Russia has said that it is working with India for "common approaches" for development in pacific and Indian ocean, even as both celebrate 20 years of establishment of "strategic partnership". Both sides signed the “Declaration on the India-Russia Strategic Partnership” in October 2000 during the visit of Russian President Vladimir Putin that year.

Russian envoy to India Nikolay Kudashev speaking on the occasion said, "strategic partners means to proceed from the unity of destinies and to form common approaches and views on common on issues directly connected to the existence of our countries and peoples".

Explaining,"These include jointly finding solutions to problem....working out common approaches to the vision of regional development: in Pacific and Indian Oceans, or in Persian Gulf."

The comments assume significance even as India and the United States are working on Indo-Pacific concept, which New Delhi has also raised with Moscow.

The Russian envoy mentioned how both countries are jointly dealing with "Covid-19 pandemic, countering new challenges and threats-- terrorism, drug trafficking, transnational organized crime, attempts to rewrite the history of the Great Victory".

Amid the COVID crisis, India had sent hydroxychloroquine used in the treatment of the disease to Russia. Russia is sending its COVID vaccine Sputnik V to India, but subject to regulatory approval in the country.

India has reiterated its "No First Use" policy on nuclear weapons in the United Nations at the high-level meeting to commemorate the International Day for the Total Elimination of Nuclear Weapons.

India's foreign secretary Harsh V Shringla said, "India espouses the policy of "No First Use” against nuclear weapon states and non-use against non-nuclear-weapon states."

India adopted the "No first use" (NFU) policy in 1998 after the nuclear tests in Pokhran. China is the other country to adopt the NFU, which it did in 1964. Pakistan is the other state to possess nuclear weapons in the Indian subcontinent and does not follow the NFU policy.

FS reiterated India's "long-standing and unwavering commitment" to "universal, verifiable and non-discriminatory nuclear disarmament" leading to the complete elimination of nuclear weapons.

He explained,"We believe that nuclear disarmament can be achieved through a step-by-step process underwritten by a universal commitment and an agreed multilateral framework", calling for "meaningful dialogue" among all states possessing nuclear weapons "for building trust and confidence".

India has since 1998 tabled an annual resolution in the UNGA on ‘Reducing Nuclear Danger’ that calls for immediate steps to reduce the risks of "unintentional and accidental" use of nuclear weapons.

At the UN meeting, that coincided with the birth anniversary of Mahatma Gandhi, India also called for "immediate commencement" of negotiations on a Fissile Material Cut-off Treaty at the Conference on Disarmament, a multilateral disarmament negotiating forum based in Geneva.

Fissile Material Cut-off Treaty calls for halting the production of key "fissile" elements for nuclear weapons. The terms of the treaty are still to be negotiated, but Pakistan has been blocking much of the movement, saying it the treaty will impact its nuclear weapon production.

FS highlighted that "India is a key partner in global efforts towards disarmament and strengthening the non-proliferation order" hoping the international community will "mobilize global will towards a nuclear-weapons-free world."

In a big development, Armenia has said that it "can't exclude the possibility" of Pakistani fighters on the ground fight along with "mercenaries operating in Azerbaijan".

Armenia's Deputy Foreign Minister Avet Adonts speaking to our Principal Diplomatic Correspondent Sidhant Sibal from Yerevan said," It won't be a surprise for us", recalling how in the 1990s Pakistani nationals were present when war broke in Nagorno Karabakh. He also slammed turkey for sending Jihadis to Azerbaijan explaining "this imposed or instigated war" has been "well planned jointly with Turkey". Clashes have broken between Armenia and Azerbaijan in past few days over Nagorno Karabakh region leaving several dead and fears of spillover in the region.

WION: What is the current situation at the Armenia-Azerbaijan?
Avet Adonts: The dictatorship of Azerbaijan backed by Turkey instigated large scale war. Large scale war is taking place on the ground. On September 27, early morning between 6 to 7 am, they — Azerbaijan with its military instruments, the airplanes, heavy artillery, tanks all possible supply to start a massive attack towards nagorno karabakh along the entire contact line between nagorno karabakh and Azerbaijan, targeting the civilian population, capital of the area and many casualties are there. Defence forces of Nagorno Karabakh has reacted in a defensive manner, but in a targetted way but in a defensive manner to the aggression by Azeri military forces jointly with the Turkish. The military operation, defensive operations of nagorno karabakh is providing security of its population, it is about 150,000 people of Armenian origin which used to live there. Its a large scale war between nagorno karabakh and Azerbaijan backed by Turkey. They are expanding the geography of this war, they are approaching Armenian as well, taking into account — on Armenian territory, the Armenia aeroplane has been down days ago. We have witnessed next to the capital to Armenia the drones of Azerbaijan. They were downed, but it is another attempt to provoke another escalation.

