US top diplomat Antony Blinken warned Wednesday (Nov 13) that the deployment of North Korean troops alongside Russian forces on the Ukrainian border demanded a "firm response," during talks with top EU and NATO officials.

The US State Department confirmed Tuesday that thousands of North Korean troops have begun "engaging in combat operations" alongside Russian forces in the Kursk region, near the border with Ukraine.

Blinken called it "a profound and incredibly dangerous development", without specifying what form a US response might take.

Blinken's trip came as Trump's election victory, coupled with a political crisis in Germany, heightens fears about the future of assistance for Ukraine at a key point in the fight against Russia's invasion.

The secretary of state told reporters President Joe Biden was "committed to making sure that every dollar we have at our disposal will be pushed out the door between now and January 20," when Trump takes office.

But he also reiterated the call for Washington's allies to step up.

"We're counting on European partners and others to strongly support Ukraine's mobilization," Blinken said –&nbsp;calling for more artillery, more air defences, more munitions as well as training for Kyiv's forces.

Orange alerts were issued for Thursday for southern Granada and Valencia's coastal area from Denia to Sagunto, where between 40 and 120 mm (1.6 to 4.7 inches) of rain were projected to fall.

Winds of up to 74 miles per hour (119 kmph) and high seas were predicted for Tarragona, Barcelona and Murcia.

Emergency services in Malaga have moved 3,000 people from homes at high risk of flooding near the Guadalhorce River west of the city, and in other areas asked citizens to seek higher ground.

Fifteen people were evacuated from their homes in Benalmadena when a wall collapsed, emergency services said.

All train services in Malaga province were halted, including the high-speed train between Madrid and Malaga, while Malaga's train station was evacuated due to flooding, national rail infrastructure operator Adif said.

In Malaga's Campanilla district near a tributary of the Guadalhorce River, workers were building a plastic barrier to try to contain the water that sewers could no longer take.

"People are very worried because five years ago the river rose almost one metre above street level. The walls of the school collapsed. Residents' houses were flooded, their basements.. it was a real disaster," resident Miguel Espinosa told Reuters.

“I wanted to say that I'm sorry for all of the harm that I've brought and that I've caused, and that I don't think I can really sum up how contrite I am,” Teixeira told the court ahead of sentencing, The Boston Globe reported.

Teixeira, whose family members were in court for the sentencing, was arrested in April 2023 and pleaded guilty in March this year to six federal counts of wilful retention and transmission of national defence information.

The United States Attorney for the District of Massachusetts Joshua Levy told a media briefing Tuesday that the platform used by Teixeira reached 150 million people worldwide.

“Jack Teixeira made the deliberate choice day after day, week after week for over a year to share the nation's secrets that were entrusted to him,” he said, confirming the sentence of 15 years imprisonment.

Teixeira, who was also ordered to spend three years on supervised release following his prison term and to have no contact with foreign agents, was detained in a dramatic arrest broadcast live on TV networks.

Because he was on active duty at the time of the offenses, he was subject to both federal law and the Uniform Code of Military Justice, and consequently, he will now face a military trial.

The documents leaked by Teixeira pointed to US concern over Ukraine's military capacity against invading Russian forces, and also showed Washington had apparently spied on allies Israel and South Korea, among other sensitive details.

Some of the files later appeared on other sites, including Twitter, 4Chan and Telegram.

“By posting intelligence products on the social media platform Discord to feed his own ego and impress his anonymous friends, Teixeira caused exceptionally grave damage to the national security of the United States,” prosecutors wrote in a memo ahead of sentencing.

Teixeira's defense team had sought the minimum sentence possible in the case, arguing that the disgraced airman had not sought to harm his country, and also pointing to his autism diagnosis and ADHD condition.

“Jack is still essentially a child -- at the very least, a 'youthful offender' -- who has his whole life in front of him,” his defense attorneys argued.

It was the biggest such breach since the 2013 dump of National Security Agency documents by Edward Snowden, and raised serious questions about access by Teixeira and other junior staffers to high-level secrets.

Teixeira was an airman first class -- the third-lowest rank for enlisted US Air Force personnel -- and had held a top-secret security clearance since 2021.

Teixeira wrote on social media in November 2022 that he wanted to “kill a ton of people” because it would be “culling the weak-minded,” the prosecution wrote in a court document.

Ahead of his arrest, prosecutors say Teixeira sought to conceal his crimes by destroying and disposing of his devices and deleting online accounts he had used.

This was a result of America's lost foreign policies, the domestic inflation, out-of-control crime, out-of-control illegal immigration, poor infrastructure, and the Biden-Harris administration focusing on social issues that were not relevant with the masses,” Jasdip Singh Jassee, founder of Sikhs for Trump told PTI.

