International law should be adhered to, without exception. There should be zero tolerance for terrorism, Jaishankar said at the BRICS Outreach session.

He also said that the “situation in West Asia is an understandable concern,” and there is widespread anxiety that conflict would spread further in the region. 
 
Jaishankar pointed out that the BRICS forum needs to recognise that the benefits of globalisation have been “very uneven”; that the COVID pandemic and multiple conflicts have aggravated the burdens borne by the Global South, and the concerns of health, food and fuel security are particularly acute.

“How do we reconcile this contradiction? How do we create a more equitable global order?” he said and came up with five concrete suggestions.

“By correcting distortions in global infrastructure that are a legacy from the colonial era, the world urgently needs more connectivity options that enhance logistics and mitigate risks.

He suggested strengthening and expanding multilateral platforms of an independent nature and reiterated India's oft taken position of reforming established institutions and mechanisms, especially the UN Security Council in the permanent and the non permanent categories, the multilateral development banks.

He also criticised that the working procedures of such institutions “are just as outdated as that of the UN.” Offering India's digital public infrastructure and other initiatives, especially for the Global South, Jaishankar said, as a first responder, be it for natural calamities, health emergencies or economic crisis, India seeks to do its fair share.

As per the report, the teen sent the video to his friends on WhatsApp.&nbsp;The incident took place in Vidal Ramos city in the southern Brazilian state of Santa Catarina.

<h2>Police investigate killing of puppies</h2>

On October 17, the footage of the incident went viral and came to the attention of the Santa Catarina Police and a unit was dispatched to the home of the teenager.&nbsp;

"The father was working at the time the police arrived at the scene," said police captain Armo Senem, while speaking to CNN Brasil.&nbsp;

"As the video was from an earlier date, there was no evidence of the incident, but a report was filed to the Civil Police," he added.&nbsp;

However, since the boy is between the age of 12 and 18, the police said can be held responsible for his actions and get subjected to socio-educational measures as per the&nbsp;Child and Adolescent Statute.

Some people compared it to the plesiosaur, an extinct marine reptile the mythical Loch Ness monster is also said to be.

It has a strange appearance, something like a sea serpent depicted on old marine maps, but state officials believe it is merely a not-so-good-looking fish that is actually quite common. Tim Daly, a California Department of Fish and Wildlife spokesperson, told SFGATE that the creature appears to be a moray eel and is common throughout Southern California.

He said that this eel seems to have been "a little bleached out from being dead."

The moray eel is a predatory sea animal that lives in tropical and subtropical seas and often hides in rocks and crevices in reefs.&nbsp;

The Reddit user who posted the photo wrote, "It’s giving me nightmares."&nbsp;

The creature's teeth stand out in the photo, besides its unique shape and colour. Experts say that moray eels don't usually attack humans.

Demonic sea serpent-like creature washes ashore in California

Bushra Bibi, wife of imprisoned former Pakistan Prime Minister Imran Khan, has been released from the Adiala Jail in a recent Toshakhana case, ending her nine months of detention, local media ARY News reported.

Their daughter, Vasundhara Oswal, has been detained for over three weeks after being accused of kidnapping and murdering a person, who is alive and well in Tanzania, her family said.

The Indian-origin billionaire feels “immensely guilty” about sending his daughter to Uganda to oversee the family business plant, Riddhi Oswal told HT. Vasundhara was arrested by armed police in Uganda on October 1 in connection to a missing person investigation. Her family has claimed she was detained without a warrant and made to live in adverse conditions without access to basic facilities illegally.

“As we’ve come to learn, the police in Uganda have too much power and can arrest people on a whim, even without warrants or proper court procedures,” she explained.

She added that her parents won’t be able to fight for her sister if they get arrested too. Vasundhara has been denied any contact with her family and is being treated like a convicted criminal, Riddhi&nbsp;added.

Their daughter, Vasundhara Oswal, has been detained for over three weeks after being accused of kidnapping and murdering a person, who is alive and well in Tanzania, her family said. The Indian-origin billionaire feels “immensely guilty” about sending his daughter to Uganda to oversee the family business plant, Riddhi Oswal told HT. Vasundhara was arrested by armed police in Uganda on October 1 in connection to a missing person investigation. Her family has claimed she was detained without a warrant and made to live in adverse conditions without access to basic facilities illegally. She added that her parents won’t be able to fight for her sister if they get arrested too. Moscow is yet to respond to the claims by Kyiv.

Although it's illegal to sell nicotine vapes to anyone under 18, or for adults to buy them for minors, enforcement has been tricky.&nbsp;

Lisa Eva Nandy, the Labour Party's culture minister, highlighted that the number of youth vaping has tripled in the past three years. Speaking to Sky News, she said that disposable vapes are not only contributing to this worrying trend but also causing environmental damage.&nbsp;

"We have been increasingly concerned," she said, adding that the ban is aimed at breaking "this cycle where children are getting into the habit of vaping at younger and younger ages".

This proposed ban was initially suggested by the previous Conservative government earlier in the year but wasn't put into action before the July election, which Labour won. Now, with Labour in charge, the plan is back on the table, and as per media reports, is expected to be enforced in June 2025.&nbsp;

A California journalist at the Los Angeles Times (LA Times) Mariel Garza resigned from the paper after its owner blocked the endorsement of Democratic presidential nominee Kamala Harris.&nbsp;

The latest move is part of the Norwegian government’s campaign against tech giants, as it targets them for “pitting against small children’s brains.”

Gahr Store said on Wednesday that it will be “an uphill battle” for the government to go against these tech companies but politicians must intervene to protect children. The Labour leader further blamed social media platforms for misusing users’ data and making them “single-minded and pacified”.

The Scandinavian country already has a minimum age limit of 13 in place. Despite this, more than half of nine-year-olds, 58 per cent of 10-year-olds and 72 per cent of 11-year-olds are on social media, according to research by the Norwegian media authority.

The government will now enforce new age restrictions for children, amending the Personal Data Act, so that users must be 15 years old to agree that the platform can handle their personal data. An age verification barrier on social media will also be developed, as per reports.

“It sends quite a strong signal,” the prime minister told the newspaper VG on Wednesday. “Children must be protected from harmful content on social media.”

With maximum sustained winds of 95 kph (59 mph), the storm was moving westward across the mountainous northern region of Cordillera towards the South China Sea, the state weather agency said in its 11 a.m. (0300 GMT) weather bulletin.

It warned of heavy to intense rainfall, flooding, landslides and storm surges for some northern provinces.

Most of the deaths from the storm over the past few days were due to drowning and landslides in the central Bicol region, including Naga city where 14 were reported dead on Thursday, officials said.

Trami made landfall in the northeastern town of Divilacan in Isabela province. The town's disaster chief, Ezikiel Chavez, said no fatalities had been reported.

The government ordered businesses and schools in the path of the storm to close in anticipation of heavy rain and floods.

The poll released on Wednesday found that 53 per cent of voters have a negative view against her and only 45 per cent have favourable views of the current vice president Kamala Harris.&nbsp;
