Morning news brief: Missile attack rocks Kyiv, Brooklyn Nine-Nine actor Andre Braugher dies, and more

India has the world’s biggest diaspora, with most people living abroad out of any country in the world, as of 2020, according to the United Nations World Migration Report 2022. The Indian foreign ministry said a record number of Indians surrendered their passports last year, with most settling in the United States, Australia, Canada, and the United Kingdom. But this might change soon.

Recently, Australia, Canada, and the UK have introduced visa restrictions which might impact tens of thousands of Indian students and workers who leave the country every year in search of better education and employment opportunities.

According to the Indian government data, the largest number of Indians who gave up Indian citizenship in 2021 settled in the United States (78,284), Australia (23,533), Canada (21,597), and the UK (14,637).

Australia

On Monday (Dec 11), the Australian government in a bid to “fix the broken immigration system,” said that it is restricting the intake of international students and low-skilled workers by tightening the visa rules. It will also tighten the English language test. The decision comes after net immigration was expected to have peaked at a record 510,000 in 2022-23, reported Reuters.

Ahead of the formal release of the government’s strategy, Home Affairs Minister Clare O’Neil said the move is expected to halve Australia's migrant intake over the next two years. “We’ve worked around the clock to strike the best balance in Australia’s migration system,” said the Australian minister.

In line with the new rules, Canberra will require international students to achieve higher scores on English proficiency tests. The students applying for a graduate visa will require a score of 6.5 points, up from 6.0, while student visa applicants will need a 6.0, up from 5.5.

However, Australia’s High Commissioner to India, Philip Green, according to the Mint said, “Commitments agreed between India and Australia under the Australia-India Economic Cooperation and Trade Agreement (AI-ECTA) will be upheld under the new migration Strategy.”

Indian graduates will be eligible to stay on a Temporary Graduate Visa for two years for a Bachelor’s degree, three years for the completion of a Masters’ degree, and four years for finishing a PhD.

The Australian government said it would set up a new specialist visa for highly skilled workers which would cut the processing time to one week, in a bid to help businesses recruit top migrants amid tough competition with other developed economies.

Australia, which has become one of the tightest labour markets in the world, has been long reliant on immigration.

The government believes the new pathway, which will be open to eligible applicants earning at least $135,000 in any occupation aside from trade workers, machinery operators and drivers, and labourers, will add $3.4 billion to the country’s budget over the next decade.

Canada

Earlier this month, the Canadian government’s Immigration, Refugees and Citizenship Canada (IRCC) announced that starting January 1, 2024, the cost-of-living financial requirement for study permit applicants will be raised to more than double.

International students will need to show they have access to US$15,219 (CAN$20,635) instead of the previous US$7,376 (CAN$10,000) which had been in place for around 20 years, in addition to paying for travel and tuition.

The hike also comes as many international students are unable to keep up with the rise in the cost of living in Canada that has spiked over the past couple of years.

In addition to this announcement, IRCC Minister Marc Miller, on Thursday (Dec 7) also said that the measure which offers extended off-campus work hours will be extended till the end of April.

The government had previously sought to limit the number of hours that international students can work while studying in Canada.

“The waiver on the 20-hour-per-week limit on the number of hours international students are allowed to work off campus while class is in session will be extended to April 30, 2024,” said Miller.

The IRCC might set the limit to 30 hours per week moving forward, said Miller, while also ruling out the possibility of full-time work for international students while they are studying.

International education contributes more than $22 billion in economic activity every year and supports more than 200,000 jobs in Canada, according to the government.

Indian students already are set to deal with long delays for visa applications. This comes after Ottawa removed its 41 diplomats from New Delhi amid an ongoing diplomatic row.

Tensions rose following Prime Minister Justin Trudeau’s unfounded accusations of India’s involvement in the killing of Khalistani terrorist Hardeep Singh Nijjar on Canadian soil.

United Kingdom

The British government earlier this month announced tough new immigration rules as the country continues to grapple with high number of people moving to the UK legally and illegally.

The new package of measures has sought to reduce immigration each year by hundreds of thousands.

Home Secretary James Cleverly said he was taking “robust action” to lower authorised immigration which hit a record high in 2022.

“This package of measures will take place from next spring,” said Cleverly on December 4.

The UK government plans to raise the minimum salary required for foreign workers to be eligible for a work visa by a third and make it more difficult for them to bring their families.

The minimum salary threshold for foreign skilled workers will be raised to $48,800 from $33,000. Meanwhile, British citizens who want to bring their foreign spouse to the UK will now have to earn the same amount, which is double the current threshold.

While health and social care, which are highly reliant on immigrant staff, are exempt from the salary rule, care workers from overseas will no longer be able to bring dependent relatives with them. The restriction has raised concerns in the industry that fewer will want to come to the UK.

“Migrant workers were encouraged to come here because both sectors are critically short of staff. Hospitals and care homes simply couldn’t function without them,” said Christina McAnea, general secretary of the Unison trade union.

