Canada is prioritising the deportation of asylum seekers who walked across the border from the United States illegally, federal agency statistics show, as the Liberal government tries to tackle a politically sensitive issue ahead of an election year.

The number of people deported after their refugee applications were rejected was on track to drop 25 per cent so far this year compared to 2017 to its lowest point in a decade, even as the number of deported border-crossers was on track to triple, according to Canada Border Services Agency (CBSA) data.

More than 36,000 people have walked into Canada from the United States to file refugee claims since January 2017, many saying they feared US President Donald Trump`s election promise and policy to crack down on illegal immigration.

The influx has thrown the Canadian asylum system into turmoil and caused a political uproar in a country accustomed to picking and choosing its newcomers.

In response, the government gave more money to the independent body adjudicating refugee claims and appointed a minister responsible for border-crossers.

The CBSA, which is responsible for deportations, said in an email to Reuters that it classifies border-crossers with criminals as a top deportation priority. 
Refugee lawyers and border officers said the prioritisation seems to be Prime Minister Justin Trudeau`s way of dealing with those asylum seekers, who have become a hot political issue for his Liberal Party ahead of a general election in 2019.

Border Security Minister Bill Blair declined to comment.

In an email, Blair`s office said the government is committed to a "robust and fair" refugee system and that everyone ordered removed has been given due process.

A CBSA inland enforcement officer said the tradeoff is that deportees who could pose a real public safety risk are not getting deported.&nbsp;

"We have priority cases, people with extensive criminal records that are due to be deported, people with security problems - these cases are not all taken care of because we have to take care of these administrative cases," said the officer, speaking on condition of anonymity because he is not authorized to speak to media.

Border-crossers "are not a priority, but they are a priority because of all the media attention around them."

A CBSA spokesman said in an email that the agency prioritises "irregular" failed refugee claimants along with criminals as a top priority, followed by other failed refugee claimants, but would not say why.

Six lawyers told Reuters they were aware of this acceleration of certain cases, some saying they have had border-crosser hearings scheduled in blocs, with a focus on those from Haiti and Nigeria.&nbsp;

Toronto lawyer Lorne Waldman said there were good reasons for accelerating the processing and deportation of people who crossed the border: it deters people with weak claims from making refugee claims in the hopes of living in Canada for years while their case wends through the system.

&nbsp;"The best way of discouraging people from making frivolous claims is by having the claims processed quickly," Waldman said.

The US Senate Intelligence Committee is pursuing a wide-ranging examination of former White House adviser Steve Bannon's activities during the 2016 presidential campaign, three sources familiar with the inquiry told Reuters.

The committee is looking into what Bannon might know about any contacts during the campaign between Moscow and two advisers to the campaign, George Papadopoulos and Carter Page, they said.

William Burck, a lawyer for Bannon, told Reuters: "The Senate Intelligence Committee has expressed an interest in interviewing Mr. Bannon as a witness, just as they have many other people involved in the Trump Campaign. But the Committee has never suggested that he’s under investigation himself and to claim otherwise is recklessly false."

Papadopoulos, a consultant, initially advised the presidential campaign of Republican hopeful Ben Carson before joining the Trump campaign. Page is also a consultant, who had business contacts in Russia.&nbsp;

On September 7, Papadopoulos was sentenced to 14 days in prison. He had pleaded guilty last year to lying to FBI agents about the timing and significance of his contacts with Russians, including a professor who told him the Russians had "dirt" on Trump`s Democratic presidential rival, Hillary Clinton.

No charges have been filed against Page.

The panel also will examine Bannon`s role with Cambridge Analytica, a former data analysis company that the Trump campaign hired to help identify and target messages to potentially sympathetic voters, the sources said.&nbsp;

The Senate committee is working with Bannon`s advisers to set a date for him to be interviewed by staff investigators in late November, two of the sources said.

Bannon recently met for the second time with investigators working for Special Counsel Robert Mueller, who is investigating allegations of Russian interference on Trump`s behalf in the 2016 presidential election, one of the sources said.&nbsp;

Russia has denied interfering in the election and Trump denies any collusion, frequently describing the Mueller investigation as a political witch hunt.

The Washington Post reported on Tuesday that Bannon was questioned last week by Mueller's team. The newspaper said the interview focused on Trump supporter Roger Stone. In emails to Reuters, Stone has said he did not know about or have access to WikiLeaks materials related to Democrats.

