According to LinkedIn's Workforce Confidence Index, the second wave of the coronavirus pandemic has made working women and Gen Z vulnerable to unemployment and economic uncertainty.

"Decoding India’s evident ‘shecession’, findings show that India’s working women are ~2x more likely to be worried about the availability of jobs, their professional network, and time devoted to job seeking, than working men today. “It goes up a little bit, it goes down, but really we haven’t seen much progress,” said AnnElizabeth Konkel, an economist for the career site Indeed. “A year into this, I’m starting to wonder, what is it going to take to fix the magnitude problem? How is this going to actually end?”

The continued high rate of unemployment applications has been something of a mystery for many economists. With the pandemic still suppressing activity in many sectors, it makes sense that joblessness would remain high. But businesses are reopening in much of the country, and employment and spending trends are generally improving. So shouldn’t unemployment filings be falling?

New evidence from California may offer a partial explanation: According to a report released Thursday by the California Policy Lab, a research organization affiliated with the University of California, nearly 80% of the unemployment applications filed in the state last month were from people who had been laid off earlier in the pandemic, gone back to work, and been laid off again.

Such repeat claims were particularly common in the information sector — which in California includes many film and television employees who have been sidelined by the pandemic — and in the hard-hit hotel and restaurant industries, as well as in construction.

Policy Lab researchers had access to detailed information from the state that allowed them to track individual workers through the system, something not possible with federal data.

California’s economy is unlike that of the rest of the country in myriad ways, and the pandemic has played out differently there than in many other places. But if the same patterns hold elsewhere, the findings suggest that the ups and downs of the pandemic — lockdowns and reopenings, restrictions that tighten and ease as virus cases rise and fall — have left many workers stuck in a sort of limbo.

A restaurant may recall some workers when indoor dining is allowed, only to lay them off again a few weeks later when restrictions are reimposed. A worker may find a temporary job at a warehouse, or pick up a few hours of work on a delivery app, but be unable to find a more stable job.

“This shows the oscillation of employed, unemployed, employed, unemployed — people cycling back into the system,” said Elizabeth Pancotti, policy director at Employ America, a group in Washington that has been an advocate for the unemployed. “We did not see that in previous recessions.”

What that instability will mean for workers’ long-term prospects remains unclear. Economic research has found that extended periods of unemployment can leave workers at a permanent disadvantage in the labor market. But there is little precedent for a period of such prolonged instability.

“We don’t know what happens if you’re out of work for two months, you come back to work for two months, you’re out of work for two months, you keep going back and forth,” Pancotti said.

The California data shows how the economic effects of the pandemic have been concentrated among certain industries and demographic groups — and how the consequences continue to mount for the most affected workers, even as the crisis eases for many others.

Nearly 90% of Black workers in the state have claimed unemployment benefits at some point in the pandemic, according to the Policy Lab analysis, compared with about 40% of whites. Younger and less-educated workers have been hit especially hard.

Those totals include filings under the federal Pandemic Unemployment Assistance program, which covers people left out of the regular unemployment system, a group that disproportionately includes Black workers. The record keeping for that program has been plagued by overcounting and fraudulent claims. But even a look at the state’s regular unemployment insurance program, which hasn’t faced the same issues, reveals remarkable numbers: Close to 3 in 10 California workers, and more than 4 in 10 Black workers, have claimed benefits during the crisis.

“That degree of inequality is mind-blowing,” said Till von Wachter of the University of California, Los Angeles, one of the report’s authors.

Many of those who lost jobs early in the crisis have since returned to work. But millions have not. The Policy Lab found that nearly 4 million Californians had received more than 26 weeks of benefits during the pandemic, a rough measure of long-term unemployment.

“We have solidly shifted into a world where a large-scale problem of long-term unemployment is now a reality,” von Wachter said. Black workers, older workers, women and those with less education have been more likely to end up out of work for extended periods.

Nationally, nearly 6 million people were enrolled as of late February in federal extended-benefit programs that cover people who have exhausted their regular benefits, which last for six months in most states. The aid package signed by President Joe Biden last week ensures that those programs will continue until fall, but benefits alone won’t prevent the damage that prolonged joblessness can do to workers’ careers and mental and physical health.

“The recovery needs to be on the scale of being a once-in-a-generation economic upswing to really pull those people back into the labor market,” Konkel said.

