Binance chief executive Changpeng Zhao on Tuesday (Nov 21) stepped down and pleaded guilty to US money laundering breaches&nbsp;in a deal that will see the cryptocurrency exchange he founded pay over $4 billion in penalties, said prosecutors.

"Binance became the world's largest cryptocurrency exchange in part because of the crimes it committed –- now it is paying one of the largest corporate penalties in US history," Attorney General Merrick Garland said in a statement.

"It made it easy for criminals to move their stolen funds and illicit proceeds on its exchanges," Garland said.

“Binance also did more than just fail to comply with federal law. It pretended to comply,” he added.

Zhao pleaded guilty to failing to maintain an effective anti-money laundering programme, said the Department of Justice.

He lives abroad and entered his plea in person in the US, Garland added.

He took to his official X account and wrote, "Today, I stepped down as CEO of Binance."

"Admittedly, it was not easy to let go emotionally. But I know it is the right thing to do. I made mistakes, and I must take responsibility," he added.&nbsp;

Binance's agreements with the Treasury Department's agencies consist of a civil money penalty of $3.4 billion and a $968 million penalty involving OFAC. These mark the agencies' largest settlements in history.

"Binance turned a blind eye to its legal obligations in the pursuit of profit," Treasury Secretary Janet Yellen said in a statement.

"Its willful failures allowed money to flow to terrorists, cybercriminals and child abusers through its platform."

She noted Binance "deliberately undermined its own sanctions monitoring controls," authorised over 1.5 million virtual currency trades breaking US sanctions and failing to report suspicious transactions.

Yellen said the penalties, and a five-year monitorship imposed on Binance, mark a "milestone for the virtual currency industry."

<h2>Binance's violations</h2>

The violations made by Binance included its negligence in preventing and reporting transactions with groups like the Islamic State of Iraq and Syria, and matching trades between US users and those in sanctioned jurisdictions like Iran and North Korea, said the Treasury.

Binance must file suspicious activity reports required by law, on top of reviewing past transactions to report such activity to authorities, Garland said.

"This will advance our criminal investigations into malicious cyber activity and terrorism fundraising, including the use of cryptocurrency exchanges to support groups such as Hamas," he added.

A United States warplane on Tuesday (Nov 21) attacked an air base west of Baghdad and killed several Iran-backed militiamen, the Pentagon said.

This came after a short-range ballistic projectile was fired at American and allied personnel in Iraq.

"We can confirm an attack last night by Iran-backed militias using a close-range ballistic missile against US and coalition forces at Al-Asad Airbase, which resulted in eight injuries and some minor damage to infrastructure," Pentagon spokesman Brigadier General Pat Ryder said in a statement.

"Immediately following the attack, a US military AC-130 aircraft in the area conducted a self-defence strike against an Iranian-backed militia vehicle and a number of Iranian-backed militia personnel involved in this attack. This self-defence strike resulted in several enemy KIA (killed in action)," Ryder said.

The Ain al-Asad Air Base, which is located in the desert of Iraq's Western Anbar province, hosts forces of the US-led coalition fighting the Islamic State (IS) group in Iraq.

This is the first time the United States announced a strike on Iranian proxy forces in Iraq after targeting Tehran-linked sites in Syria on three occasions in recent weeks.

The move by the US comes after a spate of attacks were reported in Iraq aimed at American troops which claimed the lives of several army personnel.

<h2>US forces attacked approximately 66 times</h2>

Deputy Pentagon Press Secretary Sabrina Singh during a press briefing said that the US forces "have been attacked approximately 66 times since October 17 -- 32 separate times in Iraq and 34 separate times in Syria."

The attacks have wounded nearly 62, said Singh. It doesn't yet include the eight cited by Ryder since that most recent projectile strike is still being evaluated.

"All communications were subsequently lost with the vessel," the Isle of Man registered Galaxy Maritime Ltd, owner of the pure car carrier Galaxy Leader, said in a statement.

"The company, as a shipping concern, will not be commenting further on the political or geopolitical situation."

The Bahamas-flagged Galaxy Leader's crew comprises nationals from Bulgaria, Ukraine, the Philippines, Mexico and Romania, Galaxy Maritime said. The vessel is chartered by Japan's Nippon Yusen.

"Owners and managers believe the seizure of this vessel represents a gross violation of freedom of passage for the world fleet and a serious threat to international trade," Galaxy Maritime said.

It added that the "key concern at this time is the safety and security of the 25 crew members currently being held by the perpetrators of this criminal act".

