Prime Minister Narendra Modi in South Korea for two days; to be honoured with Seoul Peace Prize

South Korean President Moon Jae-in told US President Donald Trump in a call on Tuesday that his country is willing to open economic engagement with North Korea as a "concession" if it will hasten Pyongyang's denuclearization, Moon's office said.

Trump is scheduled to meet North Korean leader Kim Jong Un in Vietnam next week for a second summit aimed at enticing Kim to follow through on his pledge to abandon nuclear weapons.

Since Trump and Kim first met in June last year, there has been little progress in talks between the two countries, while Moon and Kim have forged ahead with multiple summits of their own, as well as promises of inter-Korean cooperation on everything from reducing border tensions to launching a joint bid for the 2032 Olympics.

But plans for economic projects, such as linking railways, reopening a joint industrial centre, and allowing South Korean tourists to visit the North, have been on hold while the United States opposed loosening sanctions until more progress is made on denuclearization.

Moon asked Trump to make use of South Korea's role as a "concession" to expedite North Korea's denuclearization, saying he was ready to undertake anything from reconnecting rail and road links between the two Koreas to other inter-Korean economic cooperation, according to a statement from Moon's spokesman Kim Eui-kyeom.

"We're determined to take up that role if President Trump asks if that's the way to lessen the US burden," Moon said.

Moon said it was Trump's "leadership and firm resolve" that had brought difficult negotiations with North Korea thus far, as well as progress in inter-Korean ties, according to the statement.

He "expressed his respect" to Trump who is "exploring a diplomatic strategy to achieve denuclearization and a lasting peace regime on the peninsula, overcoming diplomatic failures over the past 25 years that did not accomplish any outcome through negotiations but only strengthened North Korea's nuclear and missile capabilities," the spokesman said.

Moon's praise echoes Trump's own assessment of his efforts, given in a Rose Garden news conference on Friday in which he made the case that he deserves to be awarded the Nobel Peace Prize for his work on North Korea and Syria, but complained he probably would never get the honour.

In the past, Moon has said that Trump deserves the prize for engaging with Kim Jong Un directly, in a way no other American president has.

During Tuesday's call, Trump briefed Moon on preparations for the upcoming summit and said he would brief the South Koreans on the results, including in a future meeting with Moon, the Blue House said.

A rescue operation to save hundreds of dogs in South Korea from the slaughterhouse began Wednesday, as pressure mounts on the country to end its custom of killing canines for meat.

About one million dogs are eaten a year in South Korea, often as a summertime delicacy, with the greasy red meat — invariably boiled for tenderness — believed to increase energy.

But the tradition has earned criticism abroad and has declined as the nation increasingly embraces the idea of dogs as pets instead of livestock, with eating them now something of a taboo among young South Koreans.

The two-week rescue operation by animal protection group Humane Society International (HSI) will save about 200 canines at a dog farm in Hongseong county, 150 kilometres south of Seoul.

The dogs will then be sent to Canada and the United States for rehoming.

"These dogs are no different from any other dogs. Once they receive some tender loving care that they deserve and that they need," Kelly O'Meara, an HSI official, told AFP.

The farm was the 14th complex shut down by the group since 2015.

The organisation said it has rescued around 1,600 dogs during that time, with farmers given support to move into other lines of work. One transformed his dog meat business into a blueberry farm.

Lee Sang-gu, the owner of the Hongseong farm, said he decided to change his business because it was "not profitable anymore", noting even his family members were against eating dog.

According to a survey in 2017, 70 per cent of South Koreans do not eat dog, but far fewer — about 40 per cent — believe the practice should be banned.

It also found 65 per cent support raising and slaughtering dogs under more humane conditions.

The country's largest canine slaughterhouse complex in Seongnam city, south of Seoul, was dismantled in November. Activists who visited found electrocution equipment and a pile of dead dogs abandoned on the floor.

There are currently no laws on how to treat or slaughter canines for meat in South Korea. While farmers have urged Seoul to include dogs under livestock welfare regulations, animal rights groups oppose doing so, seeking complete abolition instead.

