In the wake of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) facing allegations of having ties with Hamas, the United States has decided to temporarily suspend approximately $300,000 in funding.&nbsp;

The step was taken after Israel claimed that the agency’s staff had been involved in the October 7 Hamas attacks, which raised concerns across the world and forced the UN to investigate the issue.&nbsp;

The pause in the funding was confirmed by State Department spokesperson Matt Miller, which was originally scheduled for delivery in the weeks ahead.&nbsp;

The US last week had announced that it is temporarily suspending the funding after reports emerged of UNRWA staff having potential links with the Hamas attacks.&nbsp;

The total impact of the pause is likely to depend on the amount which was authorised by Congress for the current fiscal year.&nbsp;

It has been fundamentally compromised in three main ways: hiring terrorists on a massive scale, letting its infrastructure be used for Hamas military activity and relying on Hamas for aid distribution in the Gaza Strip,” said government spokesman Eylon Levy, in a video statement.

Levy further alleged that 10 per cent of UNRWA employees are members of Islamic Jihad militant groups or Hamas in Gaza. “It is not a neutral organisation,” he said.

The "cometary organic matter" was discovered by the scientists while they were studying samples from Ryugu, which is a near-Earth asteroid that&nbsp;was visited by Japan's Hayabusa 2 spacecraft in 2018.

In December 2020, the mission returned samples to the Earth which gave scientists some potentially invaluable insights into how life originated on Earth.&nbsp;

According to some researchers, life may have been seeded into Earth by ancient asteroid impacts.

The team of researchers, who have been studying the samples, concluded that the surfaces of the sample may contain organic molecules, which further supports that provocative theory.

Speaking about the research in a statement, Tohoku University Graduate School of Science assistant professor and coauthor Megumi Matsumoto said, "We propose that the carbonaceous materials formed from cometary organic matter via the evaporation of volatiles, such as nitrogen and oxygen, during the impact-induced heating."&nbsp;

"This suggests that cometary matter was transported to the near-Earth region from the outer solar system. This organic matter might be the small seeds of life once delivered from space to Earth," he added.

<h2>Materials within 'melt splashes' resemble 'primitive organic matter'</h2>

As per the research which was published in the journal Science Advances, the team of Matsumoto found five to 20-micrometre-wide "melt splashes" in the Ryugu asteroid samples, which they claimed were formed when cometary dust rained down on the atmosphere-less space rock.&nbsp;

The researchers said that within these splashes, they found "carbonaceous materials" which resembled "primitive organic matter."

"The chemical compositions of the melt splashes suggest that Ryugu's hydrous silicates mixed with cometary dust," said Matsumoto.

An interim Budget for 2024-25 will be presented by India's Finance Minister Nirmala Sitharaman on February 1, months before the country holds its next general elections.

The complete budget for the fiscal year 2024-25 will be tabled in the Parliament after the new government's formation post the general elections.

Sitharaman, while speaking about the interim Budget in December, ruled out the possibility of any “spectacular announcement” in her sixth budget on February 1, adding that it will simply be a “vote on account” before the next general elections.

“No spectacular announcements come in that time (in a vote on account). So you will have to wait till after the new government comes in and presents the next full budget in July 2024,” the minister had stated while responding to a question regarding a “supercharged budget” in her address at the CII Global Economic Policy Forum.

A complete budget is a strategic guide which charts the economic trajectory of the country for a complete fiscal year whereas only the financial information regarding the transitional period is provided in the interim Budget.

Also before the interim Budget, the government does not present the Economic Survey, which is a document prepared by the Chief Economic Advisor (CEA) and is generally presented a day before the Union Budget on February 1 each year.

This is because the regular budget process carries the chance of getting disrupted if there is a change in government.

In the wake of general elections to be held between April and May 2024, it is expected that a complete budget will be presented by the new government in July 2024.

On February 1, FM Sitharaman will table an interim Budget for the fiscal year 2024-25 in Parliament, which will come into effect from April 1, 2024.

In the past years, the incumbent government has always avoided major policy announcements during a vote on account, although no constitutional prohibition exists which stops the government from making substantial announcements.

<h2>Why it is called a ‘vote on account’?</h2>

An interim Budget conventionally is also called a ‘vote-on-account’ because it serves as an authorisation to incur specific expenditures which is necessary till a new government comes to power.

The Election Commission of India imposes certain limitations on the interim Budgets to ensure they have no undue influence on the voters. As per the limitations, the government is not allowed to propose major taxes or policy reforms in the interim Budget because that can influence people to vote in favour of the ruling dispensation.

"I am not going to play a spoilsport, but it is a matter of truth that the February 1, 2024, budget that will be announced will just be a vote-on-account because we will be in an election mode. So the budget that the government presents will just be to meet the government's expenditure till a new government comes to play," said FM Sitharaman&nbsp;in December.

Generally, a vote-on-account remains effective for a period of two months and can get an extension if required.

