US House of Representatives Speaker Nancy Pelosi is planning to demand setting up of a commission to evaluate US President Donald Trump's mental and physical capacity. Pelosi, along with Maryland Democratic congressman Jamie Raskin are planning to bring in a legislation to this effect.

The legislation would be brought under 25th Amendment of the US Constitution.

Section 4 of the amendment desribes the process according to which politicians can come together to infer that the president was unfit to carry out his duty as the head of the state.

Although the legislation being planned has to do with Trump's health, the addition of the mental health aspect has prompted many to wonder whether this was a potshot the Democratoc Party was talking at the president during the election season.

Donald Trump who caught coronavirus infection last week is recovering and has even hinted a plan to hold an election rally in Florida.

White House physician said on Thursday that Donald Trump should be able to "public engagements" from Saturday. He added that Trump responded "extremely well" to Covid-19 treatment.

The government said it will not allow any type of garba event in the state during Navratri, starting from October 17, and also released a set of guidelines for the festive season, which usually sees large gatherings, a fertile ground for COVID-19 spread.&nbsp;

For the upcoming festivals, the BJP government released standard operating procedures (SOPs) which stress on COVID-19-appropriate behaviour by citizens to curb the infection.

No big, medium or small scale garba event will be allowed in the state during the nine-day festival, the government said.

Garba is a popular folk dance of Gujarat and is performed with passion and fervour during the Navratri festival.

The government, however, will allow collective prayers to Goddess Durga where number of people should not be more than 200, it said in a release.

The time limit of prayers will beof one hour, but nobody can perform garba at such gatherings, it said. 
Prior permission of government authorities has been made mandatory for organisation of community prayer programmes during Navratri.

At prayer gatherings, COVID-19-related norms such as social distancing, covering of face with masks and use of sanitisers will be mandatory, the release said.

The government said citizens above 65, children below 10 years, pregnant women and people with comorbidities should avoid participating in any public programme during the festivals.

Navratri is one of the most popular festivals of Gujarat and is called the longest dance festival of the world. Revellers dance to the tune of traditional music and songs for nine nights.

The government said event such as burning of effigies of Ravana, Ramlila yatras, rallies, melas (congregations), exhibitions would not be allowed during the festive season (from Navratri to Diwali).

It advised people to celebrate festivals like Dussehra, Durga puja, Diwali, Gujarati New Year, Bhai dooj and Sharad Poornima at their homes with their families.

In the SOPs, the government said up to 100 people can attend functions such as marriage and the same number will be allowed at funerals.

During any event, the organisers will have to do floor marking with minimum distance of 6 feet, it said.

Hurricane Delta is bearing down on Louisiana after sweeping over western part of Gulf of Mexico. US national guard has been mobilised and people on Louisiana coast have been evacuated from their homes. Officials say that Hurricane Delta will cause a deadly storm surge and flash flooding in Louisiana. On Friday, Hurricane Delta packed sustained winds of 120 mph.

"I don't even know if we'll have a house when we come back," Kimberly Hester, a resident of Louisiana told AFP.

"I just pray to God every night we can at least have a house to come home to," she said.

Hurricane Delta is a category 3 storm now. National Hurricane Center (NHC) said that Hurricane Delta was still able to cause a "devastating damage". It warned of a "life-threatening storm surge" along parts of northern Gulf Coast.

The hurricane earlier barreled into Mexico's Yucatan region, which escaped major destruction, with no reports of deaths.

Battered US Gulf

Many along the Louisiana coastline have yet to recover from Hurricane Laura, which struck near the end of August as a strong Category 4 storm on the five-level Saffir-Simpson scale.

Louisiana Governor John Bel Edwards urged residents to be extremely careful with Delta, and announced that 2,400 National Guard personnel had been mobilized to aid locals.

Hurricane Delta would hit "in the area of our state that is least prepared to take it," Edwards said late Thursday.&nbsp;

"To the people of Southwest Louisiana, I know you are strong. I also know you are about to be tested again. Please finish making preparations now We will get through this."&nbsp;

In the city of Lake Charles, where torn planks of wood, uprooted trees and debris from Hurricane Laura still litter the streets, Shannon Fuselier drilled plywood over the windows of a friend's home as protection from flying debris.

Many neighborhood houses are covered with tarps from previous hurricane damage, and the home Fuselier was working on had already suffered roof damage from a fallen tree and smashed windows during Laura.

"The branches and leaves don't do that much damage," said Fuselier, 56. "It's pieces of metal, steel, frames of other peoples windows, signs from people's stores, nails."

Fuselier said that she was staying because she didn't think the storm was strong enough for her to flee.&nbsp; 
Edwards has already warned that Delta could sweep up old debris and hurl it like missiles.

Terry Lebine had already evacuated to the town of Alexandria, some 100 miles (150 kilometers) to the north, during the previous hurricane, and was ready to head out again.

"It's exhausting," she told AFP. "...I've got my mother, she's 81 years old and not in the best of health. Right after we went back home after Laura, we have to leave again for Delta. We were home a good two to three weeks."

Delta is the 26th named storm of an unusually active Atlantic hurricane season.

The two groups were hospitalized at similar rates (18% to 21%) and had similar need for mechanical ventilation (3% in the asthma group vs 4%). But the asthma patients were 70% less likely to die from the virus, researchers reported. None of the 44 patients with severe asthma died.

The exact reason behind this is not yet known, the researchers are attributing this partially to medicines used to treat Asthma.

"Although the factors underlying these findings are not yet known, important considerations include: possible biologic mechanisms ... and possible protective effects of asthma medications (such as corticosteroids)," the researchers said in a report posted on Monday on medRxiv ahead of peer review.&nbsp;

Meanwhile, a new test is proving to be better at identifying coronavirus infections

Becton Dickenson and Co's BD Veritor System for rapid detection of the novel coronavirus is better than gold standard RT-PCR lab tests at distinguishing between infectious and non-infectious virus in swab samples obtained within a week of symptom onset, according to a new study.

One drawback of the RT-PCR (real-time polymerase chain reaction) is that patients can test positive even after they are no longer infectious, because the tests detect small amounts of viral RNA that most likely represent infected cells that have died.&nbsp;

Newer "antigen-based" tests look for viral proteins instead of RNA. The antigen-based approach could potentially "be used to identify and isolate contagious individuals more effectively than current RNA-based (RT-PCR) testing," coauthor Celine Roger-Dalbert of BD Life Sciences told Reuters.

"Although it may not replace RNA-based testing, because we still need to identify anyone who was infected in order to trace the spread of the virus, it should help make isolation more efficient and effective as a public health intervention used to slow down the spread of COVID-19," she added.

“Losing a child at birth or during pregnancy is a devastating tragedy for a family, one that is often endured quietly, yet all too frequently, around the world,” Henrietta Fore, UNICEF Executive Director was quoted in a WHO release as saying.

“Every 16 seconds, a mother somewhere will suffer the unspeakable tragedy of stillbirth. Beyond the loss of life, the psychological and financial costs for women, families and societies are severe and long-lasting. For many of these mothers, it simply didn’t have to be this way. A majority of stillbirths could have been prevented with high-quality monitoring, proper antenatal care and a skilled birth attendant,” she adds.

According to a new report 'A Neglected Tragedy: The Global Burden of Stillbirths', 3 out of 4 stillbirths occurred in Africa or Southern Asia in 2019.