She also called the measures a “total disaster” for health and the care sector. “Migrants will now head to more welcoming countries, rather than be forced to live without their families,” said McAnea.

Similarly, starting in January, most foreign graduate students will no longer be able to bring family members to the UK. The measures have irked Indian students and business associations, who contribute significantly to the British economy.

A report by London Economics, citing data from 2020-21, said international students put nearly 10 times more into the British economy than they take, with Indians representing the second largest cohort of international students coming to study in the UK.

The measures were announced amid mounting pressure on UK PM Rishi Sunak to act amid record net migration last year. The issue has dominated Britain’s political landscape for more than a decade and the incumbent PM has promised to crack down on irregular migration after tens of thousands of people arrived on small boats across the English Channel.

The British Ministry of Defence (MoD) has been fined $440,000 for revealing the personal details of interpreters fleeing Taiban-ruled Afghanistan. The details of as many as 265 people who may have been eligible to come to the UK under the Afghan Relocation and Assistance Policy (ARAP), were mistakenly copied into an email.

UK Information Commissioner, John Edwards said the error had let those down to whom the country owed so much.

"This was a particularly egregious breach of the obligation of security owed to these people, thus warranting the financial penalty my office imposes today," he added.

The error saw the addresses of hundreds of people, including the Afghan interpreters openly included in the "to" field of the email, rather than the blind carbon copy (Bcc) field. As a result, everyone who received the mail, sent by ARAP, was able to view the emails of others.

Further information about those trying to leave Afghanistan, including one person's location, was then exposed when two people responded to the email by selecting "reply all".

An interpreter, whose identity was exposed, told BBC during an interview that the mistake "could cost the life of interpreters", some of those who were still living in Afghanistan.

"Some of the interpreters didn't notice the mistake and they replied to all the emails already and they explained their situation which is very dangerous. The email contains their profile pictures and contact details."

The then defence minister Ben Wallace told the parliament he was apologetic for the breach.

"I apologise to those Afghans affected by this data breach and with whom we are now working...to provide security advice," said Wallace.

At the time, the authorities advised the concerned people to change their addresses and relocate while informing their team about the new place of operation via a secure form.

The investigation found that the MoD failed to comply with the data protection requirements for technical processes to safeguard data.

The death of an asylum-seeker on a housing barge near the southern coast of England has kicked off a police investigation, said multiple media reports on Tuesday (Dec 12) citing British officials. The death on the housing barge, called Bibby Stockholm, has been confirmed by the Home Office.

The Associated Press quoted a Dorset Police spokesperson who said that police officials got “a report of a sudden death of a resident on the Bibby Stockholm” on Tuesday.

“Officers are conducting inquiries into the circumstances of the incident,” said the spokesperson.

Bibby Stockholm, the barge, is currently housing migrants who are awaiting result of their applications for asylum in the UK. The barge has the capacity to hold 500 people and is currently moored in Portland harbour, Dorset.

The controversy surrounding the barge

The Bibby Stockholm has been a matter of controversy. The housing barge and disused military barracks are being used by the British government to avoid the costs to house incoming illegal migrants in hotels across the country. The migrants often cross the English Channel in boats that more often than not are unseaworthy.

UK PM Rishi Sunak has vowed to 'Stop the boats' in his campaign bearing the same name.

The controversy surrounding the barge The Bibby Stockholm has been a matter of controversy. British FMCG giant Unilever has come under the radar for bogus 'green' claims about its products. The UK antitrust regulator has opened a probe against the company over claims that it misled shoppers about how environment-friendly its products are.

British FMCG giant Unilever has come under the radar for bogus 'green' claims about its products. The UK antitrust regulator has opened a probe against the company over claims that it misled shoppers about how environment-friendly its products are. The Competition and Markets Authority (CMA) in a statement released on Tuesday (Dec 12) said an initial review into Unilever's tactics found that the multi-billion dollar company was using a range of "concerning practices" to sell its products. “Essentials like detergent, kitchen spray, and toiletries are the kinds of items you put in your supermarket basket every time you shop. More and more people are trying to do their bit to help protect the environment, but we’re worried many are being misled by so-called ‘green’ products that aren’t what they seem.” The watchdog added that it was worried Unilever might have been overstating how clean and green it was. The company, which is responsible for brands such as Dove, Comfort and Cif among others focused on single aspect of the product to suggest it was environmentally friendly. Use of colours and imagery such as green leaves created the impression that some products were greener than what reality might reflect. If Unilever is found guilty of greenwashing claims, the watchdog could take it to court where the case could even go to trial. Also read | Big brands like Coca Cola found guilty of 'greenwashing', what is this and why is it problematic? After the release of CMA's statement, Unilever said it was "surprised" and "disappointed" by the investigation but added it would cooperate with the watchdog. "We refute that our claims are in any way misleading. Unilever is committed to making responsible claims about the benefits of our products on our packs and to these being transparent and clear," a company spokesperson said. The authorities launching the probe against Unilever is part of a broader battle against "greenwashing" that mega companies often use to sell themselves as a sustainable and eco-conscious company. In January, earlier this year, CMA expanded its investigation to include consumer goods companies that make essential items such as food, drink, cleaning products and toiletries. Watch | The seven sins of Greenwashing × What is Greenwashing? The process of fabricating or exaggerating a product, service, brand, or even an entire company's green credentials is known as "greenwashing." Prominent mosque chairman Mohammed Kozbar, who had praised the founder of the Palestinian militant group Hamas was invited to a dinner hosted by the London Met commissioner, reported the Sunday Telegraph, on Saturday (Dec 9).

