US: ‘Nedheads’ miffed over Colorado’s Frozen Dead Guy Days festival venue shift to Estes Park

The leaders of Australia, United Kingdom and United States (AUKUS) stood together in San Diego earlier this week, and Prime Minister Anthony Albanese of Australia unveiled a four-phase plan to acquire up to eight nuclear-powered submarines from the UK and US. The deal translates into transfer of nuclear technology from a nuclear weapons state to a non-weapons state, and has prompted nuclear proliferation fears worldwide.

"The fact that you have Highly Enriched Uranium reactors that are not easy to control when they are coming from a nuclear power to a non-nuclear power. So that is certainly an issue to be followed up," Professor Alexander Harang, Co-President of Oslo-headquartered International Peace and Understanding told WION, at the sidelines of India Centre Foundation's roundtable in New Delhi.

India and China's 'No First Use' proliferation safeguard

Amongst all of the world's nuclear powers — United States, Russia, China, India, Israel, United Kingdom, France, Pakistan, North Korea and NATO member nuclear weapons sharing states — India and China are the only two countries that maintain a 'No First Use' policy. That is, during an event of armed conflict, both New Delhi and Beijing have committed to not being the first nations to use nuclear weapons.

"It is possible to get a global agreement on No First Use of nuclear weapons," Harang said.

"Since India and China already have no first use policies in place. They need to be leaders now," Harang added on an optimistic note, while referring to 'many immediate threats' that the world is facing in relation to the ongoing expansion of nuclear threat.

Significance of Iran-Saudi deal for nuclear non-proliferation

With China at the centre of the geopolitical picture, Iran and Saudi Arabia on March 11, agreed to restore diplomatic ties after their seven years of bilateral estrangement in West Asia. Harang hailed the development as a 'great victory' for the non-proliferation movement.

"But we should definitely not think of this restoration of ties as a closed case. There is a wider proliferation issue in the Middle East if Iran gets into a nuclear programme," Harang cautioned, while referring to potential nuclear flashpoints in West Asia polarised on Shia-Sunni lines.

"Both Saudi Arabia and Egypt and also possibly the (United Arab) Emirates are ready to develop nuclear weapons. Either that, or enter a US nuclear umbrella in case of an Iranian nuclear bomb. That dynamic is still there," Alexander Harang added.

The world in crisis mode; the rules of N-game are changing

Referring to Russia's exit from Measures for the Further Reduction and Limitation of Strategic Offensive Arms, also known as the New START Treaty, Harang said that the world is in "crisis mode".

"We are in the midst of quite many immediate threats," Harang told WION, while also emphasising on the current uproar in South Korea and past efforts by Brazil for armed nuclear self-sufficiency.

Harang believes that a global agreement on 'No First Use' by all nuclear-powered states would result in 'heightening the threshold for actually using the nuclear weapons', and will become an immediate deterrent measure against most immediate threats of a possible nuclear-armed escalation.

"A 'no first use' doctrine is what can cool the security apparatus down during an event of conflict. This is what can increase the strategic response time," Harang said while referring to the time a country gets during a conflict when it has to decide if it will respond to an attack with nuclear force or not.

But could a global agreement on 'no first use' be possible without the country with a reckless proliferation record coming on-board?

"Well, you don't start with Pakistan really?," Harang chuckled, and repeated, "You don't start with Pakistan. Not at this point."

'India is taken more seriously' with Modi at helm: Nobel Committee leader

OpenAI's next-generation Artificial Intelligence engine GPT-4 which powers ChatGPT, is being deemed as 'impressive' by technologists worldwide. As ChatGPT and related Artificial Intelligence-powered chatbots continue to blow the minds of people with their constantly improving responses, earlier virtual assistants such as Amazon's Alexa and Apple's Siri are being seen as trailing behind OpenAI's scale of Artificial Intelligence-oriented innovation.

Apple launched Siri in 2011 while unveiling the fifth-generation iPhone. Other competing virtual assistants such as Amazon's Alexa and Google Assistant followed suit in later years. However, over the past decade, these products by three of the world's biggest technology giants have hit several roadblocks, halting their scale of innovation.

The excitement around chatbots illustrates how Siri, Alexa and other voice assistants — which once elicited similar enthusiasm — have squandered their lead in the AI race, New York Times reported.

Voice assistants 'dumb as rock': Microsoft's Satya Nadella

Microsoft's recent introduction of ChatGPT to its Bing search engine is giving important user growth dividends to the company, reports say. In 2016, Microsoft Chief Executive Officer Satya Nadella said that "bots are the new apps". But in a startling course-correction, starting 2019, Microsoft began investing into OpenAI, the ChatGPT maker. It expanded the "multi-year, multi-billion dollar" partnership with OpenAI in January 2023, leading the Silicon Valley's race of AI-driven innovation.

ALSO READ | Slack’s ChatGPT bot will interact with colleagues on your behalf, draft meeting summaries

"They were all dumb as a rock," Nadella told the Financial Times last month.

"Whether it’s Cortana or Alexa or Google Assistant or Siri, all these just don’t work. We had a product that was supposed to be the new front-end to a lot of [information] that didn’t work.”

How voice assistants were left behind in the AI race

The essential difference comes from the kind of technologies that they are built upon. The ChatGPT is built over large language models, which are systems trained to recognise and generate text based on enormous data sets scraped off the web.

In contrast, Siri, Alexa and Google Assistant are built on command-and-control systems. They can understand a definite list of questions with spoken clarity and requests like "Will it rain in Delhi today?" or “Turn on the bedroom lights.” However, if a user asks the virtual assistant to do something that is not in its code, the virtual assistant simply says it cannot help.

Another reason that they fell behind the ongoing AI Chatbot wave of innovation is 'cumbersome design'.

According to John Burkey, a former Apple engineer who worked on Siri, several technological hurdles hit the innovation with which the Virtual Assistants were expected to evolve with.

Burkey was given the job to improve Siri in 2014. Siri’s database contains a huge list of words in nearly two dozen languages.

Voice assistants 'dumb as rock': Microsoft's Satya Nadella Microsoft's recent introduction of ChatGPT to its Bing search engine is giving important user growth dividends to the company, reports say. ALSO READ | Slack’s ChatGPT bot will interact with colleagues on your behalf, draft meeting summaries "They were all dumb as a rock," Nadella told the Financial Times last month. "Whether it’s Cortana or Alexa or Google Assistant or Siri, all these just don’t work. We had a product that was supposed to be the new front-end to a lot of [information] that didn’t work.” How voice assistants were left behind in the AI race The essential difference comes from the kind of technologies that they are built upon. Therefore, seemingly simple updates, such as adding some new phrases to the data set, required rebuilding the entire database, which could take up to six weeks, Burkey added.
A Black man in the United States was found wrongly serving a prison sentence, about 35 years after he was imprisoned following a conviction for an armed robbery, a charge he is now exonerated from.
