Pakistan-trained terrorists caused "ISIS-level of horror and brutality" in Jammu and Kashmir long before the West was “even apprised of the brutalities of radical Islamic terror", said Indian columnist Sunanda Vashisht at a US Congressional hearing on Human Rights in Washington.
