"With the passage of the Nari Shakti Vandan Adhiniyam in Parliament, we usher in an era of stronger representation and empowerment for the women of India. This is not merely a legislation; it is a tribute to the countless women who have made our nation. India has been enriched by their resilience and contributions," PM Modi said.

The passage of the bill marks a turning point in the Indian electoral democracy, which has long debated greater participation of women in political decision-making.

There have been several efforts to reserve seats for women in elected bodies, starting from the 1990s when the central government of that time enacted the 73rd and 74th Amendment Acts reserving one-third of seats for women in urban and village local bodies.

<h2>Key components of the bill</h2>

According to The Constitution (128th Amendment) Bill 2023, “as nearly as maybe, one-third (including the seats reserved for women belonging to the Scheduled Castes and Scheduled Tribes) of the total number of seats to be filled by direct election to the House of People shall be reserved for women”.

It means that the bill provides for 33 per cent reservation of seats in the Lok Sabha, state assemblies, and Delhi's National Capital Territory.

The bill doesn’t cover Rajya Sabha since its MPs are elected by the members of state legislative assemblies and not the public.

The reserved seats may be allotted by rotation to different constituencies in the state or union territory.

Reservation for women shall cease to exist 15 years after the commencement of this amendment.

<h2>The next stage</h2>

The bill, which was passed in both houses of parliament, will now be tabled before the president for her approval as per Article 111 of the Indian Constitution.

The president can give assent or withhold assent to a bill or can return a bill, other than a money bill which is recommended by the president to the houses.

Since the bill found support from almost every member of the parliament, and President Droupadi Murmu on earlier occasions hailed it, the possibility of it getting turned down is highly unlikely.

<h2>Tumultuous journey</h2>

The women’s reservation bill’s journey can be traced back to 27 years ago, in September 1996, when it was tabled in parliament by former prime minister HD Deve Gowda-led administration.

Since then, almost every government has attempted to approve it, with the Congress-led UPA administration even succeeding in the Rajya Sabha in 2010. However, owing to a lack of political will and consensus, the endeavour was unsuccessful in Lok Sabha.

<h2>When will it be implemented?</h2>

On Wednesday, Union Home Minister Amit Shah said the women’s reservation bill will be implemented only after 2029.

He said that the implementation of the bill is contingent upon the census and the delimitation exercise that is expected to be conducted immediately after the general election.

Shah, however, did not specify the dates for the delayed census that has remained under ambiguity since 2021 despite the apparatus being ready.&nbsp;

The last census was held in 2011. The central government initially attributed the COVID-19 pandemic for postponing the exercise that was to start in two phases in 2020 and conclude by March 31, 2021.

The previous two notifications by the Registrar General of India (RGI) did not specify any reason for the delay.

<h2>What do census and delimitation have to do with women's reservation bill?</h2>

There are 545 seats in Lok Sabha. Since 1976, the number of seats hasn’t increased because the government froze the delimitation of the constituencies of the lower house so that states' family planning programmes would not affect their political representation. The delimitation exercise was paused till 2000.

Then in 2001, the government at the time extended the stay till 2026. Now, delimitation will take place after the first decennial census after 2026.&nbsp;

The number of MLAs and MPs in Lok Sabha has not changed since 2002, whereas the population increased from over 1.28 billion to over 1.42 billion.

The addition of 1.4 billion people necessitated the census and delimitation. The government wants to implement the bill in the new setup so that changes after delimitation would not affect the constituencies&nbsp;earmarked for women candidates.

The row over Sanatana Dharma remark reached the Supreme Court on Friday (Sept 22) after it issued notices to Tamil Nadu Chief Minister MK Stalin's son and DMK leader Udhayanidhi Stalin.

The court’s order came in response to a plea filed by Chennai-based lawyer Jagannath urging that Stalin and other leaders be barred from making further statements about 'Sanatana Dharma', and the declaration at the September 2 conference in Tamil Nadu as unconstitutional.

