US Secretary of State Antony Blinken, while reacting to one of the world’s toughest anti-LGBTQ laws on Monday called the move a grave human rights violation and also said that the United States government would consider visa restrictions against Ugandan officials and others.

He also threatened to cut aid and investment in the East African country.

He further added that he has given instructions to the State Department to update travel guidance to U.S. citizens and businesses regarding travel to Uganda.

"The enactment of Uganda's Anti-Homosexuality Act is a tragic violation of universal human rights," Biden said in a statement after President Yoweri Museveni signed the measures into law.

"This shameful act is the latest development in an alarming trend of human rights abuses and corruption in Uganda," he said.

"No one should have to live in constant fear for their life or being subjected to violence and discrimination," Biden said. "It is wrong."

Blinken also criticized the law saying the United States was "deeply troubled" by its passage.&nbsp;

"Uganda's failure to safeguard the human rights of LGBTQI+ persons is part of a broader degradation of human rights protections that puts Ugandan citizens at risk," he added.&nbsp;

He further said that he had directed the White House National Security Council to assess the kind of implications the law will have on all aspects of US engagement with Uganda, which also includes safely delivering services under the Emergency Plan for AIDS Relief and other forms of assistance and investment.

"And we are considering additional steps, including the application of sanctions and restriction of entry into the United States against anyone involved in serious human rights abuses or corruption," he said.&nbsp;

It also calls for what it terms “rehabilitation” for gay offenders which could hint at the widely discredited conversion therapy. Meanwhile, a minor convicted of an offence involving same-sex relations can be imprisoned for not more than three years.&nbsp;

Antony Blinken urges immediate repeal of Ugandan anti-LGBTQ law, threatens visa restrictions

Stand-up comedian, Nathasha Edirisooriya, who drew widespread criticism in the country for allegedly making derogatory remarks about religions, was arrested by the Criminal Investigation Department (CID).

According to the police, she was taken into custody at the Bandaranaike International Airport (BIA) in Katunayake on Sunday night while attempting to fly out of the country.

The CID received a complaint against Edirisooriya for allegedly insulting religions, including Buddhism, and Christianity during a stand-up comedy show.

She later shared a video and publicly apologised for the statements made.

In January, famous YouTuber Sepal Amarasinghe was sent to police custody for allegedly making derogatory remarks about the Sacred Tooth relic of Lord Buddha.

Sri Lanka's population, which roughly comprises 22 million, approximately 74 per cent are Buddhists. Sri Lanka's Constitution, while also respecting other communities and their rights, concedes Buddhism as the "foremost place" among the country's religious faiths.

In the video, shared by the university's official social media handle, Seton Hall's Joseph E. Nyre can be seen presenting Grace Mariani and Justin, her service dog, with their degrees.

The canine was presented with the rolled-up document to celebrate its dedication for not only assisting her owner Mariani but also attending all of her classes during her time at school.

In a conversation with CBS News, the university said that Mariani graduated with a Bachelor of Science in Education degree and aims to teach elementary and special education.

The dog was provided to Grace by a non-profit organisation named Canine Companions. In a heartwarming incident, a kitten has been rescued from a rain pipe after being stuck there for three days.

The little creature was trapped in the rain pipe last week in Beirut, Lebanon and was rescued by volunteers from the charity Animals Lebanon.

Small cameras were used to identify and track the exact location of the animal before pulling it out.

After being successfully pulled out, the crowd applauded the rescue workers and one said, 'I think we should call her Beirut!'

As per their official website, Animal Lebanon 'improves the welfare of animals through comprehensive national animal protection and welfare legislation.'

The charity group aims at enacting and enforcing comprehensive national animal protection and welfare legislation.

The group had established a model shelter for companion animals while providing nationwide assistance for cats and dogs in need.&nbsp;

A similar incident took place earlier this week in Nottinghamshire where firefighters rescued an eight-week-old kitten that was stuck in a drain pipe.

The crews from Edwinstowe in Nottinghamshire pulled out the stricken feline after being discovered at the Dukeries Complex in Boughton.

The team used small electric cutters to carefully rescue the young cat.

North Korea has informed Japan of its plan to launch what it calls a &nbsp;'satellite' &nbsp;between May 31 and June 11, said a Japanese coast guard official on Monday.

As per the Japanese officials, the launch is set to involve a ballistic projectile, according to a tweet from the prime minister's office that alludes to a "ballistic missile that it (Pyongyang) describes as a satellite."

