A crime drama-obsessed South Korean woman who killed a woman “out of curiosity” was sentenced to life imprisonment.

The court pronounced the judgment on Friday (Nov 24) even as the prosecutors sought the death penalty.

Jung Yoo-jung, 23, who is a loner and lives with her grandfather, has been looking for targets for months using a tutoring app. She wanted to try out murder after reading it about in novels and watching a lot of crime mystery shows.

Looked for potential victims though an app

In May, she tried the app and set up a meeting with an English-language tutor. She posed as a mother of a high school kid and met the 26-year-old woman in Busan.

According to police, she mainly preferred females and went over 50 potential victims asking for lessons at home, before finalising on the 26-year-old.

On that fateful day, Yoo-jung landed up at the tutor’s home dressed in a school uniform in Busan. She then stabbed the victim over 100 times, continuing even after she was already dead.

She then mutilated the victim’s body, packed parts of it into a suitcase, and changed into the victim’s clothes, Korea JoongAng Daily, the English edition of a major South Korean newspaper, reported citing the police.

She then took a taxi and dumped it in a wooded area by a river, leaving other parts of the body in her own home.

A taxi driver, who drove her to the area where she dumped the body, later tipped off the police after spotting blood stains on her clothes.

During the investigation, police searched Jung's online browsing history which showed she had researched for months on how to kill somebody.

There were also CCTV cameras which captured the moment she entered and left the tutor’s place serval times. Police said that she was careless and made no effort to dodge the CCTV.

Jung pleaded for a more lenient sentence, saying she had suffered hallucinations and other mental disorders at the time.

North Korea scraps military deal with South, vows to deploy new weapons at border

In the latest development from North Korea's spy satellite launch, it has been found that one of the stages of the rocket exploded after separation on Tuesday (Nov 21).

As per analysts, the detonation was likely a deliberate destruction attempt to prevent recovery.

The footage was captured in a camera used by South Korea's Yonsei University to watch and study meteors, according to news agency Reuters.

"This time they appear to have detonated the first stage propellant in mid-air," Byun Yong-Ik, an astronomy professor at Yonsei University, told Reuters.

"This kind of measure was not seen in the previous launch attempts, and it could have been an effort to prevent South Korean and US authorities from recovering the propellant as it is equipped with a new engine."

Marco Langbroek, a satellite expert at Delft University of Technology in the Netherlands, said the video showed the first and second stages, with the first stage blowing up after the separation of the second stage.

"This certainly is unusual," he told Reuters, noting that most rocket stages are left to fall into the sea.

Langbroek then said that it wasn't yet clear if the act was intentional or an accident, however, North Korea said that it had used a destruct mechanism during its last launch in August as a safety measure after the rocket had failed.

"I feel it is certainly possible that it was done intentionally, to prevent recovery of an intact stage by the West," he said.

Pyongyang on Thursday (Nov 23) suspended its military pact with Seoul further warning that it will "place strong armed forces and advanced military equipment in border areas."

It also condemned the South for placing the deal under strain through its "military provocations", stating that the agreement had "long been reduced to a mere scrap of paper".

The South "must pay dearly for their irresponsible and grave political and military provocations that have pushed the present situation to an uncontrollable phase," the ministry said.

This came after South announced that it would resume its surveillance operations along the border and would also partially suspend the 2018 deal.

North & South Korea military deal scrapped after South slams North's launch of spy satellite | WION

North Korea on Thursday (Nov 23) said that it was suspending a military accord that it had reached with South Korea, under which measures were agreed upon to ease military tensions between the two countries, news agency Yonhap reported.

"From now on, our army will never be bound by the September 19 North-South Military Agreement," the statement said.

"We will withdraw military measures taken to prevent military tensions and clashes in all areas such as land, sea and air, and will place strong armed forces and advanced military equipment in border areas," the nuclear-armed North's defence ministry said, according to the South's Yonhap news agency.

The ministry said it "will not be restrained" by the 2018 agreement any longer.

This move by Pyongyang comes after Seoul on Wednesday announced that it would resume its surveillance operations along the border and would also partially suspend the 2018 deal in retaliation to North's successful launch of a spy rocket satellite.