PM Modi to visit South Korea on 21st February

South Korea's presidential Blue House pushed back on Wednesday against comments by US President Donald Trump that suggested Seoul had agreed to pay $500 million more towards maintaining US troops in the country.

Trump said at a cabinet meeting in Washington on Tuesday Seoul had agreed to pay $500 million more as part of an agreement sharing the cost of keeping roughly 28,500 American troops stationed in South Korea.

"They were paying about $500 million for $5 billion worth of protection," Trump said. "And we have to do better than that. So they`ve agreed to pay $500 million more."

Under the previous agreement - which lapsed amid disagreements in December - South Korea contributed 960 billion won ($857 million) in 2018.

South Korean and American officials initialled an agreement on Sunday under which Seoul would increase its contribution to just under 1.04 trillion won ($927 million), an increase of about $70.3 million.

Kim Eui-kyeom, a spokesman for the presidential Blue House in Seoul, said when asked about Trump`s $500 million figure that it "shouldn`t be taken as a fait accompli".

Washington demanded during the negotiations that South Korea pay 50 per cent more than its 2018 contribution, according to South Korean officials. The new agreement amounts to an increase of about 8 per cent.

The agreement signed on Sunday must still be approved by South Korea`s parliament. Kim said it was valid for only one year, with the possibility of an extension for another year if both sides agreed.

"Both sides will consider whether a raise is needed and it`s also possible that they would agree to maintain the current level," Kim said.

The two sides had struggled to reach a breakthrough, despite at least 10 rounds of talks since March, amid Trump`s repeated calls for a sharp increase in South Korea`s contribution.

Trump said in his cabinet comments on Tuesday the relationship with South Korea was "great" but that the United States lost "a tremendous amount of money" defending its ally.

The agreement for a second summit between Donald Trump and Kim Jong Un was a "remarkable breakthrough" for peace negotiations on the Korean peninsula, President Moon Jae-in said Monday, but he acknowledged doubts remained over denuclearisation.

The US President and North Korean leader are due to meet in Hanoi from February 27 to 28 following their landmark first summit in Singapore last June.

That meeting -- the first-ever between the leaders of the US and North Korea -- produced a vaguely-worded document in which Kim pledged to work towards "the denuclearisation of the Korean peninsula".

But progress has since stalled with the two sides disagreeing over it means and analysts say tangible progress on denuclearisation will be needed if the talks are to avoid being dismissed as "reality TV".

The meeting was a "remarkable breakthrough in the peace process on the Korean peninsula", the South Korean president added.

But he acknowledged there were "still many doubts about whether the denuclearisation of the Korean peninsula and peace process can be concluded successfully".

The leaders of the two Koreas and the US have persisted in talks over the issue because of "strong confidence in the direction history should take", added Moon, who has taken on the role of middle man between Pyongyang and Washington, trying to bridge the gap on denuclearisation talks.

Security allies Seoul and Washington have at times pursued divergent approaches toward Pyongyang, with the dovish South Korean leader pursuing engagement while the United States insists pressure must be maintained until the North denuclearises.

Kim-Trump summit a 'remarkable breakthrough' for peace: South Korean President Moon

Officials signed a short-term agreement on Sunday to boost South Korea's contribution toward the upkeep of US troops on the peninsula after a previous deal lapsed amid US President Donald Trump's call for the South to pay more.

About 28,500 US troops are stationed in South Korea, where the United States has maintained a military presence since the 1950-53 Korean War.

The new deal must still be approved by South Korea's parliament, but it would boost its contribution to 1.03 trillion won ($890 million) from 960 billion won in 2018.

Unlike past agreements, which lasted for five years, this one is scheduled to expire in a year, potentially forcing both sides back to the bargaining table within months.

"It has been a very long process, but ultimately a very successful process," South Korean Foreign Minister Kang Kyung-wha said at a meeting before another official from the foreign ministry initialled the agreement.