“So, we have seen that anger, the disappointment of the masses in the Biden-Harris administration for the last four years that have come out. President Trump won with a very very decisive historical victory where he not only took the electoral college but also the popular vote. He has flipped a lot of deep blue counties like in California eight counties have been flipped,” he said.

“We see a big difference in how he picked his Cabinet in 2016 and how he is picking them now. He is much more experienced; he has seen how this works and the people he's bringing into his Cabinet are amazing. The picks that he had for the Border Czar, for the United Nations Ambassador, even for Secretary of State and recently appointed Governor Huckabee as Ambassador to Israel, which is a very important position for the US. I think all these picks have been very, very thoughtfully done and excellent picks,” he said.

“I think it's going to be a very successful second term. I think Republicans will have, even after President Trump's four years, I'm pretty sure Republicans will come back again and the country will be brought to the centre. It's dangerously to the left, which is not good for any society, either for the left or far right. The centre is always good. I think under President Trump's administration, the country will be inching towards the centre,” Singh said.

Singh said India-US relationships are going to be very strong under President Trump.

The report came as leaders gathered in Azerbaijan for COP29 climate talks aimed at reaching a deal to boost funding for poorer nations so they can adapt to climate shocks and transition to cleaner energy.

The research found that to meet the Paris agreement's ambitious goal of limiting warming to 1.5 degrees Celsius, the world now needs to reach net-zero CO2 emissions by the late 2030s –&nbsp;instead of 2050.

"This is what the presidency has been promoting since the beginning of this year -- the time window is narrowing, shrinking -- and we need to act urgently," Yalchin Rafiyev, Azerbaijan's lead negotiator for COP29, told AFP.

"There are still possibilities for keeping 1.5C within reach", and striking a deal on climate finance "will definitely pave the way for us to realise this opportunity".

The warning comes with growing concern about the future of global climate action after the election of Donald Trump, who has vowed to again pull the United States out of the Paris agreement after taking over the presidency in January.

Some leaders in Baku defended fossil fuels during two days of speeches, while others from countries plagued by climate disasters warned that they were running out of time.

Some of the strongest words came from Albanian Prime Minister Edi Rama, who complained that "our speeches full of good words about climate change, change nothing".

Rama skewered the many leaders who skipped this year's event, saying their absences added "insult to injury".

This figure is more than 10 times the $100 billion annually that a small pool of developed countries –&nbsp;among them the US, the EU and Japan –&nbsp;currently pay.

Some donors are reluctant to promise large new amounts of public money from their budgets at a time when they face economic and political pressure at home.

They want instead to promise private sector mobilisation, an option NGOs describe as "wishful thinking".

US President-elect Donald Trump announced on Tuesday (Nov 12) that Tesla CEO Elon Musk and former Republican presidential candidate Vivek Ramaswamy will lead the Department of Government Efficiency "(DOGE)."

Trump said Musk and another stalwart ally, businessman Vivek Ramaswamy, would lead a "Department of Government Efficiency ('DOGE')" a tongue-in-cheek reference to an internet meme and cryptocurrency.

"Together, these two wonderful Americans will pave the way for my Administration to dismantle Government Bureaucracy, slash excess regulations, cut wasteful expenditures, and restructure Federal Agencies," Trump said in a statement.

With just over two months until he takes office, Trump is moving quickly to consolidate an extraordinary comeback.

A US Navy destroyer that went down in a battle with the Japanese forces during World War II has been found. The wreckage of USS Edsall was found at the bottom of the Indian Ocean by a Royal Australian Navy vessel.

The discovery was made south of Christmas Island and the announcement was made on Nov 11, a day marked as Veterans Day in the United States and Remembrance Day in Australia. The wreckage was first spotted by the Australian Navy in 2023, and since then had been working to confirm that it was the Edsall.

The vessel was sunk on March 1, 1942, and had 185 sailors and 31 US Army Air Force pilots aboard at the time.

"Captain Joshua Nix and his crew fought valiantly, evading 1,400 shells from Japanese battleships and cruisers before being attacked by 26 carrier dive bombers, taking only one fatal hit. There were no survivors," Caroline Kennedy, US ambassador to Australia said in a joint statement recorded with Vice Admiral Mark Hammond, head of the Australian Navy.

"This is part of our continuing efforts to honour those who made the ultimate sacrifice," she added.&nbsp;

Kenndey added that the discovery will help them "preserve this important memorial and hope that the families of the heroes who died there will know their loved ones rest in peace."
