A large amount of real estate transactions in Dubai is suspected to involve people associated with groups subjected to US sanctions for their alleged ties to terrorist organisations like the Hezbollah and Houthi rebels, says a report by Nikkei Asia.

The report is based on data pertaining to hundreds of thousands of properties obtained by the Center for Advanced Defense Studies (C4ADS). Typically, countries try to stymie terrorist financing by severing ties of such organisations and individuals from the financial system and freezing their assets.

However, this new revelation made on Tuesday (May 14) in the investigative report, a result of a collaborative investigation by 74 media entities across 58 countries, shows a gap in these sanctions, potentially allowing money laundering and terrorism financing.

The Middle East has witnessed growing instability since the Israel-Hamas conflict erupted in October, further exacerbated by intermittent tensions between Israel and Iran, which briefly escalated into open hostilities in April.

Iran-backed groups, including the Hezbollah in Lebanon and the Houthi rebels in Yemen, have remained highly active amid these tensions.

Terror affiliates on the list

The property data lists real estate developer Adham Tabaja, suspected of Hezbollah affiliation, and Qatari-based financier Ali al-Banai, linked to funding Hezbollah operations.

Adham Tabaja, sanctioned by the US in 2015, reportedly owns significant property assets in Dubai. Ali al-Banai is allegedly part of an international financial network supporting Hezbollah, extending across the UAE, Lebanon, Qatar, Iran, Kuwait, Bahrain, Saudi Arabia, and Turkey. Another figure, Ali Osseiran, under sanctions for alleged money laundering facilitation for Hezbollah through art businesses, is listed as owner of property in Dubai's Burj Khalifa, the world's tallest skyscraper.

The investigative probe suggests that over 200 people, including those under US sanctions, may have purchased real estate in Dubai. Responding to inquiries, the UAE's Oslo Embassy said that the nation is committed to safeguarding the global financial system's integrity and collaborating with international partners to combat illicit finance.

Terrorist groups suspected of channelling funds into Dubai real estate: Report

A just-released report on Tuesday (May 14), has exposed how Dubai's real estate market is used to stash ill-gotten money from around the world. The report, titled 'How Dirty Money Finds a Home in Dubai Real Estate,' was put together by journalists from 74 different organisations in 58 countries after an investigation spanning for over six months and takes into account real estate assets up to the spring of 2022.

The report, compiled after analysis of property data collected from the Dubai Land Department and publicly owned utility companies, highlights the significant involvement of Pakistanis, with former President Pervez Musharraf and current President Asif Ali Zardari among those named as property owners.

Indian owners top the list while Pakistanis rank as the second-largest nationality owning properties in Dubai, with their collective holdings valued at $11 billion. 17,000 Pakistanis own 23,000 properties in the region, indicating the scale of their presence.

The report specifically identifies properties linked to Asif Zardari's family and one property associated with Pervez Musharraf.

Additionally, it names individuals such as Roshan Hussain, Hussain Zahoor, and Obaid Khanani, the latter having been sanctioned by the US in 2016 for his alleged involvement in money laundering activities, as reported by The Dawn, one of the publications that participated in the investigation.

“If we have the data you are talking about, as well as the information on residence status, we will make sure those who are eligible to pay tax in Pakistan on rental income or capital value are doing so,” Malik Amjed Zubair Tiwana, chairman of the Federal Board of Revenue (FBR) told Dawn.

“It may be a sensitive matter, and perhaps the law will have to change, but with political will we will go all out against tax evaders. The government is prepared for this,” he added.

Further implicating Pakistani figures, the report references Faisal Vawda, wife of Mohsin Naqvi, Hussain Nawaz, and Sharjeel Memon, alongside multiple members of the Sindh and Balochistan assemblies. Moreover, over a dozen bureaucrats, a diplomat, and police chiefs are named in the list.

What does the law say?

People who live in Pakistan for more than 183 days a year must value their assets abroad based on the current exchange rate. If these assets are worth more than Rs100 million, they have to pay a one per cent tax on them. This law is being questioned in high courts and the Supreme Court.

But if you're a Pakistani living abroad, you only have to pay taxes on the money you make in Pakistan. You don't need to tell the government about any assets you have overseas.

It is to be noted that just a mere mention in the data is not evidence in itself of financial crime or tax fraud, said the Dawn report.

"In fact, several of those approached by Dawn for comment on their properties said they were declared to the tax authorities," it said.

The report said the number of residential properties owned by foreigners put Indians first, at 35,000 properties and 29,700 owners. The total value of these properties is estimated at $17 billion that same year, said the report.

Dubai leaks: Report reveals properties of Zardari, Musharraf among 17000 Pakistanis in global financial hub

A prehistoric man, believed to have drowned around 4,000 years ago, has been reconstructed to show his likely appearance during his lifetime. A team from the Norwegian University of Science and Technology (NTNU) in Trondheim created this image using measurements of his skeletal remains and DNA data.

The remains were first discovered in 1916 on the island of Hitra, located off Norway's west coast, by workers upgrading a road to a farm. These remains belong to a man who died in his mid-20s around 4,000 years ago, near the end of the Stone Age, as reported by Newsweek.

At the time of the man's death, the sea level in the area was higher than it is today, and the site where his remains were found would have been approximately 13 feet underwater. Therefore, archaeologists speculate that he may have drowned.

"We think that he drowned. Parts of the skeleton are well preserved, and must have been covered with shell sand on the seabed shortly after he died," archaeologist Birgitte Skar with the NTNU University Museum said in a press release.

The measurements of the man's remains suggest he stood at around 5 feet, 6 inches tall. Furthermore, through DNA analyses of several other individuals from the same era with comparable genetic profiles, experts managed to reconstruct the colour of his hair, skin, and eyes. These examinations revealed that he had blonde hair and blue eyes.

