Gravitas: The UAE hits back after Houthi drone attack

At least 14 people were killed in an airstrike on Tuesday carried out by Saudi Arabia-led coalition against Iran-backed Houthi rebels. The airstrike was carried out in Sanaa, Yemen's rebel-held capital. The airstrike by the alliance came a day after an attack in UAE which was claimed by Houthi rebels. UAE is Saudi Arabia's partner in the coalition.

Three people were killed in the drone attack in Abu Dhabi, UAE on Monday.

The coalition also said it intercepted eight drones launched toward Saudi Arabia on Monday.

Early on Tuesday, the coalition said it had begun air strikes against strongholds and camps in Sanaa belonging to the Houthi group, Saudi state media said.

The strikes appeared to be the deadliest since 2019 on Sanaa.

The strike that killed 14 people, according to initial estimates, was on the home of a former military official.

It killed him, his wife, his 25-year-old son, other family members and some unidentified people, a medical source and residents told Reuters.

Coalition strikes around the city had killed a total of about 20 people, the deputy foreign minister for the Houthi administration, which holds much of northern Yemen, said on Twitter.

Houthi-run Al Masirah TV said strikes had damaged houses, killed at least a dozen people and wounded about a dozen.

The UAE has armed and trained Yemeni forces that recently joined fighting against the Houthis in Yemen's energy-producing regions of Shabwa and Marib.

Monday's Houthi-claimed attack on two sites in the UAE set off explosions in fuel trucks, killed three people and ignited a blaze near Abu Dhabi airport.

In response, the UAE said it reserved the right to respond to "terrorist attacks and criminal escalation".

A top humanitarian official of the United Nations said on Wednesday that the UN would need around USD 3.9 billion this year to help millions of people in war-hit Yemen.

Acting Assistant Secretary-General for Humanitarian Affairs and Deputy Emergency Relief Coordinator Ramesh Rajasingham told the UN Security Council that "the biggest constraint right now is funding" to help some 16 million people in Yemen, where a civil war has raged for over seven years.

"I call on all donors to sustain –- and if possible, to increase –- their support this year," Rajasingham said.

Rajasingham added that funding had been decreasing in recent years. He said that last year's response plan was pnly funded at 58 per cent as UN World Food Program in December announced cuts in its assistance budget for eight million people.

"Other vital programs, including water, protection and reproductive health services, have also been forced to scale back or close in recent weeks for lack of funds," Rajasingham said.

Aside from funding, humanitarian access and security also remain major impediments to aid.

Yemen's civil war began in 2014 when Iranian-backed Huthi rebels seized the capital Sanaa, prompting Saudi-led forces to intervene to prop up the government the following year.

The UN has estimated the war killed 377,000 people by the end of 2021, both directly and indirectly through hunger and disease.

Due to a lack of funds, the World Food Programme has cut aid to Yemen and warned of an increase in hunger in the war-torn country.

"From January, eight million will receive a reduced food ration, while five million at immediate risk of slipping into famine conditions will remain on a full ration," the United Nations agency said in a statement, adding that it was "running out of funds".

Since 2014, Yemen has been ravaged by a civil war between a government-backed by Saudi Arabia and Houthi rebels backed by Iran. Millions of civilians are facing famine.

As a result of the fighting, tens of thousands of Yemenis have died, millions have been displaced and about 80 per cent are dependent on aid.

"Every time we reduce the amount of food, we know that more people who are already hungry and food insecure will join the ranks of the millions who are starving," said WFP Middle East and North Africa director Corinne Fleischer, according to the statement.

"But desperate times call for desperate measures and we have to stretch our limited resources and prioritise, focusing on people who are in the most critical state."

According to WFP, it needs $813 million to help the most vulnerable in Yemen through May, and $1.97 billion during 2022 to keep feeding families on the verge of famine.

Following a donor conference that yielded less than half of the funds needed to prevent famine, the UN warned of a "death sentence" for Yemen in March.

The organisation had pleaded for $3.85 billion to pay for urgently needed aid, but only $1.7 billion was pledged at a virtual pledging conference co-hosted by Sweden and Switzerland.

