In his first scheduled press conference after the one in December 2017, Superstar Rajinikanth clarified that he had never harboured the desire to be the chief minister of Tamil Nadu, but elaborated on his vision of "cleaning up politics"&nbsp;and fostering the next generation of young leaders by charting out a three-point agenda. However, he refused to take any questions and his speech did not reveal any dates and other specifics regarding his party apparatus and his political plunge.

“Before 2017 December I have never made mention of politics, prior to that I have maintained that only God will decide. In 1996 had I come to politics, I wondered and thought what should I offer to the people and I started following politics.”&nbsp;

Rajini's three-point agenda

1. "Both mainstream parties AIADMK and DMK have booth committees of around 50,000-60,000 party posts. These posts are needed during elections but aren’t required after winning. But after winning the polls and forming the government, the people holding these posts and their family members will take up contracts, tenders and be an impediment to the implementation of welfare schemes. This is bad for governance, the people and the party. We will keep only those that are needed".

2. "In the current legislative assembly, most members are aged above 50 and 60, those below the age of 50 are very few. New and young people don’t come into politics, if they do, it is because of influence. I envision a party where 60-65 per cent of people are aged below 50. Youth with adequate qualification and a decent social standing. The realigning 30-40 per cent would consist of retired judges, IAS, IPS and politicians. This would also include women. I will invite such genuine people who are admired by the masses and invite them to clean up the system."

3. "All across India, when it comes to state parties the party chief and head of government are the same people. If someone questions the leader, they will be shunted out. I propose one leader for the party and another leader for the government. There will be a council of experts who will recommence the necessary actions and decisions, policies and the political leadership and will be held responsible for implementing it - more like the role of a CEO. The party leader should not interfere in the work of the government and won’t disturb them, but will monitor them like an opposition party and replace those in government if they are found to be at fault.

Rajinikanth also said: “I have never even thought of becoming the CM of Tamil Nadu or sitting in the Assembly and speaking. It is not even in my blood. I want a new wave, new power and&nbsp;new blood to go to seize power in the assembly and Rajini will be a bridge for this”.

Rajini also played a clip of his December 2017 speech.&nbsp;

He said that he was very confident of his ideas and that as he started speaking to eminent people it was surprising that they didn’t accept it. "Even when I spoke to our district secretaries and told them that I didn’t want to be chief minister, they didn’t agree to it and asked who will join us? “But I say that we don’t need those who are after power, we need those who would come together for the national good.”

He cited the example of former Tamil Nadu Chief Minister CN Annadurai who created so many leaders.

“In Tamil Nadu, there are two established political giants who have money and muscle power and in amid this, it will be difficult for us to make an entry.”

Speaking of the ‘Dravidian giants’- the AIADMK and DMK, Rajini said, that the two big leaders of the state are absent and that people could change the 54-year-old rule and that the public needs to think about it.”

“If I back out they will call me a coward, but on the other side, elections are not ordinary, my cadre and party men would spend money and am I not making them sacrificial lambs? “

Taking the names of great leaders like Mahatma Gandhi and Swami Vivekananda, Rajini said that a new movement should rise, using this opportunity.&nbsp;

“We need to tell people, this is not for Rajini, this is for the people of Tamil Nadu. I’m not here to get 15-20 per cent of the votes and this is my only chance. I am 71 years old and by the next polls in 2026, I will be 76. Once the message reaches more people and the common people want a change, let me see that happen and I will come to make my entry.”

This should spread across India. If political change and government change do not happen today, it will never happen, Rajini said.&nbsp;

Rajinikanth says no desire to become CM, lists three-point agenda

Tamil Nadu Chief Minister Edappadi K Palaniswami’s announcement to categorize eight Cauvery delta districts as a ‘Special Protected Agricultural Zone’ has drawn flak from the principal opposition party DMK.&nbsp;

The move comes to ensure the state’s food security and has been welcomed by leaders from across party lines.&nbsp;

The chief minister’s announcement gains significance as there has been continued opposition to projects like those involving hydrocarbon extraction, including Neduvasal in Pudukottai district. The government had also come under attack from the opposition parties and fringe outfits for allegedly attempting to bring in projects that would cause irreparable damage to the agricultural land.

