<p>The only symbolic win Kyiv could claim this week was that the European Union&nbsp;<a href="https://www.wionews.com/world/ukraine-next-eu-member-kyiv-may-get-membership-lifeboat-amid-sinking-wartime-fortunes-669784">agreed</a> to open membership talks with the country at war with Russia.&nbsp;</p>
