Sudan's ruling military on Saturday completed the final review of the agreement it signed with Russia, authorising the latter to establish a navy base on the Red Sea coast of the African nation. The deal will now move ahead and be ratified, pending the formation of a civilian government and a legislative body. The African nation has been without a parliament since April 2019 when autocratic leader Omar al-Bashir was overthrown by the military. The completion of the review comes days after Russian Foreign Minister Sergey Lavrov arrived in the capital city of Khartoum and met acting Foreign Minister Ali al-Sadiq. Lavrov had said the deal still needed ratification by Sudan's soon-to-be-formed legislative. “They [Russians] cleared all our concerns. The deal has become OK from the military side,” a military official was quoted as saying by The Associated Press. The deal was first officially announced in December 2020, having been agreed upon in principle during al-Bashir's reign. The agreement allows Kremlin to set up a 300-troop-strong naval base. WATCH | Sudan: Protesters demand ouster of military rulers × Additionally, the deal stated that Russia will be able to keep four navy ships that may include a few nuclear-powered ones at strategic Port Sudan on the Red Sea. In exchange for Sudan's permission to set up the base, Russia will provide Sudan with weapons and military equipment. Read more: Russia to establish navy base in Sudan for at least 25 years The agreement lasts for 25 years and could be automatically extended for 10-year periods if none of the parties objects to it. The document states that the Russian navy base should help strengthen peace and stability in the region and isn't directed against any third parties. The western world, however, has been critical of the navy base. The analysts in their assessment have said that Russia is interested in developing its own power dynamic in the region rather than helping Sudan expand its economic power. The base and its strategic importance will allow Moscow to ensure its presence in the Red Sea and the Indian Ocean. It will also help Russian ships avoid the long voyages to reach the area. Members of the Rastafarian community proudly wear dreadlocks. The number of Rastafarians in Sudan is however unknown. The whiff of freedom after the fall of Omar Al Bashir enabled many Rastas to thrive. However, it did not last as a post-Bashir transition to civilian rule was upended last year when army chief Abdel Fattah Al-Burhan led a military coup. The community doesn’t want to go back to largely living underground. They have vowed to fight on.

Sudan has not seen a public stoning in over a decade, but it may soon change as a woman was sentenced for adultery charges. 20-year-old Maryam Alsyed Tiyrab was arrested by the police in White Nile and the court has now ordered her to be stoned to death – a sentence that has not been implemented for quite some time now. According to media reports, the decision will go to appeal very soon and considering the existing precedents, the high court is likely to overturn the decision.

However, the judgement itself has drawn the ire of various women rights groups. The African Center for Justice and Peace Studies (ACJPS), based in Uganda, was highly critical of the judgement and even called for “immediate and unconditional release” of the defendant.

ACJPS claimed that the defendant did not receive proper legal representation and also alleged that she was not given a fair trial. “The application of the death penalty by stoning for the crime of adultery is a grave violation of international law, including the right to life and the prohibition of torture and cruel, inhuman or degrading treatment or punishment,” the centre said.

Since the military coup in Sudan last year, a lot of experts have feared that the country can be headed towards more conservative ways and this judgement is being considered to be an indicator.

The last time a woman in Sudan was sentenced to stoning for adultery was way back in 2013. While stoning was not clearly outlawed in the amendments introduced the central government in 2020, Sudan later ratified the United Nations convention against torture.

Army offer is a 'ruse', says Sudan civillian bloc

Sudan's coup leader Abdel Fattah al-Burhan said Monday the army would make way for a civilian government, a demand made for months by street protesters and repeatedly called for by the international community.

Burhan said the military would no longer participate in national talks facilitated by the UN and regional blocs, wanting instead "to make room for political and revolutionary forces and other national factions" to form a civilian government.

His announcement came months after the October coup ousted civilians from a transitional administration, sparking widespread international condemnation and aid cuts to the impoverished northeast African country which has seen only rare interludes of civilian rule.

Burhan's televised address came as hundreds of anti-coup demonstrators were on their fifth day of sit-in protests after last Thursday saw the deadliest violence so far this year.

Pro-democracy medics said nine demonstrators lost their lives, bringing to 114 the number killed in the crackdown against anti-coup protesters since October.

Protesters were unmoved by the general's words, and in the Burri district of Khartoum new demonstrators came out immediately.

"We don't have confidence in Burhan," said Muhannad Othman, perched on a barricade erected by the protesters. "We just want him to leave once and for all."

A demonstrator in central Khartoum, Oumeima Hussein, said Burhan should be "judged for all those killed since the coup" and vowed that protesters "are going to topple him like we did to Bashir".

Tens of thousands had taken to the streets again on Thursday, almost matching numbers at the peak of demonstrations after the coup. Although near-weekly rallies have continued, they appeared to decline in intensity before reigniting last week with the same demand: an end to military rule.

"The armed forces will not stand in the way" of democratic transition, Burhan said in his address, affirming the military's commitment to working towards "elections in which the Sudanese people choose who will govern them".

Also absent from the talks were members of the resistance committees informal groups which emerged during the 2018-2019 protests that ousted Bashir and have led calls for recent anti-coup rallies.

Burhan said that "the formation of the executive government" will be followed by "the dissolution of the Sovereign Council" the ruling authority formed under a fragile power-sharing agreement between the army and civilians in 2019.

Though the coup derailed the transition and severed the fragile alliance, the Sovereign Council continued to govern Sudan under Burhan's rule.

The new supreme council will only be in charge of "defence and security" issues, Burhan said.

Sudan's Burhan says army stepping back for civilian govt

Sudan's military leader General Abdel Fattah al-Burhan has said that the army will withdraw from ongoing political talks, eight months after the military seized power in a coup.

Sudan: Military leader Burhan announces army's withdrawal from political talks

Hundreds of Sudanese protesters took to the streets of the capital Khartoum and its suburbs for a fourth straight day Sunday demanding an end to military rule. A violent crackdown by the security forces during mass rallies on Thursday killed nine people, the deadliest day for several months in the long-running protests against a military takeover last October led by army chief Abdel Fattah al-Burhan, as reported by AFP.

Recent protests have seen crowds burn tyres and barricade roads with bricks, with security forces using live bullets, firing barrages of tear gas canisters and using powerful water cannons, according to medics and the United Nations. Demonstrators demand a restoration of the transition to civilian rule that was launched after the 2019 ouster of longtime autocrat Omar al-Bashir, which the coup derailed.

A demonstrator Muayyad Mohamed told AFP in central Khartoum, "We will continue this sit-in until the coup is overturned, and we have a fully civilian government."

The death toll from protest-related violence has reached 114 since last year's coup, with the latest fatality recorded Saturday when a demonstrator died from wounds sustained at a June 16 rally, according to pro-democracy medics. The coup plunged Sudan further into political and economic turmoil which has seen rising consumer prices and life-threatening food shortages.

On Sunday, witnesses reported a heavy deployment of security forces on the streets of Khartoum, including both army vehicles as well as those of the Rapid Support Forces (RSF), a feared paramilitary unit commanded by Burhan's deputy Mohamed Hamdan Daglo.