The chief minister’s announcement was welcomed by their ally PMK’s leader Ramadoss, who welcomed the move and called it a “victory”, as it would prevent the desertification of the Cauvery districts. Tamil Nadu Congress chief KS Alagiri also had expressed that the move would benefit the farmers.&nbsp;

DMK MLA and principal secretary KN Nehru stated that the announcement regarding the protected agricultural zone was only meant to divert people’s attention from the betrayal of farmers in the delta region.&nbsp;

He issued a statement challenging the chief minister to adopt a resolution in the Assembly, which would ensure that hydrocarbon exploration projects will be prohibited in the delta region, and cancel the exploration projects awarded to the Vedanta group and ONGC.&nbsp;

“The chief minister should also withdraw the letter written by Environment Minister KC Karuppannan, in which he had stated that public hearings and environmental clearances were not necessary for such projects. After that, he can make the announcement designating the delta region as a protected agricultural zone in the Assembly,” the DMK leader said.&nbsp;

The DMK leader’s statement called the Chief Minister’s announcement a ‘farcical drama’, stating that the AIADMK government had approached the Supreme Court against the Madras High Court’s direction on a farm loan waiver.&nbsp;

“If the CM thinks people would forget about the suicide of 13 farmers and the police action against farmers, he is day-dreaming”. The statement also condemned the CM’s statement that it was the erstwhile DMK government that had granted permission for hydrocarbon exploration projects.&nbsp;

During an official function on Sunday at Thalaivasal, in his native district Salem, the Chief Minister assured that the state government would never grant the go-ahead for projects such as hydrocarbon exploration in the delta region.

Farmers in the Cauvery delta region have been opposing the proposed hydrocarbon project of the Central government, which was meant to be executed by Vedanta Limited and Oil and Natural Gas Corporation (ONGC) Limited.

In his speech, Palaniswami said that his government was taking the decision to declare the delta region as a protected agricultural zone in recognition of the farmers' concerns and toils. “I may be the chief minister, but I am a farmer too and would never permit any project that would affect farmers livelihood. This decision is to end the hardships faced by farmers”.&nbsp;

He announced that the Cauvery delta regions in Thanjavur, Tiruvarur, Nagapattinam, Pudukottai, Cuddalore, Ariyalur, Karur and
Trichy districts would be categorized under a 'protected special agriculture zone'. The chief minister also added that the government would enact special legislation after seeking opinions from legal experts.

Palaniswami also accused senior DMK leader TR Baalu, for having been chosen to implement the project in Tamil Nadu in 2010. The DMK government in January 2011 signed an MoU with a private firm to drill borewells and conduct explorations for four years in the region, he stated.

The MoU was signed when DMK president MK Stalin was the deputy chief minister of Tamil Nadu. But now, the DMK was conducting protests in the region and spreading lies among the public, he said.

The National Investigation Agency (NIA) on Saturday conducted searches at Thanjavur and Tiruchirapalli districts in connection with a Tamil Nadu-Kerala ISIS module case.

The searches were conducted based on the warrants issued by Ernakulam's special NIA court. In June earlier this year, a raid was conducted in Coimbatore following which two people, namely, Mohammed Azarudheen and Shiek Hidayathulla were arrested.

Today, the search was conducted at the associates of the two arrested accused. The NIA recovered digital devices including two laptops, six mobile phones, one pen drive, one hard disc, one memory card, one axe and seventeen documents from the spot.

"The seized items including the digital devices will be submitted to the NIA Special Court, Ernakulam, and the digital devices will be sent for forensic examination," it stated.
The agency said that the suspects are being examined to ascertain their association with the arrested accused and involvement in any unlawful activity.

Campaigning for his party ahead of the by-elections, DMK chief MK Stalin alleged that law and order situation is worst under the AIADMK government and cited the "Pollachi sexual assault case" to make his point.

