The government in the Indian state of Tamil Nadu exchanged Memoranda of Understanding (MoUs) with various Indian and international firms, for a cumulative investment of&nbsp;Rs 1.25 trillion in 60 projects. Presiding over the event, Chief Minister MK Stalin launched the 'Tecxperience' program, which is an umbrella suite of technology services that will be made available for free or at a discounted price for a limited period, to improve tech adoption in the state by individuals and start-ups. The Chief Minister also inaugurated TN PitchFest , a platform for start-ups in Tamil Nadu to reach venture capital firms and angel investors.&nbsp;

Speaking at the event, S&nbsp;Krishnan, IAS, Additional Chief Secretary to the Govt.&nbsp;Industries, emphasised how Tamil Nadu had risen in the National Ease of Doing Business ranking by progressing from the 14th rank to the third rank. On the MoUs signed over the past year, he said that 78 of the 132 MoUs were under implementation. "A 60 percent conversion rate within one year is a healthy sign for the state" he added.&nbsp;

In the revised budget speech for 2021-22, the Tamil Nadu government announced a 'Life Sciences Policy' to develop the state into a global science manufacturing hub and a 'Research and Development Policy' to strengthen investment in the R&amp;D sector. In accordance with this, the Chief Minister launched the 'TN Life Sciences Promotion Policy 2022' and 'TN Research and Development Policy 2022'.&nbsp;

The event was held in the presence of top bureaucrats from the state, government officials and delegates from foreign embassies. Among the notable firms that exchanged MoUs are Tata Power, Cubic PV, USA, Infosys Limited, Mastercard, L &amp; T, Tech Mahindra, etc.&nbsp;

According to a statement from the Tamil Nadu Government, IGSS Ventures will launch its semiconductor fab named ‘Project Suria’. The firm has also applied for the Central Government's Rs 76,000-crore production-linked incentive (PLI) scheme for semiconductor manufacturing in India. This project is expected to come up at a facility that spans 300acres and the location for the same is being worked out, said State Industries Minister Thangam Thennarasu.

The Minister added that over the last year, the State government has signed MoUs to the tune of Rs 94,975 crore with 132 companies to generate 2.26 lakh jobs.

India: Singaporean firm inks MoU with TN Govt to establish semiconductor park at $3.5bn

India's heaviest rocket, the GSLV Mk3, will henceforth be used to perform commercial launches, with two such launches being planned in October this year and January next year, ISRO Chairman, Dr S Somanath said.

He mentioned that UK-based OneWeb had signed up as a customer for both these launches. This comes as a welcome development as it would be the maiden launch of the GSLV Mk3 for a commercial mission. Notably, India has been primarily using its workhorse PSLV rocket to orbit customer satellites.&nbsp;

While the PSLV is capable of placing satellites weighing nearly 1,750kg into Polar orbits (where strategic satellites and imaging satellites are placed), the GSLV rocket can place 4-ton class satellites into the higher orbit, known as Geosynchronous Transfer orbit(GTO).&nbsp;

Somanath also said that the Government of India had decided to transfer the ownership of ten communication satellites to NSIL so that the latter could rent it out and generate revenue.

Queried about the much-awaited Space Policy, Somanath replied that the internal review was complete and that the cabinet approval was pending and the final approval could be expected very soon.

He added that the Space Policy was meant to create clarity on the private sector's ability to build their own rockets and satellites.

"The bill is targeted to give teeth to&nbsp;Indian National Space Promotion and Authorization Center (IN-SPACe)" he said.&nbsp;

Earlier, based on what the minister in charge of India's Department of Space had said in Parliament, WION had reported that ISRO would have six rocket launch missions in 2022. The minister, Dr Jitendra Singh, had also mentioned about GSLV Mk3 rocket having its maiden commercial flight in 2022.

Radhakrishnan, CMD, NewSpace India Limited, also said that following the space sector reforms announced in 2020, there has been a big mandate to carry out commercial launches and demand-driven missions.

