training 30,000 persons over 10 years with Japanese style manufacturing skills and practices.

In 2017, both sides signed, "Technical Intern Training Programme” agreement that enables Indians to access internships in Japan. So far, 200 interns have been placed in Japan under the intern training programme.

In growing convergences between India, France and Japan's "strategic triangle", all three countries have strongly backed the Indo-Pacific vision which has increasingly gained currency within democratic nations of the region and around the world.

Speaking at a virtual event, India's foreign secretary Harsh Shringla said, "India, France and Japan are leading stakeholders in the region and with other like-minded countries, it is upon us to ensure that the Indo-Pacific remains peaceful and open, taking into account needs and concerns of all its inhabitants."

Geographically New Delhi sees the Indo-Pacific as a "seamless interface" of the Indian and Pacific ocean from the western coast of North America to the eastern shores of Africa. Over 50 per cent of global trade traverses this maritime domain which is also home to over 60 per cent of the world’s population and the global GDP.

Calling his country an "Indo-Pacific power" due to its territories in the region, French envoy Emmanuel Lenain said, "We are building piece by piece a strategic triangle between Paris, Tokyo and Delhi committed to a rules-based Indo-Pacific order."

France has its territories in the Pacific Ocean and the Southern Indian Ocean. It also has 8,000 military personnel based in the region. In 2018, the country published its Indo-Pacific strategy whose main objective was to promote a rules-based, multilateral regional order, free of any hegemony.

Japanese envoy Satoshi Suzuki who was also present in the event highlighted his country's "unwavering" commitment to the vision, pointing out that "free and open Indo-Pacific vision has been the core diplomatic concept that Japan stands on".

He cited the first foreign visit of the new Japanese PM Yoshihide Suga’s to Vietnam and Indonesia and hosting of Quad Foreign ministers meet last year as the testament to Tokyo's efforts.

It was in 2007, in Delhi, that the then Japanese PM Shinzo Abe had spoken about the emerging dynamics of the region that links Pacific and Indian ocean. Almost a decade later in 2016 in Kenya, Abe unveiled Japan’s “Indo-Pacific Vision”.

In Arunachal Pradesh, satellite images show that China has managed to build a village on land occupied by the People's Liberation Army, sparking a fresh controversy between the two neighbours. The village - consisting of 101 new homes has been built on land controlled by the PLA since 1959 and is not on territory controlled by India.

The village has been built on the disputed border in Upper Subansiri district territory under Chinese control. Sources in the defence ministry have said that Beijing has, for years, maintained an army post on this territory and the various constructions by the Chinese have not happened suddenly.

The satellite images from November 2020 show the village constructed in the eastern range of the Himalayas. Comparing this with the satellite image from August 2019, the Chinese have made a substantial upgrade.

China's 1959 operation is known as the Longju incident. In June 1959, China accused Indian troops of occupying some places in Tibet and colluding with Tibetan rebels.

In August, the People's Liberation Army clashed with the Indian personnel - the 9 Assam Rifles. Two Indian soldiers were killed in action and the issue was finally resolved through diplomatic channels. Both sides withdrew from the area on August 20, 1960.

And the Assam Rifles did not re-occupy the post. In the late 1990s however, China established a company level post 3 kilometres inside Indian territory. In early 2000s the PLA extended the track further into Indian territory. And the area remains contested to this day.

India's External Affairs Ministry acknowledged the satellite images and said that the Indian government has also stepped up border infrastructure including construction roads, bridges, etc.

The ministry said that India keeps a constant watch on all developments. The ministry also said that India is taking all the necessary measures to safeguard its sovereignty and territorial integrity.

Meanwhile, India's ruling party BJP lawmaker from the state of Arunachal Pradesh expressed concerns and spoke about the issue.

"Since the 80s till today, they (China) are occupying this area and construction of villages is not a new thing. They have already constructed military base between Bisa and Maza which is inside McMahon Line, under Indian territory," Tapir Gao, BJP MP from Arunachal Pradesh, said.

Indian and Chinese soldiers confronted each other in their deadliest clash in decades in Ladakh last year The stand-off in the region continues through this winter with thousands of troops from both sides deployed on the frontline at extreme altitudes in sub-zero temperatures.

Starting January 20, Joe Biden will take the oath as the US President - a transition India is eagerly waiting for.

New Delhi has a long wish-list for the Biden administration. India would like its trade benefits worth six billion dollars restored, and it also wants the Trump era curbs on visas to be lifted. New Delhi would like a strong stance against Pakistan-backed terror groups, and a deeper alliance to combat China.

India isn’t looking forward to a hasty American withdrawal from Afghanistan. New Delhi would also like to see some movement on two big ticket items - The reform of the United Nations Security Council and India's entry into the Nuclear Suppliers Group.