The latest data provides little sign of that happening. More than 746,000 people filed first-time applications for state unemployment benefits last week, up 24,000 from the previous week, according to the Labor Department. In addition, 282,000 filed for Pandemic Unemployment Assistance.

Most forecasters expect the labor market recovery to accelerate in coming months, as warmer weather and rising vaccination rates allow more businesses to reopen, and as the new injection of government aid encourages Americans to go out and spend. Policymakers at the Federal Reserve said Wednesday that they expect the unemployment rate to fall to 4.5% by the end of the year, a significant upgrade over the 5% they forecast three months ago.

“We’re already starting to see improvement now, and I think that will start to accelerate fairly quickly,” said Daniel Zhao, an economist at the career site Glassdoor.

But government aid can do only so much as long as the pandemic continues to limit consumers’ behavior. The pace of the recovery now, Zhao said, depends on a factor beyond the scope of normal economic analysis.

“The dominating factor right now is how quickly we can get vaccines in arms,” he said.

Why are jobless claims still high? For some, it’s the multiple layoffs

In total, there were 333 000 job gains to 15 million in the fourth quarter of 2020. The largest job gains were made in the formal sector (up 189 000), followed by private households (up 76 000), the informal sector (up 65 000) and the agriculture sector (up 2 000), the statistics showed.

Stats SA, however, highlighted that the movement to unemployment outweighed that of employment.

Unemployment was mostly concentrated among youth - those aged between 15 and 24 years with a rate of 63.2 per cent&nbsp;- and with those aged between 25 and 34, with a rate of 41.2 per cent&nbsp;respectively, it said.&nbsp;

Stats SA also highlighted that unemployment is higher among black Africans (36.5 per cent), compared to other population groups. Black African women are the most vulnerable, with an unemployment rate of 38.5 per cent.

"This record should be corrected so that future analyses of the effects of expanded UI benefits rely on accurate information," the report said.

The Labor Department uses state data on new jobless benefit applications, but because those offices were overwhelmed with claims, the backlog distorted the national figure.

The Labor Department did not respond to a request for comment from AFP, but GAO said the department agreed to provide the warning in the news release although it pushed back on correcting the figures.

"Without an accurate accounting of the number of individuals who are relying on these benefits in as close to real time as possible, policymakers may be challenged to respond to the crisis at hand," the report said.&nbsp;

Mexico has been struggling with a crippling economy since the pandemic forced the country into a nation-wide lockdown and took thousands of lives. However, Mexican President&nbsp; Andres Manuel Lopez Obrador believes the country will be able to jump out of this tough situation soon.

On Saturday the President announced that Mexico has been able to add&nbsp;52,455 jobs in the month of August itself, which he believes is a sign of relief.

“This is a good indicator. ... We’re going to move ahead in spite of everything because we’re working in a professional manner," he said in a video posted on Twitter.

Now the British government will be&nbsp;introducing a new program under which the government will pay the companies&nbsp;£1,000 bonus for hiring back each employee who was furloughed. This can cost the government an additional&nbsp;£9.4 billion.

The government is hoping to protect as well as generate as many jobs as possible&nbsp;during the recession. "People need to know that although hardship lies ahead, no-one will be left without hope," he told the lawmakers.

"Leaving the furlough scheme open forever gives people false hope that it will always be possible to return to the jobs they had before," he said. "The longer people are on furlough, the more likely it is their skills could fade, and they will find it harder to get new opportunities."&nbsp;

A World Bank report recently concluded that India had been making significant progress and was close to losing its status as the country with the most poor citizens. However, the lockdown might reverse the gains and out India back in that category.

A report by Centre for Monitoring Indian Economy (CMIE) and the World Bank observed more than 80% of households had experienced a drop income, which was majorly due to the lockdown, and not because of coronavirus. These households, may not be able to recover or survive much longer without aid from the government, according to this report.

The economy was already at its slowest pace in over a decade, and the lockdown initiated due to the pandemic made things worse for the economy. This lockdown has pushed the economy to what may be its first full-year contraction in more than four decades.

According to data from&nbsp;Johns Hopkins University,&nbsp;India is Asia's virus hotspot with more than 151,000 infections.

