"The Chief Minister said that he is proud of his government and also that his government is embalmed with the ISI mark, but the truth is, his government has got ISI mark in corruption and loot," said Stalin.

"AIADMK has been in power for the last eight years but have not conducted local body elections which should have been conducted three years ago. AIADMK knows very well that if local body elections are held, DMK will win and they will not be able to loot money," he said.

Under the influence of the above systems, fairly widespread to widespread rainfall with isolated heavy falls likely over south peninsular India during the next 3-4 days, stated IMD in its All India Weather Warning Bulletin.

In Delhi, the sky will mainly be clear with the minimum and maximum temperatures hovering around 20 degrees Celsius and 33 degrees Celsius.

In Mumbai also, the sky will partly be cloudy with the temperature oscillating between 24 degrees Celsius and 37 degrees Celsius.&nbsp;

The State Government in its affidavit submitted to the Madras High Court, on Tuesday, said that all over the state political parties were not permitted to erect banners, but since PM Modi and Xi are visiting Mahabalipuram during October 11-12 for an informal summit, as part of bilateral relations and a goodwill gesture it is customary to erect banners to welcome the dignitaries.&nbsp;

The state government mentioned that the Ministry of External Affairs has proposed to put up welcome banners in Chennai in 14 locations, nine locations in East Coast Road, two locations in Mahabalipuram. Where the state government would erect banners in five locations in Chennai, four locations in Mahabalipuram and seven locations in Old Mahabalipuram Road and East Coast Road.&nbsp;

The above welcome banners will be put up from October 9 to 13. The welcome banners will be in places as per the specifications mentioned in the existing rules and it would be ensured that these banners would not cause any hindrance to the public. The strictest standards of safety would be maintained.

The banner culture has been a talking point in Tamil Nadu over the last month, after the tragic death of 23-year old Techie Subhasree, who was run over by a lorry after an illegal banner fell on her, while she was riding her bike. In 2017, the court had banned hoardings and flex boards featuring living persons, however, the banner culture has continued to block pedestrian walkways and arterial roads unabated.&nbsp;

In December 2018, the Madras High Court restrained all the political parties in Tamil Nadu from erecting digital banners and hoardings on arterial roads posing a risk to road users and pedestrians, until further orders.

On Wednesday, actor-turned-politician Kamal Haasan had appealed to PM Modi on Twitter, requesting him to put an end to the banner culture, as the Madras High Court is expected to respond on Thursday to permissions sought by the state government for erecting banners ahead of the Modi-Xi Jinping informal summit that is to take place over the following weekend in Mahabalipuram.

Security in the state capital Chennai and the second-largest district Coimbatore has been tightened, with an increased vigil and police deployment at sensitive areas, religious gatherings, places of worship, public places, and places of transit.&nbsp;

Around 2000 police personnel have been deployed in Coimbatore where a red alert has been sounded. Check posts have been set-up at entry and crucial borders to check the incoming and outgoing vehicular traffic.&nbsp;&nbsp;

Speaking to WION, Sumit Sharan, Commissioner of Police, Coimbatore said, "the intelligence agencies are closely monitoring the developments and the police force is maintaining a strict vigil at the airport, railways stations, sensitive areas and vital installations".

Earlier in the day, Chennai Police Commissioner, A K Viswanathan told reporters, "Chennai Police are on heightened alert to avoid any untoward incidents and storming operations are also in progress".

Meanwhile, the neighbouring state Kerala was also on high alert after the report.

President Ram Nath Kovind on Saturday said there was a need to enhance legal literacy and simplify legal rules.

Delivering a special convocation address of the Tamil Nadu Dr Ambedkar Law University here, he said that it is important to not only take justice to the people, but also to make it understandable to litigating parties in a language they know.

"Perhaps a system could be evolved whereby certified translated copies of judgements are made available by the High Courts in the local or regional language," Kovind said adding that he had made this suggestion in October 2017 while addressing the Valedictory Ceremony of the Diamond Jubilee celebrations of the High Court of Kerala in Kochi.

