US had 'no right' to sign peace agreement: Iran opposes Afghan deal with Taliban

Iran said on Wednesday it was open "to any initiative" as Western powers stepped up efforts to save a 2015 deal to curb Tehran's nuclear ambitions -- on life support since a 2018 decision by the US to withdraw its backing and reimpose sanctions.

After talks with the remaining parties to the deal in Vienna, Iranian negotiator Abbas Araghchi said he was "fully prepared" to reverse measures that apparently violated Tehran's commitments -- but only if the other side reciprocated.

Britain, France and Germany launched the deal's formal dispute process in January after Iran said it would no longer observe limits on the number of centrifuges used to enrich uranium -- one of the deal's key stipulations.

The dispute process spells out several steps, the last one of which is notifying the UN Security Council. UN sanctions would then automatically "snap back" after 30 days unless the Security Council voted to stop it.

Iran argued on Wednesday that it needed some benefits under the deal, which promises it sanctions relief in return for curbing its nuclear programme.

Renewed US measures have crippled the Iranian economy and were cited as the reason for Iran restarting various nuclear processes since May last year.

The European Union -- which oversaw the Vienna talks between Iran, the three western European nations, Russia and China -- said "serious concerns" had been expressed over compliance.

But the EU statement added: "Participants also acknowledged that the re-imposition of US sanctions did not allow Iran to reap the full benefits arising from sanctions-lifting."

'Far from a result'

A diplomat who asked not to be named told AFP on Tuesday that no timetable had been fixed for solving the dispute, adding "we are still far from a result".

The diplomat said everyone wanted to save the deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), so that UN inspectors could continue working in Iran.

The Internation Atomic Energy Agency (IAEA) has been tasked with monitoring the deal's implementation and its latest report is expected within days.

"We are still open to any initiative which can ensure Iran's dividends of the JCPOA," said Araghchi, the Iranian Deputy Foreign Minister, after the Vienna talks.

"We are fully prepared to reverse steps we have taken so far in return for the fulfilment of the other side's commitments under the JCPOA."

Western diplomats believe Iran is unlikely to heed calls to come back into full compliance without substantial concessions -- such as an end to US sanctions or Europe taking measures to offset their economic impact.

But they hope the use of the dispute process will convince Iran not to make any more moves away from the deal, giving space for back-channel diplomacy aimed at bringing Washington and Tehran back into alignment.

The diplomat told AFP that Iran could also "at least freeze its uranium stocks" as a possible positive outcome of the current discussions.

At a major international security conference in Munich earlier this month, Iran's Foreign Minister Mohammad Javad Zarif said Tehran would be prepared to move back towards the deal if Europe provides "meaningful" economic benefits.

Europe has set up a special trading mechanism called Instex to try to enable legitimate humanitarian trade with Iran, but it has yet to complete any transactions and Tehran regards it as inadequate.

The renewed US sanctions have almost entirely isolated Iran from the international financial system, driven away oil buyers and plunged the country into a severe recession.

Iran said on Wednesday it was open "to any initiative" as Western powers stepped up efforts to save a 2015 deal to curb Tehran's nuclear ambitions -- on life support since a 2018 decision by the US to withdraw its backing and reimpose sanctions.

But the EU statement added: "Participants also acknowledged that the re-imposition of US sanctions did not allow Iran to reap the full benefits arising from sanctions-lifting." 'Far from a result' A diplomat who asked not to be named told AFP on Tuesday that no timetable had been fixed for solving the dispute, adding "we are still far from a result". "We are fully prepared to reverse steps we have taken so far in return for the fulfilment of the other side's commitments under the JCPOA." Western diplomats believe Iran is unlikely to heed calls to come back into full compliance without substantial concessions -- such as an end to US sanctions or Europe taking measures to offset their economic impact.

Iran open to 'any initiative' after talks to save nuclear deal

Iran to vote in crucial parliamentary election, many see as 'lost cause'

The global dirty money watchdog placed Iran on its blacklist on Friday after it failed to comply with international anti-terrorism financing norms, a move that will deepen the country's isolation from financial markets.

