The Uttar Pradesh Anti-Terrorist Squad (ATS) arrested two alleged Jaish-e-Mohammad (JeM) terrorists from Uttar Pradesh on Friday.

The arrest was made after the ATS wing received inputs about two suspicious men.

Director General of Police O P Singh said that the arrests were made from Deoband in Saharanpur district and the two men were identified as Shahnawaz Ahmad Teli from Kulgam and Aquib Ahmad Malik from Pulwama in Jammu and Kashmir.&nbsp;

The DGP also said that both the men were involved in recruiting members for the JeM.

Out of the two arrestees, one is said to be a grenade expert, the DGP added.

"Of the two Shahnawaz is said to be a grenade expert. We will seek transit remand and investigate when they came here from Kashmir and who is funding them and what was their target. We are in touch with Jammu and Kashmir Police, " the DGP said. 
 
Asked whether the two men were involved in the February 14 Pulwama terror attack, Singh said, "It's difficult to tell whether they came here before the Pulwama attack or after that. The probe is on."&nbsp;

The <a href="http://www.wionews.com/india-news/assam-budget-proposes-1-tola-gold-for-brides-rice-at-re-1-a-kg-195589">budget </a>was presented in the state assembly by Finance Minister Rajesh Agarwal.

The Yogi Adityanath government in the budget has proposed Rs 207 crore for expansion and beautification of the road from the Ganga bank to the Vishwanath Temple in Varanasi, and Rs 101 crore for the integrated development of major tourist places in Ayodhya.

In his budget speech, the Agarwal said the Shri Kashi Vishwanath Special Area Development Board has been set up to ensure implementation of the Shri Kashi Vishwanath Mandir Expansion Scheme in Varanasi.

While Rs. 8.38 crore has been proposed to get an auditorium constructed between Mathura and Vridavan, a provision of Rs 5 crore has been made for construction of boundary walls around public Ramleela grounds.

Provision of Rs 1 crore has been made to strengthen the Vrindavan Shodh Sansthan and Rs 125 crore for infrastructure facilities in Uttar Pradesh's Brij Tirtha.&nbsp;&nbsp; &nbsp;

In the budget, a provision of Rs 70 crore for implementation of Tourism Policy- 2018 and Rs 50 crore for Pro-Poor Tourism has been made.

Besides, a budgetary provision of Rs 16 crore has been made to set up the Vaidik Vigyan Kendra at the Kashi Hindu Vishwavidyalaya in Varanasi, according to budget documents.

It is proposed to strengthen Lahartara Talab, Kabir Sthal and Seergovardhanpur, the birthplace of Guru Ravidas in Varanasi.

It is also proposed to develop Rishi Bhardwaj Ashram and Shringverpur Dham in Allahabad and Rs 27 crore has been proposed for the integrated development of major tourist places in Garh Mukteshwar.&nbsp;

Moreover, the government has proposed in the budget to ensure development of Vindhyachal and Naimisharanya; and Sarnath, Shravasti, Kushinagar, Kapilvastu, Kaushambi and Sankisa under the Buddhist Circuit. Development Shakumbhari Devi and Shukratal; Tulsi Peeth in Rajapur, Chitrakoot; Maharaja Suheldeo site and Chittaura Lake in Bahraich; and Bijli Pasi Qila in Lucknow are also in focus in the budget.

For minority welfare, a provision of Rs 942 crore under the Scholarship Scheme for students belonging to minority communities has been made and Rs 459 crore proposed for modernisation of Arabi-Farsi Madarsas.

As per official figures, given by prosecution counsel Sharma, over 6,000 cases were lodged following the 2013 riots and 1,480 accused were arrested for their alleged roles in the riots.

A special investigation team, which probed the cases, had filed chargesheets in 175 cases.

The state government has withdrawn some cases.

42 arrested in UP's Muzaffarnagar district in drive against illegal arms

By making such a claim, he is misleading people". They turned extremely violent burning down a local police post and vehicles parked there. The fact that Inspector Singh had bullet a wound also raises questions around the manner in which the anti-cow slaughter protest was organized. The slaughter of cows is banned in Uttar Pradesh and instances of alleged cow-killing have led to several incidents of mob lynching in the state. In fact, since Yogi Adityanath became the Chief Minister of UP in March 2017, UP police has been overzealous in enforcing the anti-cow slaughter law and shutting down slaughterhouses under the orders of the UP government. &nbsp;

Akhlaq had been accused of stealing and killing a calf. The latest case of mob rampage in Bulandshahr comes in the backdrop of a three-day 'Tablighi Ijtema' or a religious gathering that began in the town on December 1. This incident occurred on the last day of Ijtema. It’s important to note here that the three-day Ijtema had passed off peacefully with even stories of Hindus opening their temples for Muslims to pray. This incident of violence over alleged cow slaughter has disturbed Hindu-Muslim harmony once again.