The economy was already at its slowest pace in over a decade, and the lockdown initiated due to the pandemic made things worse for the economy. This lockdown has pushed the economy to what may be its first full-year contraction in more than four decades. Japan's ageing population and declining labour force meant there were not enough young technicians. The older workers stayed home, given the greater risk of contracting the virus. Even with the availability of greater manpower Japan would still need to find the components to make the ventilators. Most of it comes from China, its largest trading partner. With the factories shut in China, Japan was left on its own. This is the story across industries in Japan, which explains its stagnancy. The pandemic has disrupted global supply chains on which Japan is heavily reliant to ship its products. Japan is the world's third-largest economy and its economic output -- measured by GDP fell 3.4 per cent in the January to March period. The slump came on an even steeper fall of 7.3 per cent in the October to December period. That's two-quarters of consecutive decline in GDP and that has pushed Japan into a recession. The last time the eastern superpower faced a recession was in 2015. Some economists have pulled out economic history to show how this fall is similar to the one after World War-II when Japan had found itself on the wrong side of the war. But its rapid re-building in the post-war period was commendable. Prime Minister Shinzo Abe has already announced a stimulus package worth one trillion dollars. That's 20 per cent of its five trillion dollars economy. The money is at hand, but not the means to put it to good use. Japan in recent times has been relying on tourism, which accounts for close to eight per cent of its GDP. Over 30 million people visited Japan last year. Prime Minister Shinzo Abe was counting on the Olympics to bring in a historic 40 million visitors with pockets full of money. But the pandemic has led to the postponement of the global sporting event. One out of five companies is running out of cash. Borrowing rates have slipped below zero and will remain so at least for another year. Transport, utilities, retailers, steel and carmakers are the most worried. Japanese firms have been criticised for hoarding cash all these years by the end of December, Japanese companies held a record 2.47 trillion dollars in cash. In just five months, they have burnt the cash in trying to stay afloat. Output and new orders have slipped at the fastest pace in a decade. In April, Japan's exports fell the most since the 2009 global financial crisis. There are fears that Japan's economy could slip by over 22 per cent in the April to June quarter. Some of the world's leading carmakers are Japanese and they are all expecting their profits to slip by over 80 per cent, including Toyota and Mitsubishi. Japan will be officially out of lockdown once restrictions are eased in Tokyo next week. Japan's Masayoshi Son of SoftBank who has funded the world's gig economy, including Uber, said: "The reason for failure lies not externally but within yourself." That sums up Japan's economic problem.

Is unemployment new 'epidemic' spreading across China?

CPI-M General Secretary Sitaram Yechury has targeted the Central government over its handling of COVID-19 lockdown in the country and demanded that the government transfer Rs 7,500 per month, for the next three months, to the accounts of people who lost their livelihood due to the crisis.

He pointed out that the unemployment rate in the country shot up from 7.5 per cent to 23.6 per cent from early March to April 20.

The CPI-M leader also questioned the manner in which the lockdown was imposed in the country.

This in itself negated one of the objectives of the lockdown, of maintaining physical distancing in order to contain community transmission of the pandemic," he wrote.

"Since the announcement of the lockdown, we had suggested that the Central government must immediately provide free food to all the needy. Huge stocks of foodgrains are rotting in our central godowns. These should be sent to the states for free distribution. Neither of these demands has even been considered by the government with you as the Prime Minister," he added.

The pan-India lockdown imposed due to the spurt in confirmed cases of coronavirus in the country may have induced further lowering of the employment rate. According to estimates put out by the Centre for Monitoring Indian Economy (CMIE), the overall unemployment rate hit over 23 per cent in the last week of March 2020.

Estimates show that the employment situation worsened from the beginning of March 2020, before the lockdown was put in place.

Mahesh Vyas, CMIE’s chief executive, wrote on the organisation’s website: "In March 2020, the labour participation rate fell to an all-time low, the unemployment rate shot up sharply and the employment rate fell to its all-time low."

"The unemployment rate in March was 8.7 per cent. This is the highest unemployment rate in 43 months…The unemployment rate during this last week [of March] was 23.8 per cent. Labour participation rate fell to 39 per cent and the employment rate was a mere 30 per cent."

Bad time to be a job seeker in India, unemployment rate highest in 4 months

Additionally, 119 million people have given up on searching for jobs or had no access to the job market. Besides the officially unemployed people, more than 473 million in the world remain affected.

The ILO further implied that the world is missing out on a huge pool of human talent that could trigger long-lasting economic and social benefits.
