Iran and three European countries- Britain, France and Germany, have been engaged in talks to save a 2015 nuclear deal that has been unravelling since the US withdrew from it May last year.

The efforts have been led by French President Emmanuel Macron, who has been trying to convince the US to offer Iran some sort of relief from crippling sanctions it has reimposed on the Islamic republic since its pullout.

"I don't think that we will reach a deal so we'll take the third step and we will announce the details today or tomorrow," Rouhani was quoted as saying Wednesday by the presidency website.

The Iranian president said the two sides were getting closer to an agreement on a way to resolve burning issues.

"If we had 20 issues of disagreement with the Europeans in the past, today there are three issues," he said.

"Most of them have been resolved but we haven't reached a final agreement."

Iran has hit back with countermeasures in response to the US withdrawal from the 2015 deal, which gave it relief from sanctions in return for curbs on its nuclear programme.

In July, it said it had increased its stockpile of enriched uranium to beyond the maximum set by the deal. It later announced it had exceeded a cap on the level of enrichment of its stocks.

Iran has long been threatening to carry out the third step by Friday unless other parties to the deal offset the effect of US sanctions in return for its continued compliance.

A deputy foreign minister said Iran would resume full compliance with the Joint Comprehensive Plan of Action (JCPOA) if it is allowed to sell its oil or get a $15-billion credit line guaranteed by future crude sales.

Abbas Araghchi expressed doubt, however, that such a plan could be agreed by the deadline set by Iran for sanctions relief.

"Iran&nbsp;will return to full implementation of the JCPOA only if it is able to sell its oil and to fully benefit from the income from these sales," said Araghchi.

"The French proposal goes in that direction," the deputy foreign minister was quoted as saying by state news agency IRNA.

Araghchi, speaking days after leading an economic delegation to France, ruled out any renegotiation of the JCPOA but said Iran was open to talks on how to implement it better.

"Returning to full implementation of the JCPOA is subject to receiving $15 billion over a period of four months, otherwise the process of Iran reducing its commitments will continue," he said.

In a fresh report, the UN Conference on Trade and Development (UNCTAD) found that "a loss of preferences in the EU market consequent to a no-deal Brexit will result in UK export losses of at least $16 billion" (14.6 billion euros), representing seven per cent of its overall exports to the bloc.

The economists said "this is a conservative estimate," since it only takes into account the raising of tariffs from the current zero per cent that Britain pays on exports within the EU.

"In reality, the losses would be much greater because of non-tariff measures, border controls and disruption of existing UK-EU production networks," they warned.

The UNCTAD economists said Britain's total merchandise exports last year stood at around $450 billion, and that its exports to other EU countries accounted for about half of that amount.

"The president sensed that president Trump was open to softening the strategy of maximum pressure, to find a path that could allow a deal to be reached," Le Drian said.

He said talks on Monday in Paris with Iranian officials focused on a possible guaranteed credit line for Tehran in exchange for oil, conditioned on Iran's renewed compliance with the &nbsp;2015 deal.

Tehran would also have to commit to easing geopolitical tensions in the Gulf region, and participate in Middle East talks on improving regional security, Le Drian said.

"That all supposes of course that President Trump allows waivers on some points" of the new US sanctions on Iran, he added.

A conservative Iranian lawmaker was quoted by media reports at the weekend as saying that Macron had proposed a $15 billion (13.7 billion euro) credit line, a figure that French officials have not confirmed.

Earlier Tuesday, Iran's President Hassan Rouhani ruled out holding any direct talks with the United States, and warned that Tehran would stop complying with other elements of the 2015 accord if the talks with European nations yield no results by Thursday.

As part of their efforts to keep the nuclear deal alive, France, Germany and Britain have set up a mechanism called INSTEX that would allow continued trade with Iran despite the US sanctions.

"We have to finish the work on INSTEX... normally it should work," Le Drian said.

The subject could be on the table when French Finance Minister Bruno Le Maire meets his US counterpart Steven Mnuchin in Washington on Tuesday.