WION: What kind of global support you are getting?
Avet Adonts: The international community is well aware, this imposed or instigated war has been well planned, well planned jointly with Turkey. So, its very obvious, obvious documentary proof. No alternative opinion. The situation needs a de escalation, its very obvious. All the international community, with its leaders, are calling to de-escalate the situation. To stop the military operation, but the destination of all these urgent calls are Azerbaijan and Turkey. Why I am saying Turkey, because, Turkey is very much involved, within the military operation which has been initiated by Azerbaijan. It is a new component of part of the political map, they are practically there--helping not only politically, supporting the country politically as well in a very practical way, the military presence, weapon system, starting with the planes, ending with the drones and military personnel.

WION: Turkey's role in the situation? Is it sending Jihadis?
Avet Adonts: This is not a question, many people and media were questioning days ago. It is very obvious. Not only Jihadis but mercenaries from Northern Part of Syria. They have arrived in Azerbaijan, via Turkey and Turkey was very instrumental in the recruitment process. The number is very different, starting with 1000, ending with 5000. It is very very obvious, proven that they are there, there to fight against Nagorno Karabakh people.

WION: What do you expect from India?
Avet Adonts: First, we value very much quality and dynamics of our cooperation with India. India is very much crucial partner for Armenia, not only in our bilateral agenda but also within the region and international agenda. This is very much in line with the treaty of friendship and cooperation we are implementing jointly with India. As I mentioned in beginning, the de-escalation is very important as well as the unacceptability of this is hugely important. The joint statement produced by OSCE Minsk group — Russia, US, France, Putin, Trump, macron, they have called for stopping the military operation and the 3rd party is very much involved, the name of 3rd party is Turkey.

WION: Reports of Pakistani support in terms of sending men on the ground? True?
Avet Adonts: You know, the single country that has supported Azerbaijan in it, within this development. The single country is Turkey with its military and political support, and Pakistan. Many medias are reporting, Pakistani fighters have left Pakistan, and again via Turkey they have reached Azerbaijan to join the mercenaries operating in Azerbaijan. It won't be a surprise for us. Practically it will be proven very soon.

WION: Your think, considerable possibility of Pakistani nationals on the ground?
Avet Adonts: We can't exclude this possibility, taking into account, they used to act in the same way at the beginning of 90s during the large scale war in Nagorno karabakh. With ceasefire agreement in 1994, these guys were there, of Pakistani origin. It would not be a surprise for us if they will be present this time as well. Since Thursday different media have been aggressive, reporting they are already there.

In a big development, Armenia has said that it "can't exclude the possibility" of Pakistani fighters on the ground fight along with "mercenaries operating in Azerbaijan".

Exclusive: 'Can't exclude the possibility', says Armenia on Pakistani fighters on ground amid clashes

India-Maldives ties have seen a comeback with New Delhi reaching out to the Indian Ocean island country and the latter in turn reaffirming India first policy. But jog back to two years, and the situation was of major concern.

On February 05, 2018, the then President of Maldives Abdulla Yameen, whose closeness with China was well known had declared a state of nation-wide emergency after the Supreme Court overturned criminal convictions against nine major opposition figures. Then the purge started, with rounding up of opposition figures. Those put behind bars included Yameen’s own half-brother former illustrious President of the country, Maumoon Gayoom.

Next 10 months were all about reversing the freedoms in the country and, in terms of foreign policy, demolishing the Maldives-India relationship. Tearing the ‘India First’ policy, Yameen attempted to de-couple India from the Maldives, in all spheres.

Recalling Yameen’s tenure, it was undoubtedly the lowest point in the Maldives-India bilateral relationship. China had made inroads into almost all aspects of Maldivian government, tourism and economy, both private and public sectors.

The Maldives China Free Trade Agreement was rammed through the Parliament or People's Majlis became the symbol of the larger ties between Yameen administration and China. Interestingly, Yameen’s government left no records of the plethora of illegal deals undertaken with shady front companies of Beijing.

Yameen had also broken Maldives’ ties with the Commonwealth, distanced the country from its major donors USA, Australia, Japan and the EU. What is perhaps unknown is the increase in drug flow through the Maldivian Exclusive Economic Zone (EEZ) on Pakistani dhows spiking during this period. His administration had also suspended established joint protocols for keeping the EEZ secure from illicit activities.

Yameen era from 2013 to 2018 witnessed the rise of radicalised elements within Maldivian society as street gangs and ultra-religious elements held sway over society, a cause of worry given the geo-strategic location of the country.

The elections saw new dispensation led by President Ibu Solih of the Maldivian Democratic Party taking charge in November 2018. Indian Prime minister was present at his oath-taking ceremony, taking a six-hour flight to capital Malé. Solih in his first overseas visit paid a state visit to India in December of 2018 during which India announced $1.4 billion financial assistance package.

