Last month, Switzerland, decided to push for a moratorium on commercial exploitation of the international seabed area filled with enormous mineral resources. The nation said that deep-sea mining in the area "must be postponed" until protection from the "harmful effects" could be ensured.

Not just in Switzerland, deep-sea mining should be a matter of global concern. France and Germany are also launching the fight against plans to allow large-scale commercial mining in the deep waters, as they warned that a China-backed push to extract battery metals from the seafloor could have long-term consequences.

What is deep-sea mining?

The process of retrieving mineral deposits from the deep seabed, the ocean below 200m, is called deep-sea mining. The process depletes terrestrial deposits. It is said that the rising demand for metals means deep-sea mining may begin soon. However, a number of research suggest that it could be destructive for biodiversity and ecosystems.

According to scientists, the process also risks disrupting the ocean's capacity to absorb carbon dioxide emitted by human activities, and its noise interferes with the communication of species such as whales.

The interest in this area is gaining momentum because of the depletion of terrestrial metal reserves such as copper, nickel, aluminium, manganese, zinc, lithium, and cobalt.

These metals are also in high demand for the manufacture of devices such as cell phones, wind turbines, solar panels, and batteries.

Scientists are concerned, but some support the process of deep-sea mining as they argue that these minerals found beneath the sea are needed if the world is to meet the growing demand for green technologies.

International Seabed Authority (ISA)

ISA regulates activities in the seabed beyond national jurisdiction ('the Area'). It was established under the 1982 UN Convention on the Law of the Sea and is responsible for protecting the seabed in the high seas as well as regulating activities related to coveted minerals.

Currently, the Jamaica-based organisation only awards exploration permits for certain places, which the United Nations Convention on the Rights of the Child deems as "the common heritage of mankind".

By May 2022, the body had issued 31 contracts to explore deep-sea mineral deposits. More than 1.5 million km2 of international seabed has been set aside for mineral exploration.

Emma Wilson of the Deep Sea Conservation Coalition told AFP, "I think it's a very real possibility that we see an application submitted this year."

"So it's crucial for states to be bold and implement the necessary measures to protect our ocean," she said, further adding that ISA is entering "the most critical decision-making period in the history of its existence".

What's the controversy?

In 2021, the small Pacific island state of Nauru threw a spanner into the works of the decade-long negotiations for the mining code by triggering a clause demanding that agreement be reached within two years.

Despite the fact that there are few restrictions in existence, the formal request triggered a clause that put the ISA on a two-year countdown to assess the application.

The deadline has passed now and if Nauru applied for a contract with Naura Ocean Resources (Nori), a subsidiary of Canadian corporation The Metals Company, ISA would have to review the proposal, but may not necessarily grant it.

Experts have said that the Nauru authorities have given assurances that they will not act immediately, but other companies sponsoring states' underwater mining ventures could take advantage of the opportunity.

Pradeep Singh, laws of the sea expert at the Research Institute for Sustainability in Potsdam, Germany, told AFP, "I'm not too concerned. I think it would be a mistake to submit an application anytime soon, seeing that states are still negotiating and working towards completing the regulation."

"The indication is quite clear that states are very reluctant and hesitant to allow mining to commence without regulations," he added.

Experts are concerned

It is said that crucial research and work to adopt the required regulations, standards and guidelines to manage deep-sea mining sustainably is far from complete, but deep-sea mining in international waters could start as soon as 2026.

The 36 member states of the ISA Council, which is the decision-making body on contracts, said in March that commercial exploitation "should not be carried out" until the mining code was in place.

However, they couldn't agree on the procedure for reviewing a potential application or the precise meaning of the clause triggered by Nauru.

Scientists say that it is quite difficult to assess the potential impacts of deep-sea mining because it remains understudied and poorly understood. Any disturbances on the seabed may impact three billion people whose livelihoods depend on marine and coastal biodiversity. Hence, placing measures to protect the marine environment is not an easy task.

In order to mitigate the issue, some experts suggested that there's a need to reduce reliance on metals from mining, which can be accomplished through redesigning, reusing, and recycling.

Explained: How deep-sea mining & demand for green technologies threaten marine life

An Indian-origin employee has been awarded more than £‎2.3 million ($2.9mn) after her bullying claim was upheld - a case believed to be one of the largest compensation settlements for the UK's Royal Mail.

Accusations were levelled against The Royal Mail of "destroying" the life of an employee named Kam Jhuti, who suffered lengthy bullying when she highlighted potential fraud done by her boss Mike Widmer, who even harassed the media specialist.

The Daily Telegraph reported that the tribunal found that there had been a "catastrophic" impact on her because of the boss' treatment of her.

In the eight-year-old case, an employment tribunal heard that Jhuti was fired and suffered severe depression and post-traumatic stress disorder.

An official remedy decision added to the long-running case this week read: "The tribunal makes a total award of GBP 2,365,614.13, payable by the respondent to the claimant."