While acknowledging lingering domestic criticism of the new deal and the need for parliamentary approval, Kang said the response had "been positive so far".

The US State Department senior adviser for security negotiations and agreements, Timothy Betts, met Kang before signing the agreement on behalf of the United States and told her the money represented a small but important part of South Korea's support for the alliance.

"The United States government realises that South Korea does a lot for our alliance and for peace and stability in this region," he said.

The allies had struggled to reach a breakthrough despite 10 rounds of talks since March, amid Trump's repeated calls for a sharp increase in South Korea's contribution.

South Korean officials have said they had sought to limit its burden to $1 trillion won and make the accord valid for at least three years.

A senior South Korean ruling party legislator said last month that negotiations were deadlocked after the United States made a "sudden, unacceptable" demand that Seoul pays more than 1.4 trillion won per year.

But both sides worked to hammer out an agreement to minimise the impact on South Koreans working on US military bases, and focus on nuclear talks ahead of a second US-North Korea summit, Seoul officials said.

The disagreement had raised the prospect that Trump could decide to withdraw at least some troops from South Korea, as he has in other countries like Syria. But on Sunday, South Korean officials told Yonhap news agency that the United States had affirmed it would not be changing its troop presence.

Trump said in his annual State of the Union address to the US Congress on Tuesday that he would meet North Korean leader Kim Jong Un on February 27-28 in Vietnam, following their unprecedented meeting in June in Singapore.

Citing officials at South Korea's presidential Blue House, Yonhap also reported that South Korean President Moon Jae-in would discuss the upcoming summit with Trump "soon," and that American and North Korean officials would be meeting in an unspecified Asian country ahead of the summit.

After the June meeting, Trump announced a halt to joint military exercises with South Korea, saying they were expensive and paid for mostly by the United States.

Major joint exercises have been suspended, but some small-scale drills have continued, earning rebukes from North Korea's state media in recent months.

About 70 per cent of South Korea's contribution covers the salaries of some 8,700 South Korean employees who provide administrative, technical and other services for the US military.

Late last year, the US military had warned Korean workers on its bases they might be put on leave from mid-April if no deal was agreed.

South Korea signs deal to pay more for US troops after Trump demand

The special US envoy for North Korea returned to Seoul on Friday after talks with North Korean officials in Pyongyang to set up the agenda for the second summit between President Donald Trump and Kim Jong Un.

Stephen Biegun's three-day trip was expected to have explored a wide range of denuclearisation issues in preparation for the much-anticipated summit in Vietnam on February 27 and 28.

Biegun landed at Osan US Air Base Friday evening, foreign ministry spokesman Noh Kyu-duk told AFP.

It is not yet known whether Biegun met with Kim, with North Korean media silent on his visit. He is expected to share details of his Pyongyang meetings with his South Korean counterpart Lee Do-hoon and Foreign Minister Kang Kyung-wha on Saturday.

Attention will be on whether the US team have offered to lift some economic sanctions in return for Pyongyang taking concrete steps towards denuclearisation.

Discussions on declaring an end to the 1950-53 Korean War could also have been on the table, with Biegun last week saying Trump was "ready to end this war".

The three-year conflict ended in an armistice, not a peace treaty, leaving the two Koreas still technically at war, with the US keeping 28,500 troops in the South.

The US envoy was also likely to have discussed protocol and security matters for the upcoming Trump-Kim summit with his North Korean counterpart Kim Hyok Chol.

Ahead of his trip, the State Department said Biegun's meetings with Kim Hyok Chol would "advance further progress on the commitments the president and Chairman Kim made in Singapore: complete denuclearisation, transforming US-DPRK relations and building a lasting peace on the Korean Peninsula".

US envoy back from North Korea after talks on Trump-Kim summit

South Korean protesters marched alongside the coffin of a 'comfort women' campaigner to the Japanese embassy on Friday in a protest over Japan's use of forced labour in its wartime brothels.