Where does Joe Biden stand on these issues?

When it became clear that Joe Biden will be America's next president, India's Prime Minister Narendra Modi congratulated him with a photograph which was clicked seven years ago - when Biden attended a lunch - hosted in honour of the Indian prime minister in Washington DC. On that day, Joe Biden had talked about the promise of a strong India-US relationship.

Now, as president of the US, he gets to accomplish his vision. When the two leaders meet again they'll have a lot to discuss. And New Delhi should feel confident about its future engagements with Washington.

As a candidate, Joe Biden made all the right noises, like on the issue of visas, and Biden has already promised to lift all trump era restrictions.

The biggest challenge is the backlog, with over eight lakh Indians waiting for a green card. And it is believed more than two lakh will die waiting for one. Biden plans to revamp the visa rules. He wants to expand the number of high skilled visas and eliminate country specific quotas.

Biden's campaign website also assured an instant green card to students to get their doctorate in America in the fields of science, technology, engineering and maths.

What about trade?

India's relationship with America took a hit on the trade front when Trump decided to withdraw benefits worth six billion dollars under the generalized system of preferences. Both sides negotiated for a "mini trade deal" but they didn't sign an agreement.

Biden hasn't made his position clear on tariffs, and the incoming president faces his own share of economic challenges. The pandemic has left more than 25 million workers in America either unemployed, or, with lower salaries. Biden has promised to stand by American firms. Any trade negotiation with India will be a hard-nosed one.

Chinese aggression

India and the US have bigger concerns besides trade - Like the growing Chinese aggression. China will be the driving force behind this relationship, and Biden is expected to remain tough on Beijing.

He had refereed to the Chinese president as a thug while campaigning and promised to rope in allies to push back against China on its human rights record and authoritarianism.

Biden has also promised to remain tough on the issue of terrorism. He believes there can be no tolerance for terrorism in South Asia - cross border or otherwise. So far, team Biden has sent the right signals to India. Biden himself has called the India-US partnership a defining relationship for the 21st century.

As America anxiously gears up for the inauguration of 46th President Joe Biden and Vice President Kamala Harris on Wednesday, natives of Tamil Nadu’s Thulasenthirapuram-Painganaadu are also making preparations. This village in the Southern Indian state’s Tiruvarur district is the ancestral home of Kamala Harris’ maternal family. While the inauguration ceremony is scheduled after 10 pm IST, the village will commence their celebrations almost 12 hours in advance, at 10 am IST on Wednesday.

A special Puja (prayer ritual) and Archana (offerings for the deity) are to be held at the Sri Dharmasastha Temple in the village, which would be followed be celebrations, bursting of crackers and distribution of ladoos (sweets). Over 200 persons are expected to take part in the celebrations according to the village head.

Going by engravings on the temple wall, Kamala’s relatives who live in India had donated a small sum to the temple fund in 2014. The engraving bears the name Kamala Harris, with the donation sum Rs. 5000 (about 70USD) written beside it. According to the village head, they consider Harris’ family their own people and take pride in it, adding that, they had performed Pujas and erected banners in prominent parts of the village when they knew she was Biden’s running mate.

“Besides the celebrations, we are also planning to get a mini-forest ready in the near future. This is being planned on a small patch of land adjoining the temple” J.Suthakar, the village head and the President of the local Rotary chapter told Zee Media.

Cheering on from their respective homes in Chennai and Delhi, will be Dr. Sarala Gopalan and Dr. Gopalan Balachandran, the maternal aunt and uncle of Kamala Harris. While the family members had initially hoped to be in the US for the Inauguration, they shelved their plans owing to the Covid-19 pandemic.

Cambodia has become the latest country to request India for COVID-19 vaccine even as New Delhi has been reached out by other countries for it. Cambodian PM Hun Sen had met the Indian envoy to Cambodia Devyani Khobragade and requested for the vaccine.

The Cambodians have not quantified their requests for the Indian vaccines, but it comes, two days after China promised a donation of one million doses. The development shows Cambodians are open to getting more vaccines from India and not totally reliant on China. Cambodia is seen close to Bejing, which makes it more significant.

India will kickstart the vaccine exports on Wednesday. The Maldives will become the first country to receive the Indian coronavirus vaccine tomorrow. The Indian Ocean Island country will receive the Covishield vaccine produced by Serum Institute of India (SII) with the Indian consignment arriving at 2:00 pm local time in the country's national capital Male by Air India.

A special flight of India carrying the consignment will land at Hazrat Shahjalal International Airport in Dhaka the day after tomorrow. The ruling Awami League party of the country also tweeted the same and highlighted that the govt will also procure additional 30 million Covishield vaccines from Serum Institute of India (SII).