In the run-up to the 2016 election, WikiLeaks published hundreds of emails hacked from the Democratic Party and the personal account of top Hillary Clinton campaign adviser John Podesta.

One of the sources familiar with the Bannon-related Senate panel investigations said Mueller`s team does not consider Bannon to be a potential subject of their investigation.

Bannon served as a vice president of Cambridge Analytica from June 2014 to August 2016, at which point he joined Trump`s presidential campaign as a senior strategist.

Sources said the Senate Intelligence committee has sought to interview other witnesses about the role played by Cambridge Analytica and affiliated companies in the 2016 election.

Still, Bolton said that consequences can already be seen in Iran including the collapse of the rial, its currency. "I think it's important that we not relax in the effort," he said.

In a presidential memorandum addressed to secretaries of State, Treasury and Energy, Trump said he determined there was sufficient supply of petroleum and petroleum products elsewhere than Iran to permit a reduction in purchases from the Islamic Republic.

Under the law, the US president must periodically issue a "determination" on whether there is sufficient supply in the market from non-Iranian sources for countries to significantly cut their Iranian purchases.

The administration's renewed sanctions are set to come into effect on November 5.

Under US law, Washington can sanction the financial institutions of foreign countries that fail to significantly reduce their purchases of Iranian oil and petroleum products.

The purpose of the law, which came into effect during the Obama administration, was to put pressure on Iran to curtail its nuclear program by forcing its major oil customers to reduce their purchases.

Mattis rejects criticism of sending US troops to border

A US indictment unsealed on Tuesday said Chinese intelligence officers conspired with hackers and company insiders to break into computer systems of private firms to steal information on a turbo fan engine used in commercial jetliners.

It was the third major corporate espionage-related case involving Chinese intelligence officers brought by the Justice Department since last month and comes at a time when Washington is embroiled in a major trade war with Beijing.&nbsp;

Pompeo says US trying to convince China 'to behave like a normal nation'

About 2,000 migrants set off on foot from El Salvador's capital on Wednesday, the latest of several groups of Central Americans heading to the United States, even as US President Donald <a href="http://www.wionews.com/world/trump-pressures-mexico-to-stop-migrant-caravans-174739">Trump increased pressure to halt their flow</a>.

Men and women from the two groups of Salvadorans that departed San Salvador pushed baby strollers or bore children on their shoulders. On Sunday, a separate group of about 300 people set off from the city.

Some, such as 42-year-old Luis Geovanni Vindel, a salesman from the central city of Zacatecoluca, moved on quickly, hitching rides alone toward the Guatemalan border.

"We`re already one step away from Guatemala, and soon into Mexico," said Vindel, limping forward with a cane on a prosthetic leg in the municipality of San Francisco Menendez.

A larger US-bound caravan, which left northern Honduras in mid-October is moving north at about 30 miles (48 km) a day through southern Mexico. It has become a major campaign issue ahead of US congressional elections on November 6.

Mexico's Interior Minister Alfonso Navarrete on Wednesday put the size of the first caravan at 2,800 to 3,000, below the government`s previous estimate of about 3,500. Participants in the caravan have put the number significantly higher.

Dozens of the men, women and children in that caravan told Reuters they were abandoning their homelands to seek asylum from a mixture of poverty, violence and corruption.

"We`re now in an unprecedented situation in the country," Navarrete told reporters in Mexico City. "This is not merely a caravan ... it`s a migratory exodus."

The bulk of illegal immigrants intercepted at the US border are from El Salvador, Guatemala and Honduras. Trump said he could send up to 15,000 troops to the US-Mexico border, which is already heavily policed by border guards.&nbsp;

"It scares us a little. But since we`re seeing a ton of people going together, we can help one another to cross," said Jose Machado, a migrant departing from San Salvador, his backpack stuffed with clothing and toiletries.

Trump, who has threatened to slash US aid to Central America and close the US border with Mexico, said in a tweet on Wednesday that Mexico needs to keep up efforts to discourage the migrants, who he described as "tough fighters."

A clash at the Mexico-Guatemala border on Sunday left one migrant dead and several law enforcement officers injured.

"Mexican soldiers hurt, were unable, or unwilling to stop Caravan. Should stop them before they reach our Border, but won't!" Trump said on Twitter.&nbsp;

White House press secretary Sarah Sanders on Wednesday praised Mexico`s actions to slow the movement of people, but told Fox News: "They can do more."