The decision came after more than three years of warnings from the Paris-based Financial Action Taskforce (FATF) urging the Islamic Republic to either enact terrorist financing conventions or see its reprieve from the blacklist lifted and some counter-measures imposed.

"Given Iran's failure to enact the Palermo and Terrorist Financing Conventions in line with the FATF Standards, the FATF fully lifts the suspension of counter-measures and calls on its members and urges all jurisdictions to apply effective counter-measures," the group's 39 members said in a statement after a week-long plenary session.

These would entail more scrutiny of transactions with Iran, tougher external auditing of financing firms operating in the country and extra pressure on the few foreign banks and businesses still dealing with Iran.

Also read: Iran confirms two more deaths among 13 new coronavirus cases

"The consequence of (Iran's) inaction is higher costs of borrowing and isolation from the financial system," a Western diplomat told Reuters.

However, the FATF appeared to leave the door open for some engagement with Iran saying in its statement, "Countries should also be able to apply countermeasures independently of any call by the FATF to do so."

"It's a middle solution. A sort of fudge to leave the door open for the Iranians," said one of the diplomats.

Foreign businesses say Iran's compliance with FATF rules is essential if it wants to attract investors, especially since the United States reimposed sanctions on Tehran in 2018 after quitting a 2015 nuclear deal with Iran and other big powers.

Iran's leaders have been divided over the approach to the FATF.

Supporters of cooperation say it could ease foreign trade with Europe and Asia, offsetting US sanctions. Hardliners argue that passing legislation to join the FATF could hamper Iran's support for its allies, including Lebanon's Hezbollah.

Maximum pressure

Washington has since pushed a policy of "maximum pressure" on Iran, saying a broader deal should be negotiated to encompass nuclear issues, Iran's ballistic missile programme and Iranian support for proxy forces around the Middle East.

France, Britain and Germany have tried to salvage the nuclear accord but have faced growing pressure from the United States to join its efforts to isolate Iran.

"The United States was pushing for the toughest position (by FATF), while other countries like China and Russia preferred something more flexible," said a European official. "The Europeans were looking for something in between."

US sanctions have crippled Iran's economy, decimating its oil exports and largely sealing it off from the international financial system.

"Until Iran implements the measures required to address the deficiencies identified with respect to countering terrorism-financing..., the FATF will remain concerned with the terrorist financing risk emanating from Iran and the threat this poses to the international financial system," the FATF said.

Iran's action plan to meet with the FATF requirements, implemented in 2016, expired in January 2018.

Foreign Minister Mohammad Javad Zarif this week appeared resigned to the FATF blacklisting, accusing Washington of using its maximum pressure campaign to exert influence at the FATF.

In another important decision on Friday, the FATF granted Pakistan an extra four months to meet anti-terrorism financing norms, keeping Islamabad for now on its "grey list" of countries that do not adequately comply with its rules.

US ready to talk to Iran, but pressure to continue says Secretary of State Pompeo

Voting in a parliamentary election this week is "a religious duty" for Iranians, Supreme Leader Ayatollah Ali Khamenei said on Tuesday, days before the vote seen as a referendum on the clerical establishment's popularity.

Iran's hardline Guardian Council vetting body has rejected some 6,850 moderate or conservative hopefuls in favour of hardliners from among the 14,000 applicants seeking to contest the February 21 vote. About a third of lawmakers have also been barred from standing again.

"Today, voting is not only a revolutionary and national responsibility, but it is also a religious duty," Khamenei was quoted as saying by state television.

Also read: No dialogue for now as Saudis, Iranians camp on positions

Due to a large number of disqualified candidates, hardliners loyal to Khamenei are likely to dominate the 290-seat parliament.

Friday's vote will have no major influence on foreign affairs or Iran's nuclear policy, which is determined by Khamenei.

The final authority in Iran's complex system of clerical rule and limited democracy, Khamenei has supported the Guardian Council, saying the next parliament was no place for those scared of speaking out against foreign enemies.

"Elections are a means to strengthen the country ... A weak parliament will have long-term affects ... a weak parliament will negatively affect our fight against enemies," he said.

"The election will neutralise American's ill intentions ... the vote is the Islamic Republic's prestige."