The petition argued that the conference had a deliberate agenda to target Hinduism and propagate hatred by employing offensive and derogatory language.

While hearing the matter, the SC bench, comprising Justices Aniruddha Bose and Bela M Trivedi, questioned the petitioner why he didn’t approach the Madras High Court first.

To this the lawyer of the petitioner argued that if an individual had made these remarks, they would have approached the lower court, but “a minister and state machinery being unleashed against a particular religion."

During his speech at a gathering of the Tamil Nadu Progressive Writers and Artists Association, he asserted that Sanatan Dharma goes against principles of&nbsp;equality&nbsp;and social justice, and equated it to diseases like coronavirus, malaria and dengue.

In July, China&nbsp;announced restrictions&nbsp;on the export of eight gallium and six germanium products starting Aug. 1, the latest salvo in an escalating war between Beijing and Washington over access to materials used in making high-tech microchips.

Under the new rules, exporters of germanium and gallium products now need to obtain an export licence for dual-use items and technologies, meaning those with potential military and civilian applications.

Permit applications take around 45 working days to process, said a Chinese germanium trader and a germanium producer, who declined to be named because of the sensitivity of the matter.

"We did not ship any volumes abroad last month as we are still waiting for a permit," the trader added.

Under the customs code for "germanium oxides and zirconium dioxide", the data showed exports of 1,034 tons in August. It was not possible to verify if the shipments were made up of only zirconium dioxide or also included some germanium oxide.

Chinese spot gallium prices slid last month as stocks piled up in the domestic market due to the export controls and subdued demand.

The spot price of gallium metal fell by 9% on the month to 1,655 yuan per kg on Aug. 31, according to data from Shanghai Metals Market (SMM).

The spot price of germanium ingot, however, climbed by 1% during the month to 9,700 yuan per kg at the end of August, SMM data showed, helped by tightening supply.

Venezuelan Police found Bitcoin mining machines, guns with bucketloads of bullets, rocket launchers and grenades in a prison overrun by a powerful gang which they freed in an operation that reportedly involved 11,000 soldiers and cops.

On Thursday (Sept 21), the security personnel moved in, backed up by tanks and armoured vehicles, to free the Tocoron prison in the north-central state of Aragua, which served as the headquarters for the Tren de Aragua gang.

Tocoron prison was a haven for these gang members who had built hotel-like amenities like a pool, restaurant and a mini zoo for themselves.

The zoo had tigers, lions, crocodiles and pumas that were used to challenge prisoners and the authority of government officials.

The prison even had a nightclub named Tokio (Spanish for the Japanese city) where the criminals used to regularly party, and a restaurant were prisoners dined with their visitors.

<h2>Hotel-like amenities&nbsp;</h2>

There was also a baseball field, a room where gambling activities took place, and another where inmates mined cryptocurrency illegally.

The criminal group also set up small shacks where some members lived with their families and had access to satellite television and the internet.

During the raid, a major died after hitting his head on the door of an armoured car.

President Nicolás Maduro congratulated the armed forces for getting rid of the criminals.

“I congratulate the more than 11,000 members of the FANB (National Bolivarian Armed Forces of Venezuela) and police forces for the successful intervention of the Tocorón Penitentiary Center,” Maduro wrote on X, moments after the raid.

“We are heading towards a Venezuela free of criminal gangs!”

During the operation, around 60 Tren de Aragua members were captured and four prison officials arrested for allegedly allowing the smuggling of weapons, Ceballos said on Thursday.

Venezuelan newspaper El Nacional reported that between 400 to 500 prisoners were still missing. Union Radio reported that the fugitives may be hiding out in the mountain area near El Junquito.

Legal procedures are underway against listed gangsters. Goldy Brar is an accused in singer Sidhu Moose Wala's killing. It is alleged that Brar conspired with gangster Lawrence Bishnoi to kill the Punjabi singer.

He is suspected to be hiding in Canada and has alleged connection with pro-Khalistan extremists.

