Sudan conflict: 24-hour ceasefire agreed after at least 185 people killed

Explosions shook Sudan's capital on Tuesday evening, despite claims of a ceasefire on the fourth day of fighting that has killed nearly 200. It is a fight between Sudan's Army Chief, Abdel Fattah al-Burhan, & his deputy, Mohamed Hamdan Dagalo, who commands the paramilitary rapid support forces. International calls have mounted for an end to hostilities that have spawned increasing lawlessness, death & damage. Battles have taken place throughout the vast country & there are fears of regional spillover. After international mediation, rapid support forces commander Dagalo said he would support a 24-hour armistice. The army denied any knowledge of the armistice & later blamed the rapid support forces for breaking it. The rapid support forces had already accused the army of violating the agreement. By 1600 GMT on Tuesday, the time of the supposed start of the ceasefire, gunfire could still be heard throughout the capital. UN said there is no sign of real abatement of the fighting.

Sudan: US diplomatic convoy attacked; fears of regional spillover

A United States diplomatic convoy came under fire as the power struggle between the Sudanese army and its paramilitary Rapid Support Forces (RSF) continues in Khartoum; the incident has since been confirmed by Washington’s top diplomat. In a press conference, on Tuesday (April 18), the US Secretary of State Antony Blinken called the attack “reckless” and “irresponsible”.

What did Blinken say?

Washington’s top diplomat who is currently in the midst of attending the Group of Seven (G7) wealthy nations meeting in Japan also denounced “indiscriminate military operations” as the unrest in the Sudanese capital city of Khartoum, enters its fourth day. “I can confirm that yesterday we had an American diplomatic convoy that was fired on,” said Blinken.

The attack took place on clearly marked embassy vehicles, on Monday, while preliminary reports suggest that the assailants were from the RSF, said the US’ top diplomat.

The incident has since prompted a direct warning from Blinken who called RSF leader General Mohamed Hamdan Dagalo, known as Hemedti, and Sudan’s army chief General Abdel Fattah al-Burhan. Speaking about the call, the US’ top diplomat said, “I made very clear that any attacks threats, dangerous posed to our diplomats were totally unacceptable.”

So far, more than 200 people have been killed and more than 1,800 injured since the fighting erupted, said the United Nations. The attack on the US convoy also comes after a European Union ambassador in Sudan was “assaulted” in his own residence, foreign policy chief Josep Borrell wrote on Twitter.

"While we review the evolving security situation, we are forced to temporarily halt all operations in Sudan," Cindy McCain, executive director of the World Food Programme, said in a statement. Sudanese Doctors' Union in a tweet said the clashes resulted in a large number of deaths and moderate and critical injuries. "The total number of civilian deaths was 56. Dozens of deaths among the military (some of them were treated in regular hospitals, and some of them are outside our scope.) The total number of injuries reached 595, including military injuries, dozens of whom were in critical condition," it said. CCSD’S (@SD_DOCTORS) April 16, 2023 × Reports suggest that three of the killed were UN staffers of the World Food Programme (WFP). Clashes and claims

The fighting comes after tensions escalated between the generals for months and years of political unrest after the October 2021 military coup.

Sounds of explosions and gunfire were heard across the Sudanese capital amid clashes between the country’s army and the paramilitary RSF. Witnesses reported “confrontations” and loud explosions and gunfire near a base held by the RSF in south Khartoum, said a report by AFP, whose reporters heard gunfire near Khartoum airport as well in north Khartoum.

Meanwhile, the Sudanese army said that the paramilitaries attacked “several army camps in Khartoum and elsewhere around Sudan,” spokesman Brigadier General Nabil Abdallah told AFP. He added, “Clashes are ongoing and the army is carrying out its duty to safeguard the country.”

The clashes came as tensions between the military and RSF escalated in recent months, forcing a delay in the signing of deal with political parties to revive the democratic transition.

RSF claims to have seized the presidential palace and other key sites

Hours after the clashes broke out, the RSF claimed that they had taken control of the presidential palace, the residence of the army chief, Khartoum international airport, as well as airports in the northern city of Merowe and El-Obeid in the west. According to a Reuters journalist, cannons and armoured vehicles were deployed in the streets, and the sound of heavy weapons fire was heard near the headquarters of both the army and RSF.

This comes after days of tensions between the army and the RSF which had sparked fears of a confrontation that would undermine long-running efforts to return Sudan to civilian rule after years of power struggles and military coups.

However, the paramilitaries said that the actions by the leadership of the armed forces and “some officers” were an attack on its forces with the intention of creating instability. Eyewitnesses told Reuters that there has been a heavy exchange of gunfire in Merowe, on Saturday.

Indians in Sudan asked to ‘stay indoors’ amid clashes between paramilitary, army

Sudan: Power struggle within military as Army attacks Paramilitary RSF

Hundreds of pro-democracy activists took to the streets of Khartoum on 6th of April. Marching against the army and the paramilitaries, they braved tear gas and water cannon. The day marks a key anniversary in the decades-old struggle against military rule. The head of the Sudanese army pledged his commitment to a plan for a new transition towards elections. A major bone of contention has been the integration of a paramilitary force, which has now twice delayed the signing of a final deal. Mohammed Saleh explores.

At least half a million people remain in displacement camps in Darfur, two decades after a bloody conflict broke out between the Arab-dominated Sudanese government and rebel groups. For many among the displaced, there is no home to return to. Some have had their villages burnt to the ground, others say their homes are now occupied by Arab tribes. Three months after Sudan’s military leaders and the country’s main pro-democracy group struck a deal set to organise a gradual transfer of power to civilians, they have reached a timeline. The finalised political settlement will be inked on April 11. However, major political players, from former rebel leaders to grassroots pro-democracy networks, remain opposed to the deal despite internationally brokered efforts to draw them in.

Agreement to form transitional government

For the first time in almost a decade, the Sudanese court has sentenced three men to hand amputation for stealing. All three men in their 20s were convicted of stealing gas cylinders in Omdurman, Guardian reported.

Halting the transition to democracy, the verdict was handed down two weeks ago but came to light now, which will worry many in Sudan who fear sliding back into state extremism, almost 15 months after the military coup that established the country.

The three men were also sentenced to three years in prison for mischief and have been fined 2,000,000 Sudanese pounds ($3,538) as compensation for the theft.

For now, they have been taken to Koper prison in north Khartoum, where the sentence is yet to be carried out on an unspecified date.

The men's lawyer Samir Makeen said, "unfortunately, despite the political change in the country, nothing has changed in terms of the rights of the people, it was a change on the surface."

After the verdict was announced, the African Centre for Justice and Peace Studies in a statement accused the Sudanese authorities of not giving the three men a 'fair trial.'

It said, "without legal representation, [with the] failure of the court to explain to the accused the gravity and penalty of the offences and the reliance of court on the confessions as the only evidence to convict the accused”.