Analysts believe that North Korea is launching its military 'satellite' in an attempt to improve its surveillance technology and advance its ability to strike targets whenever a conflict occurs.

The unnamed Japanese coastguard said that the rocket, which is set to be launched between May 31 and June 11, will plummet into the waters near the Yellow Sea, East China Sea and east of Luzon Island in the Philippines, according to news agency AFP.

In a tweet, the Japanese prime minister's office said that PM Fumio Kishida issued instructions "on North Korea's notification about the launch of a ballistic missile that it describes as a satellite".

He further urged North Korea to abstain and said he would work closely with allies.

"We strongly urge North Korea to refrain from launching," the prime minister's office said on Twitter, adding it would cooperate "with relevant countries such as the U.S. and South Korea".

He has instructed the officials to remain vigilant, issuing an order for the Air Self-Defense Force to knock down any ballistic projectile confirmed to be on course to fall into the country's territory.&nbsp;

The ministry said that the soldiers would be authorised to use Standard Missile SM-3 and Patriot Missile PAC-3 to destroy the missile in mid-air.

"Even if it's described as a satellite, a launch using ballistic missile technology would be a violation of United Nations Security Council resolutions and a serious problem that threatens the safety of people," Kishida told reporters.&nbsp;

Meanwhile, North Korean state media published a statement from its vice minister of foreign affairs, appearing to endorse a conciliatory approach to relations with Japan.

If Japan avoids "being shackled by the past, and seeks a way out for improving the relations, there is no reason for the DPRK and Japan not to meet", the statement from Pak Sang Gil said.

Last year in December, a report by the state media said that North Korea has executed an "important final-stage" test of launching a military reconnaissance satellite into orbit at its rocket launching site, with plans to finish preparations for the project by April.&nbsp;

The KCNA had reported that the test was carried out at the Sohae Satellite Launching Ground to "evaluate the capabilities of satellite photography, data transmission system, and ground control system".&nbsp;

KCNA said that on Tuesday, "after acquainting himself in detail with the work of the committee, (Kim) inspected the military reconnaissance satellite No. 1, which is ready for loading after undergoing the final general assembly check and space environment test".&nbsp;

Australia: 3.8 magnitude earthquake hits Melbourne, breaks 120-year record

A couple, who killed their 10-month-old son after he was brought back to their care, has been sentenced to life imprisonment.

Stephen Boden, 30, and Shannon Marsden, 22 &nbsp;brutally murdered Finley Boden on Christmas Day in the year 2020.

As per BBC reports, Finley succumbed to 130 "appalling" wounds.

Derby Crown Court, on Friday, ordered Boden and Marsden, from Chesterfield, Derbyshire, to serve a minimum term of 29 and 27 years respectively.

Judge Amanda Tipples said that the accused had subjected their child to "unimaginable cruelty".

“Once the injuries had been inflicted, Finley’s daily experience was one of considerable pain, distress and suffering,” the judge added.

The parents were “persuasive and compulsive liars” who acted together, Tipples said. “No one heard Finley cry or scream in pain because you inflicted the injuries on him together, with one of you fracturing his bone and the other keeping him quiet with your hand over his mouth.”

Despite knowing that Finley was seriously ill, no medical help was sought for him by the pair. “Neither of you have shown any remorse at all for what you have done,” she said.

In the early hours of Christmas day, the paramedics were called to the couple's home in Holland Road, Old Whittington after receiving a call informing them Finley was unresponsive.

He was taken to the hospital and was later declared dead.

Finley's wounds included 57 breaks to his bones, 71 bruises and two burns on his left hand, one "from a hot, flat surface", the other probably "from a cigarette lighter flame," &nbsp;according to BBC reports.

The autopsy found 71 bruises on him, two burn spots and 57 fractures to his pelvis, shoulder, ankle and ribs.

Toxicology tests showed traces of cannabis in his blood indicating a possibility that he must have inhaled smoke 24 hours before his death.

The court heard that Boden and Marsden used COVID as a 'perfect excuse' to prevent social workers from seeing Finley.

While sentencing the two, Justice Tipples described how the victim's parents were cannabis addicts.

“Finley was a lovely baby. He was happy, smiley and chuckling,” she said.

She continued: “The facts in relation to the last days of Finley’s life are terrible to describe and extremely distressing. You both knew that Finley was very seriously ill and dying… yet you deliberately failed to seek any medical help for him and you made sure that he was not seen by anyone that could have rescued him and taken him away from your care."