"Law and order situation is worst under the AIADMK regime, Pollachi sexual assault case is an example. As you all know, AIADMK deputy speaker Pollachi Jayaraman is the key accused in the case. The culprits ruined the future of more than 250 girls," said Stalin while addressing an election rally.

Stalin alleged that AIADMK government led by Chief Minister Edapaddi K Palaniswami is a trademark of "corruption" and "loot".

"The Chief Minister said that he is proud of his government and also that his government is embalmed with the ISI mark, but the truth is, his government has got ISI mark in corruption and loot," said Stalin.

"AIADMK has been in power for the last eight years but have not conducted local body elections which should have been conducted three years ago. AIADMK knows very well that if local body elections are held, DMK will win and they will not be able to loot money," he said.

AIADMK and opposition DMK are making all-out efforts for the Nanguneri and Vikravandi Assembly by-polls scheduled to be held on October 21 with both Palaniswami and Stalin campaigning for their respective parties.&nbsp;

The Madras High Court on Thursday permitted the Tamil Nadu State Government to erect banners from the Chennai airport till Mahabalipuram town to welcome Prime Minister Narendra Modi and Chinese President Xi Jinping who are to have an <a href="https://www.wionews.com/india-news/chinese-president-xi-jinping-to-visit-chennai-for-second-informal-summit-with-pm-modi-253221">informal summit in the Mahabalipuram town</a> over the next weekend.&nbsp;

The Division Bench of Justice Sathyanarayanan and Justice Seshasayee stated that permission was not required as the ban on flex banners applied only to political parties, while also making it clear that the banners must be erected in a manner that does not inconvenience to the public. The Court also said that no political parties would be allowed to erect banners.

The State Government in its affidavit submitted to the Madras High Court, on Tuesday, said that all over the state political parties were not permitted to erect banners, but since PM Modi and Xi are visiting Mahabalipuram during October 11-12 for an informal summit, as part of bilateral relations and a goodwill gesture it is customary to erect banners to welcome the dignitaries.&nbsp;

The state government mentioned that the Ministry of External Affairs has proposed to put up welcome banners in Chennai in 14 locations, nine locations in East Coast Road, two locations in Mahabalipuram. Where the state government would erect banners in five locations in Chennai, four locations in Mahabalipuram and seven locations in Old Mahabalipuram Road and East Coast Road.&nbsp;

The above welcome banners will be put up from October 9 to 13. The welcome banners will be in places as per the specifications mentioned in the existing rules and it would be ensured that these banners would not cause any hindrance to the public. The strictest standards of safety would be maintained.

The banner culture has been a talking point in Tamil Nadu over the last month, after the tragic death of 23-year old Techie Subhasree, who was run over by a lorry after an illegal banner fell on her, while she was riding her bike. In 2017, the court had banned hoardings and flex boards featuring living persons, however, the banner culture has continued to block pedestrian walkways and arterial roads unabated.&nbsp;

In December 2018, the Madras High Court restrained all the political parties in Tamil Nadu from erecting digital banners and hoardings on arterial roads posing a risk to road users and pedestrians, until further orders.

On Wednesday, actor-turned-politician Kamal Haasan had appealed to PM Modi on Twitter, requesting him to put an end to the banner culture, as the Madras High Court is expected to respond on Thursday to permissions sought by the state government for erecting banners ahead of the Modi-Xi Jinping informal summit that is to take place over the following weekend in Mahabalipuram.

Haasan Tweeted, ''Honorable @PMOIndia While Thamizh Nadu and Thamizhians are struggling to cope up with the loss of Shubasri’s death, the Thamizh Nadu Government has approached the courts to obtain permission to erect your banners. If you act as a pioneer in taking the first step to put an end to this haphazard banner culture, it will reflect your concern towards the sentiments of Thamizhians, and that in itself will garner you the greatest publicity possible. Tamil Nadu Police are on high alert following intelligence inputs which had warned that up to six terrorists of the Lashkar-e-Taiba may have infiltrated the state. It is suspected that one of the six is a Pakistani National whereas the other members are Sri Lankan nationals.&nbsp;