A hearse carried the casket of Kim Bok-dong, who died this week at 93, to the embassy to highlight the plight of "comfort women," a Japanese euphemism for women who were forced into prostitution and sexually abused at Japanese military brothels before and during World War-II.

"Japan must apologise," some of the protesters chanted during the march. "Japan provide formal compensation."

Mourners carried banners thanking Kim for her devotion to the cause and called on Japan to atone for its actions. Some signs were in the shape of butterflies, a symbol of freedom for suffering women.

The "comfort women" are a contentious issue between the two Asian neighbours which share a bitter history stemming from Japan's 1910-45 colonisation of the Korean peninsula.

Japan says the claims have been settled by past agreements and apologies, and that the continued dispute may threaten relations between the two countries.

Deputy Chief Cabinet Secretary Yasutoshi Nishimura told reporters in Tokyo on Friday that it would be a problem if the event caused a "public disturbance" at the embassy or "infringement on its dignity."

Kim, who died in hospital after battling cancer, was one of the first victims to come forward in 1992 and became a fixture at weekly protests outside the Japanese embassy.

Kim said she was 14 when first sent to a military brothel, and forced to provide sex for Japanese soldiers also in China, Hong Kong, Indonesia, Malaysia and Singapore for eight years.

Never married, she dedicated her life to advocacy and travelled the world to tell her story.

"I first met her during a protest in 2012 and she was sitting up straight even in the rain as she spoke about her struggle," said Kim Sam, a 27-year-old student campaigner.

"Upright, dignified - that's how she always was, first as a victim and later as a human rights activist. She's a role model I respect the most."

Lee Yong-soo, a fellow victim who paid her respects despite the cold weather, laid flowers at a bronze statue of a girl erected near the Japanese embassy to represent the women.

Many mourners quietly sobbed and wiped their eyes as organisers aired a video clip in which Kim shouted during a rally that she would raise similar girl statues around the world until Tokyo sincerely apologised.

Kim was a vocal critic of a 2015 deal in which Tokyo apologised to the victims and provided 1 billion yen ($9.2 million) to a fund in Seoul to help them.

She said the apology was not sincere because some Japanese leaders continued to deny the women were forced to work in brothels.

Moon's government has said it will not seek to renegotiate the 2015 deal. Last year it vowed to shut down the Japan-sponsored fund and pursue a more "victim-oriented" approach.

With Kim's death, only 23 registered South Korean survivors are still alive, underscoring a sense of urgency behind efforts by the women to receive a formal apology and legal compensation from Japan while their voices can still be heard.

Watch: South Koreans march with coffin of Kim Bok-dong in 'comfort women' protest

At 93, Kim Bok-dong died as she had lived for many years: at the heart of the controversy over Japan's use of forced labour in its wartime brothels.

Kim, who died on Monday at a hospital in the South Korean capital of Seoul, was a fixture at weekly protests outside the Japanese embassy calling for a sincere apology and compensation.

She remained angry at Japan until the end, her supporters said.

"She suddenly opened her eyes yesterday and told a long story ... I couldn't decipher everything but one thing I could hear clearly was that we had to fight until the end," said Yoon Mee-hyang, who leads an advocate group for the women.

"Then she expressed strong anger toward Japan as she continued talking, before she regained her tranquillity," Yoon told Reuters.

Kim was among the two dozen known surviving South Korean "comfort women", a Japanese euphemism for women who were forced into prostitution and sexually abused at Japanese military brothels before and during World War Two.

Activists say they plan to march alongside Kim's casket past Japan's embassy on Friday, a demonstration that could further strain ties between Seoul and Tokyo.

The two Asian neighbours share a bitter history stemming from Japan's 1910-45 colonisation of the Korean peninsula.

South Korean President Moon Jae-in said during his visit to Kim's funeral home on Tuesday it was "heartbreaking" that victims die without a resolution of the issue.

In a separate post on Facebook, Moon said Kim revealed a "hidden history" by becoming one of the first victims to come forward in 1992.

Kim was 14 when she was first sent to a military brothel, and forced to provide sex for Japanese soldiers also in China, Hong Kong, Indonesia, Malaysia and Singapore, according to Yoon.

