"They are disgraceful scenes. We have a complete lunatic, hooligan faction driven by far-right ideology engaged in serious violence," Police Commissioner Drew Harris told reporters after deploying 400 officers to restore public order.

Harris said all lines of inquiry related to the attack remained open, contrary to a senior officer who had ruled out terrorism.

The South Korean army is seeking to find and recover debris from the rocket, said South Korea's defence ministry on Thursday (Nov 23).

As per local media reports, all four international border crossings in Western New York were closed on Wednesday (Nov 22) after the incident occurred.

As per the report, two people in the vehicle were&nbsp;dead and one border patrol official was&nbsp;wounded in the incident.

New York's governor ruled out signs of&nbsp;terrorist activity saying that it was a horrific car crash.

"There is no evidence at this time that this was terrorist activity," Hochul told a briefing while confirming earlier reports that two people had died.

"(It was) a horrific incident, a crash, an explosion... but at this time no known terrorist connection," she added.

The Niagara Gazette newspaper, citing law enforcement sources, said the car dashed onto the bridge plaza, tore through a fence dividing the inbound lanes from the outbound lanes, and toward the inspection lanes, where it burst into flames.

Canadian Prime Minister Justin Trudeau called the vehicle explosion at the Canada-US border crossing near Niagara Falls "a very serious situation".

North Korea on Thursday (Nov 23) said that it was suspending a military accord that it had reached with South Korea, under which measures were agreed upon to ease military tensions between the two countries, news agency Yonhap reported.

"From now on, our army will never be bound by the September 19 North-South Military Agreement," the statement said.

"We will withdraw military measures taken to prevent military tensions and clashes in all areas such as land, sea and air, and will place strong armed forces and advanced military equipment in border areas," the nuclear-armed North's defence ministry said, according to the South's Yonhap news agency.

The ministry said it "will not be restrained" by the 2018 agreement any longer.

This move by Pyongyang comes after Seoul on Wednesday announced that it would resume its surveillance operations along the border and would also partially suspend the 2018 deal in retaliation to North's successful launch of a spy rocket satellite.

The Comprehensive Military Agreement was signed in Pyongyang on September 19, 2018, by Kim and South Korean President Moon Jae-in.&nbsp;

Under the pact, both countries agreed to "completely cease all hostile acts against each other", by implementing military confidence-building measures in the air, land, and sea domains.

<h2>US condemns launch</h2>

The United States and its allies condemned the launch of the "Malligyong-1" spy satellite calling it a "brazen violation" of UN sanctions.

South Korea's military said that the satellite had entered orbit, further cautioning that it was too early to tell if it was functioning.

Pyongyang's defence ministry, on Thursday, reiterated that the satellite launch was part of its "right to self-defence", and disregarded the "extremely hysterical" response from the South in particular.&nbsp;

It condemned the South for placing the deal under strain through its "military provocations", stating that the agreement had "long been reduced to a mere scrap of paper".

"The negotiations on the release of our hostages are advancing and continuing constantly," Israeli National Security Adviser Tzachi Hanegbi said in a statement released by the prime minister's office.

"The contacts on the release of our hostages are advancing and continuing constantly," he said

"The start of the release will take place according to the original agreement between the sides, and not before Friday," the statement added.

This came after journalists were notified that a media centre would open in Tel Aviv at noon on Thursday "to cover the return of the hostages".

As per local media reports, the 24-hour delay in the release of the hostages was because the agreement between the militant group Hamas and mediator Qatar was yet to be signed.

"No one said there would be a release tomorrow except the media ... We had to make it clear that no release is planned before Friday, because of the uncertainty that hostages' families are facing," Israel's public broadcaster Kan quoted a source in Israeli Prime Minister Benjamin Netanyahu's office as saying.

The Israeli government, early on Wednesday (Nov 22), approved an agreement to free roughly 50 hostages who were abducted into the Gaza Strip during the Palestinian militant group Hamas' onslaught on October 7, in exchange for the release of imprisoned Palestinian women and minors.

Gaza hostage release won't happen before Friday, say Israeli officials

Dutch far-right populist Geert Wilders, who has courted controversy for his anti-Islam remarks and has vowed to halt all immigration to the Netherlands, has bagged a stunning victory in the election, suggested exit polls on Wednesday (Nov 22).

Finland's Prime Minister Petteri Orpo on Wednesday (Nov 22) said that his country will close all but the northernmost crossing border with Russia in a bid to control the flow of migrants.

Helsinki has claimed that the asylum seekers are being pushed into the Nordic nation deliberately by Russia.

"The government has today decided to close more border posts. Only Raja-Jooseppi station will remain open," Prime Minister Petteri Orpo told a press conference.

Since the beginning of August, nearly 700 asylum seekers entered Finland without a visa over its border with Russia.

Following a surge in migrants, last week Finland shut half of its eight crossings to Russia.

"Unfortunately, these measures have not been able to stop this phenomenon," Orpo said.

The government said that "it is clear that foreign authorities and other actors have played a role in facilitating the entry of persons crossing the border into Finland".

"The situation also involves international crime," the government said in a statement.

Earlier in October, the Finnish border guard warned of a shift in Russia's policy as it started to allow migrants without proper documentation to cross the border.

In an unprecedented move, Russian President Vladimir Putin on Wednesday (Nov 22) told the leaders of the Group of Twenty (G20) that it was extremely important to come up with a plan on how to stop "the tragedy" of the war in Ukraine.

He further blamed Ukraine for pulling out of the negotiation process stating that "Moscow never refused peace talks" with Kyiv.

In a major move to de-escalate the ongoing situation in the West Bank, the Israeli government, early on Wednesday (Nov 22), approved an agreement to free roughly 50 hostages who were abducted into the Gaza Strip during the Palestinian militant group Hamas' onslaught on Oct 7, in exchange for the release of imprisoned Palestinian women and minors.

Tel Aviv has also agreed to a multi-day ceasefire and has also vowed to allow more fuel and humanitarian aid into the besieged Palestinian enclave.

"The government approved the broad outlines of the first stage of an agreement under which at least 50 kidnapped people -- women and children -- will be released over four days during which there will be a lull in the fighting," the statement said.

Earlier on Tuesday (Nov 21), Israeli Prime Minister Benjamin Netanyahu had asked his government to back the deal in order to secure the release of all hostages.

He said that though this was a difficult decision to take, but also the right thing to do.

"Tonight, we face a difficult decision, but it is the right decision, all the security factors fully support it, they clarified in their full professional assessment that our security of our forces will be guaranteed during the days of ceasefire and that the intelligence effort will be maintained," Netanyahu said.