The President said he had visited Chhattisgarh and discussed the idea with the then Chief Justice of the High Court of Chhattisgarh Justice T. B.&nbsp;

Radhakrishnan, who now is the Chief Justice of Calcutta High Court and within a few days, the High Court of Chhattisgarh implemented the suggestion.

"Since then litigants can avail translated copies of the judgments of the High Court of Chhattisgarh in Hindi. I am happy to learn that some other High Courts have also responded to the suggestion positively. The language of certified copies could be Malayalam in the Kerala High Court or Tamil in the Madras High Court, as the case may be," Kovind said.

The President said the need to make the provision of justice speedier and affordable places a great responsibility on the lawyer community.

An advocate, has a responsibility to the client, but also a duty to assist the court in delivery of justice.

"Our legal system has a reputation for being expensive and for being prone to delays. There are some who tend to use and abuse the instrument of adjournments as a tactic to slow down proceedings, rather than a response to a genuine emergency. This makes obtaining justice costly for the litigant.&nbsp;

It would be a travesty of our republican ethic if a poor person did not get the same access to the law as a rich person. The legal profession must continue to address this collectively," Kovind said.

The President conferred LL.D. (Honoris Causa) degrees on three eminent jurists -Justice (Retd) P. Sathasivam, former Chief Justice of India and currently Governor of Kerala; Justice Sharad Arvind Bobde, Judge of the Supreme Court of India; and Justice Vijaya Kamlesh Tahilramani, Chief Justice of the Madras High Court - at the convocation.

"We want Indian citizenship, especially for our children," said Pumati, a refugee.

Kerala was prepared to transport 20 lakh litres of drinking water from Thiruvananthapuram to Chennai through train, the release added.

Tamil Nadu Municipal Administration minister S P Velumani told reporters in Coimbatore in that deficiency in some groundwater conservation projects were identified at various places, including Chennai, and were being attended to.

He said Tamil Nadu was facing the worst-ever drought. Rains were expected in a few days, he said.

As far as Chennai was concerned, he said there was depletion of groundwater as the city had witnessed rains 190 days ago.

Water was being supplied through lorries and borewells are being dug wherever the water problem prevails, he added.

Amidst the ongoing <a href="https://www.wionews.com/india-news/severe-water-crisis-hits-tamil-nadu-228401">severe water crisis in parts of the state</a>, Tamil Nadu government Tuesday said it was largely dependent on groundwater to meet the requirements till the onset of northeast monsoon in October.

Chief Minister K Palaniswami said drought and deficient monsoon had resulted in depletion of groundwater levels, but claimed the issue was not as big as was being made out, especially in the media.

Speaking to reporters in Chennai&nbsp;after reviewing the progress of work on the Jayalalithaa memorial, he urged the media not to create an "illusion" of water scarcity based on a few reports.

"The (northeast) monsoon will arrive only by October-November. Till then we have to meet the requirements only from groundwater sources," he said.

The northeast monsoon brings the bulk of rainfall for Tamil Nadu, especially Chennai, which is facing a very severe water shortage.

Krishna water from Kandaleru in neighbouring Andhra Pradesh was also not being realised in its full capacity, the Chief Minister said, responding to reporters' queries on the water situation.

The Tamil Nadu Government has issued an order permitting shops and establishments to remain open for 24 hours, all days of the year. Prior to the passing of this order, only certain establishments such as &nbsp;IT companies, hospitals, pharmacies and factories could stay open all day and all year.&nbsp;

The order comes as a boon to Shopkeepers and traders associations that had been urging the government to permit 24-hour operations.

Ravi, president of Chennai hotel association said that he viewed this development in a positive light for the hoteliers and traders alike.&nbsp;

''For over 20 years we have been fighting to get this permission and a case was also filed in the Madras High Court, as some shopkeepers are asked to shut their shops by the police after 10pm. Henceforth, there will be an increase in our income and we will make necessary arrangements for additional staff, night shift to provide freshly cooked food and refreshments in the wee hours as well,'' Ravi added.

