Italy and Libya on Saturday (January 28) signed a gas deal worth $8 billion- the largest single investment in Libya's energy sector in more than 20 years. The deal was signed as Italian Prime Minister Giorgia Meloni is in the North African country to talk on energy as well as the issue of migration. A report by the news agency Associated Press on Saturday said the deal was signed by Claudio Descalzi, the chief executive officer (CEO) of Italy’s state-run energy company, ENI, and Libya’s National Oil Corporation's (NOC) chairman Farhat Bengdara, to develop two Libyan offshore gas fields.

The agreement involves developing the two offshore fields in Block NC-41, north of Libya. According to a statement, ENI said it would start pumping gas in 2026 and is estimated to reach 750 million cubic feet per day. Prime Minister Meloni, who was present during the signing of the deal, called the agreement “significant and historic.” Meloni said the deal would help Europe secure energy sources, adding "Libya is clearly for us a strategic economic partner."

The signing of this agreement has been criticised by the Libyan government. Oil minister Mohamed Aoun, who was not part of Saturday's meeting, told a local TV channel that the deal was illegal and the NOC did not consult his ministry, the report said. Speaking to reporters, NOC chairman Farhat Bengdara did not speak about the oil minister's criticism but said that those who reject the deal could challenge it in court.

Italy's ENI has been operating in Libya despite the ongoing security issues, producing gas mostly for the domestic market. In 2022, Libya delivered 2.63 billion cubic meters to Italy through the Greenstream pipeline- which was well below the annual levels of 8 billion cubic meters before the country's decline in 2011. Saturday's gas deal will likely deepen the rift between Libyan administrations in the east and west, the Associated Press report also said.

Libya is the second North African country that Italian PM Giorgia Meloni visited this week. She is seeking to secure new supplies of natural gas to replace Russian energy amid the ongoing war in Ukraine. Earlier, she had visted Algeria- which is Italy's main supplier of natural gas.

On Saturday, Meloni met with Abdel Hamid Dbeibah, who heads one of Libya’s rival administrations, and was also to hold talks with Mohamed Younis Menfi, who chairs Libya’s ceremonial presidential council.

On the issue of migrantion, Dbeibah, while addressing a joint press conference with Meloni, said that the Italian government would provide five “fully equipped” boats to Libya’s coast guard to help stem the flow of migrants to the European shores.
Italy, Libya sign gas deal worth $8 billion; Meloni calls agreement 'significant and historic'

The Spanish police have seized 4.5 tonnes (4,500 kilograms) of cocaine worth $114 million (105 million euros) after they raided a cattle ship off the Canary Islands on Tuesday (January 24). The police said on Saturday (January 28) that the Orion V- Togolese-flagged cargo ship that transported cattle from Latin America to the Middle East, was under surveillance for more than two years. The ship was previously checked and searched but no drugs were found despite the presence of sufficient clues, the police added, as per a report by the news agency AFP on Saturday.

A joint operation on Tuesday- which included the Spanish police, the American Drug Enforcement Administration (DEA) and the Maritime Analysis and Operations Centre for narcotics (MAOC-N), located the cocaine hidden inside a container used to feed the cattle. Visuals shared by the Spanish police showed officers walking inside the Orion V, discharging the packs of drugs, opening the packages and weighing them.

"In this operation 62 miles off the Canary Islands, the cargo ship Orion V was intercepted while having more than 4500 kilos of cocaine. Their 28 crew members from nine different nationalities have been arrested. After inspecting the ship common areas, officers detected in a feed silo an undetermined number of packages commonly used for cocaine traffic," Spanish police spokesperson Maria Buyo said on Thursday, news agency Reuters reported on Saturday.

In mid-January this year, the police raided another Togolese-flagged vessel ''Blume'' in the southeast of the Canary Islands. The same amount of cocaine- 4.5 tonnes- was found here as well. The police said that in total, nine tonnes of drugs had been seized this month, as per the AFP report on Saturday.

Also this month, the Spanish police busted a criminal gang that smuggled more than 5,000 tonnes of hazardous electronic waste from the Canary Islands to several African nations. According to Spain's finance ministry, the police arrested 43 suspected of having illegally shipped 331 containers of used electronics to Africa over the last two years.

Taking to Instagram on Friday (January 27), McGregor shared a photograph of his damaged bike and wrote, "Got a bang of a car just now from behind. A sun trap, the driver couldn't see me. Full speed straight thru me. Thank You God, it wasn't my time. Thank you wrestling and judo also. Having an awareness on the landing saved my life."

In the same post, McGregor put out two videos following the crash. In the first video, the driver of the car repeatedly apologised for the crash to which McGregor replied, "All good mate, don't worry about it. That's nasty. I could have been dead there."

