FIFA president Gianni Infantino said on Wednesday that football’s governing body will consider changing the rules over the transfer of minors after Premier League Chelsea were hit with a transfer ban.

Chelsea were banned last week from signing anyone in the next two transfer windows after being found guilty of breaching FIFA’s rules relating to signing overseas players under the age of 18.

FIFA's rules say players aged 18 or under can only be transferred abroad if one of three criteria are met: if their parents emigrated for non-footballing reasons, both clubs are in the EU or European Economic Area and the player is aged between 16 and 18 or the player lives within 100km of the new club.

Clubs like Barcelona, Real Madrid and Atletico Madrid have also received transfer bans in recent years after falling foul of the rules and Infantino, speaking at a news conference in Rome, said the regulations should be subjected to renewed scrutiny.

“There are rules, regulations, whether we like them or not they have to be respected as long as they are there,” he said.

“Otherwise if we don’t like them we need to change them... Maybe we should raise the minimum age all over Europe, or we should allow certain exceptions based on certain clear criteria, for young boys or girls to be able to have good training conditions in other parts, but protecting the minors.

“This is our main priority so it is certainly an area that we have to look into and continue looking into in the future as well."

Infantino, who was elected in February 2016, also said that FIFA intends to review regulations over the activity of football agents.

“We are planning to revisit the regulations governing agents because we feel it’s necessary to fine-tune those rules,” he said.

“Today the economic flow involved in transfers is about 8 billion euros ($9.10 billion) a year without considering the money paid to the footballers.

“So I think it would only be fair for those involved in these transfers to be regulated, their profession clearly needs to be governed. All other professions are governed and disciplined in Italy and throughout the world so why not them?"

Infantino said agents were subjected to tighter rules in the United States.

“Look at what happens in the USA. Often the USA is taken as an example but the USA is the homeland of the free market of laissez-faire. Everything is open, people do whatever they want. But these professions are regulated in a very stringent way.

“You’ve got huge volumes and books that govern transfers and changes in clubs and agents. We’ve got these slim booklets here in Europe and in FIFA so we’ve got a bit of work to do.

“We are talking about this with everyone – with clubs, leagues, federations and football players and agents. Hopefully this year we’ll be able to propose measures to further regulate this activity to protect everyone: footballers, clubs and agents themselves.”

FIFA to re-examine transfer rules for minors: Gianni Infantino

FIFA have banned <a href="http://www.wionews.com/search?q=chelsea">Chelsea</a> from the next two transfer windows after the Premier League club was found guilty of breaching rules regarding overseas players under the age of 18, soccer's world governing body said on Friday.

In a statement, FIFA said Chelsea had also been fined 600,000 Swiss Francs ($599,460) and had been given 90 days to "regularise the situation".

After a lengthy investigation into how Chelsea register players at academy level, they were found to have breached article 19 of the regulations in the case of 29 minor players.

FIFA added the London club had also breached article 18bis in connection with two agreements it concluded concerning minors and which allowed it to influence other clubs in transfer-related matters.

The ban does not apply to Chelsea's women's team.

England's Football Association was also fined 510,000 Swiss francs and given six months to address the situation concerning the international transfer and first registration of minors.

Both decisions can be contested before FIFA's Appeal Committee with the possibility of the matters ending up in the Court of Arbitration for Sport (CAS).

The news is a serious blow to Chelsea who are struggling to finish in the Premier League's top four, having slipped to sixth place.

They have lost five of their last 10 games in all competitions and manager Maurizio Sarri, who took over in July, is already under pressure.

Whether he survives or not Chelsea would need squad-strengthening in the summer, especially with Eden Hazard keen on a potential move to Spanish giants Real Madrid, according to British media reports.

Chelsea were yet to comment on the transfer ban.

FIFA bans Chelsea for next two transfer windows over under-age signings

Premier League spending in the January transfer window fell for the first time since 2012 after three of the top six clubs decided not to add players to the squad, according to a Deloitte report published on Friday.

Thursday's deadline day spending accounted for 50 million pounds ($65.49 million) -- bringing the month's spending to 180 million pounds.

That is less than half of January 2018 spending of 430 million pounds, which included Liverpool signing Virgil van Dijk from Southampton for a world record deal fee for a defender.

The top six Premier League clubs - Liverpool, Manchester City, Tottenham Hotspur, Arsenal, Chelsea and Manchester United - accounted for 43 percent of expenditure, lower than January last year when this figure stood at 62 percent.

Tottenham are set to play the entire 2018-19 campaign without recruiting players, having failed to add new faces over the last two transfer windows.

Liverpool, United, Everton and Southampton also chose not to sign anyone in January.

"With central distributions to clubs now likely to remain around current levels until at least the end of the 2021-22 season, clubs are potentially taking a more long-term view to their transfer strategies," Tim Bridge, director in the Sports Business Group at Deloitte, said.