Skar indicated that artefacts discovered alongside the man imply a possible "warrior" status. These items include a dagger and an arm guard—a bone object shaped like an oblong, meant to safeguard the wrist of one hand while using a bow and arrow.

Currently, it remains uncertain whether the Hitra man drowned accidentally or as a result of some form of conflict. Nonetheless, the era in which he lived was marked by substantial transformations in the dynamics of prehistoric human communities in the area, particularly the emergence of agriculture.

Two French prison officers were killed in an ambush on a prison van near Rouen, Normandy on Tuesday (May 14). According to French media, an inmate who was being transported in the van escaped with the attackers.

France's Justice Minister, Eric Dupond-Moretti, stated that three other officers were seriously injured and that the Justice Ministry's crisis unit had been convened. French President Emmanuel Macron assured on X that all efforts were being made to apprehend the culprits, while Interior Minister Gérald Darmanin announced that hundreds of police officers and gendarmes had been deployed.

BFMTV reported that the inmate was being taken back to Évreux jail after a court hearing in Rouen. The ambush occurred at approximately 11:00 (09:00 GMT) near a toll booth on the A154 motorway, which has since been closed in both directions.

The attackers, travelling in two vehicles, intercepted the prison convoy, according to AFP. Unconfirmed reports suggest that the inmate and attackers fled in a car later found burned out nearby. Images circulating on social media, and featured by some French news outlets, show what appear to be hooded gunmen approaching the convoy.

AAP admits Kejriwal’s aide ‘misbehaved’ with MP Swati Maliwal in Delhi CM’s drawing room

The Supreme Court of India on Tuesday (May 14) granted bail to Gautam Navlakha, an accused in the Bhima Koregaon violence case, observing that the trial is unlikely to end soon.

A bench comprising Justices M M Sundresh and S V N Bhatti refused to extend the stay imposed by the Bombay High Court in December 2023 on its bail order. The court also stipulated that Navlakha must pay Rs 20 lakh to cover security expenses during his house arrest.

The bench pointed out that Navlakha has been in custody for over four years, the trial involves 370 witnesses, six co-accused have already been granted bail, and charges have yet to be framed.

“Prima facie we are of the view that there is no need to extend the interim order of bail. The appellant has been in incarceration for more than four years and charges are yet to be framed…the High Court by detailed order has deemed fit to grant bail. The trial would take years and years and years to complete…Thus…we are not inclined to extend the stay,” the court said and asked Navlakha to cooperate with the trial.

The court was addressing an appeal from the NIA challenging the high court's decision to grant Navlakha bail. The NIA's counsel argued that the allegations against Navlakha were serious and noted that not all co-accused had been granted bail.

While granting Navlakha bail, the high court had said that “no covert or overt terrorist act has been attributed to him under Section 15 of the Unlawful Activities (Prevention) Act, 1967”.

Navlakha was placed under house arrest in Navi Mumbai under strict conditions following a November 2022 Supreme Court directive, citing his claimed poor health.

Although the special NIA court, in denying Navlakha's bail request, had indicated initial evidence of a connection between him and Syed Gulam Nabi Fai—convicted by a US court in 2012 for ties to the Pakistani intelligence agency ISI—the high court stated this had no bearing on the current case. According to the NIA, Navlakha had communicated with the US court seeking leniency for Fai.

Bhima Koregaon case: India’s top court grants bail to Gautam Navlakha, says trial may ‘take years'

During the bail hearing for AAP leader Manish Sisodia on Tuesday (May 14), the Enforcement Directorate lawyer told the Delhi High Court that the Aam Aadmi Party (AAP) would also face charges in the case, with a supplementary chargesheet expected soon, according to ANI.

Despite there being only 17 arrests so far, more than 250 petitions have been submitted, causing the investigation officer to frequently appear in court, said the ED on delay in probe and trial while opposing Sisodia's bail request. This will be the first legal proceeding in which a political party is named as an accused.

The ED's counsel informed Justice Swarana Kanta Sharma, who is hearing arguments on Sisodia’s bail plea, that AAP would be named as a co-accused in the upcoming chargesheet.

The ED’s counsel also claimed that the accused are making efforts to delay the filing of charges in the case.

The ED lawyer submitted in court that the actions of Sisodia enabled Indospirits to earn profits of ₹192 crore during the 11 months when the Delhi excise policy was in force.

While seeking bail, Sisodia’s attorney argued that the ED and CBI continue to make arrests in the money laundering and corruption case, indicating that the trial will not be resolved quickly.

The Enforcement Directorate is investigating the money laundering aspect of the alleged scheme. This development follows the Supreme Court granting Kejriwal interim bail to campaign in the Lok Sabha elections just a few days ago.

After hearing all the arguments, the court reserved its order on Sisodia's bail plea.

A Delhi court , meanwhile, extended the judicial custody of Bharat Rashtra Samithi (BRS) leader K Kavitha until May 20 on Tuesday (May 14) in relation to the Delhi excise policy case. The Rouse Avenue Court postponed the hearing on the sixth supplementary chargesheet submitted by the Enforcement Directorate (ED) as part of their investigation.

Last Friday, the ED had submitted a nearly 200-page prosecution chargesheet with annexures under the Prevention of Money Laundering Act (PMLA). Kavitha was arrested by the ED on March 15 from her residence in Hyderabad’s Banjara Hills. The central agency has accused her of being a key member of the ‘South Group,’ which allegedly paid a hefty amount in kickbacks to the Aam Aadmi Party (AAP) for a substantial share of liquor licenses in Delhi under the now-cancelled 2021-22 excise policy.