Tensions have been high between Iran and the United States since 2018, when US President Donald Trump exited a 2015 nuclear deal between Tehran and world powers, reimposing sanctions that have battered the country's economy.

In retaliation, Iran has gradually rolled back its commitments under the deal. Tehran says its steps are reversible if European parties to the agreement fulfil their promises of shielding Iran's economy from US penalties.

Pro-reform voters are dismayed by disarray in their camp and the failure of pragmatist President Hassan Rouhani to abide by an election pledge to ease social and political restrictions.

A parliament dominated by hardliners could increase pressure on Rouhani, the architect of the nuclear pact, whose performance in power has been criticized by Khamenei's influential allies.

Campaigning will end on Thursday, on the eve of the vote, for which 58 million Iranians are eligible to vote out of a population of 83 million.

Morning News Brief: China's deadly virus outbreak, Global corruption index, and more

Iran has the capacity to enrich uranium at any percentage if Iranian authorities decide to do so, the deputy head of the country's nuclear agency said in a report posted on its website on Saturday.

"At the moment, if (Iranian authorities) make the decision, the Atomic Energy Organisation, as the executor, will be able to enrich uranium at any percentage," Ali Asghar Zarean said.

Iran said earlier this month it would scrap limitations on enriching uranium, taking a further step back from commitments to a 2015 nuclear deal with six major powers, but pledged to continue cooperating with the U.N. nuclear watchdog.

Since Iran took the latest step in reducing commitments to the accord, the country's stock of uranium produced has passed 1,200 kilograms and it will quickly be added to the stock of enriched uranium, Zarean said.

Washington withdrew from the nuclear deal in 2018 and reimposed sanctions to throttle Iran's oil exports as part of a "maximum pressure" policy.

The United States says it aims to force Tehran to agree a broader deal that puts stricter limits on its nuclear work, curbs a ballistic missile program and ends regional proxy wars. Iran says it will not negotiate while sanctions remain in place.

Tehran has steadily been reducing its compliance with the deal, which prompted Britain, France and Germany to formally accuse it in mid-January of violating the terms and activating a dispute mechanism in the deal, which could eventually lead to the reimposition of U.N. sanctions.

Iranian Foreign Minister Mohammad Javad Zarif said last week that if Iran's nuclear file is sent to the U.N. Security Council, the country will withdraw from the Non-Proliferation Treaty (NPT), according to the official IRNA news agency.

Iran denies any intent to acquire nuclear weapons and says its breaches of the deal would be reversed if Washington lifts sanctions.

Have capacity to enrich uranium at any percentage: Iran nuclear agency

The assassination of Iran’s General Qasem Soleimani by the US and Iran’s retaliation by missile attacks on the US bases in Iraq early January brought the US and Iran on the brink of war. The subsequent decisions of the two countries to show restraint and step back has helped de-escalation, and thereby, defused the situation for the time being. The core issues which form the cause of the US-Iran conflict, however, remain on the table and are far from resolved.

From the US and Europe’s perspective, Iran must give up its plans to develop nuclear weapons and also its interference through proxy wars in Iraq, Yemen, Syria etc. Iran on its part is determined to drive the USA out of the region.

As far as the nuclear issue is concerned, Iran, it may be recalled, had it agreed to put a cap on its nuclear ambitions by signing the Iran Nuclear deal, officially described as Joint Comprehensive Plan of Action (JCPOA) in 2015 with US, Russia, China, France, UK, Germany and EU. President Donald Trump’s decision to walk out of the deal (May 2018) and re-impose severe and crippling sanctions on Iran did not meet the approval of the other countries which are party to the deal, and they remained interested in salvaging the deal somehow. In the wake of the recent crisis triggered by the USA, The Atomic Energy Organisation of Iran was reported to have declared that from now on, “Iran’s nuclear program no longer faces any operating restrictions,” but also added that “If the sanctions are lifted and Iran benefits from its interests, the Islamic Republic of Iran is ready to return to its obligations”. The announcement came after Tehran’s alleged gradual escalation of its nuclear programme in recent months.

