Donald Trump’s meeting with Xi Jinping comes amid a US China trade truce, with tariffs, rare earths, technology, Taiwan and growing economic interdependence shaping the relationship between the two powers.

Donald Trump built much of his political brand around confronting China. Tariffs were his weapon of choice, economic pressure his preferred language and Beijing one of his favourite targets. But as Chinese President Xi Jinping arrives in Washington, something has changed. The tariff warrior appears to have discovered tariff diplomacy. Xi's state visit comes during an extended trade truce and against the backdrop of a noticeably less confrontational American approach towards Beijing. The symbolism surrounding the visit is difficult to ignore: elaborate ceremonies, a state dinner and an American president increasingly speaking warmly about his Chinese counterpart. But behind the smiles lies a far more consequential question: who needs whom more? China has leverage Washington cannot ignore. For years, Washington assumed its enormous consumer market, technological superiority and financial power gave it the stronger hand. China has complicated that calculation. Its dominance of critical-mineral supply chains — particularly rare earths needed for automobiles, electronics, semiconductors and defence equipment — has emerged as an important source of leverage. Reuters reports China controls up to 70% of global rare-earth mining, around 85% of refining capacity and roughly 90% of rare-earth metal alloy and magnet production. Previous Chinese export restrictions demonstrated how quickly disruption could reverberate through global industries. That helps explain why tariffs are no longer the entire conversation. Also Read: Trump hails ‘mutual respect’ in US-China ties while welcoming Xi for second state visit Trade, artificial intelligence and rare earths have all featured in discussions ahead of the summit. Washington still possesses enormous leverage of its own, particularly through access to advanced technology, capital and the American market. Beijing, meanwhile, wants economic stability as it manages challenges at home. This is therefore not a story of one superpower becoming dependent on another. It is a story of mutual dependence becoming increasingly difficult to disguise. Xi arrives with another constituency watching There is also a wider geopolitical dimension. Xi arrives in Washington days after using the BRICS summit in New Delhi to explicitly call for the bloc to “rally the Global South” and strengthen cooperation among emerging economies. China's government increasingly presents Beijing as a champion of a more multipolar international system and a partner of developing economies. But that does not mean Xi literally represents the Global South: those countries have diverse interests and do not speak with one voice. Still, the political symbolism matters. President Trump has repeatedly challenged BRICS and the broader push by emerging economies to reduce their vulnerability to American economic pressure. That makes this meeting bigger than a bilateral trade dispute. It is also part of a competition over what the next global economic order will look like. Then comes the biggest red line: Taiwan Trade can be negotiated. Tariffs can be reduced. Agricultural purchases can be increased. Taiwan is different. Beijing has consistently described the Taiwan question as the first red line that must not be crossed in China-US relations. That puts limits on how far the warmth between Trump and Xi can travel. The two governments remain strategic competitors. They disagree over technology, security, military power and the architecture of the Indo-Pacific. And previous agreements remain unfinished. AP reports that progress on commitments reached during their May meeting has been uneven, with analysts expecting incremental progress rather than a sweeping breakthrough from the Washington summit. So what would constitute success? Perhaps the wrong benchmark is a grand deal. A narrower tariff agreement, improved access to critical minerals, agricultural purchases or progress on an artificial-intelligence dialogue would all be tangible outcomes. But preventing another escalation may itself be significant. The relationship between Washington and Beijing has entered a peculiar phase: too competitive for genuine partnership, but too economically intertwined for unlimited confrontation. Trump can threaten tariffs. Xi can weaponise supply chains. Washington can restrict technology. Beijing can find new markets. Eventually, however, both return to the negotiating table. That may be the clearest message from this summit. America still needs China. China still needs America. The world's two largest economies can compete, threaten and manoeuvre — but neither can simply wish the other away. And somewhere between Trump's tariffs and Xi's red lines lies the new reality of superpower politics: the age of dictating terms may be giving way to the age of negotiating leverage.

‘Both will lose in confrontation’: Xi says US and China should ‘coexist in peace’

US President Donald Trump’s decision to greet Chinese President Xi Jinping on the tarmac at Joint Base Andrews on Wednesday (Sep 23) quickly became a talking point, but not only because of the diplomatic significance of the visit. Trump appeared at the Maryland military base wearing a heavy winter coat and leather gloves as Xi arrived for his US visit. The temperature was around 64-65 degrees Fahrenheit (about 18 degrees Celsius), prompting social media users to question the unusual choice of attire.

Video from the ceremony showed US Marines preparing a red carpet as Xi walked down the aircraft stairs. Trump and Xi, accompanied by their spouses, then stood side by side for the national anthems as cannons fired a ceremonial salute.A military jet flew overhead during the proceedings. Trump visibly winced as the aircraft passed, while Xi appeared to watch calmly.