Security in the state capital Chennai and the second-largest district Coimbatore has been tightened, with an increased vigil and police deployment at sensitive areas, religious gatherings, places of worship, public places, and places of transit.&nbsp;

Around 2000 police personnel have been deployed in Coimbatore where a red alert has been sounded. Check posts have been set-up at entry and crucial borders to check the incoming and outgoing vehicular traffic.&nbsp;&nbsp;

Speaking to WION, Sumit Sharan, Commissioner of Police, Coimbatore said, "the intelligence agencies are closely monitoring the developments and the police force is maintaining a strict vigil at the airport, railways stations, sensitive areas and vital installations".

Earlier in the day, Chennai Police Commissioner, A K Viswanathan told reporters, "Chennai Police are on heightened alert to avoid any untoward incidents and storming operations are also in progress".

Meanwhile, the neighbouring state Kerala was also on high alert after the report.

Taking cognizance of the alert, Kerala Director General of Police (DGP) Lokanath Behera has sent a directive to all district police chiefs to take caution.

In 1988, Coimbatore was struck by terrorism when over 50 people were killed due to serial blasts that occurred in various parts of the city.&nbsp;

In July this year, the National Investigation Agency (NIA) had conducted searches at the residences of 14 men who were deported to India from the UAE. They were arrested on July 15 for owing allegiance to the proscribed terrorist organisations Islamic State/Daesh, Al-Qaeda and SIMI, while being within and beyond India. They had allegedly conspired and made preparations to wage war against the government of India by forming the terror gang Ansarulla. After the interrogation of the initial 14 members, the agency also arrested two more members from Nagapattinam, hence taking the toll to 16.

'Palani panchamirtham', the holy offering at the Arulmigu Dhandayuthapaniswamy temple in Tamil Nadu's Palani hill town, is well known for being one of the oldest forms of jam or fruit mix, but making it sweeter is the successful registration of the geographical indications (GI) tag for the same.&nbsp;

The application for the same was filed by the joint commissioner/executive officer of the temple on June 15, 2016.&nbsp;

While the GI has been registered successfully and it reflects on the intellectual property India website, it could take a couple of days more until the certificate is available, said officials.

According to the GI application, the panchamirtham is classified under foodstuff and its ingredients include- banana, jaggery, cow ghee, honey, and cardamom.&nbsp;

For additional flavour diamond sugar candy and dates are added. It also mentions that the holy offering is prepared under the guidance given by the Central Food Technological Research Institute (CFTRI), the government of India undertaking.

Interestingly, panchamirtham finds mention in the ancient Tamil texts and this offering is said to be dating back to the 9th-century AD. In Tamil, ‘Pancha’ means five and 'amirtham' refers to divine nectar.

While the whole process of producing Palani panchamirtham in Palani is automated to cater to the increasing demand, it is also doubly ensured that hygienic aspects are highly maintained.&nbsp;

Despite the Palani panchamirtham being prepared in huge quantities, it is prepared in a natural method without the addition of any preservatives or artificial ingredients.

Speaking to WION, a senior examiner of trademarks and GI Prashanth Kumar Bhirappanavar, said, ''The concerned people register their products so that others do not misuse its name for profit-making and other purposes. To get a GI certificate there is a long procedure ranging from application, evaluation, notification in the gazette etc. In this case it has taken a little over three years for the registration to be successful, but there are also cases where it has taken longer due to the submission of all necessary documents and other procedures.''&nbsp;

The Palani panchamirtham is first produced in large quantities and a part of it taken to the perform ‘abhishegam’ (anointing) to the idol of lord Dhandayuthapani.&nbsp;

This is then later mixed with the larger portion and served to the public.&nbsp;

Even a single drop of water is not added during the preparation process of the Palani panchamirtham. This gives the Palani panchamirtham the semisolid state and makes it possible for the person who tastes to get the actual taste of the raw materials used.&nbsp;

According to historical accounts, the idol of lord Dhandayuthapani on which the abhishegam of the panchamirtham is performed is a ‘navapashana’ constitution of herbs that are of high medicinal value.&nbsp;

When the Palani panchamirtham runs over the medicinal idol, it attains curing effects.&nbsp;

It is also believed to cure the diseases of the devotees when consumed.&nbsp;

President Ram Nath Kovind on Saturday said there was a need to enhance legal literacy and simplify legal rules.