"Subject to the paragraph below, payment of the award is stayed pending the outcome of the respondent's (Royal Mail) appeal against the tribunal's original judgment on remedies which was sent to the parties on October 3, 2022. Both parties have the liberty to apply to lift this stay," it added.

"Of that total award, the respondent (Royal Mail) will, however, make payment of the sum of 250,000 pounds gross to the claimant; the stay does not, therefore, apply in relation to this sum. The parties agreed that the respondent will pay this sum to the claimant within 14 days of the date of this hearing," it further read.

What exactly happened?

The case went as far as the Supreme Court and in a 2019 hearing, it was told that Jhuti started work at £‎50,000 ($64,000) per year as a media specialist at the Royal Mail's MarketReach unit based in London in September 2013.

A month after getting the job, she suspected a colleague of violating corporate policy in order to get a bonus for herself while indirectly securing Widmer's. She told him, who stated that false claims would have an "impact" on her career. He then set up "intensive" weekly meetings just for her and repeatedly said her progress was disappointing.

After that, Jhuti emailed HR, claiming that Widmer's actions were the result of her whistleblowing, but was assured that "he would be the one to be believed".

She was absent from work in March 2014 due to work-related anxiety and depression, and she was fired in July of that year.

Colombia's armed forces and the National Liberation Army (ELN) rebels are set to halt offensive actions against each other from this week, prior to the beginning of a full ceasefire in August.

The two sides agreed to the step in June during peace negotiations to end the guerrilla group's part in the country's nearly 60 years of internal conflict, which has killed at least 450,000 people.

"From 00 hour on July 6 until 00 hour on August 3, 2023, the structures of the National Liberation Army should stop all offensive military action against the armed forces and the police in all national territory, including intelligence efforts," the ELN said in a statement posted on its website on Tuesday.

The group will continue to respond to attacks on or threats to its units, it added.

The government's high peace commissioner, Danilo Rueda, in a statement on Tuesday said President Gustavo Petro will make an announcement in the same vein with explicit and specific orders to the armed forces.

The British government is mulling over dropping its crucial £11.6 billion climate finance pledge, The Guardian reported further alleging that the administration has betrayed climate action.

The outlet mentioned in its reportage that it has seen a leaked briefing note to ministers, which was given to the Foreign Office.

The note mentions all the reasons for abandoning the nation's contribution to meeting the global $100 billion-a-year commitment to developing countries.

As quoted by the report, the leaked note says, "Our commitment to double our international climate finance to £11.6bn was made in 2019, when we were still at 0.7 [% of GDP spent on international aid] and pre-Covid."

It further added that in order to meet it by the deadline would be a "huge challenge" as there are new pressures, which also include the aid London is providing to the war-ravaged Ukraine.

In a first, South Korea's national orchestra was conducted by an android robot that stunned the sold-out crowd in Seoul on June 30. The audience was awestruck after the flawless performance by the robot in place of a human maestro.

The South Korea-made robot called EveR 6 was designed by the Korea Institute of Industrial Technology. It has a humanoid face and was programmed to replicate the movements of a human conductor.

Before starting the performance in front of nearly 1,000 people, it bowed to the audience. The orchestra was playing traditional Korean instruments. To make it more like humans, the robot even started waving its arms to control the tempo when it was performing.

Three of the five pieces played by the orchestra were guided by EveR 6, one of which was jointly led by a human conductor, named Choi Soo-yeoul.

In the United States, a complaint filed on Monday with the Department of Education revealed that the process of legacy admissions at Harvard University has been challenged by a civil rights group. This comes just a few days after the Supreme Court struck down the decades-long practice of affirmative action.

The rights group has accused the process of basically discriminating against students of colour by giving an unfair advantage to others, mostly white kids of alumni.

Lawyers for Civil Rights, which is a nonprofit based in Boston, filed the civil rights complaint on behalf of Black and Latino community groups in New England.

The group has alleged that the education institution's admissions system violates the Civil Rights Act of 1964 by giving preference based on wealth and status.

As quoted by US-based media reports, the groups said in the complaint that "each year, Harvard College grants special preference in its admissions process to hundreds of mostly White students — not because of anything they have accomplished, but rather solely because of who their relatives are".

A survey from Pew Research Center found in March 2022 that around 75 per cent of US adults believe that whether a relative attended a school should not be a factor in college admissions decisions.

As quoted by reports, Ivan Espinoza-Madrigal, who is the executive director of Lawyers for Civil Rights and also handling the case, said that "Why are we rewarding children for privileges and advantages accrued by prior generations?"

Ivan added, "Your family's last name and the size of your bank account are not a measure of merit, and should have no bearing on the college admissions process."

Around 70 per cent of Harvard's donor-related and legacy applicants are white, records have revealed and also mentioned that being a legacy student makes an applicant roughly six times more likely to be admitted.