Gun attack by teen Palestinian in east Jerusalem injures two, hours after synagogue mass shooting

A report on Friday (January 27) has revealed that a string of billionaire businesspersons, the BBC's chair Richard Sharp, seven-time Formula One world champion Lewis Hamilton and over 20 Conservative donors are among those who declared that they own British property through offshore jurisdictions. The report by The Guardian said that these declarations were made on the United Kingdom (UK) government's new register of overseas entities.

The register gives details on how Gulf royals, wealthy businesspersons and countries such as China legally bought billions of pounds of most London property, often via jurisdictions like the British Virgin Islands (BVI) and the Channel Islands, the report said.

As of Friday noon, the Companies House register listed more than 17,000 overseas entities and thousands more are expected to be registered before the deadline which is on January 31.

Richard Sharp, whose appointment as the BBC chair is being questioned following questions about his role in securing a loan for former British Prime Minister Boris Johnson, is the beneficial owner of a £4 million flat in London held through a Jersey-based trust, the report said. However, a spokesperson for Sharp said that the flat in question was his elderly mother's home. “Mr Sharp is a UK citizen, UK domiciled and has always been meticulous about always paying the full amount of tax here," the spokesperson said.

“Like many parents, he has been thinking about how to provide for his children on his death. This arrangement isn’t about a personal tax benefit to him as he pays more UK tax under this arrangement, but about him planning for provision for his children,” the spokesperson added, the Guardian reported.

Formula One driver Lewis Hamilton owns a property worth £16.5 million in Kensington. A spokesperson for Hamilton said that the British racing driver did not gain tax benefits from this arrangement.

The Companies House register showed that royal families of Gulf states owned about £1 billion of British property via tax havens such as the BVI. The register also showed that the Chinese Investment Corporation, an arm of the Chinese government, owned at least £580 million worth of property through offshore entities, including distribution centres that are important for the flow of British goods.

On the other hand, Conservative donors named in the register include two peers Irvine Laidlaw and Stanley Fink. The Guardian report on Friday said that Laidlaw had donated £3.2 million when the Conservative Party was in opposition. He has a portfolio of offices and residential homes held through at least nine Isle of Man-based companies.

Stanley Fink, the former party treasurer, had given about £3.7 million over two decades. He owns a part of the St Pancras Renaissance hotel building through a Guernsey-based vehicle, the report added. Fink said gained no tax benefits from this structure.

Some other Tory donors include the Reuben brothers, property developers with 106 vehicles spanning the BVI to Guernsey, the report added. A spokesperson for the brother said that all the entities were liable to UK taxes, adding any taxes due were paid in compliance with the HMRC (HM Revenue and Customs).

The war in Ukraine will soon mark one year, and there appears no possibility of Russia ceasing its offensive anytime soon. Since the beginning of the war, Ukrainian President Volodymyr Zelensky has appealed to international governments to send weapons and military equipment to further enable his country retaliate against Russian attacks. Recently, Germany and the United States (US) became the latest countries in the West to supply battle tanks to Kyiv, after initially being reluctant to do so.

It has been observed that since the beginning of the war on February 24, 2022, there has been an upward trend in global military spending as several countries are increasing their military budgets. An increase in spending would mean more money for defence companies- particularly from the US.

As Russia's offensive in Ukraine rages on, will 2023 be the year of defence companies?

United States: Defence companies post higher net sales

A report by the news agency Reuters on Monday (January 23) said that American defence companies were set to post higher sales in the fourth quarter bolstered by easing supply chain bottlenecks and increased defence outlays as the Pentagon and allies stepped up spending to aid Ukraine. Two defence companies — Lockheed Martin and Raytheon Technologies — reported their fourth-quarter earnings on Tuesday. Lockheed Martin reported fourth quarter 2022 net sales of $19.0 billion, compared to $17.7 billion in the fourth quarter of 2021, a report by Cision PR Newswire said.

On the other hand, Raytheon Technologies, an aerospace and defence company, beat analysts' expectations as it fed off a strong travel demand worldwide which boosted demand for its jet engine, parts and services. According to data from Refinitiv, Raytheon reported an adjusted net income of $1.27 per share in the quarter that ended December 31, above analysts' average estimate of $1.24 per share. The company's net sales were up 6.2% at $18.09 billion, but missed analysts' average estimate of $18.15 billion. A report by Reuters on Tuesday said that Raytheon's missiles and defence unit sales were up 6.2% to $4.1 billion in the fourth quarter.

Another American company Northrop Grumman reported a fourth-quarter sales growth of 16% year-over-year to $10.03 billion, beating the consensus of $9.66 billion, a report by Benzinga on Wednesday said.

Defence budgets booming worldwide

Many countries assisting Ukraine, have replenished their military equipment sent to the war-torn country and now are working towards increasing their own defence budgets.