The operation was carried out in districts including Moga, Ferozepur, Tarn Taran and Amritsar rural.

India: Punjab Police conduct raids in 1,000 locations to nab gangster Goldy Brar’s aides

In a bid to counter China’s presence in the Indian Ocean Region, India is making efforts to expand its influence by providing maritime and air support to its neighbours in the region, according to a report.

In Oman, the Indian Navy has prepared a support base in Duqm port for maintenance, repair and overhaul of Indian ships as well as provide berthing, fuel and rest facilities in the vicinity and travelling beyond, Hindustan Times newspaper reported citing sources.

The support base has already been operationalised, the report states.

In Mauritius, India has built an airstrip in north Agalega islands, around 1,050km north of Port Louis, to provide maritime security to the island nation as well as to help protect its tourism assets in the region.

The Indian Navy will be sending at least 50 officers and guards to man the airstrip, which will have the capability of handling Boeing P-8I surveillance and anti-submarine warfare aircraft of the Indian Armed Forces.

<h2>China's increased presence in IOR</h2>

Notably, Indian Prime Minister Narendra Modi met his Mauritius counterpart Pravind Jugnath&nbsp;on September 8 as he was a special invitee to the G20 Summit in the capital Delhi.

The renewed Indian response stems from concerns over the Chinese surveillance vessel Shi Yan 6 entering the Indian Ocean Region (IOR) on September 23. It is expected to dock at Colombo on September 29.

New Delhi has repeatedly raised concerns over the evolving maritime threat emanating from China’s presence in the Indian neighbourhood, as Peoples Liberation Army increases its foray into the region.

Earlier this week, a court in South Sumatra city found Lina Lutfiawati, who goes by the name Lina Mukherjee, guilty of "inciting hatred" against religious individuals and groups.

She has been fined 250 million rupiah ($25,200), and if she fails to pay, then her jail term will be extended by three months.

Indonesia, a Muslim-majority country, forbids eating pork and those found guilty can also be tried under blasphemy laws.

According to reports, Lina was travelling in Bali when she made the controversial TikTok video. Bali is the only place in Indonesia where Hindus are in the majority.

The matter came to light in March after the controversial TikTok video went viral.

In the video, Lina can be heard saying “Bismillah”, which means “in the name of God” in Arabic.

The clip gained millions of views and was widely criticised,&nbsp;prompting&nbsp;another Indonesian to report her to the police for "knowingly eating pork skin as a Muslim".

Then in May, Lina was charged for disseminating hateful information, saying it was an act of hostility over ethnicity, religion, and race.

Many conservative groups across the country also issued rulings calling the video blasphemous. They included the Ulema Council, Indonesia's top Muslim clerical body.

<h2>TikToker runs a business in India&nbsp;</h2>

Lina is a lifestyle influencer who has more than two million TikTok followers. She also runs a business in India.

The whole episode has left the Indonesian people divided on social media, according to BBC.

While some have praised the judge and called Lina's actions blasphemous, others have criticised Lina’s jail sentence, noting that the jail terms meted out for corruption cases are often much lower.

Called the Chastity and Hijab Bill, it will be implemented on a trial basis for three years wherein women can face up to 10 years in prison and can be fined between 180m and 360m rials ($3,651-$7,302).

Currently, those not complying risk a prison term of between 10 days and two months or a fine of between 5,000 and 500,000 rials ($0.10-$10.14 at the black market exchange rate).

The bill also extends punishments to business owners who serve women not wearing the mandatory headscarf and activists who organise against it.

The proposed legislation will also fine those "promoting nudity" or "making fun of the hijab" in the media and on social networks, and the owners of vehicles in which a female driver or passenger is not wearing the hijab or appropriate clothing, according to AFP news agency.

The bill was put to vote on Wednesday (Sept 20) with 152 lawmakers in Iran's 290-seat parliament approving it.

It will now head to the Guardian Council, a clerical body that serves as constitutional watchdog, for ratification.
