Modi's Russia visit: Several business MoUs expected to be signed

Prime Minister Narendra Modi will be on a two-day visit to Vladivostok on September 4-5 to attend the meeting of the Eastern Economic Forum as the chief guest.

The visit will provide an opportunity for PM Modi and President Vladimir Putin to hold the 20th annual bilateral summit at a time when the international political system has become unpredictable due to several factors, including the ongoing trade war between the US and China and the turbulent ties between Moscow and Washington.

Undoubtedly, Russia has been a time-tested friend of India, with the two sides having transformed their relationship into a strategic partnership.

Yet, in the past few years, the relationship between the two has seen some testing moments. The expanding India-US engagement, the strengthening Russia-China cooperation and also Moscow’s move to engage with Pakistan, have all proved to be hiccups.

However, before this relationship could further roll down the path, India and Russia began to take calibrated steps to address each other’s concerns in order to sustain and boost their time-tested engagement. The first step in this direction was the conclusion of the contract for the Indian purchase of Russian S-400 air defence missile system during Modi’s visit to Russia last year, sending a clear message about the importance that New Delhi accords to Moscow. On the other hand, by extending his full support to India on the abrogation of Article 370, President Putin has indicated Russia’s commitment to protecting India’s interests.

At the same time, in the fast-changing geostrategic and economic environment of the Indo-Pacific, cooperation across a wide spectrum of areas between India and Russia has become all the more compelling, as the two sides wish to see the emergence of a multi-polar order in the region.

Though India welcomed President Donald Trump’s concept of ‘Free and Open Indo-Pacific’, Modi in Singapore in 2018 made it very clear that the Quadrilateral Security Dialogue (QUAD) is not an exclusive club of the four countries, keeping the door open for others to join it.

For India, China’s assertive posturing against it on the border, Beijing efforts to strengthen its foothold in South Asia and the Indian Ocean and bolstering China-Pakistan ties are other factors to advance cooperation with Russia.

While it is true that the US factor has in recent times cemented the China-Russia bond, Moscow is also closely watching Beijing’s increasing clout in the region and beyond. Consequently, Russia sees India as a natural friend in ensuring that China does not emerge as another hegemon in the Eurasian region. Moscow is also concerned about Beijing’s rising influence in Central Asia. India and Russia are expected to sign a defence logistics pact during Modi’s visit, which will enable the navies of the two countries to access each other’s ports and exclusive economic zones, among other facilities.

While the two sides share strong strategic and military interests, the economic dimension of the relationship is equally important. Bilateral trade between the two was recorded at $7.71 billion in 2016 and the two sides have a long way to go to realise the full potential in this area. Delhi and Moscow have set a target of $30 billion in bilateral trade by 2025.

In this connection, the Russian Far East Region, including Vladivostok, could prove to be instrumental in boosting economic ties, since this area is underdeveloped, but is blessed with huge natural resources.

This is why India and Russia are considering the possibility of a sea route between Chennai and Vladivostok. A delegation led by Minister of Railways and Commerce, Piyush Goyal, recently visited Vladivostok to explore business opportunities.

Modi and Putin are expected to discuss a proposal to establish a free trade zone between India and the Eurasian Economic Union (EAEU), a five-nation grouping, comprising Russia, Kazakhstan, Kyrgyzstan, Armenia and Belarus, formed in 2015 to create conditions for stable economic development of the member states. While India and Russia are members of the BRICS and SCO, Moscow’s support is very vital for India in the UN Security Council and other international organisations.