However, this order is for a period of three years and could undergo changes and also has clauses on increasing protection for women workers. The conditions also state that every employee shall be given one day holiday in a week, employees should be provided with restrooms, washroom, safety lockers and other basic amenities.

To enhance women’s safety it is stated that women employees shall not be required to work beyond 8pm on any day in normal circumstances. Provided that the employer after obtaining the written consent of a woman employee shall allow her to work between 8pm and 6am subject to providing adequate protection of her dignity, honour and safety.&nbsp;

It also mentions that, ''Transport arrangements shall be provided to the woman employee who works in shifts. A notice to this effect shall be exhibited at the main entrance of the establishment indicating the availability of transport.''

The announcement was met with equal enthusiasm from the employees working late hours, night-shifts and those that prefer to venture out for a late-night meal.

''It will definitely be very helpful for IT employees, when we get back home very late we can’t go cook and we only look at restaurants. Hereafter, we don’t have to restrict ourselves to the handful that are open,'' said J Sowmya, a techie. Maybe those that work in the wee hours can take a break and step out for a meal. It also feels safer while walking on the roads late in the night, when shops are open and there’s a considerable crowd.&nbsp;

With eateries and restaurants all set to benefit from the increased revenues from longer hours, the government can cheer about better productivity and higher tax revenues, while customers also have a reason to relish as they could grab their favourite meal or urgent groceries at a time of their choosing.

Medical aspirants from Tamil Nadu bettered their 2018 performance in the National Eligibility cum Entrance Test for admissions, with the state’s overall pass percentage at around 48.57 per cent, against the previous year’s 39.56 per cent.&nbsp;

However, the major political parties in the state, the ruling AIADMK and the opposition DMK renewed call&nbsp;for its abolition from the state.

The demand has come after two medical students took an&nbsp;extreme step and committed suicide allegedly owing to poor scores.

Hours after the results were declared on Wednesday, two aspirants, Rithushree of Tiruppur district and Vaishya of Pattukottai&nbsp;committed suicide.

As word spread about the students’ suicide, the political leaders renewed their calls for NEET exemption for Tamil Nadu or having it abolished in the state.

&nbsp;Reacting to the news, DMK President and Tamil Nadu’s leader of the opposition MK Stalin tweeted, "It is heart-breaking to know of the suicides, keeping in line with the principles of federalism, the Central government must perform its duty and responsibilities by abolishing NEET and respecting the sentiments and wishes of the State Governments."

In a statement, Stalin also assured that DMK Members of Parliament would raise the issue when the House is in session and attempt to get the issue resolved.

“How many more lives is NEET going to claim? How many more dreams are to be crushed by it? Over two years ago the Tamil Nadu Assembly had passed amendments, what happened to the ordinance that was sent to the Central government”, tweeted RK Nagar MLA and AMMK leader TTV Dinakaran.&nbsp;

Speaking to reporters, Tamil Nadu Fisheries Minister D. Jayakumar said,"It was saddening to know the suicides of the medical aspirant."

He also reiterated that the AIADMK Government was keen on having Tamil Nadu exempt from NEET, political and legal measures are being taken to ensure the same. "Suicide is not a solution for any issue, we must face any challenge with self-confidence," he added.&nbsp;&nbsp;

Tamil Nadu’s Health Minister Vijayabaskar refused to answer a question on NEET and walked away.

The recent suicides brought back the memories of Anita, another NEET aspirant from Tamil Nadu who had committed suicide after she failed to qualify the examination. Her death had triggered state-wide outrage with political parties and students who protested expressing their anger.

NEET was and is being opposed in Tamil Nadu on the grounds that it puts the students from rural areas and economically weaker sections at a disadvantage, as they would not be able to afford the specialised coaching that is required to crack the exam.