Delivering a special convocation address of the Tamil Nadu Dr Ambedkar Law University here, he said that it is important to not only take justice to the people, but also to make it understandable to litigating parties in a language they know.

"Perhaps a system could be evolved whereby certified translated copies of judgements are made available by the High Courts in the local or regional language," Kovind said adding that he had made this suggestion in October 2017 while addressing the Valedictory Ceremony of the Diamond Jubilee celebrations of the High Court of Kerala in Kochi.

The President said he had visited Chhattisgarh and discussed the idea with the then Chief Justice of the High Court of Chhattisgarh Justice T. B.&nbsp;

Radhakrishnan, who now is the Chief Justice of Calcutta High Court and within a few days, the High Court of Chhattisgarh implemented the suggestion.

"Since then litigants can avail translated copies of the judgments of the High Court of Chhattisgarh in Hindi. I am happy to learn that some other High Courts have also responded to the suggestion positively. The language of certified copies could be Malayalam in the Kerala High Court or Tamil in the Madras High Court, as the case may be," Kovind said.

The President said the need to make the provision of justice speedier and affordable places a great responsibility on the lawyer community.

An advocate, has a responsibility to the client, but also a duty to assist the court in delivery of justice.

"Our legal system has a reputation for being expensive and for being prone to delays. There are some who tend to use and abuse the instrument of adjournments as a tactic to slow down proceedings, rather than a response to a genuine emergency. This makes obtaining justice costly for the litigant.&nbsp;

It would be a travesty of our republican ethic if a poor person did not get the same access to the law as a rich person. The legal profession must continue to address this collectively," Kovind said.

The President conferred LL.D. (Honoris Causa) degrees on three eminent jurists -Justice (Retd) P. Sathasivam, former Chief Justice of India and currently Governor of Kerala; Justice Sharad Arvind Bobde, Judge of the Supreme Court of India; and Justice Vijaya Kamlesh Tahilramani, Chief Justice of the Madras High Court - at the convocation.

Tamil Nadu: Sri Lankan refugees submit petitions to seek Indian citizenship

One of India’s largest cities, Chennai, is dealing with a crippling crisis: It has run out of water. In the middle of a particularly hot summer, the four lakes that supply the capital of the southern state of Tamil Nadu have dried up; together they contain just 1 percent of the volume they did last year. In an apparent volte-face, on the first day of the Assembly session, Tamil Nadu's Opposition Party DMK decided not to insist on taking up the No-Confidence Motion against Assembly Speaker P.Dhanapal "considering the current circumstances".&nbsp;

The No-Confidence motion was expected to come up on July 1.&nbsp;

Speaking to reporters at Fort St. George, DMK president and leader of the opposition M K Stalin said, "We will not insist on taking up the no-confidence motion. The situation has changed now. We have given a letter to the Speaker not insisting on the notice for the no-confidence motion".

On April 30, members of Tamil Nadu’s opposition party, the DMK met the Tamil Nadu Assembly Secretary to present a notice to move a no-confidence petition against the Assembly Speaker. This is in line with the party president M K Stalin’s earlier statement that the party would move a no-confidence motion against the speaker if he were to act in a biased manner. &nbsp;

This reaction from the DMK was triggered after the AIADMK party Chief whip S Rajendran on April 26 submitted a recommendation to Assembly Speaker P Dhanapal regarding the disqualification of three AIADMK MLAs on the grounds of ‘anti-party’ activities. The MLAs are E Rathinasabapathi, V T Kalaiselvan and Prabhu, who were elected from Aranthangi, Vridhachalam and Kallakurichi Assembly constituencies respectively.&nbsp;

It was perceived that the AIADMK had attempted to disqualify the MLAs in order to reduce the strength of the house, in order to safeguard their government if they fell short of seats in the 22 by-polls to Assembly seats.