France, UK and Germany –three European countries which are also party to the deal- have decided not to respond to the US call for walking out of the deal but have instead invoked the dispute settlement mechanism of the JCPOA to put pressure on Iran and save the deal. While Russia says “we see no reason for this action”, Iran has warned that any misuse of the mechanism would be met with a “serious and strong response”.

It remains to be seen how the situation pans out in the near future. Will the Europeans be able to persuade Iran to return to full compliance of the obligations under the nuclear deal? How will they be able to do so without minimising the impact of the US sanctions? Or will Iran adopt a hard line and stop cooperating with the International Atomic Energy Agency( IAEA) which is entrusted with the task of monitoring the implementation of the (JCPOA), and even go to the extent of walking out of the deal as well as NPT? Needless to add that any hard-line approach by Iran would have implications not only for Iran’s economy but also the global economy including India.

India has multiple interests in the region which can be hit severely in the event of instability. For instance, India sources significant quantities of oil and gas from the Middle East and armed conflict in the region is bound to adversely impact on oil prices as well supplies due to disruptions in the supply routes; this, in turn, would impact on Indian economy which has registered drop in growth in the recent past. Further, India has invested considerably in the development of Chabahar Port in Iran and any impact on its operations would disrupt India’s connectivity with Iran, Afghanistan, Central Asia and beyond, bypassing Pakistan. India may also have to incur significant expenditure on the evacuation of Indians living and working in the Middle East – a region which is a source of substantial revenue from palpable inward remittances into India.

The situation poses a challenge for the foreign policy of India which on the one hand has a strategic partnership with the US and long civilisational links with Iran on the other hand. Iran is also a source of predictable and affordable energy supplies.

Though the Indian side gave no details, the possibility of PM Narendra Modi having discussed the issue during his tele-conversation with President Trump cannot be ruled out as a White House statement said the two leaders also reviewed the “regional security matters”. The External Affairs Minister in his Tweet was more forthcoming to share that he had “highlighted India’s stakes and concerns" during his telephone conversation with US Secretary of State Mike Pompeo.

The Indian leadership also reiterated India’s “Strong interest in peace, security and stability in the region” during the Iranian Foreign Minister’s meetings in New Delhi with External Affairs Minister and Prime Minister, besides having earlier urged all concerned parties-to-the-conflict to exercise restraint.

Neither of the two core issues is likely to be resolved in the foreseeable future, and therefore, a simmering conflict would continue to prevail, threatening the peace and stability in the region with worldwide implications.

Iran-US conflict: Worst is over, but core issues remain unresolved

January 19 in history: India's first female prime minister, electric light system advancements and a lot more!

Russia's acting foreign minister Sergei Lavrov has made shocking revelations on the downing of the Ukranian passenger plane by Iran which has brought a twist to the whole narrative.

Lavrov has said that at least six F-35 US aircraft were in the air right after the US attack on Qasem Soleimani. He claimed that the F-35 jets were spotted on the Iranian border after its response attack on America's military bases.

However, the information is yet to be verified.

"We have information that after the attack (on Qasem Soleimani), Iranians were anticipating another US Strike. They did not know of what kind. But there were at least six F-35 jets in air near the Iran border. This information still has to be double-checked. But I'd like to underline the edginess that always accompanies such situations."

This sensational disclosure has raised many questions such as are Iran's claims of misidentifying the plane as a cruise missile true?

Was the United States planning a counter-strike on Iran shortly after an attack on its bases?

While Iran’s military has blamed human error for the downing of the Ukrainian plane that killed 176 passengers.

However, videos that have surfaced show the plane’s flight path and suggest otherwise.

Russia's acting foreign minister Sergei Lavrov has made shocking revelations on the downing of the Ukranian passenger plane by Iran which has brought a twist to the whole narrative.

But I'd like to underline the edginess that always accompanies such situations." This sensational disclosure has raised many questions such as are Iran's claims of misidentifying the plane as a cruise missile true? Was the United States planning a counter-strike on Iran shortly after an attack on its bases? While Iran’s military has blamed human error for the downing of the Ukrainian plane that killed 176 passengers. However, videos that have surfaced show the plane’s flight path and suggest otherwise.