The Comprehensive Military Agreement was signed in Pyongyang on September 19, 2018, by Kim and South Korean President Moon Jae-in.

Under the pact, both countries agreed to "completely cease all hostile acts against each other", by implementing military confidence-building measures in the air, land, and sea domains.

A South Korean appeals court has ordered the Japanese government to compensate a group of former “comfort women”— a euphemism used to describe sex slaves for Japanese troops during the Second World War.

On Thursday (Nov 23), the Seoul High Court overturned the lower court’s order in 2021 that had dismissed the case citing "sovereign immunity"—a concept under international law whereby the court of one country has no jurisdiction over another nation.

A total of 16 women filed a plea in 2016, seeking 200 million won (US$155,000) each in compensation.

The appellate court said that the case falls under South Korea’s jurisdiction since the victims live in the country and sought compensation over the acts that are deemed “unlawful” under its civil law.

“It is reasonable to consider that there is a common international law which does not recognise state immunity for an illegal act … regardless of whether the act was a sovereign act,” the court said, according to Reuters news agency.

Japan says ruling 'unacceptable'

Reacting to the judgement, Japanese Foreign Minister Yoko Kamikawa said the order goes against international law and agreements between the two countries, calling it “extremely regrettable and absolutely unacceptable”.

“Japan once again strongly urges the Republic of Korea to immediately take appropriate measures to remedy the status of its breaches of international law,” she said.

Additionally, the Japanese government declined to be involved in the case, as well as similar lawsuits filed by other groups of South Korean women who claimed to have been forced to work in the military brothels.

The ruling exposes the fraught relations between Japan and Korea, which was once under Tokyo’s occupation during the 1910-1945 colonial period.

Though both countries have made progressive steps to normalise the relations between them, Japan’s legacy still haunts the Korean people, who have been waiting for a formal apology.

North Korea said on Tuesday (Nov 21) that it made a third attempt to launch its first spy satellite which was successful. The previous efforts to put a spy satellite into orbit in May and August had failed, and South Korea, Japan and the United States repeatedly urged Pyongyang not to proceed with another launch. However, North Korea vowed to go ahead anyway, informing Japan of a launch window between Wednesday and December 1. Seoul's military "detected at 13.43GMT one alleged military surveillance satellite," South Korea's Joint Chiefs of Staff said. Pyongyang said the launch was successful. As per the KCNA news agency, the rocket carrying the satellite blasted off from the North Phyongan province, flew along its designated path and "accurately put the reconnaissance satellite 'Malligyong-1' on its orbit. US, Japan condemn launch The US and Japan strongly condemned the missile launch. The US called the launch a "brazen violation" of UN sanctions that could destabilize the region. In a statement, National Security Council Spokesperson Adrienne Watson said the launch raises tensions, and risks destabilizing the security situation in the region and beyond. Japanese Prime Minister Fumio Kishida, meanwhile, said, "Today, North Korea conducted a launch using ballistic missile technology. We're currently analysing details, but at least one missile flew over Okinawa towards the Pacific Ocean." "Even if the purpose is to launch a satellite, using ballistic missile technology is a clear violation of the relevant United Nations Security Council resolutions. It is also a very serious matter that greatly concerns the safety of our people," Prime Minister Kishida said. "We will continue to monitor the situation and gather information. We will be in cooperation with the United States and South Korea in response to the situation," he added. Russia likely assisted in launch: Seoul According to a report by the news agency Reuters, South Korean officials said on Tuesday that the launch likely incorporated technical assistance from Russia. Tuesday's launch was the first since North Korea's Supreme Leader Kim Jong Un met Russian President Vladimir Putin at Russia's modern space facility in September. Putin suggested that Moscow could help Pyongyang build satellites. (With inputs from agencies)

South Korea unveils plan to ban dog meat by 2027, Animal Rights Groups welcome the move | WION

South Korea is planning to ban eating dog meat and end the controversy surrounding the ancient custom amid increasing awareness of animal rights, stated a ruling party policy chief on Friday (Nov 17).

The practice of eating dog meat in Korea has been criticised overseas because of its cruelty and it has also been opposed increasingly at home, especially by the younger generation.