"SINCERE APOLOGY"

Articulate and charismatic, Kim was a vocal critic of a 2015 deal in which Tokyo apologised to the victims and provided one billion yen ($9.1 million) to a fund in Seoul to help them.

Kim said it was not sincere because some Japanese leaders continued to deny the women were forced to work in brothels.

"We won't accept it even if Japan gives 10 billion yen. It's not about money. They're still saying we went there because we wanted to," Kim told a parliamentary session in September 2016.

Moon's government has said it will not seek to renegotiate the 2015 deal. Last year it vowed to shut down the Japan-sponsored fund and pursue a more "victim-oriented" approach.

Only 23 registered South Korean survivors are still alive, highlighting a sense of urgency behind efforts by the women to receive a formal apology and legal compensation from Japan while their voices can still be heard.

Just hours before Kim passed away, a fellow victim only identifiable by her surname Lee had died, Yoon said.

Kim's defence of victims' rights earned the respect of one South Korean diplomat involved in their case.

"She was clever and unwavering under any circumstances," said the diplomat who did not want to be named.

"All she wanted was genuine atonement, and we fully respected it and felt sorry even when she wasn't happy with our work."

'Fight until the end': South Korean 'comfort women' campaigner dies at 93

An attempt by South Korea to create artificial rain to tackle air pollution much blame on neighbouring China has failed, the government said Monday, as it struggles to address what has become an urgent public concern.

Many South Koreans blamed China when pollution surged for three days earlier this month, and on Friday the Korea Meteorological Administration (KMA) sent an aircraft to seed clouds with silver iodide in the hope of promoting rain.

The intention was for the rain to douse airborne particles and pollutants known as "fine dust" in South Korea.

However, an initial analysis of the experiment has been disappointing, KMA said in a preliminary report issued Monday.

While a weak, misty rain was detected for several minutes, the agency said, "there was no observation of significant precipitation".

"Aside from its success or failure, the test was an opportunity to accumulate the necessary technology for faster commercialisation of cloud seeding," it added.

A full report is expected to be released later next month.

Air quality in South Korea is generally better than in China, which is more frequently affected by choking bouts of filthy air.

South Korean President Moon Jae-in last week advised his officials to handle the issue as a "natural disaster" as he urged cooperation with Beijing, addressing "great public concerns about fine dust coming from China".

Beijing is also trying to tackle the scourge, which causes widespread public anger, and a recent study found urban levels of PM2.5 — the tiny airborne particles considered most harmful to health — had been cut by almost a third on average over four years.

But they remain far above World Health Organization norms, and pollution levels in Korea sometimes spike as the prevailing winds blow PM2.5 particulates across the sea between the two countries.

China, which according to the International Energy Agency uses coal to generate around three quarters of its energy, is regarded as the world's biggest polluter.

Last year, South Korea shut down five ageing coal-fired power plants in air quality.

News brief: Big stories of the day

US President Donald Trump will hold a second summit with North Korean leader Kim Jong Un in late February but will maintain economic sanctions on Pyongyang, the White House said on Friday after Trump met Pyongyang's top nuclear negotiator.

The announcement came amid a diplomatic flurry in Washington surrounding the visit of Kim Yong Chol, a hardline former spy chief, and marked a sign of movement in a denuclearisation effort that has stalled since a landmark meeting between Trump and the North Korean leader in Singapore on June 12.

"President Donald J. Trump met with Kim Yong Chol for an hour and a half to discuss denuclearisation and a second summit, which will take place near the end of February," White House spokesman Sarah Sanders said. She said a location would be announced later.

The summit was announced despite the fact there has been no indication of any narrowing of differences over US demands that North Korea abandon a nuclear weapons programme that threatens the United States and Pyongyang's demands for a lifting of punishing sanctions.

Sanders said that Trump's talks with the North Korean envoy were productive but added that the United States "is going to continue to keep pressure and sanctions on North Korea."