January spending was at 225 million pounds in 2011 but fell to 60 million pounds in the following year.

This year's biggest transfer move of the January window came from Chelsea, who spent 55 million pounds for Christian Pulisic from Borussia Dortmund.

For the first time since 2005, Newcastle United broke their transfer record to sign Paraguayan playmaker Miguel Almiron from Major League Soccer side Atlanta United for 20 million pounds.

Wolverhampton Wanderers completed the signing of Atletico Madrid full back Jonny Otto for 15 million pounds after a successful loan spell.

Defending champions Manchester City signed Hajduk Split midfielder Ante Palaversa for 7 million pounds and loaned him back to the Croatian side.

The Deloitte report also confirmed that clubs in the bottom six of the standings recorded spending of 20 million pounds, compared to 90 million pounds in the same period last year.

Manchester United winger Anthony Martial wants to leave the Premier League club due to a deadlock in contract negotiations, according to his agent Philippe Lamboley.

Martial, 22, has a year left on his current contract but talks of a renewal remained stagnant over the past few months.

"After thinking about all the possibilities and scenarios, Anthony wants to leave Manchester United," Lamboley told French news outlet RMC Sport.

"I think that when Manchester United, which is the most powerful club in the world ... do not find an agreement in eight months of negotiations, it is because they do not really want to make him an important member of the team."

Lamboley admitted that United will have the final say in the matter.

"... Important to remember that he is under contract, that Manchester United will have the last word and that we will respect the decision of the club."

Martial, who was limited to 18 Premier League starts last season, was not picked for Didier Deschamps's French squad for the World Cup.

Brazilian midfielder Rafinha moves to Inter Milan

Alexis Sanchez said Monday he was &quot;thrilled to be joining the biggest club in the world&quot; as he moved to Manchester United from Arsenal in a swap deal with Henrikh Mkhitaryan.

The 29-year-old Chile striker, who came close to joining Manchester City last summer, has signed what is believed to be a four-and-a-half-year contract that will make him the highest-paid player in the Premier League.

It has been widely reported that Sanchez will earn a pre-tax salary of &pound;500,000 ($695,000, 567,000 euros) a week.

Armenia international winger Mkhitaryan, also 29, will head to the Emirates after he fell out of favour with United manager Jose Mourinho during 18 months at Old Trafford.

Sanchez joined Arsenal for &pound;31.7 million in 2014 after three years at Barcelona but his relationship with the Gunners soured after he tried to orchestrate a move to City last year.

Hit back at criticism

In an Instagram post, he took a parting shot at ex-Arsenal players who have criticised his attitude.

&quot;There are people (former club players) who have spoken with no knowledge of what happens inside the club and cause damage,&quot; Sanchez wrote.

&quot;I must say I always gave 100%, until the last day, when I asked the Mister (Arsenal manager Arsene Wenger) to be in the team because I wanted to be a contribution.&quot;

Last week, former Arsenal defender Martin Keown called Sanchez &quot;football&#39;s biggest mercenary&quot;.

In a statement issued by United, Sanchez said he had spent &quot;three-and-a-half wonderful years&quot; at Arsenal &quot;and I bring with me very positive memories of that great club and its fans&quot;.

Referring to Old Trafford, he said: &quot;The chance to play in this historic stadium and to work with Jose Mourinho was something I could not turn down.

&quot;I am very proud to be the first Chilean player ever to play for United&#39;s first team and I hope I can show our fans all around the world why the club wanted to bring me here.&quot;

&#39;One of world&#39;s best&#39;

United will be hoping their substantial investment helps close the gap on their Emirati-backed cross-city rivals Manchester City, who are streaking away with the Premier League title this season.&nbsp;

Sanchez will partner Romelu Lukaku in the United forward line, with England strikers Marcus Rashford, 20, and the in-form Jesse Lingard, 25, forced to fight for their places.

Mourinho said: &quot;Alexis is one of the best-attacking players in the world and he will complete our very young and talented group of attacking players.&quot;

Sanchez spent three years at Barcelona, winning La Liga in 2013. At Arsenal, he twice lifted the FA Cup, but did not come close to a Premier League title and his frustration has been evident this season amid reports of rows with teammates.

He has played 119 times for Chile and helped his nation win back-to-back Copa America titles in 2015 and 2016, although they failed to qualify for next year&#39;s World Cup in Russia.

His move to United was celebrated in his homeland, where fans on social media lauded the Red Devils&#39; &quot;winning&quot; mentality, in contrast to the paucity of recent success at Arsenal.

&quot;The golden destiny of Alexis,&quot; said daily newspaper La Tercera.

Mkhitaryan joined United for around &pound;30 million in 2016 after three years at Borussia Dortmund.

