Russia passed a controversial legislation banning "Western propaganda" of choosing not to have children on Tuesday (Nov 12).&nbsp;

Calling the decision of not having children a "Western liberal idea", members of Russian parliament&nbsp;Duma&nbsp;passed the third and final draft of the legislation.&nbsp;

The ban comes as an effort of Moscow to reverse the demographic slump in the country accentuated by its military offensive on Ukraine. Russia is currently facing an ageing population and low birth rates that are a threat to its economic future.

The bill would apply to materials online, in media, advertising and in films that promote "rejection of childbearing," according to a report by news agency AFP.&nbsp;

Calling the advertisements on birth control "destructive content," MPs in the parliament said the bill targets "propaganda" that promotes a "conscious" rejection of having children.

The bill's authors have said it will not be used as punishment for "a personal choice or lifestyle" but only for promoting such a lifestyle, although it is unclear how they would be differentiating between the two in practice.

Violations would be punishable by fines of up to 400,000 rubles ($4,000) for individuals and up to five million rubles for businesses. The bill also includes a provision to deport foreigners found guilty of disseminating the banned information.

"This is a fateful law. Without children, there will be no country. This ideology will lead to people stopping giving birth to children," said Duma's Speaker Vyacheslav Volodin, as quoted by AFP.&nbsp;

The legislation was about "protecting citizens, primarily the generation growing up, from information spread in the media space that negatively affects the development of personality," said Volodin.&nbsp;

This is "so new generations of our citizens grow up orientated towards traditional family values", he added.

Nina Ostanina, a Communist Party MP who heads the Duma committee on family policy, said the bill aims to "guard our youth from unnecessary ideologies".

The legislation will now be considered by the upper house of parliament on November 20, before being sent to Russian President Vladimir Putin, who is expected to sign it into law.

This comes on top of Russia’s existing bans on "propaganda" of LGBTQ+ relationships or changing gender.

Officials in southern China ramped up security on Wednesday at the site of one of the country's deadliest mass-casualty events in years, snuffing out makeshift memorials to the 35 people killed when a man drove a car into a crowd at a sports complex.

On Monday, the 62-year-old man surnamed Fan ploughed a small SUV through a gate to the complex in the city of Zhuhai and into crowds of people as they exercised on the roads inside, according to police.

An initial police statement said people had been injured but did not mention any deaths, and videos of the attack later appeared to be removed by China's internet censors.

As of Wednesday, the rampage had left 35 people dead and 43 with injuries not deemed life-threatening, according to state media.

AFP saw residents and delivery drivers laying bouquets at a gate outside the complex on Wednesday morning, but within minutes the flowers were carried behind a cordon fence.

"What happened wasn't a small incident," a woman of about 50 told AFP, requesting anonymity to protect her privacy.

A hashtag related to the attack shot to number one on the popular Weibo social media site but had been removed by Wednesday afternoon.

Many comments appeared to have been removed or restricted, though some managed to slip through the cracks.

"Such vibrant lives, taken away like this, leaving families shattered. The perpetrator must be strictly punished," one user wrote.

<h2>Divorce 'dissatisfaction'&nbsp;</h2>

Police said Fan was apprehended at the scene but was in a coma after self-inflicted knife injuries, preventing them from interrogating him.

But the force said preliminary enquiries suggested the attack was "triggered by (Fan's) dissatisfaction with the division of property following his divorce".

Security at the scene was tight on Wednesday, with plainclothes officers using their bodies and umbrellas to block AFP reporters from taking photos and videos.

Since Tuesday night, journalists had observed people placing candles and flowers near the site of the attack to commemorate the victims.

But cleaning staff removed the memorials in the early hours of Wednesday, with some telling AFP they were acting on an "order from the top".

Officials at the site said the items were being moved to a "mourning hall" inside the complex with no access to the public.

Footage of Monday's incident showed people lying motionless on the ground, while others were seen frantically attempting to resuscitate the seemingly unconscious.

Videos of the aftermath suggest the car roughly followed a busy exercise track on the western side of the sports centre, hurtling along the west side of the main stadium and the perimeter of another sports field in front of it.

And Beijing's foreign ministry insisted Wednesday that "China is one of the safest places in the world".

The country would "continue to take measures to ensure people's safety and social stability," spokesman Lin Jian told a regular press briefing in Beijing.

A man killed three people and wounded 15 in a knife attack at a supermarket in Shanghai in October, while in July, police said a vehicle crashed into pedestrians in the central city of Changsha, killing eight.

China snuffs out memorials to victims of deadly car rampage

A jury has ordered the Virginia-based defence contractor CACI International to pay $42 million in damages for its involvement in the abuse of detainees at Iraq's Abu Ghraib prison.&nbsp;

The plaintiffs were three Iraqi men including Salah Al-Ejaili, a journalist now living in Sweden, Asa’ad Al-Zuba’e, a grocery store owner from Iraq, and Suhail Al Shimari, an Iraqi middle school principal who claim they were tortured at Abu Ghraib prison nearly 20 years ago.&nbsp;

They testified that they were subjected to mistreatment at Abu Ghraib in November 2003, including being forced into uncomfortable positions, stripped naked, and threatened with dogs.

This is the first time a civilian contractor is being held legally accountable for the mistreatment of detainees at the prison, located near Baghdad, where US forces detained multiple Iraqis after the US-led invasion toppled Saddam Hussein.

Under a contract with the US government, CACI personnel worked as interrogators at Abu Ghraib. The company’s lawyers argued that none of their employees physically harmed detainees or participated directly in any abuse.&nbsp;

However, attorneys representing the Iraqi men alleged that CACI interrogators would direct military personnel to “soften up” detainees before questioning, which led to abuse.

"This is a remarkable moment of justice and vindication for our clients, who fought tirelessly for 16 years to be heard in a US court," Baher Azmy, an attorney with the Center for Constitutional Rights, who represented the plaintiffs was cited saying by The Washington Post.

During closing arguments, Muhammad U. Faridi, another attorney for the plaintiffs, said that CACI managers in Virginia were aware of the abuse as early as 2003 and should be held responsible, similar to the Army personnel who were later convicted in military courts. "You saw regret and remorse from so many witnesses. … The only entity that has no regrets, no remorse, over what happened is CACI," Faridi stated.

Meanwhile, CACI’s attorney, John F. O'Connor Jr., argued in court that there was no record of Al-Ejaili’s (plaintiff) interrogation and that the testimonies of the plaintiffs were not backed by other witnesses. He described the plaintiffs as "props" in a "lawyer-driven case," adding that "no witness recalled any interaction with these plaintiffs."