Any visit to Vladivostok would make one realise that the Chinese are everywhere in the city. You see them at the airports, markets, almost everywhere. You see Chinese manufactured goods too and if you think that they are only in the city for business, you will be sadly mistaken as they are the biggest tourist lot in the Russian far east. According to an estimate more than a million Chinese tourists visit the Russian far east, pumping crucial forex in this very underdeveloped part of Russia. The rude surprise to many is the result of Indian memory being frozen in two main events. First being the defeat of the Russians by the Japanese in the far east in 1905. Secondly, Vladivostok being the only city to be recaptured by the Bolsheviks which served as the gateway for pro-Czar forces two years after the revolution broke out. It is because of this reason the city can surprise many, it is neat, clean and also very cosmopolitan with new investment visible, a fact which is apparent when you enter the city. However, there is also another side to the city. Vladivostok is not immune to global power shift. The Chinese might is clearly visible. Sufan-he, a major Chinese city on the border with significant manufacturing muscle is the main city on the Chinese side to supply cheap goods to the Russian market. This correspondent spent several hours walking around the market, the border is only 80 km from the city and more than 100 buses ply on any given day between the two cities. At any point of time, more than 25,000 Chinese salesmen or saleswomen can be found working in the city. Two Chinese markets have a very important role in Vladivostok in distributing cheap Chinese goods in the city. A walk through the market would make you realise that the Chinese are manufacturing all types of goods very cheaply. In fact, the business is also completely legitimate as both the Chinese and Russians can avail online e-visa for 30 days. It has made commerce between the two countries easy and robust. The last Russian cloth factory had shut more than two decades ago as cheap Chinese goods in the market made Russian enterprises unfeasible. It also shows that China has far outpaced Russia in the world of commerce and technology. Whatever manufacturing exists, it exists around Moscow. The far east, unlike western Russia, is rich in minerals and Earth resources. It remains the biggest draw for the world at large. The only change which has occurred in the far eastern part of the country is that land is being purchased in and around Vladivostok because of President Putin’s attention but life generally outpaces political calculations. Gender asymmetry has led to another development. A lot of Russian women are marrying as there are more women than men in the region. It is here that Chinese men step in although this has not created any local discord however the feeling exists. Not to discount the gains, Russian agriculture in this region has improved leaps and bound. The new land is flush with wheat, rice, and soybean but the contribution of Chinese labour cannot be discounted. From India’s Lakshmi Ganesh to cheap cycles for Russian market, China has overtaken the world in both manufacturing and colonising new lands. Whether it is Africa or Pakistan through CPEC, China remains the only counterforce to the United States of America. The China market in Vladivostok may look very small in the scheme of things but it tells the big story which is that you cannot ignore China today.

'Little China' in Russia's Vladivostok

Prime Minister Narendra Modi will be undertaking a two-day visit to Russia from September 4 during which he will take part in the Eastern Economic Forum (EEF) meeting and will also hold a bilateral summit with Russian President Vladimir Putin.

Talking to reporters about the visit, Foreign Secretary Vijay Gokhale said that two countries have a "special relationship" and the Prime Minister has emphasised on broadening relations with Russia beyond civil nuclear energy and defence to other areas of the economy.

He said oil and gas were among major areas of interest for India and one of the objectives did not have a dependence on any one country or region for imports.

Gokhale said Modi's visit to Vladivostok for the Eastern Economic Forum meeting as one of the chief guests was a signal of the importance that India attaches to the Russian Far East, an area about which India has had few links in the past.

He said India was also looking at the possibility of manpower exports.

"We are exploring the possibility of sending people with some skills in areas wherever there is manpower shortage. That is not limited to just Far East of Russia. This is an effort we are making in a number of countries. This is one area where we feel there is good potential," he said.

Gokhale said the proposal was at an early stage and there has been an encouraging response from Russia.

Noting that most of Russian Far East are either minerals sector or agricultural sector, he said, "We are not yet at the stage of implementing it immediately."

"We will proceed to explore it once the visit is over. It is important for us and we will give it a priority to this," he said.

Answering a query about the proposal to build a shipping link between Chennai and Vladivostok, he said there will be no immediate announcement of a shipping service between the two cities.

"There is a recognition that alternative route to Europe through the northern route is now a possibility and we should look at in terms of economic benefits it might bring us with the northeast of Asia and beyond," he said, adding that a lot of oil and gas finds were in the region.

"It is the start of a process. It will take a while," he said.

Gokhale said Modi will arrive at Vladivostok on September 4 morning and depart on September 5 evening.

Answering a query, he said Modi and Putin will discuss defence ties between the two countries but no announcements were expected.

Vladivostok is a place where you would least expect Gujarati diamond workers to work in good numbers. It is a city located in the far east of Russia and gone through a tremendous transformation.

It was the last city to fall for the Bolsheviks when the Russian revolution broke out and Czarist Russia came to an end.

Today, it is a free port and home to a healthy global diaspora.

With a lot of Chinese and Koreans, Indians too can be spotted. Indian diaspora is small but effective. Indians are involved in tea and diamond industry. Then there are Indian students as well. Though Gujarati diamond workers remain the tip of the Indian diaspora. Changes in global diamond industry have led to expansion.

Indians have benefitted immensely. Now, Russia, Botswana and South Africa want their rough diamonds to be polished and trimmed in their own country. They want value addition to a raw product to remain within the national territory. This has created an impetus for the Gujarati and Rajasthani diamond merchants to diversify and become global.