The event was hosted months after Kozbar’s remarks about the Hamas founder, raising questions about Met’s links to the activist amid criticism over its response to the pro-Palestinian protests in London.

The British capital city like many major cities across the world has witnessed pro-Palestinian protests and pro-Israel rallies since the beginning of the war between Israel and Hamas in Gaza. In the UK several people at pro-Palestinian rallies have been detained for raising antisemitic slogans.

About the event at Scotland Yard

According to the Telegraph, Kozbar attended an evening event alongside senior Met officers in July, five months after he praised Hamas’ founder as “the master of the martyrs of the resistance” and was cited in the official counter-extremism review.

When asked by the British media about Kozbar’s presence at Scotland Yard, Met police’s headquarters, the London police force told the Telegraph, “We can confirm that Mr Mohammed Kozbar is a member of the London Muslim Communities Forum.”

The event was reportedly organised by the London Muslim Communities Forum or LMCF, a Met “strategic advisory body” and was also addressed by Attiq Malik, a hard-left activist who led the LMCF until November.

The Sunday Telegraph also revealed that he had been filmed chanting “from the river to the sea” and railing against “global censorship by the Zionists”.

Hamas launched one of the deadliest attacks on Israel, on October 7, killing at least 1,200 people and taking around 240 people as hostages, according to Israeli officials.

Israel has since retaliated with constant bombardment of Gaza and a ground operation which according to the Hamas-run government and health ministry has killed more than 17,700 people.

Amid the mounting death toll in Gaza, the Israeli government has faced pressure and criticism to minimise civilian casualties in the Palestinian enclave.

Met cuts ties with Malik

Earlier this year, in an official review of Prevent, the government’s counter-extremism programme, raised concerns that the London branch of the National Association of Muslim Police had praised Kozbar despite evidence that he had “previously supported the founder…of Hamas.”

The Telegraph, citing an image of the event on July 7 said Malik and Kozbar were seen having a conversation which was attended by around 50 representatives of the Muslim community in London to mark Eid.

The Met police has since cut ties with Malik saying that some “past language and views” were “contrary with our values”.

Meanwhile, Kozbar and his deputy secretary-general of the Muslim Council of Britain in recent posts on X have repeatedly accused Israel of carrying out a “genocide” in Gaza.

Hamas was proscribed by the UK in March 2001, according to the British government’s website.

In response to The Telegraph’s recent report, Kozbar claimed that he was being subjected to “repeated attempts to smear me as I pursue work to foster better community relations”.

He added, “I condemn the targeting of all civilians, whoever they are. It is criminal to indiscriminately murder innocent men, women, and children.”

Prominent mosque chairman Mohammed Kozbar, who had praised the founder of the Palestinian militant group Hamas was invited to a dinner hosted by the London Met commissioner, reported the Sunday Telegraph, on Saturday (Dec 9). About the event at Scotland Yard According to the Telegraph, Kozbar attended an evening event alongside senior Met officers in July, five months after he praised Hamas’ founder as “the master of the martyrs of the resistance” and was cited in the official counter-extremism review. ALSO READ | Israel-Hamas war: Gaza death toll mounts to 17,770 as heavy fighting continues, claims Hamas When asked by the British media about Kozbar’s presence at Scotland Yard, Met police’s headquarters, the London police force told the Telegraph, “We can confirm that Mr Mohammed Kozbar is a member of the London Muslim Communities Forum.” The event was reportedly organised by the London Muslim Communities Forum or LMCF, a Met “strategic advisory body” and was also addressed by Attiq Malik, a hard-left activist who led the LMCF until November. Met cuts ties with Malik Earlier this year, in an official review of Prevent, the government’s counter-extremism programme, raised concerns that the London branch of the National Association of Muslim Police had praised Kozbar despite evidence that he had “previously supported the founder…of Hamas.” The Telegraph, citing an image of the event on July 7 said Malik and Kozbar were seen having a conversation which was attended by around 50 representatives of the Muslim community in London to mark Eid. ALSO READ | UK PM Sunak's political enemies were allegedly plotting end of his career in London restaurant: Report The Met police has since cut ties with Malik saying that some “past language and views” were “contrary with our values”. It is criminal to indiscriminately murder innocent men, women, and children.” The mosque chairman also told The Telegraph, that he supports “the Palestinian people and their quest for freedom, as clearly expressed as a basic right within international law”.