When it comes to coronavirus vaccines, India has assured that its vaccines will be for the entire humanity, with priority being given to the neighbourhood.

In the neighborhood, talks are on with Bhutan, Sri Lanka, Afghanistan, and Nepal for the vaccine. In fact, Nepal's Foreign minister Pradeep Gyawali was in India last week and requested India for 20 per cent i.e. 12 million doses of the vaccine. Indian authorities have given approval to two coronavirus vaccines — one being SII's Covishield and another being Bharat Biotech's COVAXIN with the mega vaccination programme starting over the weekend.

The Cambodians have not quantified their requests for the Indian vaccines, but it comes, two days after China promised a donation of one million doses. Maldives to be the first country to receive Indian COVID-19 vaccine

According to reports, China has built a new village consisting of 101 new homes in India's Arunachal Pradesh, which has stoked a new row between the two sides amid the India-China standoff along the LAC.

The village is reportedly located on the banks of Tsari Chu river in upper Subansiri district, an area along the LAC. The area where the village is built has been long been disputed by both sides.

US-based imaging company Planet Labs has satellite images and claimed that around 100 houses have been built. There was no construction at the particular place in 2019.

The satellite images from November 2020 shows the village constructed in the eastern range of the Himalayas compared with the satellite image from August 2019, the Chinese have made substantial gains.

India's external affairs ministry acknowledged the satellite images and said that the Indian government has also stepped up border infrastructure including construction roads and bridges.

The MEA said that India keeps a constant watch on all developments. The ministry added that India is taking all the necessary measures to safeguard its sovereignty and territorial integrity.

The development comes after Indian and Chinese soldiers clashed at Galwan Valley in June last year in which 20 Indian had died in action, although the PLA had suffered casualties as well, however, China's foreign ministry has refused to divulge figures.

The stand-off in the region continues through this winter with thousands of troops from both sides deployed on the frontline along the LAC at extreme altitudes in sub-zero temperatures.

China builds village in India's Arunachal Pradesh: Report

In a strongly worded letter to WhatsApp CEO Will Cathcart, India's ministry of electronics and information technology has expressed its "strong concerns" on the new privacy changes and asked the instant messaging app to "respect the date security of Indian users".

The IT ministry in the letter has asked Whatsapp to withdraw the proposed policy, slamming its "all or nothing" approach which "leverages the social significance of the app to force users into a bargain".

The policy announced earlier this month asked the social media company to agree to the new terms or lose access to accounts by February 8, sparking widespread concerns and criticism. Since Whatsapp is owned by Facebook, the letter called on the social media giant to "value the principles of privacy and consent" as laid down by the Indian Supreme Court in its judgment of Justice (retd) KS Puttaswamy vs union of India (2017).

The data sharing between Whatsapp and Facebook has been one key aspect of the concern. The Indian government's letter said that the new proposed policy ceases any "any meaningful distinction between WhatsApp and Facebook companies" and given the huge user base of both the companies in India, "consolidation of this sensitive information" exposes a "very large segment of Indian citizens" to "greater security risks and vulnerabilities creating a honeypot of information." Under such pressures, Whatsapp recently halted the rollout of its controversial privacy policy.

Interestingly, India has raised "strong objections" against "differential treatment" by WhatsApp to its users in India and in the European Union. While the new proposed WhatsApp policy was only for India, they remained unchanged for Europe. The letter said, "differential treatment is prejudicial to the interests of Indian users" and is viewed with "serious concern by the government"."

The Indian government has handed over a detailed questionnaire to the messaging app to get details about its data-sharing protocols and business practices. Questions included does WhatsApp conduct the profiling of Indian users, does the app capture information about other apps running on a mobile device. Here some of the key questions by the Indian govenment to Whatsapp:

1.Disclose the exact categories of data that WhatsApp application collects from Indian users.

2. Give details of the permissions and user consent sought by WhatsApp app and utility of each of these with respect to the functioning and specific service provided.

3. Does WhatsApp conduct profiling of Indian users on the basis of their usage of application? What nature of profiling is conducted?

4. Details of difference between WhatsApp privacy policies in other countries and India.

5. Details of Data Security Policy, Information Security Policy, Cyber Security Policy, Privacy Policy and Encryption Policy.

6. Does WhatsApp app share data with any other app or business unit of the same company or associated companies? Share details of the data flow
among these apps, business units or associated companies.

7. Does the WhatsApp app capture the information about the other apps running on the mobile device of the user? If yes, what information is being captured by the app and what purpose is it being collected and used?

8. Details about the server when data of Indian users is transmitted or hosted.

9. Has the company or application provided any access to a third party to access a user’s personal data? If yes, then share those details.

10. Does the app harvest user data? Has the company faced any action in any country for surreptitiously harvesting user data?