Russia: Iran shot down Ukranian passenger plane after US jets were seen at its borders

The United States of America 's defense and military officials have admitted that nearly one dozen American troops were wounded in Iran’s January 8 missile attack on Iraq’s al-Asad air base. This week, they were medically evacuated to US military hospitals in Kuwait and Landstuhl, Germany, to be treated for traumatic brain injury and to undergo further evaluation.

The Supreme Iranian leader Ayatollah Ali Khamenei took it upon himself to convey a vigorous defense of his military forces after they shot down a civilian plane. He portrays his country as united amid crisis, and rail against the Trump administration as "clowns" trying to deceive the Iranian people.

Two sets of US government cables suggest that Iran hawks in and outside the Trump administration appear to have the upper hand as European countries give hardliners a helping hand by attempting to force Iran to seek a diplomatic solution to a crisis that threatens to engulf the Middle-East in yet another military conflict.

Disclosure of the cables advocating a military strike such as this month’s killing of Iranian General Qasem Soleimani coupled with the withdrawal of a US State Department olive branch that was intended to reassure Iran about the Trump administration’s intentions appears designed to persuade the Islamic Republic to back away from its strategy of gradual escalation.

The strategy aims to engineer a situation in which a return to negotiations on the basis of the 2015 international agreement that curbed Iran’s nuclear program is the only way to avoid an all-out war. The Trump administration withdrew from the accord in 2018 and has since imposed ever-harsher economic sanctions on Iran.

Hardliners in Washington believe Iran’s accidental downing of a Ukrainian airliner that sparked anti-government protests days after millions of Iranians came out to mourn Soleimani’s death in what Iranian leaders project as rallying around the regime is a proof of concept of their approach.

The hard-liners’ strategy was spelled out in a series of unclassified memos sent by David Wurmser, a close associate of John Bolton, while Bolton was serving as national security advisor to President Donald J Trump. The memos projected a US military operation on the scale of the killing of Soleimani as a way of destabilising the government in Tehran.

Wurmser’s advice was in line with proposals for destabilising Iran presented to the White House by Bolton in the months before his appointment. Bolton was fired by Trump in September of last year.

“Iran has always been careful to execute its ambitions and aggressive aims incrementally to avoid Western reactions which depart from the expected. In contrast, were unexpected, rule-changing actions taken against Iran, it would confuse the regime. It would need to scramble,” Wurmser wrote.

Such a US attack would “Rattle the delicate internal balance of forces and the control over them upon which the regime depends for stability and survival… Iranians would both be impressed and potentially encouraged by a targeted attack on symbols of repression,” Wurmser added.

The leaking of Wurmser’s memos coincided with a cable from the State Department to US diplomatic missions worldwide that walked back an instruction earlier this month by Secretary of State Mike Pompeo to limit contacts with Iranian opposition and exile groups in a bid to reassure Iran that the Trump administration was not seeking regime change in Tehran.

The Pompeo cable seemed to be a first step at bridging the gulf of distrust between Washington and Tehran that makes a resolution of the two countries’ differences all but impossible. Iran has long been convinced that regime change is the main driver of US policy since the 1979 Islamic revolution.

Pompeo’s instruction came on the heels of Trump’s decision not to respond to Iranian missile attacks on US forces in Iraq in retaliation for the killing of Soleimani.

With the government in Tehran on the backfoot as a result of the downing of the Ukrainian airliner and renewed anti-government protests, leaders of Britain, France and Germany, cosignatories of the 2015 nuclear accord, appear to be buying into the strategy of the Washington hardliners.

The Europeans, responding to Iran’s gradual withdrawal from its commitments under the accord as part of its strategy of gradual escalation, this week triggered its dispute resolution mechanism, that could put Iran’s actions on the agenda of the United Nations Security Council and lead to a re-imposition of international sanctions.

British prime minister Boris Johnson further raised the stakes by telling the BBC that he would be willing to back an as yet non-existent proposal by Trump for a new agreement with Iran. “If we are going to get rid of it (the nuclear accord), then we need a replacement," Johnson said.