Also worth remembering is the fact that earlier this year, under chief minister Yogi Adityanath's watch BJP lost three crucial Lok Sabha bypolls in Uttar Pradesh. Yogi’s own constituency of Gorakhpur was lost to a debut contender from the Samajwadi Party- BSP combine. Similarly, BJP lost the prestigious Phulpur seat to another candidate from the SP-BSP alliance. And perhaps more relevant against the backdrop of the Bulandshahr violence, the BJP also lost the nearby Kairana Lok Sabha seat to a Muslim woman, Tabassum Hasan who fought on a Rashtriya Lok Dal ticket and was backed by the SP-BSP combine.

This time around, given the deteriorating law and order situation in the state and increasing resentment among Dalits and Muslims against the government, the BJP has an uphill task ahead of the 2019 elections.&nbsp;

Bulandshahr violence and UP politics ahead of Lok Sabha elections 2019

Uttar Pradesh is all set to organise the second ground-breaking ceremony next week to launch 158 projects entailing investment of around&nbsp;Rs.&nbsp;1 lakh crore as part of efforts to bring proposals on the ground, according to an official.

The state government in July had conducted a similar ceremony for the launch of investment projects worth&nbsp;Rs.&nbsp;60,000 crore for which initial MoUs were signed during the investor summit held in February.

"158 projects worth over&nbsp;Rs.&nbsp;one lakh crore have been identified that are to be launched in the second ground breaking ceremony to be organised on November 2-3 in Lucknow. Directives have been issued to officers to meet investors and resolve their problems, if any," an official spokesman told PTI.

According to Chief Secretary Anup Chandra Pandey, officials have been asked to investors should be issued 'letter of comfort' and other departmental clearances timely so that they did not have to face and problems.

"We have asked officials for spot inspection of construction works of projects which have been launched in the first phase (in July) and hold a special three-day campaign to resolve problems of investors," he said.

MoUs for the projects, that are to be launched in the second ground breaking ceremony were signed by the government in the investor summit.

Government officials are meeting representatives of the shortlisted companies to make the programme a success.

The opposition, however, termed this launch as a "political gimmick".

SP leader and MLC Rajpal Kashyap said that "as 2019 Lok Sabha polls are near this is nothing but a political gimmick by the BJP to confuse voters. Everyone one knows the ground reality. However, refuting the allegations, BJP spokesman Shalabh Mani Tripathi said that the event will once again prove "faith of investors in the Yogi Adityanath government".

"Unlike previous regimes our government is committed for all round development of the state. Initiatives taken by the government have started yielding results and&nbsp;Rs.&nbsp;1 lakh crore investment projects launch in November is enough to silence opposition," Mr Tripathi said.

The Uttar Pradesh government has issued a notification directing its departments to use Prayagraj instead of Allahabad for all official purposes, district magistrate Suhas L Y said on Saturday.

Governor Ram Naik approved the name change on Friday and the order comes into force with immediate effect, he said.

However, it will not have any bearing on cases already in the courts, according to a release from the magistrate's office.

The proposal to rename the historic city of Allahabad as Prayagraj was approved by the Uttar Pradesh Cabinet on Tuesday.

The decision was taken at a cabinet meeting presided over by Chief Minister Yogi Adityanath, who had said this was in keeping with the wishes of the people.

"The BJP government has rectified the mistake made by Akbar," a state BJP spokesperson had said.

Earlier, opposition parties, including the Samajwadi Party and Congress, criticised the decision, which comes ahead of the Kumbh Mela in January next year.

Congress spokesperson Onkar Singh had said that the region where Kumbh is held is already called Prayagraj and if the government is so eager, they can make it a separate city, but the name of Allahabad should not be changed.

Adityanath had dismissed the Opposition's criticism saying, "Those who are opposing this are not aware of their history, culture and traditions and we can't have hopes from them."