Meanwhile, the Reserve Bank of India has said that it will inject Rs 40,000 crore into the system in November by buying government bonds through open market operations (OMO) for maintaining liquidity in the market.

On a net basis, foreign investors pulled out Rs 1,592.02 crore from equity markets Tuesday, as per provisional data.

Meanwhile, the benchmark BSE Sensex opened on a higher note up 158.99 points, but soon pared the gains and was trading at 33,627.83, down 263.30 points or 0.78 per cent at 1020 hrs.

Just last week, Americans have resorted to expressing differences of opinions not with words but with bombs.

The person singularly responsible for the demise of decency in American politics, President Donald Trump, paid lip service to condemn the attempted attacks against his critics like Barack Obama, Hillary Clinton and George Soros, among others, stating that “acts or threats of political violence of any kind have no place in the United States of America.” He quickly resorted to blaming the media and everyone who is critical of him, continuing to spew the divisive rhetoric that would define his presidency.

On October 25, Trump tweeted: “A very big part of the Anger we see today in our society is caused by the purposely false and inaccurate reporting of the Mainstream Media that I refer to as Fake News. It has gotten so bad and hateful that it is beyond description. Mainstream Media must clean up its act, FAST!” The president’s words have only deepened the partisan divide in a nation that is already split asunder by ideology-based politics rather than issue-driven discourse. Republican Senators and House Representatives have dispensed with any sense of self-respect and propriety to line up meekly behind Trump just to advance their party agenda.

Underdog Urgency

Over the last century, Republicans have been the underdogs of American politics. Democrats have had control of the Senate for 66 of the last 100 years. They have also enjoyed a majority in the House for 65 years, including 40 straight from 1954 until 1994. With control of both arms of Congress and the presidency, it is no surprise that underdogs are behaving with a great deal of urgency, rushing through their agenda.

Now, a GOP-controlled Congress successfully passed a tax bill that is projected to increase the national debt by $1.9 trillion between 2018 and 2028. The tax breaks will primarily benefit corporations and America’s superrich, while the fast-dwindling middle class and the poor end up getting crumbs.

In complete defiance of science, the Trump administration has precipitated the problem of climate change by rolling back environmental regulations. The world has just 12 years to apply the brakes on greenhouse gas emissions and limit the rise in Earth’s temperature before humanity faces the irreversible effects of global warming in the form of droughts, flooding, extreme heat and poverty.

In his eight years as president, Barack Obama appointed 329 Article III federal judges, two to US Supreme Court, 55 to the US Court of Appeals, 268 to the US District Courts and four to US Court of International Trade. Thanks to the Republican-controlled Senate that had stalled several Obama nominations since 2015, Trump inherited several vacancies, including the one that allowed him to appoint Judge Neil Gorsuch to the Supreme Court. As of this writing, Trump has appointed 84 Article III judges, including two to the Supreme Court, 29 to the Court of Appeals and 53 to the District Courts, reshaping the complexion of the most important courts in the country.

What are the odds?

The battle to retake the Senate may prove near impossible for the Democrats, with more of them contesting for re-election than their Republican counterparts. To regain the majority, vulnerable Democratic candidates Heidi Heitkamp, Joe Donnelly, Jon Tester and Joe Manchin have to hold on to their seats in the battleground states of North Dakota, Indiana, Montana and West Virginia respectively. In addition, they have to flip two of the three possible seats in Nevada, Arizona and Texas.

While the Democratic incumbents in Indiana, West Virginia and Montana are likely to hold their ground, Heidi Heitkamp is trailing in North Dakota by three points, a deficit that may prove very difficult to overcome following her vote against Kavanaugh’s confirmation. Incumbent Republican Ted Cruz holds a comfortable five-point edge over his Democratic rival, Beto O’Rourke, in Texas, but the contest is surprisingly close for a Senate race in the Lone Star State. The Senate race is a toss-up in Nevada. Democrats stand the best chance of an upset in Arizona, where Democrat Kristen Sinema holds a thin lead over Republican Martha McSally. When the dust settles, the final tally may remain exactly what it is today, 51-49 in favour of Republicans, giving them two more years to comfortably fill court vacancies at various levels in the country with conservative judges and altering the complexion of the judiciary for decades to come.

