Ukraine recaptures eighth village from Russian troops on southern front

War-torn Ukraine is seeking up to $40 billion to fund the first part of a 'Green Marshall Plan' to rebuild its economy. A two-day meet, co-hosted by Ukraine and UK, begins in London on Wednesday. Politicians and financiers will discuss the country's short-term funding issues as well as look at long-term reconstruction efforts. The World Bank estimates Ukraine's reconstruction will cost $411 billion, three times the country's gross domestic product.

The Russia-Ukraine war is escalating to an unprecedented level. Both nations are unleashing a massive missile barrage on each other. The estimation of the cost of damage done by far is insurmountable. As per the World Bank’s latest estimate, the cost of Ukraine’s reconstruction has grown to $411 billion.

Ukrainian saboteurs may have been involved in the destruction of the Togliatti-Odessa ammonia pipeline that was subjected to intense shelling earlier this month, according to classified German defence ministry documents accessed by The Bild.

The report, citing experts from the German defence ministry claims that Ukrainians are sabotaging far beyond the line of contact in order to weaken the Russian forces. The report notes "participation of the Ukrainian side in the destruction of the pipeline [Togliatti-Odessa]" cannot be ruled out. It added that the facility was located in the territory controlled by the armed forces of Ukraine.

Moscow blamed Kyiv for the attack

The revelation by the publication matches the version of the Russian authorities who had blamed Ukrainian forces for the destruction job. Russian Defence Ministry spokesman Lieutenant-General Igor Konashenkov claimed the attack on the pipeline was a terrorist act.

“At about 9:00 p.m. Moscow time on June 5, a Ukrainian subversive and reconnaissance group blew up the Togliatti-Odessa ammonia pipeline near the settlement of Masyutovka in the Kharkov Region. Civilians were injured as a result of this terrorist act,” the spokesman said.

"At present ammonia residues are being blown out of the damaged sections of the pipeline from Ukrainian territory. There are no casualties among Russian servicemen," he added.

The destroyed pipeline is the world's largest ammonia pipeline and sustained damage after heavy shelling in a contested part of the country's northeastern Kharkiv region.

Ammonia is a key ingredient used in nitrate fertiliser, of which Russia is a leading producer. However, ammonia is also highly toxic and can cause severe irritation of the lungs, throat, nose and eyes.

The United Nations fund for agricultural development has lauded India for reviving focus on millets and exporting 1.8 million tonnes of wheat to 18 countries that faced an acute shortage of food last year in the wake of the war in Ukraine.

Alvaro Lario, the president of the International Fund of Agricultural Development (IFAD), also said that India's G20 presidency has the potential to "transform" the global food systems as some of New Delhi's priority areas are in sync with that of the UN body.

In an exclusive interview to PTI, Lario, a noted development finance expert, said the Indian expertise could support the agricultural and rural development in other countries in the Global South.

"We also appreciate India's exports of wheat - 1.8 million tonnes - to 18 countries facing an acute shortage last year in the wake of the war in Ukraine," he said.

Lario was in India to attend the G20 agriculture ministers meeting.

The IFAD is a specialised agency of the UN that has been focusing on financing projects in various poor and vulnerable countries to help them battle poverty, hunger and food insecurity.

"India has also shown thoughtful leadership in South-South cooperation. I very much appreciate, for instance, India's focus on the revival of millets," he said.

"We've seen that millets are an important crop for farmers to adapt to climate change, given that they're drought resistant, and to ensure nutrition in some of the poorest and most remote parts of the world," Lario added.

The IFAD president said India can play a global role in its capacity as the G20 president to transform global food systems.

"India's G20 presidency has the potential to transform food systems. A food system includes all the aspects of feeding and nourishing people: growing, harvesting, packaging, processing, transporting, marketing and consuming food," he said.

"Food systems have been shaken to the core in the last few years --cumulative shocks have reversed years of progress and exposed their weaknesses," he added.

The COVID-19 pandemic, war in Ukraine and climate change have severely impacted the global food security that has triggered a food crisis in the African countries.

India has been strongly flagging the consequences of the Ukraine conflict on food, energy and fertilisers which have impacted the Global South or the developing countries

"The war in Ukraine has led to a humanitarian crisis. It has led to increasing food and fuel prices globally, which in turn is impacting the world's most vulnerable people," Lario said.

"In addition to limiting the provision of grains, it is limiting affordable access to energy and fertilisers. This has been catastrophic for the ability of small-scale farmers - who grow at least one-third of the world's food -to keep producing food and also their ability to access markets," he said.

Ukraine has been a major global supplier of wheat and the Russian invasion of the country resulted in a global food crisis as the supplies were badly hit.

Lario said the "ripple effects" of the war in Ukraine, compounded with other ongoing crises, are a reminder that there is a need to invest heavily in medium to long-term development to avoid being caught again in a similar "costly crisis".

"The key areas identified by the Indian G20 presidency for food systems transformation - ensuring global food security and nutrition; promoting climate-smart agriculture; building inclusive and pro-poor value chains; and using digital technology to create smart solutions -- are the same areas IFAD is concerned about," he said.

Lario also complimented India's overall success in becoming a food surplus country from a food deficit one.