He added that June 2022 alone had seen the successful execution of two missions by NSIL (ISRO's commercial arm)—GSAT-24 launch (carrying a satellite for DTh service provider TataPlay) from Kourou, French Guiana and PSLV-C53 launch carrying Singaporean satellites.

Hailing from a modest family in Nagercoil, Tamil Nadu, Narayanan was a brilliant student and had a particular interest for Mathematics. After completing his Engineering at the Thyagarajar College of Engineering, Madurai, he went on to work as a trainee assistant engineer in a sugar factory and quickly rose through the ranks. When a family emergency forced him to quit the job, he came across a piece of paper that would change his life - newspaper that was used to wrap grocery had invited Mechanical Engineers with a 'first class' to join the TERLS (Thumba Equatorial Launch Station) in Kerala's capital Thiruvananthapuram.

In 1966, when it was known as INCOSPAR, Nambi Narayanan joined India's Space Programme, which would be renamed 'ISRO' in 1969. Working with what was India's first space science team.

Whereas, the pursuit of liquid-fuelled engines was considered akin to chasing a chimera.&nbsp;

Technically speaking, liquid-fuelled engines are more fuel-efficient as they can be switched on and off, they can lift heavier payloads. Liquid engines also have lesser vibration and can burn for longer durations when compared to solids. While a solid engine burns out after use, the liquid engine can be tested, re-used after cleaning and re-assembly. Most advanced rockets in the world are primarily dependent on liquid-fuelled engines. If and when solids are used, they are only for the initial thrust (using boosters) at lift-off.&nbsp;

Eventually, it was Princeton-postgraduate ISRO scientist Nambi Narayanan(now regarded as the Father of Liquid Propulsion engine technology in India), who impressed upon the organization to consider diverting resources to urgently develop liquid fuelled engines, given how they were the future of rocketry and how advanced nations were achieving more with these engines.&nbsp;

Dr. Vikram Sarabhai, Father of the Indian Space Programme, had not only permitted the deputation of the young Nambi to Princeton while he was working at ISRO, but also ensured that the bureaucratic rigmarole was cleared smoothly before he left. Significantly, Nambi Narayanan completed his course at Princeton (which typically takes around two years), in ten months.

After Nambi Narayanan completed his course in record-time, when the Americans tried to poach Nambi, by coaxing and showing him the high-end American facilities, it was Sarabhai who advised Nambi. "Leave the nasty guys and take the next flight" Nambi recalls the Father of India’s Space programme having told him.&nbsp;

The Story of the Vikas(Vikram A Sarabhai) Engine&nbsp;

It was in 1973 that ISRO had launched an experimental rocket(LP-006) using a 600kg thrust liquid engine. The 600kg thrust engine was minuscule compared to the giant 60ton engines(clustered in four to obtain 240ton thrust) that the Americans and Russians were using. However, the success of this liquid engine in its test flight, gave ISRO further impetus to strike a deal with the French to co-develop a 60-ton thrust liquid-fuel engine(a 100-time jump when compared to ISRO’s 600kg thrust engine). While the engine was not an all-new model, it was an improvised version of a smaller French engine in the Viking series.&nbsp;

The French had named their engine 'Viking', but the Indian-side, led by Nambi Narayanan, that negotiated the contract had decided on an Indian name - Vikas. Vikas means development in Sanskrit, but Nambi saw an adapted anagram - Vikram A Sarabhai. This was known only to the late TN Seshan, a top bureaucrat who had later served as the Chief Election Commissioner of India. Nambi kept the real-intended meaning of Vikas a secret, owing to the bureaucratic procedures and approvals that ISRO followed when naming a project or a facility.&nbsp;

From 1974 to 1980, a team of 100 Indian scientists(in different batches) led by Nambi Narayanan, had learnt to jointly develop the 60-ton thrust Viking-3 Engine, at a French facility in Vernon. While the Indian team had learnt how to make an engine, they didn’t have the approval for one such project. And the engine alone doesn’t make the rocket what it is! Hence, on their own, the team had to master several other components and sub-components that went into a rocket. It would be 1982, before ISRO developed these engines and later got approval to incorporate the engines into a project—the PSLV.&nbsp;