The proof will be in the pudding whether the two-pronged stepping up of US and European pressure on Iran will be sufficient to engineer a breakthrough in efforts to avert escalating tension and a return to the negotiating table.

So far, Iran’s response suggests tensions may have to further escalate before parties, all of whom do not want an all-out war, pull back from the brink.

In a first, Iranian president Hassan Rouhani, insisting that all foreign forces should leave the Middle East, warned, in response to the European move and statements, that British, French and German troops may be in danger.

“Today, the American soldier is in danger, tomorrow the European soldier could be in danger,” Rouhani told a Cabinet meeting.

Said a Western diplomat, spelling out European thinking: “This allows us to buy time while making clear to Iran that they cannot continue on this path of non-compliance with no consequences.”

For now, it’s a high stakes poker bet on who blinks first.

US-Iran conflict: A high-stakes bet on who blinks first

Two days after the US assassinated top Iranian commander Qasem Soleimani, a red flag was raised over the dome of the Jamkaran Mosque in the holy city of Qom in Iran.

It was a rare sight for the flag which symbolises revenge to be unfurled outside the month of Muharram. The flag’s video was widely shared on social media with many saying that it signified an impending battle.

War had become too real. The killing united Iran which had been reeling under anti-government protests over the fuel price hike. Slogans against the establishment were replaced by those against America.

In the US, Congress condemned President Trump’s decision to order the strike without its approval. It later voted to limit Trump's power to declare war on Iran.

Many questioned the timing of the killing which happened in an election year. President Trump had his own battles to fight. He has recently been impeached and is awaiting trial in the Senate. Countries around the world including Washington's allies called for de-escalation.

Then came January 8.

Less than a week after Soleimani’s killing, Iran launched a series of rockets at two Iraqi bases hosting US troops. There were no casualties in the attacks but in a separate incident, 176 innocent people lost their lives.

Hours after the strikes, a Ukrainian passenger plane crashed near Tehran’s Imam Khomeini International Airport. All 176 on board were killed.

Majority of the victims were Iranians while others included citizens of Canada, Ukraine and Sweden. Almost immediately after the accident, US and Canada said that they had intelligence that a missile shot down the Boeing 737 jet.

Iran denied the claims but it also refused to hand out the plane’s black box to Boeing. Three days after the crash, Iran admitted that it had unintentionally shot down the plane mistaking it for a ‘hostile jet’. The country vowed to bring the guilty to justice.

Internationally, Iran signalled that it favoured the diffusion of tensions. Speaking at the ‘Raisina Dialogue’ in the Indian capital of New Delhi, Iranian Foreign Minister Javad Zarif said that there was still room for diplomacy with the United States.

Amid heightened tensions, the crash exposed the possible cracks within the top Iranian military leadership. The missile was launched by the Iranian Revolutionary Guard Corps- a paramilitary which has its own army, air force and navy which are independent of the Iranian military.

Soleimani was the head of the ‘Quds Force’ or the foreign unit of the IRGC. Iran said that it was in a state of ‘high-readiness’ over fears of US retaliation. If missiles had to be deployed then why was Iranian airspace not closed?

Was there a lack of communication between the military, IRCG and the government? While these questions remain unanswered, an old challenged threatened the Iranian regime. Protesters took to the streets of capital Tehran chanting slogans against their leaders and calling them liars for initially denying the downing of the Ukrainian jet.

The demonstrators found support from Trump who in an unusual move, tweeted in Persian asking the Iranian government ‘to not massacre peaceful protesters.’

The Iranian leadership has a lot to worry about. It is not just an election year for the US but Iran too. In fact, the country is heading to polls next month. But as of now, a major war has been averted.

How a war between US and Iran was averted

Iranian Foreign Minister Javad Zarif is on a three-day visit to India amid tensions with the United States. He attended Raisina Dialogue - an annual conference where dignitaries from more than 100 countries across the world share their views on geopolitics and geoeconomics, climate change, counter-terrorism and other agendas of the next decade. Zarif talked on Ukrainian plane shooting by Iran and current tensions between Iran and the US. He talked about his outlook on the US government and warned that the current geopolitical situation in the region is ''very dangerous.''