"India has long been an important partner for IFAD -- it is a founding member, and our largest borrower, and also one of our top 15 donors. The impressive progress India has made, going from a food deficit to a food surplus country, can clearly serve as an example for countries facing similar issues," he said.

The IFAD president said at New Delhi's invitation, IFAD has supported India to strengthen its focus and share its experience on local production systems and building markets and resilience.

"It is estimated that we need between USD 300 billion to USD 350 billion per year to revamp food systems. This is not even 3 per cent of the money wasted through the inefficiencies of the current global food systems each year," Lario said.

"It is less than 0.5 per cent of the global GDP. The IFAD's expertise and long-standing partnership with governments can help make public investment more efficient, and food systems more attractive to private investors," he said.

The IFAD president also noted that small-scale farmers produce up to 70 per cent of the food consumed in low and middle-income countries and they often bear the brunt of climate change and other natural disasters.

"We need climate finance both to mitigate emissions and to help economies adapt to the change. The current pace of action is not enough to meet global commitments under the Paris Agreement.

"Between 2017 and 2018, small-scale producers received only USD 10 billion, or 1.7 per cent of climate finance.," he added.

Chief of UN farm fund lauds India for reviving global focus on millets, exporting wheat to 18 countries

A Russia-installed official, on Sunday (June 18) acknowledged that Ukrainian forces have recaptured Piatykhatky village in the southern Zapororizhzhia region, in what might be the second reported gains in the region since Kyiv began its counteroffensive, earlier this month. Meanwhile, both Ukrainian and Russian officials have reported a rise in the death toll after the destruction of the Kakhovka dam.

Death toll due to Kakhovka dam breach rises

The death toll from the floods due to the destruction of the Kakhovka dam rose to 16 in Ukraine, said the officials in Kyiv. Meanwhile, a Russia-installed official in the Moscow-occupied parts of the Kherson region, Andrei Alekseyenko, took to Telegram and said at least 29 people have lost their lives due to the flood, as of late Saturday.

Meanwhile, the Ukrainian interior ministry, in a statement also said that more than 3,600 people have been evacuated from the flooded areas in the Kherson and Mykolaiv regions and some 31 were still missing. Additionally, as of late Saturday, at least 1,300 were flooded, said the Ukrainian officials.

The destruction of the Soviet-era dam on the Dnipro River has prompted the evacuation of thousands of people after it unleashed a flood in several parts of southern Ukraine and in Russia-occupied parts of Ukraine.

While, both Russia and Ukraine have accused each other of destroying the dam, a team of international legal experts who are helping prosecutors in Kyiv with the investigation, in their preliminary findings on Friday said it was “highly likely” that the collapse of the Soviet-era dam was caused by explosives planted by Russians.

Ukrainian forces reportedly take over another village

In what might be the second gain for the Ukrainian forces along the southern Zaporizhzhia region front, a Russian-installed official Vladimir Rogov reported that Kyiv has taken over the settlement of Piatykhatky. Rogov took to Telegram and said Ukrainian forces have entrenched themselves there while coming under fire from Russian troops.

“The enemy’s ‘wave-like’ offensives yielded results, despite enormous losses,” said the Russian official, adding that heavy fighting continues in the area. The claim was not immediately confirmed by Kyiv. This also comes days after Ukraine said it regained control of Lobkove, a village adjacent to Piatykhatky in Zaporizhzhia region.

Meanwhile, the Russian defence ministry, in a statement on Sunday said its forces had repelled a series of Ukrainian attacks across three sections of the front line with "most active actions" in Zaporizhzhia direction while also mentioning attempts to attack in the South-Donetsk and Donetsk directions. However, the ministry did not confirm the Russian-installed official's claim.

Ukraine claims to have destroyed ‘significant’ ammunition depot in Kherson

A spokesperson for the Odesa military administration, Serhiy Bratchuk, on Sunday, claimed that Ukrainian forces have destroyed a “significant” ammunition depot near the Russian-occupied port city of Henichesk in Kherson.

In a video message, Bratchuk, said, “Our armed forces dealt a good blow in the morning - and a very loud one - in the village of Rykove, Henichesk district, in the temporarily occupied territory of the Kherson region.” He added, “There was a very significant ammunition depot. It was destroyed.”

Death toll due to Kakhovka dam breach rises The death toll from the floods due to the destruction of the Kakhovka dam rose to 16 in Ukraine, said the officials in Kyiv. Ukrainian forces reportedly take over another village In what might be the second gain for the Ukrainian forces along the southern Zaporizhzhia region front, a Russian-installed official Vladimir Rogov reported that Kyiv has taken over the settlement of Piatykhatky. Ukraine claims to have destroyed ‘significant’ ammunition depot in Kherson A spokesperson for the Odesa military administration, Serhiy Bratchuk, on Sunday, claimed that Ukrainian forces have destroyed a “significant” ammunition depot near the Russian-occupied port city of Henichesk in Kherson. In a video message, Bratchuk, said, “Our armed forces dealt a good blow in the morning - and a very loud one - in the village of Rykove, Henichesk district, in the temporarily occupied territory of the Kherson region.” He added, “There was a very significant ammunition depot. It was destroyed.” (With inputs from agencies) Disclaimer: A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online.