US lawmakers on Tuesday (Nov 21) wrote to billionaire Elon Musk highlighting concerns on how his social media platform X appeared to be benefiting from the premium accounts that glorified violence against Israel.

A group of 27 lawmakers wrote a letter to Musk and X chief executive Linda Yaccarino, expressing concerns citing reports from nonprofit organizations that showcased people with X Premium accounts "glorifying barbaric acts of violence against Israelis."

"These reports demonstrated that X is profiting from the spread of this gruesome and harmful propaganda through account subscription fees and ad revenue," the lawmakers wrote, adding that much of the offensive content remained live despite being flagged by researchers. &nbsp;

The lawmakers further said that X earned profit from the posts both from subscription fees as well as ads displayed in replies to both Premium and regular posts.

"X has financially benefited from the spread of demonstrably false and misleading content as well," the lawmakers wrote.

They also noted that since the US had designated Hamas as a terrorist organization in 1997, it was illegal to intentionally provide material support or resources to the group.

X on Monday (Nov 20) sued nonprofit Media Matters accusing the organisation of defaming the platform after it published a report which said that ads for major brands appeared next to posts hailing Hitler and the Nazi party.&nbsp;

The platform, according to the lawsuit filed in the United States District Court in Texas, alleges that the media non-profit is driving advertisers away by portraying X as full of antisemitic content.

The Bahamas-flagged Galaxy Leader's crew comprises nationals from Bulgaria, Ukraine, the Philippines, Mexico and Romania, Galaxy Maritime said. The vessel is chartered by Japan's Nippon Yusen.

"Owners and managers believe the seizure of this vessel represents a gross violation of freedom of passage for the world fleet and a serious threat to international trade," Galaxy Maritime said.

Earlier, Houthis had threatened to target Israeli ships in the Red Sea. Leader Abdul-Malik al-Huthi said that Houthis were monitoring for Israeli vessels in the commercially vital waters, even those that do not have Israeli flags.

"Our eyes are open to constant monitoring and searching for any Israeli ship," he said in a speech broadcast by the rebels' Al-Masirah TV station.&nbsp;

"The enemy relies on camouflage in its movement in the Red Sea, especially in Bab al-Mandab (strait), and did not dare to raise Israeli flags on its ships... and turned off identification devices," he added.

The note made in the diary from May 4, 2020, recalled the meeting with Johnson about schools, where Vallance wrote, "My God, this is complicated. Models will not provide the answer. PM is clearly bamboozled."

Another, written in the same month, said: "PM asking whether we've overdone it on the lethality of this disease. He swings between optimism pessimism, and then this."

Vallance wrote in June that watching Johnson get his head-round stats was hard work. "He finds relative and absolute risk almost impossible to understand," he said.

Vallance said Johnson, who has been criticised at the inquiry by a string of former senior advisers, described the scene as "mad and spooky, we have got to end it".

"Starts challenging numbers and questioning whether they really translate into deaths. Says it is not exponential etc etc," he added, referring to Johnson.

The inquiry is being carried out to review the government's response to the global crisis which claimed the lives of more than 220,000 people in Britain.

UK PM Rishi Sunak reportedly said government should 'let people die', COVID inquiry hears

North Korea has notified Japan that it plans to launch a rocket satellite into space between Wednesday (Nov 22) to Friday (Dec 1) in the direction of the Yellow Sea and East China Sea, said Japan's coast guard.

The latest development comes despite South Korea issuing a warning to Pyongyang to immediately halt its preparations to fire a spy satellite into space which would be Pyongyang's third attempt this year.

Japanese Prime Minister Fumio Kishida instructed government ministries and agencies to fully prepare for a possible North Korean launch, said Tokyo's Kyodo news agency citing the PM's office.

Earlier this month, Seoul's spy agency said that Pyongyang was in its definitive phase of preparations for another effort to launch its spy satellite.

"We sternly warn North Korea to... immediately suspend the current preparations to launch a military spy satellite," Kang Ho-pil, chief director of operations at the South Korean Joint Chiefs of Staff, said Monday.

"If North Korea goes ahead with the launch of a military reconnaissance satellite despite our warning, our military will take necessary measures to guarantee the lives and safety of the people."

This comes after Pyongyang's failed attempt to launch the spy satellite in August this year.

The United Nations Security Council has adopted many resolutions urging North Korea to stop its nuclear and ballistic projectile programmes since it conducted a nuclear test in 2016 for the very first time.

South Korea had earlier released a statement saying that Pyongyang, in exchange for Moscow's space technology, was providing it with arms and ammunition.