The highlight of his stay in Manchester was scoring in the Europa League final victory over Ajax last season and he also helped United win the League Cup.

&quot;I would like to wish Henrikh all the success and happiness that I am sure he is going to get. He is a player that we will not forget, especially for his contribution to our Europa League victory,&quot; added Mourinho.

Mkhitaryan told the Arsenal website he had &quot;always dreamed of playing for Arsenal&quot;.

&quot;Now that I&#39;m here, I&#39;ll do my best for this club to create history,&quot; he said.

Arsenal boss Wenger said he was happy to acquire Mkhitaryan in the deal.

&quot;Henrikh is a complete player. He creates chances, he defends well, he can absorb distances and he&#39;s very committed as well.

&quot;I must say he&#39;s a player who has all the attributes.&quot;

The Sanchez-Mkhitaryan deal is the latest move of a January transfer window during which Liverpool sold Philippe Coutinho to Barcelona for 160 million euros and signed central defender Virgil Van Dijk from Southampton for &pound;75 million (85.5 million euros).

Reports in Germany say striker Pierre-Emerick Aubameyang could be on his way to Arsenal from Borussia Dortmund.

Barcelona&nbsp;has &quot;strongly&quot; denied claims made by Spanish daily Sport on Saturday that they have reached an agreement to sign Antoine Griezmann from Atletico Madrid at the end of the season.

Juventus general manager Giuseppe Marotta has dismissed reports that the Serie A champions are interested in signing Italian striker Mario Balotelli as &quot;a hoax&quot;.

Barcelona confirmed on Tuesday that defender Javier Mascherano will leave the club this month, with Spanish media reporting the Argentinian is heading to Hebei China Fortune.

The Catalan giants said the 33-year-old would be given an official farewell on Wednesday and say goodbye to fans at Thursday&#39;s Copa del Rey quarter-final, second leg against Espanyol.

He made 334 appearances for the club under five different coaches: Pep Guardiola, Tito Vilanova, Tata Martino, Luis Enrique and Ernesto Valverde.

&quot;Javier Mascherano&nbsp;is leaving FC Barcelona after seven and a half seasons,&quot; the club said on their website.

The five-time European champions did not specify where Mascherano was going, but Barcelona sports paper El Mundo Deportivo reported that he will &quot;this Friday become part of the squad of his new club Hebei China Fortune&nbsp;who are doing their pre-season in Marbella (in southern Spain)&quot;.

In December, Sport, another Catalan daily, said that Hebei had reached a deal to sign the Argentina international from Barca for 10 million euros ($12.2 million), conditional on the Spanish club plugging the gap, which they did by signing Colombian centre-back Yerry Mina.

Mascherano arrived from&nbsp;Liverpool&nbsp;in August 2010 and won four La Liga titles, four Copas del Rey, two Champions Leagues and two Club World Cups and only scored a single goal from 334 appearances, when his team-mates pushed him to take a penalty during a 7-1 rout of Osasuna in April 2017.

Only two non-Spaniards, Lionel Messi and Dani Alves, have played more games for Barcelona.

FC Barcelona signed Colombia centre-back&nbsp;Yerry&nbsp;Mina to strengthen its defence. Y. Mina joined Barcelona from Brazilian side Palmeiras on Thursday on a five-year deal for a fee of 11.8 million euros ($14mn), the Catalan club announced.

He was officially presented at Camp Nou, in front of the Barca fans on Saturday.

The 6ft 5in (1.95m) 23-year-old is set to fill the void left by Javier Mascherano, who is on the verge of a 10mn euro switch to China&#39;s Hebei Fortune.

The Colombian international will be Barcelona&#39;s second signing of the January transfer window after Philippe Coutinho&#39;s 160 million-euro capture from Liverpool.

FC Barcelona officially unveils Yerry Mina

West Ham United manager Slaven&nbsp;Bilic&nbsp;is keen to bring in one more player before the transfer window closes on Aug. 31 but admits he may have to rush through another deal if he loses someone from his tight squad.

West Ham have strengthened with five new players including striker Javier Hernandez, defender Pablo Zabaleta and winger Marko Arnautovic but there has been speculation Argentine Manuel Lanzini was being lined up by Liverpool.

&quot;We will see what happens in the last week of the transfer window, if somebody is going to leave or come in,&quot;&nbsp;Bilic&nbsp;told reporters ahead of Wednesday&#39;s League Cup match against Cheltenham Town.

&quot;I&#39;m happy with the squad now. I would like to have one more and after that, if somebody leaves we have to fill that gap because we don&#39;t have a big squad ... We are happy but if somebody leaves we have to be ready to act.&quot;

West Ham, who have lost their opening two league games of the new season, travel to Newcastle United when Premier League action resumes on Saturday.