The first summit produced a vague commitment by Kim Jong Un to work towards the denuclearisation of the Korean peninsula, but he has yet to take what Washington sees as concrete steps in that direction.

Nevertheless, both he and Trump had expressed an interest in arranging a second meeting, something some US-based analysts see as premature. Critics of US efforts say the first summit only boosted Kim's international stature without much to show for it.

Trump declared just after the Singapore meeting that the nuclear threat posed by North Korea was over. But hours before Kim Yong Chol's arrival on Thursday, the US president unveiled a revamped US missile defence strategy that singled out the country as an ongoing and "extraordinary threat."

Harry Kazianis, an analyst at the conservative Washington-based Center for the National Interest, called the agreement to hold another summit positive. But he added: "Both nations must now show at least some tangible benefits from their diplomatic efforts during a second summit, or risk their efforts being panned as nothing more than reality TV."

Communist-ruled Vietnam, which has good relations with both the United States and North Korea, has been widely touted as the most likely site of the next summit. There has also been speculation about other possible venues, including Bangkok, Hawaii, or a return to Singapore.

Trump seeking 'win'?

A senior US administration official said there was an exchange of letters for the leaders during the White House meeting, but gave no details of their content.

On his last visit to Washington in June, Kim Yong Chol delivered a letter from Kim Jong Un to Trump that helped overcome obstacles ahead of the summit in Singapore.

Friday's meeting followed 45 minutes of talks between Kim Yong Chol, regarded as a member of Kim Jong Un's inner circle, and Secretary of State Mike Pompeo, who was joined by US special representative on North Korea, Stephen Biegun.

Pompeo had planned to meet the North Korean envoy last November, but that meeting was postponed at the last moment.

US-based analysts said that North Korea, which has developed missiles and nuclear weapons in defiance of UN Security Council resolutions, would likely be seeking a clearer message from the Trump administration on any concessions it may be willing to make.

"The North Koreans need a real indication of what the US is willing to put on the table," said Jenny Town, a North Korea expert at 38 North, a Washington-based think tank.

South Korean Foreign Minister Kang Kyung-wha said on Wednesday that if North Korea took concrete steps toward abandoning its weapons programs, Washington could offer a formal end to the 1950-53 Korean War, humanitarian aid or a permanent channel for bilateral dialogue.

Victor Cha, a former White House adviser on Asia under President George W Bush, suggested that Trump may be so desperate for a policy "win" that he could be vulnerable to a bad deal with North Korea.

"I worry that the timing works to North Korea's benefit," Cha said, citing pressures on Trump such as the partial US government shutdown and the ongoing investigation into alleged Russian ties to Trump's 2016 presidential campaign.

Earlier this month, Trump defended the stuttering progress on North Korea by saying that Pyongyang had stopped missile and bomb testing and if it had not been for his administration "you'd be having a nice big fat war in Asia."

In another sign of diplomatic movement, North Korean Vice Foreign Minister Choe Son Hui arrived in Stockholm, where she may be joined later at the weekend by Biegun. Washington has been keen to set up talks between the two but North Korea has resisted such contacts.

Trump, North Korea's Kim to hold second summit in late February

North Korea's top envoy involved in talks with the United States arrived in Beijing on Thursday and is thought to be en route to Washington, South Korean news agency Yonhap said on Thursday.

The US and South Korean media previously quoted unidentified sources as saying US Secretary of State Mike Pompeo and North Korean official Kim Yong Chol were expected to meet in the US capital on Friday to discuss a second summit between President Donald Trump and North Korean leader Kim Jong Un.

Kim arrived at Beijing airport on Thursday on an Air Koryo flight from Pyongyang and was met by North Korea's ambassador to China, Yonhap said. He is expected to board a flight to Washington in the evening, the news agency said.

Pompeo had planned to meet his North Korean counterpart to discuss a second summit last November, but the meeting was postponed. Pompeo's North Korea counterpart arrives in Beijing for talks: Report

The United States and North Korea plan to hold high-level talks in Washington this week to discuss a second summit of their leaders, following a prolonged stalemate in nuclear talks, a South Korean newspaper said on Tuesday.

