North Korea is likely to move up the agenda in the South, where the US stations 28,500 troops to defend it against its neighbour.

Meanwhile, in North Korea's first comments directed at the Biden administration, Kim Jong Un's powerful sister on Tuesday warned the US to "refrain from causing a stink" if it wants to "sleep in peace" for the next four years.

Kim Yo Jong, a senior official who handles inter-Korean affairs, also criticised the US and South Korea for holding military exercises. She also said the North would consider abandoning a 2018 bilateral agreement on reducing military tensions and abolish a decades-old ruling party unit tasked to handle inter-Korean relations if it no longer had to cooperate with the South.

She said the North would also consider scrapping an office that handled South Korean tours to the North's scenic Diamond Mountain, which Seoul suspended in 2008 after a North Korean guard fatally shot a South Korean tourist.

The US envoys will meet on Thursday with President Moon Jae-in, who brokered the process between Kim and former US president Donald Trump in 2018.

A senior official from the Biden administration said on Saturday that US officials have tried to reach out to North Korea through multiple channels since last month, but had yet to receive a response.

The South Korean and US militaries began annual military exercises last week that will continue through Thursday.

The drills are command post exercises and computerised simulation and don't involve field training. They said they held the downsized drills after reviewing factors like the status of COVID-19 and diplomatic efforts to resume the nuclear talks with North Korea.

The new US administration is expected to wrap up a review of North Korea policy in coming weeks. And Blinken said Washington is considering whether additional pressure on North Korea could be effective.

Policy review

Trump's unorthodox approach to foreign policy saw him trade insults and threats of war with Kim Jong Un before an extraordinary diplomatic bromance that saw a series of headline-grabbing meetings.

But ultimately no progress was made towards Washington's declared aim of denuclearising North Korea, with a second summit in Hanoi in early 2019 breaking up without an agreement and Pyongyang still under multiple international sanctions for its banned weapons programmes.

Blinken and&nbsp;Austin&nbsp;will consult on a review of Washington's policy towards the North being carried out by the new administration.

But subtle differences between Washington and Seoul could be seen in their readouts of the defence chiefs' meeting on Wednesday.

Pentagon press secretary John Kirby said&nbsp;Austin&nbsp;and Suh had expressed commitment to achieving "the denuclearisation of North Korea".

On the other hand, Seoul's defence ministry said that they had "shared objectives of achieving the complete denuclearisation of the Korean peninsula and a permanent peace in the region".

The specific "North Korea" phrasing used by Washington is anathema to Pyongyang, which prefers the broader and more ambiguous reference to the peninsula as a whole, terminology that could be taken to include the US nuclear umbrella over the South.

The difference threatens to put Seoul on the horns of a diplomatic dilemma: since Hanoi, Moon's administration has repeatedly tried to reach out to Pyongyang but has been regularly rebuffed.

They allegedly robbed digital currency exchanges in Slovenia and Indonesia and extorted a New York exchange of $11.8 million.

In a 2018 scheme, they robbed $6.1 million from ATM machines from Pakistan's BankIslami after gaining access to its computer network.

Over at least seven years, the officials created malicious cryptocurrency applications that opened back doors into targets' computers; hacked into companies marketing and trading digital currencies like bitcoin; and developed a blockchain platform to evade sanctions and secretly raise funds, the department said.

The Justice Department said the hackers were responsible for a wide range of criminal activity and high-profile intrusions, including a retaliatory 2014 attack on Sony Pictures Entertainment for producing "The Interview" movie, which depicted the assassination of&nbsp;North&nbsp;Korea's leader.

The group is alleged to have targeted the staff of AMC Theatres and broken into computers belonging to Mammoth Screen, a UK film company that was working on a drama series about&nbsp;North&nbsp;Korea.

The Justice Department also alleged that the trio participated in the creation of the destructive WannaCry 2.0 ransomware - which hit Britain's National Health Service hard when it was set loose in 2017.

The indictment pins the blame on the hackers for breaking into banks across South and Southeast Asia, Mexico, and Africa by penetrating the financial institutions' networks and abusing the SWIFT protocol to steal money. They are also alleged to have deployed malicious applications from March 2018 through September 2020 to target cryptocurrency users.

The overall amount of money stolen by the hackers is not clear because in some cases the thefts were either halted or reversed. But the figures are significant. In one 2016 heist alone - at the Bangladesh Bank - the hackers are alleged to have made off with $81 million.

The two sides met at a heavily guarded venue on an island off Stockholm, several hundred metres (yards) from the North Korean embassy, an AFP correspondent said.

As the meeting got underway, Swedish Foreign Minister Ann Linde tweeted: "I am encouraged that US and (North Korean) working level delegations are currently in Sweden to hold talks".

Dialogue, she said, was "needed to reach denuclearisation and peaceful solution".

Similar-level talks on North Korea's nuclear disarmament were held in Stockholm in March 2018 and then in January this year.

North Korea claimed to have entered a new phase in its defence capability with Wednesday's test of a submarine-launched ballistic missile -- the most provocative since Pyongyang began dialogue with Washington in 2018.

Those talks were requested by Britain, France and Germany, as the European powers push for the world body to keep up pressure on Pyongyang which is under heavy US and UN sanctions over its weapons program.

Since the US-North Korea talks began, Russia and China have been calling for the UN to start lifting sanctions so as to create momentum towards the North's denuclearisation. But the United States has refused.

"The United States and the DPRK will not overcome a legacy of 70 years of war and hostility on the Korean Peninsula through the course of a single Saturday," Ortagus said.

"These are weighty issues, and they require a strong commitment by both countries. The United States has that commitment."

"If the US sanctions are affecting 80-plus per cent of our economy, as Pompeo mentioned, the question is whether the US target is to raise it up to 100 per cent," the foreign ministry spokesman said in a statement carried by the North's official Korean Central News Agency (KCNA).

Hostile comments and actions by US policymakers were hampering top-level efforts to revive the stalled diplomacy, the spokesman added, so that it would be "difficult" to look forward to "the denuclearisation of the Korean peninsula".

On Sunday, KCNA reported that Kim received a personal message "of excellent content" from the US president, just days after Trump said he received a "beautiful letter" from the North Korean leader.

Pompeo visited Pyongyang four times last year as Trump's top envoy to arrange his two summits with the North Korean leader.