The family of a tech company executive, shot dead by a policeman in the Gomti Nagar area in Lucknow, met Chief Minister Yogi Adityanath on Monday and said that they "have faith" in the state government.

"I have said earlier that I have faith in the state government. This faith has been strengthened after meeting the CM. I have lost capacity to take a stand after the unfortunate incident, which should not have happened. It has shaken me. After meeting the CM, I have gained confidence that I will be able to fulfil the responsibilities my husband left on me," said Kalpana Tiwari, the wife of Vivek Tiwari (38).

The executive was shot dead on September 29 when he allegedly refused to stop his car.

"All my demands have been met. I wanted strict action against the guilty, a job, accommodation, expenses for education of my daughters and my mother-in-law. The CM acceded to all my demands," she told reporters.

Earlier, Deputy Chief Minister Dinesh Sharma reached Tiwari's residence here Monday morning and take along with him Vivek's wife, brother-in-law and two daughters to the 5 Kalidas Marg residence of Adityanath for a meeting.

The chief minister assured family of all the possible help and also met the two daughters and consoled the family promising strict action against the guilty.

"The family is satisfied with the action taken. We will be giving all possible help to the victim's family including a job to Kalpana as per her educational qualifications. A relief amount of Rs 25 lakh, two fixed deposits of Rs 5 lakh each in the name two daughters of the victim and a Rs 5 lakh FD for mother-in-law has been approved by the CM," the deputy chief minister told PTI.

"I was in touch with the family members, who are known to us, and met them Sunday after arriving in Lucknow. The family members had been in BJP too in the past and they did not want politics in the matter," Sharma said.

The family wanted strict action, which has already been taken as the two accused were arrested and dismissed from service, he said.

Two constables -- Prashant Chowdhury and Sandeep Kumar -- have been arrested on the basis of an FIR lodged by Tiwari's colleague Sana Khan, who was travelling with him at the time of the incident. The two accused have also been dismissed from the service.

His body was Sunday cremated at Bhaisakund in the presence of state minister Brijesh Pathak and local MLA Ashutosh Tondon and others.

Akhilesh seeks resignation of UP government over Apple employee shooting

The police constable&nbsp;who fatally shot the Apple employee&nbsp;Vivek Tiwari in Lucknow after the latter did not stop the car has said that his gun went off accidentally, reported news agency ANI.&nbsp;&nbsp;

Police-constable Prashant Chaudhary said that Tiwari hit him with his car three times. &nbsp;

"I didn’t shoot at him. The gun went off accidentally. He hit me with his car and drove it over me three times with the intention to kill me. I demand that my FIR must be registered," he said.&nbsp;

Meanwhile, Uttar Pradesh Minister Ashutosh Tandon said that a new FIR is being registered and the policemen involved in the case have been arrested and expelled from the force.

"Orders were given for rewriting of FIR. Gomti Nagar police won't investigate it, some other police station will probe. DM Lucknow had ordered magisterial inquiry. I have ordered the constitution of SIT. It's a crime. Policemen involved have been arrested and expelled," Tandon said

Tiwari was allegedly shot by Chaudhary&nbsp;at Gomti Nagar area in Lucknow on Friday when he was asked to stop his car.

Tiwari was subsequently taken to Lohia hospital in the city where he succumbed to his injuries.

According to police, shots fired at Tiwari after he allegedly tried to crush police constable's bike. After being hit by the bullet, the victim's car then met with an accident.

"A case under section 302 of the Indian Penal Code (IPC) has been registered against the accused. However, exact reason of his death whether he died of accidental injuries or bullet injury would be confirmed only after post-mortem report," Senior Superintendent of Police (SSP) Kalanidhi Naithani told ANI.

Kalpana Tiwari, wife of deceased Vivek Tiwari , asked Uttar Pradesh Chief Minister Yogi Adityanath to take cognizance of the incident.

"Police had no right to shoot at my husband, demand UP Chief Minister Yogi Adityanath to come here and talk to me," she said.

Congress spokesperson Ashok Singh said, "The incidents of children being killed in dog attacks definitely raises questions on the state government, which has failed to control the menace."

The attacks have generated such fear that school attendance has dipped, the police conduct patrols and men go to work in their orchards and fields armed with rods and axes.

A 23-year-old woman was allegedly raped by two men after being confined to the basement of a house in the civil lines area here for around two months, the police said on Wednesday.