“He was subject to repeated abuse on multiple occasions. Once the injuries had been inflicted, Finley’s daily experience was one of considerable pain, distress and suffering."

“It was obvious to both of you by December 16 that Finley was very seriously injured, and he was utterly miserable."

“He was no longer able to sit up and play with his toys. He was unable to feed himself.”

“By the evening of December 23, he was plainly dying. There was nothing subtle about this at all. It was plainly obvious to both of you,” The Independent quoted her as saying.

<h2>'Boden and Marsden never took responsibility for their actions', says detective leading the probe</h2>

After the hearing, Detective Inspector Stephen Shaw, who led the probe said: “Today we have seen a mother and father jailed for what is, quite simply, an incomprehensible crime."

“Over the course of a little more than a month, Shannon Marsden and Stephen Boden assaulted their son Finley leaving him with 57 fractured bones across his tiny body."

Judge Amanda Tipples said that the accused had subjected their child to "unimaginable cruelty". “Once the injuries had been inflicted, Finley’s daily experience was one of considerable pain, distress and suffering,” the judge added. The parents were “persuasive and compulsive liars” who acted together, Tipples said. “No one heard Finley cry or scream in pain because you inflicted the injuries on him together, with one of you fracturing his bone and the other keeping him quiet with your hand over his mouth.” Despite knowing that Finley was seriously ill, no medical help was sought for him by the pair. “Neither of you have shown any remorse at all for what you have done,” she said. In the early hours of Christmas day, the paramedics were called to the couple's home in Holland Road, Old Whittington after receiving a call informing them Finley was unresponsive. He was taken to the hospital and was later declared dead. Finley's wounds included 57 breaks to his bones, 71 bruises and two burns on his left hand, one "from a hot, flat surface", the other probably "from a cigarette lighter flame," according to BBC reports. The autopsy found 71 bruises on him, two burn spots and 57 fractures to his pelvis, shoulder, ankle and ribs. Toxicology tests showed traces of cannabis in his blood indicating a possibility that he must have inhaled smoke 24 hours before his death. The court heard that Boden and Marsden used COVID as a 'perfect excuse' to prevent social workers from seeing Finley. While sentencing the two, Justice Tipples described how the victim's parents were cannabis addicts. “Finley was a lovely baby. He was happy, smiley and chuckling,” she said. She continued: “The facts in relation to the last days of Finley’s life are terrible to describe and extremely distressing. You both knew that Finley was very seriously ill and dying… yet you deliberately failed to seek any medical help for him and you made sure that he was not seen by anyone that could have rescued him and taken him away from your care." “He was subject to repeated abuse on multiple occasions. Once the injuries had been inflicted, Finley’s daily experience was one of considerable pain, distress and suffering." “It was obvious to both of you by December 16 that Finley was very seriously injured, and he was utterly miserable." “He was no longer able to sit up and play with his toys. He was unable to feed himself.” “By the evening of December 23, he was plainly dying. There was nothing subtle about this at all. The new structure will soon be the seat of the highest legislative body of the largest democracy in the world. The government headed by PM Modi intends for the new Parliament building to be the centre of legislative activity rather than the current colonial-era building. However, a political row has erupted as the inauguration date for the new building draws closer.&nbsp;

The government of India's website on the Central Vista project underlines the need for a new Parliament building.

"Over the years, the parliamentary activities and the number of people working therein and visitors have increased manifold...the new constructions and modifications have been done in an ad-hoc manner. For example, two new storeys constructed in 1956 over the outer circular part of the building hid the dome of the Central Hall and changed the facade of the original building. Further, the coverings of Jaali windows have reduced the natural light in the halls of two houses of the Parliament. Therefore, it is showing signs of distress and over-utilisation and is not able to meet the current requirements in terms of space, amenities and technology," says the website

However, ahead of the inauguration, the event has been caught up in a political tussle. Many of the opposition parties have raised objections over the new Parliament and PM Modi inaugurating it and have decided to boycott the ceremony on Sunday.&nbsp;

<h2>20 political parties to boycott inauguration ceremony</h2>

A total of 20 parties in the opposition have rallied against the Centre at the inauguration event. They released a joint statement expressing discontent against Prime Minister Narendra Modi’s decision to inaugurate the new Parliament building, “completely sidelining President Droupadi Murmu.”&nbsp;

They claimed that this decision is “not only a grave insult but a direct assault on our democracy.”