During the development of the PSLV in the late 80s, it was decided that the 60-ton thrust engine developed with the French would fit into the second stage. PSLV is a 4-stage rocket that is powered by a solid-liquid-solid-liquid configuration.&nbsp;

Finally, it was in 1993 that the PSLV lifted off for the first time, but the mission was a failure, after it encountered an error mid-flight. However, most of the critical systems on-board the rocket were validated despite the failed mission. However, nearly a year later, in October 1994, the PSLV lifted off majestically and proved the rocket’s capability to lift 1000 kgs to orbit.&nbsp;

Since then, the PSLV has flown more than 50 times. With only 2 missions failing. However, the ‘obstinate Vikas Engine’, which was developed by Nambi Narayanan and his team had flown flawlessly in all the flights. Later, the Vikas Engine was used in the GSLV and GSLV Mk3 rockets.

India's new-age rocket, the Small Satellite Launch Vehicle (SSLV) would have its maiden flight by July end, said ISRO Chairman, Dr S. Somanath. He was speaking following the successful launch of the PSLV-C53 mission that ISRO had performed to orbit three customer satellites from Singapore. Having completed two launch missions in 2022, Somanath added that ISRO is looking forward to performing three more launch missions by the end of the year.&nbsp;

Sharing updates on the upcoming high-profile national missions, he said that the Gaganyaan Human Spaceflight mission would happen only around 2024 and elaborated that two Crew Escape system tests would be carried out this year, using a new vehicle known as 'Test Vehicle' or TV.&nbsp;

"Unmanned mission we could have by mid-2023 and then we will have two more escape tests and then another unmanned mission, followed by a manned mission," he said.&nbsp;

Simply put, 'POEM' is like a friend who not only provides you with a drop at the destination but also gives you the car, for your use. 'POEM' is a technological upgrade over what ISRO had initially attempted in 2019, during the launch of PSLV-C44 mission.&nbsp; &nbsp;

In the 2019 mission, ISRO used the PS4 or final stage of the rocket as an orbital platform to conduct science experiments in space. Basically, the PSLV is a four-stage rocket and during different stages of flight, the first three stages detach and fall back into the ocean, after completing their task. However, the final stage of the rocket ends up as space debris after placing the satellite in orbit. It is on this PS4 (final stage) that the student-built&nbsp;Kalamsat-V2 payload was placed, so that the latter could piggyback on the former(akin to&nbsp;a friend who not only provides you a drop at the destination, but also gives you the car, for your use)

In the latest PSLV-C53 mission, the final stage will be used as a stabilized orbital platform. A stabilized orbital platform is a significant upgrade over an orbital platform, as stabilization helps keep the payload in a correct position with respect to the Earth, sun etc. This could offer several scientific advantages for the payloads that are being carried.

According to ISRO, the stabilization is achieved using a dedicated Navigation Guidance and Control system, whereas 'POEM' derives the power from the solar panels mounted around the PS4 tank and a Li-Ion battery. It navigates using four sun sensors, a magnetometer, gyros &amp; NavIC. It carries dedicated control thrusters using Helium gas storage. It is enabled with a telecommand feature, the Indian space agency added.&nbsp;POEM carries six payloads including two from Indian Space Start-ups M/s Digantara and M/s Dhruva Space, enabled through IN-SPACe and NSIL.&nbsp;

On Wednesday evening, ISRO tweeted that they had commenced the countdown for the launch that is to take place at 6:02pm on Thursday, 30th&nbsp;June.&nbsp;The Indian PSLV rocket will carry three satellites - the 365 kg DS-EO and 155 kg NeuSAR, satellites belonging to Singapore and built by Starec Initiative of South Korea.&nbsp;The third satellite Scoob-1 of Nanyang Technological University (NTU), Singapore, weighs 2.8kgs. It is important to note that the PSLV rocket has a minimum payload capacity of 1,000kg and that the entire payload mass of Thursday's mission is barely half as much, thus making it a half-occupied vehicle.