As per the Constitution's Article 116, a vote-on-account is an upfront allocation of budget from the ‘Consolidated Fund of India’ to the incumbent government and has been designated specifically to address immediate expenditure needs.

India Budget 2024: What is an interim Budget? How is it different from a regular budget?

The consecration ceremony of Ram Mandir in Ayodhya bewitched the entire country on January 22, as the world celebrated the homecoming of Lord Ram and many people couldn't hold back themselves from calling the day “a second Deepawali”.

But what left everyone mesmerised was the divinity and innocence in the eyes of Ram Lalla's idol, which to many felt more than real. However, very few know about the journey the idol maker took to bring to reality India’s civilisational imagination.&nbsp;

In a country where Lord Ram is one of the revered deities and Ramayana is part of&nbsp;the culture, to be one of the chosen sculptors to make the idol of the lord in itself is an achievement. But Indian sculptor Arun Yogiraj managed to curve another arc in his career by becoming the one whose idol was placed in the Garbhgriha (sanctum sanctorum).

Speaking to WION about the crucial task of creating Ram Lalla's idol, Yogiraj said, “For the first two months, I was blank regarding the idol's face. It was on the day of Deepawali, which I celebrated in Ayodhya, that I got the inspiration for making God's face by looking at some of the beautiful pictures of Indian children celebrating the festival. As soon as I got the idea, I started working on the face.”

“But, for making the eyes there was a muhurat (auspicious) 20 minutes. So, we were given 20 minutes to complete the work on eyes,” he said.

Emphasising the rituals that he carried out before making the eyes, the sculptor said, “I had to take a bath in the Saryu River and had to go for pooja at Hanuman Garhi and Kanak Bhawan before starting the chiselling of the eyes. Also, I was given a golden masonry scissor and a silver hammer for the work. I was very confused because I knew how to make 10 types of eyes. Then, I decided on the one which I thought was the best and played with a bit of light for the shade.”

<h2>'Monkey knocked on studio's door for one month at the same time'</h2>

Yogiraj spoke about how a monkey knocked on the studio's door at the same time every day and observed the ongoing work of idol-making for some time and silently left.

“For almost a month, a monkey used to come and knock on the door of the studio at the same time between 4 to 5 pm. I was told by Champat Rai, Shri Ram Janmabhoomi Teerth Kshetra Trust’s general secretary, that after the Pran-Pratishtha one monkey came into the Garbgriha and sat there for a few minutes and then left,” he said.

Stressing upon the aura and influence the idol holds on the onlookers, Yogiraj said, “I was sitting with the idol after Pran-Pratishtha and was looking at it and I felt it appeared very different and did not feel like it was my creation.”

Yogiraj said that from the first day, he was aiming to create an idol which could connect with the people of India and was not bothered about getting selected by the temple's committee.

<h2>Sculpture's rejection, and eye injury: What hurdles did Yogiraj overcome to bring Ram Lalla into existence?</h2>

Speaking about the hardships he faced and how destiny played its role, Yogiraj revealed that he did not even receive the invite for the selection process and was called on the last day.

“I was initially left out of the selection process and on the last day, I was called by IGNCA Chairman Dr Sachchidanand Joshi. The selection process had been going on for the past two months and I was not invited, because of which I was very disappointed. Many artisans had visited the temple city twice in the months of the selection process and I was just hearing this news and waiting for the call to come. On the last day, I got a call from Dr Joshi and I travelled to New Delhi on that night and got selected among the three,” he said.

Going through the selection process was just one hurdle he had overcome and many were still due till the final Ram Lalla&nbsp;idol came into existence.

“After the selection, I sculpted one idol which was rejected after three months due to the technical issues with the stone. I had completed almost 60 to 70 per cent of work on that stone. I was feeling very depressed because I had worked on that stone with all my dedication and now it had turned futile. The temple authorities were trying to uplift my morale,” Yogiraj narrated.

“I also got an eye injury after a small part of the stone penetrated inside my eye retina and was removed by an eye hospital in Ayodhya, after which I was asked to rest for some days, so this wasted almost seven days,” he said.

“I had to restart the work from scratch after three months. So, because of this, the other two sculptors were ahead of me. But all I thought was I had to create better than what I created in the last three months. I tried to compete with myself and the atmosphere of Ayodhya just pushed me further to create the idol,” the sculptor added.

Israel’s intelligence agency in its six-page dossier has claimed that nearly 190 UNRWA employees, which also included teachers, have worked as Hamas or Islamic Jihad militants.&nbsp;

The allegations made by Israel against the UN Palestinian aid agency’s staff members for being involved in the October 7 attack have led to multiple countries halting funds for the UN agency. As reported by Reuters, the dossier contains names and pictures of 11 staff members who are facing the allegations.

UN spokesman Stephane Dujarric on Monday said that the international organisation has not received a copy of the dossier formally.

Israel has been accused by the Palestinians of falsifying information with the aim of tarnishing UNRWA, which they claimed has fired some staffers and has been investigating the allegations.