However, the Supreme Court issued an interim stay on a notice sent by the Tamil Nadu Speaker to three MLAs of the ruling AIADMK, who were said to be loyal towards the TTV Dinakaran-led AMMK camp. Two of the MLAs who had received the notice from the Assembly Speaker P. Dhanapal had approached the Supreme Court to stay the notice sent by the Speaker.

As the results to the by-polls are declared, the Tamil Nadu Assembly will now witness the participation of 232 legislators, out of the total house strength of 234. In the by-polls the ruling AIADMK won 9 seats, giving it up to 123 MLAs, well past the halfway mark of 118.&nbsp;

The opening day of the Assembly session today was adjourned after adopting obituary references for two legislators -- R. Kanagaraj of AIADMK and K. Radhamani of DMK -- who died recently. The House will meet on July 1 to take up the demands for grants for various departments. The Assembly session is expected to be stormy given the prevailing severe water crisis and the increased strength of DMK legislators after the by-polls to 22 Assembly constituencies.

Speaking to WION on the rationale behind the DMK's volte-face, senior journalist and political analyst Sumanth C Raman said, "obviously they wanted to avoid being defeated again on the floor of the house as the ruling AIADMK has the requisite numbers"

Tamil Nadu: DMK to not push for no-confidence motion against Speaker

The Tamil Nadu Assembly is set to witness intense action in the upcoming session, when it convenes on 28th June. Besides the state’s severe water woes, one of the major issues that would hog the limelight would be the No-confidence motion moved by the Opposition Party DMK against the Assembly Speaker for allegedly performing his duties in a partisan manner. The No-Confidence motion is to come up on July 1st.

The State Assembly has not regained its full-strength of 234 members since 2017. The state is expected to face two more bye-polls in coming months. One is the Vikravandi Assembly constituency where the incumbent DMK MLA K Radhamani passed away. The Nanguneri Assembly constituency which was recently vacated by newly-elected Congress Kanyakumari MP H Vasanthakumar is also to expected have bye-polls. Elections to the Vellore Lok Sabha constituency, which were rescinded in May this year due to large-scale cash distribution and malpractices, are also due.

Speaking to WION on the possible scenario in the Assembly, Political Analyst and Senior Journalist Sumanth C Raman said, "I don't think anything significant will happen as the Government has the numbers to defeat the no-confidence vote".

Tamil Nadu Assembly to convene on June 28; no-confidence motion against speaker coming up on July 1

Workers of a regional party took in India's southern Tamil Nadu state to the streets on Monday (June 24) to protest the water crisis prevailing in the parched province.

Protest, prayers in Indian state over water crisis

The Kerala government Thursday expressed willingness to provide 20 lakh litres drinking water to Tamil Nadu, which is facing a water crisis, but the latter has declined it, saying there was "no need for the help at present."

"Since the major water bodies of Chennai has been facing acute water shortage, the Kerala government decided to extend a helping hand," a release issued from the Kerala Chief Minister's office said.

Though chief minister Pinarayi Vijayan's office contacted the Tamil Nadu CMO on the offer, the neighbouring state informed that "at present, there is no need for the help, it said.

Kerala was prepared to transport 20 lakh litres of drinking water from Thiruvananthapuram to Chennai through train, the release added.

Tamil Nadu Municipal Administration minister S P Velumani told reporters in Coimbatore in that deficiency in some groundwater conservation projects were identified at various places, including Chennai, and were being attended to.

He said Tamil Nadu was facing the worst-ever drought. Rains were expected in a few days, he said.

As far as Chennai was concerned, he said there was depletion of groundwater as the city had witnessed rains 190 days ago.

Water was being supplied through lorries and borewells are being dug wherever the water problem prevails, he added.

The Tamil Nadu government has said it was largely dependent on groundwater to meet requirements till the onset of the northeast monsoon in October.

Chief Minister K Palaniswami has said drought and deficient monsoon had resulted in depletion of groundwater levels but claimed the issue was not as big as was being made out, especially in the media.