A break from usual protocol
The elaborate tarmac welcome also marked a departure from the more restrained protocol generally used for leaders of major US rivals.Trump has previously opted for highly visible welcomes, including during Russian President Vladimir Putin’s 2025 visit to Alaska, when a red carpet was rolled out for him.Former President Joe Biden, meanwhile, greeted Xi in San Francisco in 2024 after the Chinese leader arrived at the location of their summit. That meeting also featured a military guard and red carpet, but not at the airport tarmac.
Trade tensions shadow Xi’s visit
Xi’s visit comes amid continuing disputes between Washington and Beijing over trade, artificial intelligence and semiconductors. Trump has faced criticism from some domestic opponents over his approach towards China.Ahead of Xi’s arrival, a Republican senator who is generally aligned with the White House also criticised what was described as a “lavish” welcome for the Chinese president.

US vs China in numbers: Who leads in economy, military, AI, trade and technology?

Chinese President Xi Jinping is set to visit the US for two days from September 23 to 25. Xi will arrive in the US on Wednesday (September 23) at Joint Base Andrews, where President Trump will personally welcome him. His visit comes 10 days after India's visit for the 18th BRICS Summit 2026, held in New Delhi, where China, Russia, India and other members jointly targeted unilateral tariffs and coercive economic measures. During the BRICS Summit, the member nations also expressed concern over the ongoing conflicts in West Asia and the growing risks to global stability. But now Xi suddenly moves from the BRICS table to the White House, prompting India to observe the development and the move both nations will take. For decades, the US and China have approached each other through a lens of strategic rivalry. Issues such as trade wars, technology restrictions, Taiwan, the South China Sea, critical minerals and accusations of economic coercion have all contributed to a tension that neither side has attempted to fundamentally resolve. Trump's tariff approach was intended to pressure Beijing into making concessions. However, the economic outcome has turned out to be far less straightforward. China's export performance continues to hold strong, with its global trade surplus expected to surpass $1 trillion for a second year running. As a result, the upcoming Trump-Xi meeting is likely to centre not on any breakthrough, but on maintaining what remains a fragile truce in the ongoing trade standoff. Also read: 25 years of evolving rules: How 9/11 changed airport security of world forever? But now, the Chinese President will be at the dinner table of the White House discussing several agenda items related to economic cooperation. The question that lies ahead is how India sees this talk now. Basically, New Delhi has long been wary of being treated as a secondary player in the US-China relationship, and a high-profile Xi-Trump summit so soon after the BRICS bonhomie could revive those anxieties. The substance of the Washington talks matters too. With AI, trade and rare-earth mineral flows on the agenda, any US-China understanding on these fronts could directly affect India, particularly since China controls critical supply chains India depends on, and any shift in US tariff or export-control policy toward Beijing could reshape trade dynamics affecting Indian industry as well. On the ongoing development, Dr Ashok Kumar Mittal, Rajya Sabha MP and BJP leader, founder chancellor of Lovely Professional University, told WION, “President Xi Jinping’s movement from BRICS discussions in New Delhi to engagement with the US shows how quickly global relationships are changing. For India, this is a time to stay engaged with all major countries while keeping our national interests at the centre. India should continue to work towards peace and stability with China while also strengthening ties with the United States and other global partners. At the same time, we must focus on trade, technology, education and stronger supply chains to build a more resilient economy. India has an important role to play in a changing global order. We should use our relationships with different countries to create more opportunities for our people and contribute to a stable and balanced world.” For New Delhi, this raises questions about Xi, whether his India's visit was a genuine reset or a strategic move ahead of Beijing's own Washington outreach, especially as trade and technology tensions between the US and China remain a live issue.

This places some of the biggest names in AI, semiconductors and consumer technology in the room. On September 24, President Donald Trump and First Lady Melania Trump will welcome Chinese President Xi Jinping and his wife, Peng Liyuan, to a dinner held in the East Room of the White House. Among those expected to attend, according to US officials, are several major tech figures: Amazon's Jeff Bezos, Google parent Alphabet's Sundar Pichai, OpenAI's Sam Altman, Apple's Tim Cook, Tesla's Elon Musk, Nvidia's Jensen Huang, and Dell Technologies founder Michael Dell. Several executives from the financial sector are also anticipated to be present. Both Trump and Xi are set to deliver remarks at the start of the evening. The involvement of these tech leaders comes at a time when artificial intelligence is expected to be a key discussion point between the two leaders. US officials also indicated that trade issues and the export of Chinese rare-earth minerals will be part of the broader agenda. Collectively, the companies in attendance represent a wide swath of the tech industry, from AI and semiconductors to cloud services, mobile devices, electric vehicles and online retail, all sectors currently caught up in the trade and technology friction between the US and China.
