<p>New Prime Minister Donald Tusk's government was sworn in by Poland's president on Wednesday, the final step in a transfer of power that marks a huge change after eight years of nationalist rule.</p>

<p>Following years of disputes between Warsaw and Brussels under the previous government, led by the Law and Justice (PiS) party, Tusk's appointment has raised hopes of smoother relations with the rest of the European Union.</p>

<p>In a speech to parliament on Tuesday, centrist Tusk, who as European Council president from 2014 to 2019 chaired summits of EU leaders, vowed to secure billions of euros for Poland that have been frozen by the EU over concerns about the rule of law.</p>

<p>His task could be complicated by judges appointed under PiS reforms that critics said undermined the independence of the courts and by the power to veto laws held by President Andrzej Duda, a PiS ally.</p>

<p>Duda has previously spoken in highly critical terms about Tusk, but on Wednesday he struck a conciliatory tone following the swearing-in ceremony.</p>

<p>"Please be aware that I am open to cooperation," he said. "We come from different political camps, but I have found out that on important issues, such as security, we can come to an understanding."</p>

<p>Tusk, 66, said his government would focus on restoring the rule of law and respect for the constitution, and his government holds Duda partly responsible for reforms that it says undermined judicial independence.</p>

<p>"Faithfulness to the provisions of the constitution will be the trademark of our government," Tusk said, adding that he thought voters' desire to see the rule of law re-established was behind record turnout in an Oct. 15 election.</p>

<h2><strong>Challenges ahead</strong></h2>

<p>PiS came first in the election but lacked the necessary majority to form a government, paving the way for Tusk to form a government which won parliament's approval on Tuesday.</p>

<p>In an example of the challenges Tusk will face, Poland's Constitutional Tribunal ruled on Monday that judicial reform legislation which Poland needed to pass to access EU funds was unconstitutional.</p>

<p>It reached the same conclusion about penalties imposed by the EU's top court before it reaches a final ruling, known as interim measures.</p>

<p>Last-minute spending by the previous government has also added to strains on the budget, complicating Tusk's efforts to deliver on campaign pledges.</p>

<p>Tusk is expected to travel to Brussels for an EU summit that takes place on Thursday and Friday.</p>

<p>In addition to trying to unblock funds for Poland, Tusk will add his support to Ukraine's bid to eventually join the bloc.</p>

<p>With concerns growing in Kyiv about its Western allies' commitment to funding its defence against Russia's invasion, Tusk said on Tuesday that Poland would advocate for continued support.</p>

<p><meta name="uuid" content="uuidygP7Wi2E0WSd" /><meta charset="utf-8" />A little more than a year after South African President Cyril Ramaphosa crowned Misuzulu ka Zwelithini as the new Zulu king, a court on Tuesday (Dec 12) ruled that the crowing was "unlawful and invalid".&nbsp;</p>

<p>The Pretoria High Court, issuing a stern statement, ordered Ramaphosa's government to set up an inquiry to investigate whether the accession of King Misuzulu Zulu took place in line with customary laws.&nbsp;</p>

<p>The court cleared that it was not determining who was the rightful king but whether the president had followed the proper procedures before recognising Misuzulu as the monarch.&nbsp;</p>

<p>According to a spokesman of Ramaphosa's legal team, they are still studying the ruling by the court. It remains unclear if he plans to accept the ruling or to challenge it in a higher court.</p>

<p>"Only once they've completed their thorough study of the judgement will a determination on the way forward be made," the spokesman said.</p>

<h2><strong>What is happening in the royal family?</strong></h2>

<p>King Goodwill Zwelithini died in March 2021 following a reign of more than 50 years. He had six wives and at least 28 children. Misuzulu is the first son of his third wife Shiyiwe Mantfombi Dlamini Zulu, whom he had designated as regent in his will. The queen was from the Swati royal family.&nbsp;Her dowry was paid for by the Zulu nation which, according to experts, gives her children precedence for the throne.</p>

<p>However, the queen died suddenly a month after her husband, leaving a will naming Misuzulu as the monarch for the Zulu people living in South Africa. After the queen's death, different factions emerged within the royal family and challenged Misuzulu's claim to the throne.&nbsp;</p>

<p>Zwelithini’s daughters from his first wife claimed signatures on the will were forged. Their mother, at the time sought a judicial ruling that her marriage in 1969 under civil law to the late king should take precedence over any traditional unions.</p>

<p>As a result, 49-year-old Misuzulu had to wait over 15 months until August 2022 when he was eventually crowned in an elaborate ceremony. Following the traditional ceremony, Ramaphosa conducted a state ceremony two months later where Misuzulu was given a certificate of recognition in front of thousands.&nbsp;</p>

<p>Under South African law, a new king is given official recognition by the president which paves the way for him to be treated like a constitutional monarch.&nbsp;</p>

<p>Ramaphosa's endorsement did not go down well with Misuzulu's older brother, Prince Simakade who went to the court and argued that the president's official recognition of his younger half-brother as the monarch was rushed and failed to follow proper traditional and legal procedures.</p>

<p>Under Zulu custom, the eldest son does not automatically become king, and there have been vicious power struggles for the throne in the past as well.</p>

<p>In 2021, Simakade said a statement attributed to him, purportedly saying he would not challenge his brother, King Misuzulu, was “misunderstood or deliberately distorted”.</p>

<p>“Notwithstanding my clear and unambiguous position, stated in my statement, circumstances have compelled me to repeat what I previously said, namely that if the Zulu royal family - which as you may know has the exclusive jurisdiction and right to appoint the heir to the throne - were to nominate and appoint me, I would not dishonour its wishes," said Prince Simakade.&nbsp;</p>

<p>“I further stated that, if someone other than me were to be duly nominated and appointed I will accept that decision, and pledge my full and unreserved support for him,” he said.</p>

<p>Ukrainian capital Kyiv was rocked by multiple explosions early Wednesday (Dec 13) as it came under a Russian missile attack.</p>

<p>Kyiv’s mayor said 53&nbsp;people were injured in the “enemy attack,” the second offensive in a week after a long hiatus.</p>

<p>"According to medics, seven people have already been injured as a result of the enemy attack on Kyiv. Five were hospitalised in the capital's medical institutions," Mayor Vitali Klitschko posted on social media.</p>

<p>The mayor also said that the debris from intercepted missiles caused injuries to three people and damaged buildings.</p>

<p>Earlier on Monday, another Russian missile attack rendered more than 100 homes in Kyiv powerless.&nbsp;The attack came as Ukrainian leader Volodymyr Zelensky visited Washington DC and had a meeting with US President Joe Biden.</p>

<h2><strong>Ukraine’s top network operator targeted</strong></h2>

<p>Ukraine was also hit by a major cyberattack that reportedly disrupted its main mobile network, Kyivstar and its largest bank, PrivatBank.</p>

<p>Kyivstar is estimated to have 24 million users and a million home internet users, all of whom were left without internet access. Ukraine said its agencies were investigating the attack, without giving any further details.</p>

<p>“One of the versions currently being investigated by SBU investigators is that the Russian special services may be behind this hacker attack,” it said.</p>

<h2><strong>Zelensky on ceding territory to Russia</strong></h2>

<p>Amid calls to strike peace with Russia by ceding the occupied territories, Zelensky on Tuesday (Dec 12) said the idea was “insane.”</p>

<p>Reacting angrily to the question by the press, Zelensky said, “Why would Ukraine give up its territory? That’s insane actually. We have women and children living there. It’s a matter of families and their history. We are not going to give up territories to terrorists.”</p>