Japan, which supplied bulletproof vests, helmets, medical kits and other supplies to Ukraine last year, will boost its defence budget for 2023. In December last year, the government unveiled a record $863 billion (114.4 trillion yen) budget amid rising threats from North Korea and China. The budget would include the purchase of US-made Tomahawks and other long-range cruise missiles that can hit targets in China or North Korea, a report by Al-Jazeera said. The government would also buy standoff missiles for launch from warplanes from Norway and from Lockheed Martin.

French President Emmanuel Macron announced last week that his government would boost military spending by more than one-third in the coming years. On January 20, Macron said the planned budget from 2024-2030 would adapt the military to the possibility of high-intensity conflicts, made all the more urgent since the start of the war in Ukraine, Al-Jazeera reported. The budget for the period will stand at $447 billion, up from $320 in 2019-2025. France, which has supplied Ukraine with rocket launchers and Crotale air defence systems, recently announced that it would supply battle tanks to the war-hit country.

Germany, which announced the supply of Leopard-2 tanks to Ukraine, approved its defence budget last year. Germany's core defence spending for 2023 would amount to $55.4 billion, a 0.6% nominal decrease from 2022. Since the beginning of the Russian offensive in Ukraine, there has been an intense debate in Berlin over the state of the German military and the role it should play in Europe. Just three days after the war began, chancellor Olaf Scholz proclaimed “a change of era” for the country's defence policy, according to The Christian Science Monitor.

Who is the biggest winner in the Ukraine war?

The United States has emerged as one of the biggest supporters of Ukraine in terms of the provision of military equipment. And one cannot deny the fact Ukraine would not have been able to fight back against Russia without weapons supplied by the US. And therefore, the American arms industry is the biggest winner.

However, Washington has also faced criticism. In November last year, European officials hit out at the Joe Biden administration for profiting from the war. Speaking to POLITICO, one such official said, "The fact is, if you look at it soberly, the country that is most profiting from this war (in Ukraine) is the US because they are selling more gas and at higher prices, and because they are selling more weapons."

A month before the war, a likely opportunity surfaced for Western arms companies

Just a month before the Russian offensive started, top Western arms companies were briefing investors about a likely boost to their profits. George J. Hayes from Raytheon said during a call, "We just have to look to last week where we saw the drone attack in the UAE … And of course, the tensions in eastern Europe, the tensions in the South China Sea, all of those things are putting pressure on some of the defence spending over there. So I fully expect we’re going to see some benefit from it," the Conversation reported in March 2022.

So it's clear: the military-industrial complex is thriving once again as the world looks at prospects of more long-drawn wars, now over Ukraine and possibly soon over Taiwan. If the 49% increase in military sales by the US to foreign countries is anything to go by, 2023 will be the year of American defence companies.

United States: Defence companies post higher net sales A report by the news agency Reuters on Monday (January 23) said that American defence companies were set to post higher sales in the fourth quarter bolstered by easing supply chain bottlenecks and increased defence outlays as the Pentagon and allies stepped up spending to aid Ukraine.
The Philippine government said on Friday (January 27) that it intended to appeal to an International Criminal Court to reopen an inquiry into its brutal anti-drug campaign, which killed thousands of people. The appeal comes a day after the ICC announced the probe's resumption and said its pre-trial chamber was "not satisfied that the Philippines is undertaking relevant investigations that would warrant a deferral of the court's investigations," news agency AFP reported.

Former Philippines President Rodrigo Duterte, who had initiated the drug war, had pulled his country out of the ICC in 2019, a year after the court had started a preliminary investigation into the crackdown. In September 2021, the ICC launched a formal inquiry. However, it was suspended after two months after Manila said it was re-examining several hundred cases of drug operations.

On Thursday, Menardo Guevarra, the Solicitor General for current President Ferdinand Marcos' government, told AFP, "It is our intention to exhaust our legal remedies, more particularly elevating the matter to the ICC appeals chamber."

Guevarra and Philippines Justice Secretary Crispin Remulla said that Manila, instead of the ICC, should have jurisdiction over alleged drug war crimes. Speaking to reporters, "They are insulting us. I will not stand for any of these antics that will tend to question our sovereignty, our status as a sovereign country."

Meanwhile, the rights groups welcomed the ICC's announcement. National Union of People's Lawyers chairman Edre Olalia told the news agency that the court's announcement "validates" the assertions of the slain suspects' families that "there are no adequate and effective measures to achieve concrete justice for them on the ground... despite official claims to the contrary".

Human Rights Watch Asia deputy director Phil Robertson said that the ICC's probe in the Philippines is the only credible avenue for justice for the victims and their families.

According to official data, as many as 6,181 people were killed in the ''war on drugs'' during former President Duterte's tenure. However, rights groups said the death toll might be up to 30,000 which includes some innocent victims. President Marcos vowed to continue the war on drugs but with a focus on prevention and rehabilitation. While welcoming the ICC's announcement, the rights groups also alleged killings were continuing under Marcos.