In a first, ISRO's 'POEM' will remain stable in space and facilitate science experiments

In a historic development for Indian shipbuilding, the state-run Cochin Shipyard Limited (CSL) has built and delivered two Autonomous Electric barges for a Norwegian customer ASKO Maritime AS. Partially funded by the Norwegian Government, this is a part of a green shipping programme that will facilitate emission-free transport of goods across the Oslo fjords. ASKO Maritime, a leading supermarket chain in Norway and aims to achieve Zero Carbon emission goals in its logistic service by 2026.&nbsp;

A fjord is a long, deep, narrow body of water that reaches far inland. Fjords are often set in a U-shaped valley with steep walls of rock on either side, such natural formations are found mainly in Norway, Chile, New Zealand, Canada, Greenland, and the U.S. state of Alaska.&nbsp;

Christened after star Norwegian Olympians, the barges 'Marit' and 'Therese' are 67-meters-long and are full-electric transport ferries powered by a 1846kWh capacity battery. After the commissioning of autonomous equipment and field trials in Norway, these vessels will operate as fully autonomous ferries of ASKO that can transport 16 fully-loaded Standard EU trailers(around 450tons) in one go across the fjords.&nbsp;

Queried about the number of ships that CSL has delivered to foreign customers, Shivram N, General Manager, Business Development told WION that they numbered more than 40. He also added that, in the case of the two Norwegian barges, the basic autonomous equipment has been fitted at CSL and all necessary outfitting and cabling were done here. However, the advanced sensors would be progressively installed in Norway.

Designed by Naval Dynamics, Norway using Kongsberg Maritime systems, these vessels were built at CSL with detailed engineering carried out by CSL. These vessels are built under DNV GL Classification and flagged in Norway, under the rule regulations of the Norwegian Maritime Authority. Once in operation, these vessels will create a new benchmark for the merchant shipping world in the field of Autonomous Vessels with Zero Carbon Emission.

In a first-of-its-kind event, the two vessels will be transported in a yacht transport carrier to Norway. The newly built vessels were loaded to a large mother ship on Sunday and the mother ship is expected to set sail from Kochi on Tuesday and would reach Norway in about a month.&nbsp;

Referring to the areas of Indo-Australia cooperation in the space sector, he mentioned India's Gaganyaan Human Spaceflight mission, the $25million (INR 144crore) expansion of the Indian International Space Investment initiative and assured that Australia continues to look at new ways to enhance space collaboration with India.&nbsp;

According to the Australian Government, the country's space economy is projected to triple in size by 2030, to $12bn(INR 65,200crore). With natural features such as clear skies, unique geography and advanced space capabilities, Australia offers international players comparative advantages in earth observation, communication technologies and services, access to space, robotics and automation, it was added.&nbsp;

Speaking at the event, Mr Michael Costa, Australia's Deputy Consul General to South India said that Australia welcomes Indian space start-up partnerships. He also highlighted the pathways for Indian space sector start-ups to access funding, tax incentives, incubation programmes and global networks in Australia. "The planned establishment of an Australian Consulate-general and a join Australia-India Centre of Excellence on Critical and Emerging Technology Policy in Bengaluru ais to further encourage technology linkages between Australia and India from cyberspace to outer space" he added.&nbsp;

Speaking of how there was an increasing appetite for Australian Space firms to set up a physical presence in India, Piyush Dhaundiyal, General Manager, Space Machines Company(SMC) said that his firm performed assembly, integration and testing of hardware in Sydney, while their core R&amp;D, design and prototyping were being conducted in Bengaluru. Notably, Bengaluru is the aerospace hub of India.&nbsp;

Earlier, Mr Anthony Murfett, deputy head, Australian Space Agency(ASA), had said “The Australian government is proud to be supporting the Gaganyaan mission, by tracking through Australia’s territory on the Coco’s (Keeling) islands. It shows that Australia can be a trusted partner - we were a partner to NASA during the Apollo missions, we were a partner to Japan during Hayabusa 1&amp;2 and now we’re working with India on Gaganyaan mission”.&nbsp;