How drugs entered restricted area of White House? Five key points

Just days after he led a mutiny against his uncle Sharad Pawar, Maharashtra's new deputy chief minister Ajit Pawar said on Wednesday that he aspires to be the chief minister one day.

The faction led by Ajit Pawar also knocked on the doors of the Election Commission on Wednesday to claim the name and symbol of the Nationalist Congress Party (NCP) as the group is apparently leading the number game. The group has filed over 40 affidavits of MLAs and MPs in his support.

Ajit also pointed to the retirement age of government servants and BJP leaders and urged NCP president Sharad Pawar to pass on the baton to the new generation.

Addressing the party workers, Ajit Pawar said, "IAS officers retire at 60. Even in politics, BJP leaders retire at 75. You can see the example of LK Advani and Murli Manohar Joshi. You (Sharad Pawar) are 83, aren't you going to stop? Give us your blessings and we will pray that you live a long life."

Meanwhile, the Election Commission has also received a caveat from Maharashtra NCP president Jayant Patil that they have initiated a disqualification process against nine MLAs.

Sharad Pawar claimed that he will "not allow anyone to snatch"' the name and symbol away.

Addressing party workers at Yashwantrao Chavan Centre, Pawar said, "There is no need to worry. The party symbol is with us, it is not going anywhere. The people and party workers who brought us to power are with us."

A total of 35 of 53 NCP MLAs and five of the eight MLCs were present at the party meeting held by Ajit Pawar, who joined the Shiv Sena-BJP cabinet and took oath as deputy chief minister of the state.

The two factions of the NCP held separate meetings in Mumbai. Both sides even appointed their own chief whips amid the ongoing political crisis in the Indian state of Maharashtra. The chief whip for the Sharad Pawar faction will be Jitendra Awhad while Anil Patil has been appointed by the Ajit faction.

The Ajit group met at the Mumbai Education Trust (MET) premises in suburban Bandra at 11:00 am (IST) and the Sharad Pawar faction gathered at the YB Chavan Centre in south Mumbai around 1:00pm (IST) for its meeting as the battle for the party rages on.

With 53 NCP MLAs in the 288-member Maharashtra Assembly, Ajit would need the support of at least 36 to avoid disqualification under the anti-defection rules, and to win the claim over the party and its election symbol.

Both Pawar factions held separate meetings in a show of strength on Wednesday. While Ajit Pawar claimed the support of over 40 MLAs and MLCs, about 29 MLAs were seen on the stage at the meeting called by him. Sharad Pawar faction paraded 17 MLAs.

The NCP has 53 MLAs in the Maharashtra Legislative Assembly.

What is anti-defection law?

According to the law, a group of lawmakers can only quit one party to join another if they have the backing of at least two-thirds of the original party's total MLAs.

It also establishes the procedure by which legislators may be disqualified and removed from their respective legislative assembly based on a petition by any other member of that House to the Presiding Officer of the legislature.

A legislator is said to have defected and switched sides if he or she leaves his or her party of choice or votes against the party leadership's wishes on a vote.

I want to be chief minister, says Ajit Pawar, approaches EC to claim NCP name, party symbol

Leading Taiwan presidential candidate William Lai wrote in the Wall Street Journal on Wednesday that he could keep the peace with China if elected, reiterating his willingness for talks without preconditions and a pledge to boost defences.

Lai, Taiwan's vice president and the candidate from the ruling Democratic Progressive Party (DPP), has consistently led the majority of opinion polls ahead of the January election. President Tsai Ing-wen cannot run again after two terms in office.

In a commentary piece, Lai said that despite the military and economic challenges from China, including Beijing's almost daily aerial incursions near the island, his top priorities remained pragmatism and consistency.

"I will support the cross-strait status quo - which is in the best interests of both the Republic of China, as Taiwan is formally known, and the international community. I will never rule out the possibility of dialogue without preconditions, based on the principles of reciprocity and dignity," he added.

Lai said he would continue with Tsai's plan to boost Taiwan's defences, such as spending more on the military, adding that these measures reduce the risk of war by raising the stakes and costs for Beijing.

"I will seek greater cooperation with partners and allies, particularly in training, force restructuring, civil defence and information sharing," he wrote.

Lai is expected to visit the United States next month, according to diplomatic sources, as presidential candidates traditionally do, to discuss their policy agenda.

The United States is Taiwan's most important international backer and arms supplier.

Tsai has repeatedly offered talks with China but has been rebuffed. Beijing views her as a separatist for refusing to accept the Chinese position that Taiwan and China are part of "one China". She says only Taiwan's people can decide their future.

Lai angered China in 2018 while he was premier, telling parliament he was a "Taiwan independence worker" and that his position was that Taiwan was a sovereign, independent country - a red line for Beijing.

Both Tsai and Lai say that the Republic of China, Taiwan's formal name, is already an independent state, even though only 13 countries recognise it formally.