Today, Indian diamond merchants have opened shops in Russia and Africa. With this expansion, skilled Gujarati worker has also found new avenues.

Vladivostok boasts of a small but highly skilled Gujarati worker from Surat in the city. They are very well taken care of the lot.

Most of them are vegetarians. The firms which host them ensure that they do not miss Gujarat much. Last time, when Gujarat’s Chief Minister Vinay Rupani was in Vladivostok, he ended up eating at one of the diamond merchants' canteen because it was all Gujarati and to top it all Jain food. So, Gujarati’s can find their khakhras in Vladivostok.

Many firms are also bringing local Maharaj’s to prepare food for their workers. Russia is the biggest producer of raw diamond in the world and has opened a world of opportunity for Indian traders. Indian diamond merchants are also happy as they get regular and consistent supply of raw material.

Speaking to WION, Rajesh Kothari, a diamond merchant said,” Diamond industry is not being relocated from Surat. It is being expanded.” Vladivostok is itched in South Asian memory as a place where 100 years back, Japanese humiliated a Czarist Russia.

Russia: 'Imran Khan not expected in Vladivostok'

North Korean leader Kim Jong-un said during his summit with Russian President Vladimir Putin peace and security on the Korean peninsula depend entirely on the future US attitude, North Korean state media KCNA said on Friday.

Kim's remarks were seen as keeping pressure on the United States to be more flexible in accepting Pyongyang's demands to ease sanctions, compared to the US stance during his unsuccessful second summit with US President Donald Trump in Hanoi in February.

The North Korean leader said at the time he would wait until the end of the year for the United States to become more flexible.

"The situation on the Korean peninsula and the region is now at a standstill and has reached a critical point where it may return to its original state as the US took a unilateral attitude in bad faith at the recent second DPRK-US summit talks," KCNA reported Kim as saying, using North Korea's official name, the Democratic People's Republic of Korea.

"The DPRK will gird itself for every possible situation." Kim said.

Kim invited Putin to North Korea at a convenient time and Putin accepted, KCNA said.

There was no immediate comment on the summit from the US State Department but William Hagerty, the US ambassador to Japan, told a Washington think tank Kim’s contact with Russia and China was part of an effort to seek relief from international sanctions.

"The fact you see Kim Jong-un meeting with Vladimir Putin underscores the fact that the sanctions are working and the sanctions are putting extreme economic pressure on the North Korean regime," Hagerty said.

"What we see is an outreach to try to find a way to deal with it. There is a much simpler way to deal with it and that is to denuclearise," he said.

He said it was important the international community enforced UN sanctions against North Korea that were imposed because of Pyongyang's nuclear and missile programmes.

The first face-to-face talks between Putin and Kim, held on an island off the Russian Pacific city of Vladivostok on Thursday, did not appear to yield any major breakthrough.

The two leaders had an in-depth discussion on ways for their countries to promote strategic communication and tactical collaboration in the course of ensuring peace and security on the Korean peninsula and in the region, KCNA said.

Putin said he thought a deal on Pyongyang's nuclear programme was possible and that the way to get there was to move forward step by step in order to build trust.

But any US guarantees might need to be supported by the other nations involved in previous six-way talks on the nuclear issue, Putin said, which was seen as a way to use the summit to strengthen Russia's diplomatic clout as a global player.

Russia and North Korea agreed to take measures to further cooperate in trade, economy, science and technology, KCNA said.

Historic Putin-Kim summit underway in Vladivostok

As Russian President Putin and North Korean leader Kim Jong-un met in Vladivostok with hopes of strengthing ties, the Russian president said North Korea needs security guarantees and denuclearisation could only be achieved through international law.

Putin said North Korea needs international security guarantees in order to dismantle its nuclear programme, and that those guarantees, if they are to work, would need to be offered within a multi-national framework.

The denuclearisation issue has been Trump administrations key demand. The talks between Trump and Kim during the Hanoi Summit had broken down over the key issue of denuclearisation.

"We need to restore the power of international law, to return to a state where international law, not the law of the strongest, determines the situation in the world," Putin said after meeting Kim.

"We, me and my colleagues, are satisfied with the results of the talks," Putin added.

North Korea needs 'security guarantees' in exchange for denuclearisation, says Putin after meeting Kim

North Korean leader Kim Jong Un arrived in Russia's Pacific port city of Vladivostok on Wednesday for the first summit with Vladimir Putin, as Pyongyang seeks support in its nuclear deadlock with the United States.