Last year Indian prime minister Narendra Modi visited the country, the first country he visited during his 2nd terms as PM. During the visit, he addressed the Parliament of the country and talked about a number of things including connectivity. He announced a ferry service that will connect India with the Maldives, and the project was implemented just last month.

The cargo ferry from Kochi to Kulhudhufushi/ Malé will increase economic activity in Northern Maldives. The vessel which is used for ferry service can carry 380 TEUs and 3000 MT on bulk cargo and has refrigerated containers. The Cargo service will open the large India market for Tuna exporters of Maldives and will further provide a springboard to Europe through Cochin and Tuticorin ports. Cochin Port has weekly connectivity to Europe through a 6500 TEU vessel.

New Delhi is currently engaged in a number of projects in the country with "no strings attached". This encompasses sectors like Tourism, community development, education, airport development, and in fact heritage---renovation of the ancient coral mosque. The Indian model of international developmental assistance is unique and based on ‘need-based, high impact’ projects for the local community.

India has engaged in 7 major infrastructure projects in the country under $ 800 million Line of Credit--and these include Water and Sewerage network for 34 islands, Addu Roads and Reclamation project, Gulhifalhu Port, expansion of facilities of Maldives Industrial Fisheries Company, Cricket Stadium in Hulhumale, Hanimaadhoo International Airport expansion and Cancer Hospital in Hulhumale.

Another Line of Credit of $ 400 million and a grant of $ 100 million has been extended for the Greater Male Connectivity Project (GMCP) – the bridge and causeway network that will link Male to Vilingili, Gulhifalhu and Thilafushi which is the largest infrastructure project in the country.

The Maldivian economy, highly dependent on tourism from EU, Russia and India, has been hugely impacted by the COVID Crisis. For this India announced $250 million budgetary support last month, which was lauded by Maldives Foreign Minister Abdulla Shahid during his United Nations General Assembly speech on Tuesday.

He said,"I thank all our partners who have generously extended financial, material and technical support during this crisis, even when they themselves are going through challenging times."

Adding, "One such example is India. The recent budget support of 250 million US dollars, was the single largest financial assistance from a donor during this pandemic."

India has been the first responder to all emergencies in the Maldives, be it the 1988 attempted coup d’état, 2004 tsunami, 2014 water crisis, or 2020 covid crisis.

Amidst the COVID crisis, India has reached out to the Maldives in a number of ways including by sending a rapid response team of doctors and specialists, a consignment of 5.5 tons of essential medicines, followed by more consignments & 580 tons of food aid including foodgrains, onions, etc in May. Also, approximately 500 Maldivians in 8 batches of Maldivian patients have travelled to India in the past few weeks.

Meanwhile, new Solih administration was quick to reach out to the world. Maldives re-joined the Commonwealth in 2020 with India’s support, bilateral relations with Japan, Australia and the EU were restored and the ‘India First’ policy was reinstated. The country also finalized a long-pending defence cooperation agreement with the USA.

But there seems to be anxiousness about it in Beijing, given the commentary by Chinese government mouthpiece Global Times. From labelling Indian assistance to the Maldives as ‘politically motivated’, to terming the Maldives-US defence agreement as a ‘threat to India’, China's angst is clearly reflected in the malicious columns of the Global Times.

Hitting out at Pakistan at the United Nations Human Rights council, India has said that Islamabad continues to play "victim card" on the issue of terrorism to "distract international community" even though it supports it.

Highlighting that Pakistan continues with its "shenanigan of running with the hare and hunting with the hound", India's first secretary to the United Nations in Geneva, Vimarsh Aryan said, "Whenever there is a discussion on terrorism the failed State of Pakistan plays the victim card so as to distract international community’s attention from the reality that Pakistan is unabashedly harbouring and supporting UN proscribed terrorists and terrorist organizations."

Fact by fact, and case by case, Aryan exposed the condition of minorities, women, children and journalists in the country.

He said, "draconian State of Pakistan dares to talk about the rights of minorities in egalitarian India without realising that their responsibility is to protect people", citing example of Asif Pervaiz, a Christian man from Lahore who was recently sentenced to death under draconian blasphemy laws of Pakistan.

On women's right, giving example of Parsha Kumari, a Hindu women who was abducted and converted in southern province of Sindh, Indian diplomat said, "The barbaric State of Pakistan dares to talk about the rights of women in an inclusive democracy like India without realising that their responsibility is to protect women".

When it comes to situation of journalists, he pointed at the "deep State of Pakistan" which "dares to talk about the rights of journalists in an open democracy like India" and without "realising that their responsibility is to protect honest journalists like Bilal Farooqi who is being tortured by Pakistani Army in Karachi, as we speak."