To protest this, opposition parties, including the Congress, Left and TMC have collectively announced their decision to boycott the inauguration, terming it as an “undignified act”.&nbsp;

<h2>PIL filed in SC seeks&nbsp;inauguration by President Murmu</h2>

On Thursday, a PIL was filed in Supreme Court seeking direction that the new Parliament building should be inaugurated by President Droupadi Murmu.

As per the PIL, Lok Sabha Secretariat violated the Constitution by not inviting the president to the inauguration.

The statement issued by the Lok Sabha Secretariat on May 18, and invites issued by the Secretary-General, Lok Sabha, about the inauguration of the new Parliament building, is in violation of the Indian Constitution, the PIL filed by advocate Jaya Sukin said.

"That Prime Minister is appointed by the President and other ministers are appointed by the President on the advice of the Prime Minister. The President of India is authorised to appoint constitutional functionaries such as Governors, Judges of both the Supreme Court and high court, Comptroller and Auditor General of India, chairman and manager of the Union Public Service Commissioner, Chief Election Commissioner, Financial Commissioner, and other Election commissioners," the plea said.

It stated, "Respondent's (Secretary and Union) decision is illegal, Arbitrary, high-handed, whimsical and unfair, abuse of authority and against the principles of natural justice."

"Respondents has violated Indian Constitution and Constitution is not being respected. Parliament is the supreme legislative body of India. The Indian Parliament comprises the President and the two Houses - Rajya Sabha (Council of States) and Lok Sabha (House of the People). The President has the power to summon and prorogue either House of Parliament or to dissolve Lok Sabha," it added.

However, a political row has erupted as the inauguration date for the new building draws closer. "Over the years, the parliamentary activities and the number of people working therein and visitors have increased manifold...the new constructions and modifications have been done in an ad-hoc manner. For example, two new storeys constructed in 1956 over the outer circular part of the building hid the dome of the Central Hall and changed the facade of the original building. Further, the coverings of Jaali windows have reduced the natural light in the halls of two houses of the Parliament. They released a joint statement expressing discontent against Prime Minister Narendra Modi’s decision to inaugurate the new Parliament building, “completely sidelining President Droupadi Murmu.” They claimed that this decision is “not only a grave insult but a direct assault on our democracy.” To protest this, opposition parties, including the Congress, Left and TMC have collectively announced their decision to boycott the inauguration, terming it as an “undignified act”. The National Investigation Agency moved to Delhi High Court on Friday seeking death penalty, capital punishment for Jammu and Kashmir Liberation Front (JKLF) chief Yasin Malik.

Last year, the Trial Court awarded life imprisonment to Yasin Malik in a terror funding case.

In its appeal, NIA stated that India lost its most valued soldiers due to the crime committed by such terrorists and that their 'act of war' gave the entire nation unrepairable grief.

NIA further added that the accused, over the years, has been leading terrorist activities in Kashmir along with foreign terrorist organisations with the intent to cause unrest in India.

It remarked that the criminalities committed by the respondent accused are ex-facie acts of "external aggression", brazenly planned and executed by "acts of waging war against the nation" whereby "internal disturbance" was created through raising and using trained armed militia within the state and by helping trained terrorist, raised in enemy states, to enter the borders of India to participate and infuse such internal disturbances.

Delhi High Court's Division Bench of Justice Siddharth Mridul and Talwant Singh will hear the matter on May 29.

Earlier, on Thursday (May 25), the trial court Judge sentenced life imprisonment to JKLF leader Yasin Malik in a terror funding case and said, "In my opinion, there was no reformation of this convict. It may be correct that the convict may have given up the gun in the year 1994, but he had never expressed any regret for the violence he had committed prior to the year 1994."

"It is to be noticed that, when he claimed to have given up the path of violence after the year 1994, the government of India took it at its face value and gave him an opportunity to reform and in good faith, tried to engage in a meaningful dialogue with him and as admitted by him, gave him every platform to express his opinion," said NIA Judge Praveen Singh.

The NIA Court further said, "The crimes for which convict has been convicted are of a very serious nature. These crimes were intended to strike at the heart of the idea of India and intended to forcefully succeed J&amp;K from UOI."

"The crime becomes more serious as it was committed with the assistance of foreign powers and designated terrorists. The seriousness of the crime is further increased by the fact that it was committed behind the smoke screen of an alleged peaceful political movement," added the trial court.

"The manner of the commission of the crime, and the kind of weaponry used in the crime lead me to the conclusion that the crime in question would fail the test of rarest of rare cases," NIA Judge Praveen Singh said.

The NIA court while sentencing life imprisonment to Malik also imposed a fine of above Rs 10 lakh.