The prospect for Democrats to retake the House majority looks more promising. In order to change the current 194-241 breakdown to a majority, Democrats have to flip at least 24 Republican seats in addition to holding on to their current constituencies. While the number 24 may seem daunting, the House has flipped a majority in the recent past with much larger margins. In 1994 and 2010, Republicans gained a House majority with a swing of 54 and 62 seats respectively. Democrats did that in 2006 with a swing of 32 seats. Regaining the majority in this election season is achievable if the anti-Trump sentiment, especially in key blue states, translates into more voters at the polls.

Decency and Decorum

Despite having the highest number of electoral votes, California typically plays an insignificant role in presidential elections. That is likely to change in these midterm elections as California can singlehandedly give more than a third of the seats needed for the Democrats to retake the House majority. Political pundits and polls show that California does have the ability to transfer as many as eight Republican-held seats to Democrats in their quest for 24. They are also aided by the millions that former New York mayor Michael Bloomberg is pumping into California to help the cause of winning the House back.

The Garden State, New Jersey, has five Republican incumbents who are vulnerable and is very likely to unseat four of them in preference to their Democratic challengers. New York, Illinois, Virginia Iowa and Pennsylvania are all states with competitive elections that can provide the remaining seats needed by the Democrats. A statistical analysis website FiveThirtyEight projects that the Democrats will retake the House with a 6-in-7 chance.

If the Democrats do gain House majority, Trump, one of America’s most scandal-prone presidents, will come under closer scrutiny and may even face impeachment. He and his administration will likely face a slew of investigations that will apply brakes on the Republican legislative agenda for rest of his term, slowing down Trump’s destructive policies in the areas of immigration, environment and the rights of marginalized minorities. His threat to end birthright citizenship with an executive order, potentially defying the 14th Amendment of the Constitution will undoubtedly face stiff legal battle, driving another wedge in a nation already struggling with many unresolved immigration issues.

Decency and decorum in American politics will still be a distant dream even if Democrats flip the House next week. America’s vindictive and hate-mongering president will only redouble his efforts maligning every effort that exposes the vacuous and corrupt person that he is. That would still be a small price to pay for providing the much-needed checks and balances between the executive and legislative branches of the US government that has been completely absent the past two years.

What is at stake in the US midterm elections?

Omar Qudrat denies any contradiction in his being both a Muslim and a Republican in the era of President Donald Trump.

In fact, he is so convinced that his party is still one of diversity, despite the president's rhetoric, that he is running for Congress in California's 52nd District on a Republican ticket.

"I'm American period. I was born and raised in this country," Qudrat, whose parent were immigrants from Afghanistan, told AFP.

"We have a very diverse party. We just don't talk about it and make it like the number one talking point about us," he said. "I was endorsed by numerous sitting senior members of Congress and it had nothing to do with my ethnicity and religion."

The reality is, however, that if he wins his race, the 37-year-old would be the first Muslim Republican to take a seat in Congress.

There are currently two Muslims in the House of Representatives -- Keith Ellison and Andre Carson. Both are Democrats.

But the label barely matters for Qudrat. "My run for Congress has to do with reality. And real issues," he said, dismissing what he called "identity politics."

"I don't think that ethnicity is a qualification," he said.

That is why he did not rush to denounce Trump's ban on people from a number of Muslim-majority countries from entering the country, instead arguing that as former Defense Department worker, he was aware of national security issues.

At the same time, he avoids talking about scandal-plagued fellow California Republican Duncan Hunter, who is running against a Democrat of mixed Palestinian and Mexican heritage and who has warned that "radical Muslims are trying to infiltrate the US government," even though his opponent is a Christian.

"I've got to talk about the issues in my district and that's it," Qudrat said.

- 'False promises' -

Qudrat grew up in a violent neighborhood of Los Angeles, where gangs ruled the streets and shoot-outs were common.

He was in the fifth grade when a gang tried to recruit him for the first time, and a year later he was offered a gun for sale: a 25mm pistol for $25.

"I'll tell you why I am Republican," he recently told a gathering of students organized by the University of San Diego. "I don't believe in government, I believe in people."

He blames the Democrats for "not delivering" and making "false promises," something he attributes to his Democrat rival Scott Peters, whom he is currently trailing in polls.&nbsp;

Qudrat learned from his parents -- big supporters of Ronald Reagan, who armed Afghanistan's mujahedin to fight the Soviet occupation -- to have "belief in yourself and self-determination."

"And that matched more with the Republican political philosophy," said the young candidate, who says he has never felt discriminated against in the United States.