Macron and Rouhani have held a series of phone calls in recent weeks aimed at salvaging the nuclear deal.

Economists had expected the index to hold about steady at 51.3. Any reading below 50 indicates contraction.

Timothy Fiore, chair of ISM's manufacturing survey, told reporters it was difficult to say when the current decline could reverse.

"I think the key here is for new demand to rise again and I can't predict that," he said.

Contractions in US manufacturing have not always preceded recessions in the wider economy but the latest ISM figures will no doubt raise fears of a downturn.

Fiore noted that, unlike prior manufacturing contractions, the index in this case had fallen for five straight months without interruption.

"I think this is much more definitive," he said.

The decline confirmed reporting from the US Federal Reserve according to which American manufacturing sector is now in recession after two straight quarters in the red.

The weaker-than-expected result will increase pressure on the central bank to cut interest rates later this month, as markets overwhelmingly expect it to do.

The news worsened a decline on Wall Street, with the benchmark Dow Jones Industrial Average down 1.4 percent near 1500 GMT.

But the hurricane weakened to a Category 3 on the five-step Saffir-Simpson Wind Scale early on Tuesday, with maximum sustained winds of 120 miles per hour (195 kph), the US&nbsp;National Hurricane Center said. It was moving northwest at 1 mile per hour (1.6 kph), well below walking speed.

The exact toll of the devastation in the Bahamas will not be clear until the storm passes and rescue crews can get on the ground.

"We are in the midst of a historic tragedy in parts of our northern Bahamas," Bahamian Prime Minister Hubert Minnis told a news conference on Monday. "Our mission and focus now is search, rescue and recovery."

He added that the US&nbsp;Coast Guard was on the ground in Abaco and had rescued a number of injured individuals. Critically injured people were being taken to hospitals on New Providence, the country's most populous island.

As many as 13,000 homes in the Bahamas may have been destroyed or severely damaged, the International Federation of Red Cross and Red Crescent Societies said.

Houses in a neighbourhood in Freeport on Grand Bahama Island were engulfed by 6 feet (1.8 m) of water. "It looks like they're boats on top of the water," said Rosa Knowles-Bain, 61, a resident who fled two days ago to an emergency shelter.

Dorian was expected to churn towards Florida by the day's end, before bringing its powerful winds and dangerous surf along the coasts of Georgia, South Carolina and North Carolina by late Thursday.

Forecasters have told Floridians not to become complacent, as the storm is now predicted to stay off the coast.

"It's not that far off shore," said Robbie Berg, a forecaster and hurricane specialist with the NHC.

"All it has to do is jog a little bit west and you have a full-on hurricane rolling through Florida," he said. "No one is out of the woods."

Nine counties in Florida have issued mandatory evacuations. They included parts of Duval County, home to Jacksonville, one of Florida's two biggest cities, and some areas in Palm Beach County, home to Trump's Mar-a-Lago resort.

Florida Governor Ron DeSantis urged coastal residents to heed evacuation orders.

Among those being evacuated was Sue Watson, a 93-year-old resident of a retirement community in Kissimmee in central Florida.

"I was all set to stay home until they had to turn the water off," said Watson, who added she was not worried for her personal safety but hoped the storm spared the retirement community.

The storm was causing havoc for travellers on Florida's east coast, where some airports and gasoline stations were closed.

Orlando International Airport, one of the largest in the state, planned to cease commercial operations at 2 am&nbsp;on Tuesday because of the storm, it said in a statement.

Walt Disney World Resort in Orlando will close early on Tuesday, it said in a statement.

South Carolina Governor Henry McMaster ordered mandatory evacuations for parts of eight coastal counties effective at noon on Monday. More than 830,000 people were under evacuation orders in Charleston and other coastal communities in the state, emergency management officials announced.

Georgia Governor Brian Kemp ordered evacuations in six coastal counties, including all of Savannah's 150,000 residents, also effective at noon on Monday, Kemp's office said on Twitter.