Last year, reduced humanitarian budgets forced the closure of many programmes, such as health services and food distribution. This added hardship to a country the UN has described as the world's worst humanitarian crisis.

Almost half of Yemen's 30 million residents, or more than 16 million people, will suffer from hunger this year, according to the latest UN figures. Over 50,000 people are already starving to death in famine-like conditions.

Following airstrikes by the Saudi-led coalition supporting the government, UN aid flights have been halted into Yemen's rebel-held capital of Sanaa.

Saudi Arabia has largely halted flights into Sanaa airport since August 2016, but there have been exceptions for aid flights that are essential to the population.

"But desperate times call for desperate measures and we have to stretch our limited resources and prioritise, focusing on people who are in the most critical state." According to WFP, it needs $813 million to help the most vulnerable in Yemen through May, and $1.97 billion during 2022 to keep feeding families on the verge of famine. Also read | When will we see an end to the war in Yemen? The growing inability of the international community to restore peace in countries like Yemen, Libya and Ethiopia is forcing humanitarian and refugee organizations to work increasingly during conflicts which they can’t solve despite the expectations of many people caught up in these crises, the U.N. refugee chief warned Tuesday.

Filippo Grandi reminded the U.N. Security Council that in the absence of political solutions to conflicts -- “and those political solutions seem to be more and more scarce and far apart” -- the consequences on people caught in these violent confrontations “continue to become more and more serious.”

The U.N. high commissioner for refugees said his office and other organizations are dealing with about 84 million refugees who fled across borders and people displaced within their own countries, trying to provide humanitarian support, shelter and safety.

Grandi spoke to the council and U.N. correspondents from Geneva where donors pledged a record of more than $1 billion Tuesday to support UNHCR’s work in 2022. While he welcomed their crucial support, Grandi said the pledges won’t be enough to support the growing challenges the agency foresees next year, largely driven by conflict, climate change and COVID-19.

The high commissioner said UNHCR is appealing for nearly $9 billion to cover its operations in 136 countries and territories next year. Almost half the money is for emergencies to assist a record number of forcibly displaced people, especially in the Middle East and Africa as well as millions who have fled their homes in places like Afghanistan, Ethiopia, Myanmar, Venezuela and beyond, he said.

Asked whether he saw any hope for the many millions of refugees and displaced people in 2022, Grandi said “I see glimmers of hope everywhere -- if certain things are done.”

“The question is will these things be done?” he asked. “Will states cooperate more to try and solve these issues? Will more resources be put into responses? Will be will the neutrality and safety of humanitarian operations be granted?”

“I remain not terribly optimistic about progress on these matters, especially on cooperation and the search of solutions,” he said.

Grandi said if it took “excruciating negotiations” in the Security Council to get approval to continue delivery of humanitarian aid through a single crossing point from Turkey into Syria, “then we are in trouble, then we cannot really aim at moving forward.”

“So yes, I think the prospects, unfortunately, are rather grim in terms of the size of the problem and the complexity of the causes,” he said.

Grandi said UNHCR works in highly politicized situations, and increasingly it has to deal with “de facto authorities” who are not internationally recognized but control areas in many countries where it operates because people need help. These situations are very often complicated by political difficulties, sanctions and other restrictions on dialogue and engagement which aggravate the provision of humanitarian needs, he said.

Grandi said he is often warned by countries that UNHCR should not politicize humanitarian action, but “I keep reminding states that if anybody politicizes humanitarian action it is the states, not the United Nations as an institution, not UNHCR for sure.”

Nonetheless, he said, UNHCR is being accused by all sides in Ethiopia, for example, of supporting the other side which he warned is not safe for its staff or conducive to effective humanitarian action.

“We operate in context in which there is more burden, expectation that humanitarian actors can solve problems, when in reality, the space is reduced even for us to save lives,” he said.

Grandi said he just returned from a tour of Mexico and northern Central America where he saw “the incredible complexity of the causes of displacement” -- conflict, human rights abuses, violence by criminal gangs, poverty, inequality, climate change and an inadequate response by states.

He said the complexity of causes in Central America, Africa’s Sahel region, and elsewhere leads to “increasingly complicated forced displacement.”

Grandi said his message to the Security Council was to focus on one of the causes -- conflict -- because if progress can be made toward stability then perhaps “the vicious circle” leading to the displacement of millions of people can be unblocked.