The meeting, led by US Secretary of State Mike Pompeo and senior North Korean official Kim Yong Chol, would happen on Thursday or Friday, the Chosun Ilbo said, citing an unnamed diplomatic source familiar with the talks.

Both sides are expected to finalise the date and location of a second summit between US President Donald Trump and North Korean leader Kim Jong Un, and the North`s envoy is likely to meet Trump, the paper said.

There was no immediate comment from the White House. Asked about the report, a State Department official said, "We don`t have any meetings to announce."

If confirmed, this week`s meeting could mean the two sides are nearing a compromise after a months-long standoff over how to move forward in ending North Korea`s nuclear and missile programmes.

Pompeo, who made several trips to Pyongyang last year, sought to meet his counterpart last November, but the talks were called off at the last minute.

Interim measures

Washington and Seoul have been discussing potential US measures to reciprocate North Korea`s possible steps toward denuclearisation, such as dismantling the Yongbyon main nuclear complex or intercontinental ballistic missiles (ICBMs) aimed at the United States, South Korean officials told Reuters.

The United States is considering partially easing sanctions in exchange for the North`s discarding and sending abroad its ICBMs, in addition to a freeze in its nuclear programme, the Chosun Ilbo said, citing the source.

Potential US corresponding action also includes exemptions from sanctions for inter-Korean business and tour ventures and opening a liaison office as a prelude to a formal launch of diplomatic relations, Seoul officials said.

"Those ideas are being discussed as interim measures, not as an end state, in order to expedite the denuclearisation process because the North wouldn`t respond to any demand for a declaration of facilities and weapons," a senior South Korean official said, requesting anonymity due to the sensitivity of the matter.

"The end goal remains unchanged, whether it be complete, verifiable and irreversible denuclearisation, or final, fully verified denuclearisation."

The official said a second summit between Trump and Kim might happen in late February or early March, though "No one knows what Trump is thinking."

Kim renewed his resolve to meet Trump again during his meeting with Chinese President Xi Jinping in Beijing last week.

Trump also said this month he had received a "great" letter from Kim and would probably meet him again in the not-too-distant future.

"At the second summit, they`ll probably focus on reaching a possible interim deal rather than a comprehensive roadmap for denuclearisation," said Cheong Seong-chang, a senior fellow at South Korea`s Sejong Institute.

"Whether Pyongyang is willing to abolish ICBMs, in addition to disabling the Yongbyon complex, would be key, and if so, the North will likely demand sanctions relief in return."

Second Trump-Kim Summit likely in February: Report

Remarks by South Korean President Moon Jae-in on the issue of forced wartime labour were "extremely regrettable", Japan's top government spokesman said on Friday, describing him as trying to shift Seoul's responsibility to Japan.

The comments suggest escalating tension between the two nations after Moon on Thursday urged Japan's political leaders not to undermine ties by "politicising" the issue of South Koreans forced to work by Japanese companies during World War Two.

"President Moon's remarks are trying to shift South Korea's responsibility to Japan and it is extremely regrettable," Chief Cabinet Secretary Yoshihide Suga told a regular news conference.

Relations between the East Asian neighbours have been frosty since South Korea's top court ruled in October that Nippon Steel & Sumitomo Metal Corp should compensate four former labourers.

The latest flare-up came after a South Korean court this month approved the seizure of part of the domestic assets of the Japanese steelmaker.

In response, Tokyo demanded diplomatic consultations with Seoul over the issue on Wednesday.

Japan believes that all such claims were settled in a 1965 treaty that normalized relations, Suga said on Friday, and that Seoul has now broken that treaty.

"We think South Korea will respond sincerely," he said.

Ties are also strained over the issue of whether a South Korean warship had locked its targeting radar on a Japanese patrol plane last month.

Kim's visit to China, confirmed by North Korean and Chinese state media, comes amid plans for a second summit with US President Donald Trump aimed at denuclearising the Korean peninsula.