The victim filed a complaint with the police, alleging she was kept at the location for two months and raped by a man and his uncle, according to Station House Officer D K Tyagi.

The woman somehow managed to escape from the house on February 1, he said.

Police have registered a case against the accused and his uncle.

One of the accused has been arrested. Police are conducting searches to nab the uncle, who is on the run, the SHO said.

The incident comes amid a furore over cases of rapes reported from several parts of the country.&nbsp

The Home Ministry has directed a nationwide advisory to make sure that sufficient security is deployed to ensure that things don't go out of control during the strike-call today&nbsp;against the policy of caste-based reservation in education and jobs.&nbsp;

The bandh(strike) has now spread in Rajasthan, Uttar Pradesh and Madhya Pradesh after eight days in which nine people have lost their lives due to the violence during protests by the Dalit community demanding dilusion of the SC/ST Act.

The strike has not been called by any prominent outfit. The Ministry of Home Affairs has said that the district magistrates and SPs will be personally held responsible for any violence in their area of jurisdiction.&nbsp;

An official of the MHA said the ministry has issued an advisory to all states to take necessary precautionary measures in view of the calls on social media for the shutdown on April 10.&nbsp;

"The MHA has advised the states to beef up security and make appropriate arrangements to prevent any untoward incident, including the issue of prohibitory orders, if necessary," the official said.&nbsp;

The states have been asked to intensify patrolling in all sensitive locations so as to prevent any loss of life or damage to property. There will be no procession, public gathering tomorrow. Range IGs, district SPs, police commissioners have been given clear instructions to take prompt action against any such activity.

Security sources said calls for the so-called anti-quota bandh started circulating through social media, including various WhatsApp groups, after the protest on April 2 against the Supreme Court order mandating stringent safeguards before the SC/ST Act can be invoked.

Prohibitory orders under section 144 of the CrPC have been imposed in Jaipur city. Mobile internet service has also been blocked for 24 hours in Jaipur from tonight as a precautionary measure, the official said. Officials today said that they had been paying particular attention to messages being circulated on social media platforms.

Security across Madhya Pradesh was also beefed up in the wake of a shutdown call. Officials said the call has been a social media-fuelled one and no organisation had come forward so far to claim responsibility for it.

Police are also on alert in Punjab, where anti-riot squads have also been deployed, and Haryana, where last week’s bandh led to clashes in Kaithal town. In Jharkhand, apart from alerts against any rally or procession, police are keeping a watch on various social media platforms to track calls for a bandh.

The sister of the alleged UP rape victim has lashed out at the authorities saying, "My father has already died and now they say action will be taken." "I just want that FIR be written against Arun Singh and Kuldeep Singh and they be arrested. I want justice," she added. Uttar Pradesh Chief Minister Yogi Adityanath had said Monday that the people at fault, whomsover they might be, will not be spared. The finger of accusation has so far been pointed at a politician from Adityanath's BJP party — Kuldeep Singh Sengar, the BJP MLA from Unnao. The rape victim and her family had on Sunday attempted suicide outside Adityanath's residence, which is when the story hit the national headlines. The woman and her family had alleged then that she was raped by the BJP MLA and his fellow accomplices, and that no action had been taken so far. She added that she and her family were threatened after they filed an FIR, which the police registered after stalling for a year. The family further alleged that Sengar's brother had thrashed the victim's father on April 3 for refusing to cancel the FIR, but that the police booked the father and locked him up. The father died Monday morning, in police custody. Police have now arrested four persons accused of beating the father, and suspended four cops — two officers and four constables. Sengar has so far denied the allegations and called it a conspiracy hatched by his political opponents. In a spate of vandalism of statues of iconic leaders and ideologues in different parts of the country which started on Wednesday, B R Ambedkar's statue was found decapitated by miscreants on Thursday morning.

Earlier, the bust of Mahatma Gandhi's statue was found decapitated in Nathdwara, Rajasthan on Thursday.

Three people were arrested on Wednesday in connection with the vandalisation of Gandhi's statue on the basis of CCTV footage.

Those&nbsp;arrested were&nbsp;identified as Kuldeep, Arvind and Ankit. The accused confessed that they vandalised the statue on late Monday night, reports said. However, the intention behind their act is not yet clear and the police is investigating the matter.