ISRO has been working on the ambitious Gaganyaan mission that involves demonstrating the indigenous capability to undertake human space flight missions to low Earth orbit and will lay the foundation for a sustained Indian human space exploration programme in the long run. As part of this programme, two unmanned missions and one manned mission have been approved by the government of India.&nbsp;

Australia's space economy projected to triple by 2030, sees India as important international partner

R Madhavan aka Maddy's upcoming magnum opus 'Rocketry: The Nambi Effect' has received a rousing reception after its Premiere at Cannes Film. The biopic of veteran Indian Rocket scientist Nambi Narayanan, directed by, written by, produced and starring Madhavan has won praise from various quarters. Following the Cannes premiere, two-time Oscar award winner music director AR Rahman had praised Madhavan for "bringing a new voice to Indian cinema". During an exclusive conversation with Madhavan, WION asked the actor about the feedback he received from Nambi Narayanan, on whose life the film is based.&nbsp;

Looking back, Madhavan revealed that Nambi Narayanan(who was in his late seventies at the time of project commencement) and his family, never expected that a film would be made on his life. After seeing the film, Nambi sir said, "I've seen more things than most men will see in their lives. I've seen most things that most men should not see in their lives and I thought I've seen everything. And now I've seen this movie now!" Madhavan revealed.&nbsp;

Hearing such a touching response from the highly-accomplished rocket scientist(now aged 80), Madhavan asked him if he really meant what he was saying or if there was an iota of a lie in it. Nambi sir told me what he said was all true, and added "I want to thank you for giving me the desire to live a little longer to see the outcome of this film and enjoy its fruits" Madhavan told WION, referring to this as the biggest compliment he had received.&nbsp;

Notably, the veteran rocket scientist who is also a recipient of 'Padma Bhushan' (India's third-highest civilian honour) had vetted the technical aspects of the film and reviewed the script. Queried on how he felt working with Mr.Nambi Narayanan himself, Madhavan emphasized the importance of having domain-expert consultants working on a film and the need for more such films to be made in India. "I believe that it's time to make a movie like this and when Dr. Nambi Narayanan steps in and says you're right or this needs to be corrected, you better believe what he's saying. The more authentic and realistic we have films based on technology and science, that respective field benefits out of the film" Madhavan explained.&nbsp;

It was after a 40-minute flight, during the wee hours of Thursday that the GSAT-24 was placed in an initial Geosynchronous Transfer Orbit (which can be understood as a temporary parking slot), by the European Ariane 5 rocket, launched from French Guaina. In the coming days, the Master Control Facility, situated in Hassan, Karnataka, India, would issue commands to raise the orbit of the satellite and place it in the Geosynchronous orbit (which can be understood as a final parking slot). The satellite is expected to remain in this orbit and function for a period of 15 years. A satellite placed in Geosynchronous orbit is in sync with the Earth's rotation.&nbsp;

The 4180kg GSAT-24 is a 24-Ku-band communication satellite meant for meeting the Direct-To-Home (DTH) communication needs of India. India's state-run NewSpace India Limited(NSIL) has leased the entire satellite capacity to M/s Tata Play for a period of 15 years. &nbsp;The entire funding for the GSAT-24 mission has been borne by NSIL.

“Today’s successful mission of GSAT-24 is a major step forward for NSIL in commercially meeting the DTH communication needs of the country using indigenously built satellite solutions from ISRO,” Dr S Somanath, Secretary DOS said. With the launch of GSAT-24, NSIL will be owning and operating nearly 11 Communication Satellites in-orbit and would meet the bulk of India's communication needs.

During its journey to space, India's GSAT-24 was not alone, atop the European Ariane 5 rocket. It was accompanied by a co-passenger satellite dubbed 'Measat-3d', which is meant to meet the communication needs of Malaysia.&nbsp;

The first consignment from Tamil Nadu was valued at around Rs 400 million&nbsp;and comprised of&nbsp;9,500 tons rice, 200 tons milk powder, 30 tons medicines. On Wednesday, nearly 14,712 tons rice, 250 tons milk powder and besides Rs. 119 billion&nbsp;worth of life-saving drugs were shipped.