South Korea's Yonhap, without identifying its sources, said the two leaders held talks for an hour in which they discussed the second US-North Korea summit and strengthening bilateral ties.

The meeting was followed by a dinner hosted by Xi and his wife, Yonhap said.

Kim held three summits last year with Xi, his most important ally, before and after summits with Trump and South Korean President Moon Jae-in.

Kim and Trump pledged to work towards denuclearisation at their landmark June summit in Singapore, but the agreement was short on specifics. Negotiations have made little headway since.

"Kim is eager to remind the Trump administration that he does have diplomatic and economic options besides what Washington and Seoul can offer," Harry J. Kazianis, Director of Defence Studies at the US-based Centre for the National Interest, said in an e-mailed statement.

"In fact, during his New Year`s Day speech, Kim`s `new way` that he referred to may well have been a veiled threat to move closer to Beijing. That should make America quite concerned."

Kim left for China on a private train on Monday afternoon accompanied by his wife, Ri Sol Ju, and senior North Korean officials, including Kim Yong Chol, a key negotiator in talks with the United States, and foreign minister Ri Yong Ho, North Korea`s state-run KCNA news agency said.

China`s official Xinhua news agency confirmed that Kim was visiting from Monday to Thursday at Xi`s invitation.

`GOOD PARTNER`

In an interview with CNBC on Monday, US Secretary of State Mike Pompeo praised China`s support for resolving the North Korean crisis and said he did not think the US trade dispute with China would affect this.

Kim`s visit comes as a US delegation opened a second day of talks with Chinese counterparts in Beijing aimed at ending the trade war between the world`s two largest economies.

"The Chinese have been very clear to us that these are separate issues," Pompeo said.

"Their behaviour has demonstrated that as well and we appreciate that. China has actually been a good partner in our efforts to reduce the risk to the world from North Korea`s nuclear capability; I expect they will continue to do so."

Chinese foreign ministry spokesman Lu Kang, asked during a daily briefing whether there was a connection between Kim`s visit and the possibility of another meeting between Kim and Trump, said China believed contact between the United States and North Korea was important.

"China has always supported both sides to continue to hold talks and to reach a positive outcome," Lu said.

Shi Yinhong, an international relations professor at Renmin University in Beijing, said Kim`s trip would have no direct influence on the progress of trade talks.

While no details were released about an agenda in China, Kim has been seeking relief from sanctions, a peace declaration to formally end the 1950-1953 Korean War and more investment.

Ties between China and North Korea, which had frayed as Pyongyang stepped up its missile and nuclear tests up to late 2017, warmed over the past year as Kim engaged with China, South Korea and the United States.

The popularity rating of South Korean President closed 2018 at its worst, amid an economic slowdown in the country and an alleged case of spying on civilians by a former official in the presidential office, a report said on Monday.

Support for Moon Jae-in stood at 45.9 per cent, according to the survey conducted by Realmeter, the Yonhap news agency reported.

The decline comes at a time when South Korea is experiencing an economic slump and has been marked by the recent publication of reports that a former researcher collected information on civilians while working for the presidential office.

Moon's approval rating soared to over 70 per cent in the first week of January, when the thaw in relations between the two Koreas began to develop after the conciliatory New Year message from North Korean leader, Kim Jong-un and reached a peak of 77.4 per cent just after the inter-Korean summit on April 27.

The popularity of the president fell to 53.1 per cent in mid-September due to signs of economic slowdown in the country. The forecasts for economic growth for the fourth-largest economy in Asia for this year have been cut to 2.7 per cent, below the 3 per cent predicted by the government at the beginning of the year.

Although Moon's popularity rating shot up again to 65.3 per cent two weeks later, after the third summit between Moon and Kim held in Pyongyang, the rating has been in continuous decline since October.

The index dropped below the 50 per cent barrier at the end of November, in the midst of the slowdown in the economy, reaching its current level, the worst since Moon became president in May 2017.