Ten years after the 9/11 terror attacks, Qudrat, who speaks fluent Dari and has degrees in law and international relations, worked for the Department of Defense in Afghanistan, trying to improve the country's judicial system.

He then worked for the military prosecutor's office processing detainees in the Guantanamo Bay prison.

He thinks the United States has to "end the war in Afghanistan and do so in a responsible manner that will ensure Afghanistan does not again become a safe haven for terrorist networks that can plot and attack us with impunity."

If he does win his seat, he hopes to use his experience in Congress's committees on the armed forces and foreign relations.

Qudrat -- who is pro-life and favors tax cuts for the middle classes -- said Trump could do more to unite Americans, but at the same time he defends his economic record.&nbsp;

"President Trump evokes feelings among some people that really caused them to oppose him," he said.

"Do you want to derail the progress that's being made right now?" he argues, citing low unemployment, especially among minority groups, and rising wages among blue collar workers.&nbsp;

"There are real lives that are improving," he said. "I have to support that."

He agrees with the president on the need to improve border security, but has avoided commenting on whether he supports his plan for a wall on the Mexico border.&nbsp;

He also supports a legislative solution for the so-called "dreamers," children of migrant parents who entered the country without documentation and who now may face deportation themselves, despite having lived in the United States their whole lives.&nbsp;

"I do not believe a two-year-old or a three-year-old could have had criminal intent when they were brought involuntarily into our country," he said.&nbsp;

"Therefore we should not treat them as criminals," he said. "They are otherwise American in every way except for their legal status."

"Now, that sense of invulnerability has been shattered," he said, echoing sentiments expressed widely by Jewish Americans on social media since a gunman stormed the Tree of Life synagogue.

Kenneth Jacobson, deputy head of the Anti-Defamation League, which combats anti-Semitism and discrimination, said it has been a progressive awakening for American Jews about the dangers they face.

Over the past two decades, "what we were often hearing from American Jews was, 'Why is ADL still in business? anti-Semitism in the US is no longer a problem,'" Jacobson said.

But with the rise in the number of attacks on Jewish targets in France and across Europe in recent years, "there was more of a conversation in the Jewish community, anti-Semitism was more on people's minds," he added.

Invulnerability shattered 
Many were jolted last year when neo-Nazis paraded through the city of Charlottesville, Virginia, chanting "Jews will not replace us," while there has been marked rise in recent years in the number of swastikas being painted on walls and bomb threats against Jewish institutions.

"There is a recognition that anti-Semitism is here as well," Jacobson said.

In February, the ADL reported a 57 percent leap in the number of anti-Semitic incidents in 2017, the sharpest yearly spike since the 1970s.

With midterm elections looming, anti-Semitic attacks, in particular against Jewish journalists, have multiplied recently in online forums, according to a new ADL study that listed a number of hashtags and code words used by white supremacists.

Among the most widespread were #NWO, standing for the "New World Order" which Jewish elites are accused by racists of preparing, and "globalist," an expression often associated with the Jewish billionaire philanthropist George Soros, a favorite target of far-right extremists.

He was one of a slew of Trump critics targeted by mail bombs last week.

"There is a new technology of terror and this technology has not been good for the Jews," said Berlinerblau.&nbsp;

In that context, he admitted the shooting in Pittsburgh was not really a "shock... but a slow moving train wreck."

"Everyone recognizes there is much more of this coming, with the guns in this country," Berlinerblau said.

The President, in consultation with the Speaker, needs to reconvene parliament immediately and allow the democratically elected representatives of the Sri Lankan people to fulfil their responsibility to affirm who will lead their government, the spokesperson reiterated.

He said the export restrictions would limit Jinhua's "ability to threaten the supply chain for essential components in our military systems."

China established Jinhua in February 2016 in a bid to make its own home-produced chips, with the firm investing 37 billion yuan ($5.6 billion) that year to build a production line.

Semiconductors are among China's biggest imports, rivaling oil, and have become a stark reminder of its dependence on US technology.

Police said one man was killed and two people were injured Sunday when bodyguards for Petroleum Minister Arjuna Ranatunga, a Wickremesinghe loyalist, fired live rounds as a mob allied to the president threatened the cabinet member. Wickremesinghe has refused to vacate the prime minister's official residence since being controversially deposed, declaring his dismissal illegal and demanding an emergency session of parliament to prove he still commands a majority.