Virginia Governor Ralph Northam declared a state of emergency in his state on Monday, his office said, anticipating the southeast coast could be hit by the storm on Thursday.

Dorian was tied with Gilbert (1988), Wilma (2005) and the 1935 Labor Day hurricane for the second-strongest Atlantic hurricane on record, based on maximum sustained winds. Allen in 1980 was the most powerful, with 190-mile (306-kph) winds, the NHC said.

Dorian has been pounding the Bahamas for days, killing at least five people in the Abaco Islands in the northern Bahamas and inundating homes with floodwater ahead of its expected advance on the US coast, where more than a million people have been ordered evacuated. But the hurricane weakened to a Category 3 on the five-step Saffir-Simpson Wind Scale early on Tuesday, with maximum sustained winds of 120 miles per hour (195 kph), the US National Hurricane Center said. It was moving northwest at 1 mile per hour (1.6 kph), well below walking speed. The exact toll of the devastation in the Bahamas will not be clear until the storm passes and rescue crews can get on the ground. "We are in the midst of a historic tragedy in parts of our northern Bahamas," Bahamian Prime Minister Hubert Minnis told a news conference on Monday. "Our mission and focus now is search, rescue and recovery." He added that the US Coast Guard was on the ground in Abaco and had rescued a number of injured individuals. Critically injured people were being taken to hospitals on New Providence, the country's most populous island. As many as 13,000 homes in the Bahamas may have been destroyed or severely damaged, the International Federation of Red Cross and Red Crescent Societies said. Houses in a neighbourhood in Freeport on Grand Bahama Island were engulfed by 6 feet (1.8 m) of water. "It looks like they're boats on top of the water," said Rosa Knowles-Bain, 61, a resident who fled two days ago to an emergency shelter. Dorian was expected to churn towards Florida by the day's end, before bringing its powerful winds and dangerous surf along the coasts of Georgia, South Carolina and North Carolina by late Thursday. Forecasters have told Floridians not to become complacent, as the storm is now predicted to stay off the coast. "It's not that far off shore," said Robbie Berg, a forecaster and hurricane specialist with the NHC. "All it has to do is jog a little bit west and you have a full-on hurricane rolling through Florida," he said. "No one is out of the woods." Nine counties in Florida have issued mandatory evacuations. They included parts of Duval County, home to Jacksonville, one of Florida's two biggest cities, and some areas in Palm Beach County, home to Trump's Mar-a-Lago resort. Florida Governor Ron DeSantis urged coastal residents to heed evacuation orders. Among those being evacuated was Sue Watson, a 93-year-old resident of a retirement community in Kissimmee in central Florida. "I was all set to stay home until they had to turn the water off," said Watson, who added she was not worried for her personal safety but hoped the storm spared the retirement community. The storm was causing havoc for travellers on Florida's east coast, where some airports and gasoline stations were closed. Orlando International Airport, one of the largest in the state, planned to cease commercial operations at 2 am on Tuesday because of the storm, it said in a statement. Walt Disney World Resort in Orlando will close early on Tuesday, it said in a statement. South Carolina Governor Henry McMaster ordered mandatory evacuations for parts of eight coastal counties effective at noon on Monday. More than 830,000 people were under evacuation orders in Charleston and other coastal communities in the state, emergency management officials announced. Georgia Governor Brian Kemp ordered evacuations in six coastal counties, including all of Savannah's 150,000 residents, also effective at noon on Monday, Kemp's office said on Twitter. Virginia Governor Ralph Northam declared a state of emergency in his state on Monday, his office said, anticipating the southeast coast could be hit by the storm on Thursday. Dorian was tied with Gilbert (1988), Wilma (2005) and the 1935 Labor Day hurricane for the second-strongest Atlantic hurricane on record, based on maximum sustained winds. Allen in 1980 was the most powerful, with 190-mile (306-kph) winds, the NHC said.