He also appealed to the council to provide “the widest scope for humanitarian exception” to U.N. sanctions on Afghanistan’s new Taliban rulers to help the 23 million Afghans facing extreme levels of hunger and other humanitarian challenges.

Grandi warned that a widespread implosion of the Afghan economy will almost inevitably trigger a much bigger exodus of Afghans seeking a better life in neighboring countries and beyond.

“This is something that can still be prevented at this point, but it requires quicker action” to ensure that the economy functions including the flow of cash and services, he said. this with its leaders.

Child among 13 killed by Yemen rebel missile: military

The Saudi-led coalition fighting in Yemen said Sunday its air strikes had killed more than 260 Huthi rebels in the past three days, but a rebel spokesman said the bombing campaign will not stop them.

The deaths are the latest among roughly 1,600 rebels the coalition claims it has killed in strikes over the past two weeks around Marib, the internationally recognised government's last bastion in oil-rich northern Yemen.

The Iran-backed Huthis rarely comment on losses, and AFP could not independently verify the toll.

The strikes are the most recent in a nearly seven-year coalition military campaign to support Yemen's internationally recognised government against the Huthis.

"Thirty-six military vehicles were destroyed and more than 264" rebel fighters were killed in the past 72 hours, the coalition said, quoted by the official Saudi Press Agency.

The strikes were carried out in Al-Jawba, about 50 kilometres (30 miles) south of Marib, and Al-Kassara, 30 kilometres to the northwest.

"If the enemy thought that their warplanes could limit the progress of our forces or break the determination of our soldiers they are mistaken," Huthi spokesman Yahya Saree said on the rebel's Al-Masirah TV channel.

He claimed that during an operation the rebels had killed 550 pro-government fighters, wounded 1,200, and taken 90 prisoners, without specifying a time frame.

AFP could not independently verify the figures given by the rebels.

The coalition has for the past two weeks reported almost daily air strikes around Marib.

Saudi-led coalition says killed over 260 Yemen rebels

Police on Wednesday arrested two former German soldiers accused of trying to form a "terrorist" paramilitary group to fight in Yemen's civil war, prosecutors said.

The two men had taken steps to "create a paramilitary unit of 100 to 150 men" composed of former police officers and soldiers, the Karlsruhe federal prosecutor's office in southwestern Germany said.

Named as Arend-Adolf G. and Achim A., both German citizens, the pair are accused of starting to plan their "terrorist organisation" in early 2021.

Arend-Adolf G., who was allegedly responsible for recruitment, had already contacted at least seven people in the hope of bringing them on board "to intervene in the civil war in Yemen", the prosecutors said.

Both suspects were "aware that the unit they were to command would inevitably have to carry out acts of killing during their mission" and also expected civilians to be killed and injured, the prosecutors said.

They had been hoping to secure funds from Saudi Arabia for the project and were intending to pay members a monthly wage of 40,000 euros ($46,000) each.

Yemen unrest: Two ex-soldiers arrested in Germany over bid to form paramilitary unit

An abandoned and rotting oil tanker in the Red Sea is leaking oil, something that can leave millions of people without water.

The oil tanker FSO Safer was abandoned in the year 2017. 1.1 million barrels of crude oil is still onboard the oil tanker.

Negotiations are underway to offload the oil cargo. As days pass and negotiations go on, the likelihood of an oil spill is increasing.

The oil spill, if it takes place, will wreak environmental havoc that is likely to affect Saudi Arabia, Eritrea, Djibouti and Oman.

The talks between Houthi rebels, the UN-recognised government of Yemen and the UN have not yielded much so far and a staff of just seven is keeping a watch on the rotting hull.

A model predicting the oil spill has been published in journal Nature Sustainability. The model shows that the oil spill is likely to force closure of Red Sea ports of Hodeidah and Salif within two weeks. This may cause fuel shortage in Yemen. Water pumps will not work in this case and 8 million Yemenis will lose access to running water. Desalination plants in the region are likely to get polluted as well.

It is anticipated that half of the oil will evaporate within 24 hours. But the rest will reach Yemen's western coastline in three weeks.