Recently, the Rajasthan police had arrested a person for vandalising the statue of Mahatma Gandhi in Jaisalmer.&nbsp;

Last month, a statue of the country's first Prime Minister, Jawaharlal Nehru, was defaced with ink in West Bengal.

In a similar incident, Bharatiya Jana Sangh founder Syama Prasad Mukherjee's idol was vandalised in Kokrajhar's Assam.

The incidents of vandalism began after a statue of communist icon Vladimir Lenin was razed after the Bharatiya Janata Party (BJP) swept the Left front government out of power in the assembly elections in Tripura.

Soon after, the statue of social reformer and rationalist leader E V Ramasamy, popularly known as Periyar, was vandalised in Vellore.

These shootouts have caused the death of 34 criminals, left 265 injured and led to the arrest of 2744 history-sheeters. On the other hand, four police personnel have been killed and 247 injured in these 10 months.

The UP chief minister had said that police will have full freedom to deal with rising crime rates in the state and asked criminals to either surrender or leave the state. The police promptly launched ‘Operation Clean’ and took no time in beginning to deal with the wanted men.

In the elections held to 58 seats, the BJP won 29, the Congress nine, Trinamool four, TRS and BJD three each, JD-U, TDP and RJD two each and Samajwadi Party, Shiv Sena, NCP and YSR Congress one each.

Voting for Rajya Sabha seats took place across six states: Uttar Pradesh, West Bengal, Karnataka, Jharkhand, Chhattisgarh and Telangana. The Rajya Sabha vacancies include 17 from the Bharatiya Janata Party (BJP) and 12 from the Congress. The BJP has filed 18 candidates for the biennial polls.The Rajya Sabha has the strength of 245 members of which 233 are representatives of the states and Union Territories of Delhi and Puducherry. The remaining 12 members are nominated by the President.

Currently, BJP is the largest party in RS with 58 MPs -- four more than the Congress - is expected to better its tally as it rules 11 of the 16 states. Its allies contribute 17 MPs to the BJP-led NDA. Telugu Desam Party (TDP) has six seats; Shiv Sena, Shiromani Akali Dal have three seats each; People&#39;s Democratic Party has two; Sikkim Democratic Front, Republican Party (A) and Bodoland People&#39;s Front have one MP each.

A calculation of tallies show that the BJP&#39;s strength in the 245-member House will go from the existing 58 to 69 and that of the Congress will fall from 54 to 50 when the new MPs take oath next week.&nbsp; 
 
However, a majority in the Council of States will continue to elude the BJP-led NDA.&nbsp;It recently suffered a setback when the Telugu Desam Party, its ally of four years, decided to break ties. The TDP has six members in the House.

BJP and its allies hold an upper hand in UP state with 324 members in the legislative assembly and won 9 seats this year. However, the election this year will not benefit BJP much this year.&nbsp;

UP is the main focus in the Rajya Sabha: it contributes 31 of the upper house&rsquo;s 245 seats, of which ten will have elections in 2018 and another ten in 2020. With a supermajority in the UP state assembly, the BJP is likely to win seven new seats from UP in each round (it already has three Rajya Sabha MPs in UP).

The government&rsquo;s minority status in the Rajya Sabha has slowed and even halted important elements of its legislative agenda. An upper house majority would greatly strengthen its ability to pass bills including Article 35A - empowers the Jammu and Kashmir state&#39;s legislature to define &ldquo;permanent residents&rdquo; of the state and provide special rights and privileges to those permanent residents.

The BJP has not reached the stage of having two-thirds majority in the Rajya Sabha. Even if it were to improve its numbers in the Rajya Sabha by 2020, it would still need to get requisite numbers in the next Lok Sabha elections and also convince its allies.

By 2020, the NDA would see a major improvement in the Rajya Sabha. If it continues its winning streak in the future assembly elections in Karnataka and Gujarat. If there is no change in the predictions, then the BJP by 2020 could end up with 81 seats alone. Its allies would contribute 31 seats thus taking the NDA&#39;s tally to 111. The Congress is likely to have just 28 seats in the Rajya Sabha. The UPA&#39;s tally would be at 56. The rest of the parties would have a tally of 78.&nbsp;

The NDA will be waiting for its turn in 2020 when nearly 73 Elders&rsquo; term comes to an end, but a lot would also be dependent then on the 2019 General election which Modi will be eying emphatically.