The talks, organised in secret and announced at the last minute, will be Kim's first face-to-face meeting with another head of state since negotiations with US President Donald Trump in Hanoi collapsed in February.

Kim's armoured train arrived in the afternoon at the Tsarist-era train station in Vladivostok and he stepped out onto a red carpet before making his way outside to be received by an honour guard.

"I hope that this visit will be successful and useful," Kim told Russian television in the Russian town of Khasan where his train crossed the border.

"I hope that during the talks... I will be able to have concrete discussions on resolving situations on the Korean Peninsula and on the development of our bilateral relationship," Kim said.

Putin was due to arrive in Vladivostok on Thursday, then fly on after the talks for another summit in Beijing.

The North's official Korean Central News Agency (KCNA) earlier reported Kim's departure by train, naming among his entourage foreign minister Ri Yong Ho.

The train crossed the Tumen river Wednesday and arrived in Khasan, where women in folk costumes welcomed Kim with bread and salt in a traditional greeting.

Kim's predecessors as leader, his father and grandfather, also stopped there on their trips to neighbouring Russia.

At Khasan station a small wooden building known as the House of Kim Il Sung commemorates Russian-Korean friendship.

North Korean flags flying

Russian and North Korean flags were already flying on lamp posts Tuesday on Vladivostok's Russky island, where the summit is expected to take place at a university campus.

Kim plans to stay on in Vladivostok on Friday for a series of cultural events, including a ballet and a visit to the city's aquarium, Russian media reported.

The talks follow repeated invitations from Putin since Kim embarked on his diplomatic overtures last year.

Since March 2018, the formerly reclusive North Korean leader has held four meetings with Chinese President Xi Jinping, three with the South's Moon Jae-in, two with Trump and one with Vietnam's president.

Analysts say he is now looking for wider international support in his standoff with Washington, while Moscow is keen to inject itself into another global flashpoint.

In Hanoi, the cash-strapped North demanded immediate relief from the sanctions imposed on it over its banned nuclear weapons and ballistic missile programmes, but the talks broke down in disagreement over what Pyongyang was prepared to give up in return.

North Korea last week launched a blistering attack on US Secretary of State Mike Pompeo, insisting he be removed from the negotiations just hours after announcing it had carried out a new weapons test.

Moscow has already called for the sanctions to be eased, while the US has accused it of trying to help Pyongyang evade some of the measures -- accusations Russia denies.

Kremlin foreign policy aide Yuri Ushakov told a briefing on Tuesday: "The focus will be on a political and diplomatic solution to the nuclear problem on the Korean Peninsula."

"Russia intends to help consolidate positive trends in every way," he said, but added that no joint statement or signing of agreements was planned.

KCNA did not mention whether Kim's wife Ri Sol Ju or his sister and close aide Kim Yo Jong were accompanying him.

Cold War ties

Moscow was a crucial backer of Pyongyang for decades and their ties go back to the founding of North Korea, when the Soviet Union installed Kim's grandfather Kim Il Sung as leader.

The Soviet Union reduced funding to the North as it began to seek reconciliation with Seoul in the 1980s, but Pyongyang was hit hard by its demise in 1991.

Soon after his first election as Russian president, Putin sought to normalise relations and met Kim Jong Il -- the current leader's father and predecessor -- three times.

The first of those meetings was in Pyongyang in 2000, when Putin became the first Russian leader to visit the North.

China has since cemented its role as the isolated North's most important ally, its largest trading partner and crucial fuel supplier, and analysts say Kim could be looking to balance Beijing's influence.

While ties between Russia and the North have remained cordial, the last meeting between their leaders came in 2011, when Kim Jong Il told then-president Dmitry Medvedev that he was prepared to renounce nuclear testing.

His son has since overseen by far the country's most powerful blast to date, and the launch of missiles capable of reaching the entire US mainland.

Kremlin foreign policy aide Yuri Ushakov told a briefing on Tuesday: "The focus will be on a political and diplomatic solution to the nuclear problem on the Korean Peninsula." "Russia intends to help consolidate positive trends in every way," he said, but added that no joint statement or signing of agreements was planned. KCNA did not mention whether Kim's wife Ri Sol Ju or his sister and close aide Kim Yo Jong were accompanying him. Cold War ties Moscow was a crucial backer of Pyongyang for decades and their ties go back to the founding of North Korea, when the Soviet Union installed Kim's grandfather Kim Il Sung as leader.