"It is time to put an end to social conflicts and controversies around dog meat consumption through the enactment of a special act to end it," said Yu Eui-dong, policy chief of the ruling People Power Party, at a meeting held with animal rights activists and government officials.

Yu stated that the government and ruling party will introduce a bill to enforce a ban this year, adding that with expected bipartisan support, the bill must sail through Parliament.

“We will provide full support to farmers, butchers and other businesses facing closure or transition due to this law,” Yu stated. He stated that compensation will be given only to legally registered dog meat farmers, slaughterers, traders, and restaurant owners.

Maximum support to be extended to people in dog meat industry

Speaking at the meeting, Agriculture Minister Chung Hwang-keun said that the government will quickly implement a ban and extend the maximum possible support to those people in the dog meat industry for closing down their businesses.

"With so many dogs needlessly suffering for a meat that hardly anyone eats, the government’s bill delivers a bold plan that must now urgently be passed by the Assembly so that a legislative ban can be agreed as soon as possible to help South Korea close this miserable chapter in our history and embrace a dog-friendly future," stated JungAh Chae, executive director of Humane Society International, in a statement after the meeting.

First Lady Kim Keon Hee has been criticising the consumption of dog meat and has adopted stray dogs along with her husband President Yoon Suk Yeol.

In the past, anti-dog meat bills have failed due to protests from those working in the industry, and increasing concern regarding the livelihoods of restaurant owners and farmers.

The ban proposed by the government will include a three-year grace period as well as financial support for businesses to transition out of the trade.

In the Korean peninsula, eating dog meat has remained an age-old practice and is considered as a way to tackle the summer heat.

The idea of the ban has been welcomed by the animal rights groups. "A dream come true for all of us who have campaigned so hard to end this cruelty," stated Humane Society International, in a statement.

South Korea plans complete ban on eating of dog meat by 2027

More than half a million South Korean students on Thursday (Nov 16) sat for the annual nationwide college entrance exam while officials took extraordinary measures, including halting flights and keeping police on standby, with even the stock market opening later than usual. This was also the first time since the Covid pandemic that the students were allowed to take the exam without masks.

The restrictions only give a sense of how important the test is, as it is often considered life-defining in the highly competitive South Korean society.

What is this ‘life-defining’ exam?

This year, nearly 505,000 high school students, graduates and others signed up to take the nine-hour, single-day, and five-session College Scholastic Ability Test (CSAT) held at 1,279 test sites across the country, according to the education ministry.

The test is considered crucial for securing spots in top universities and also key for elevated social status, lucrative careers, and in some cases even marriage prospects.

Therefore, enormous pressure is placed on students in South Korea. The country is already known for being highly competitive, which has been blamed for contributing to teenage depression and suicide rates which are among the highest in the world.

‘I’m nervous’

“I’m nervous and trembling because what I’ve been studying for three years ends with this exam today,” Lee Min-yup told AFP before going to take the test at Kyungbock High School in central Seoul.

Outside schools in South Korea, parents cheered for their children, hugging them and wiping away tears. While others were seen chanting phrases including “Success in Suneung,” which is the local name for the exam.

“I feel so nervous. Maybe I’m more nervous (than my daughter),” said Kim Mi-jae, mother of an 18-year-old student in Seoul, as quoted by Reuters.

‘Extraordinary measures’

Every year, South Korean officials take extraordinary measures to prevent any disturbances during the test.

This time around, the country’s transportation ministry imposed a nationwide 35-minute ban on all aircraft takeoffs and landings, aside from emergency situations, so that students are not disturbed during the listening comprehension portion of the English test.

More than 90 flights had to be rescheduled because of the exam, on Thursday, as per AFP.

Public offices and major businesses were requested to adjust their opening hours to 10:00 am (local time) or later to avoid traffic congestion and ensure students arrived at their venues for the exam on time which began at 8:40 am (local time).

The stock market also opened an hour later than usual to help ease the traffic. This year was also different as the test-takers were not required to wear face masks, unlike the previous three years due to the COVID-19 pandemic.

The police and regional government officials were on standby to help students running late for the exam reach their test sites on time.

The difficulty of this year’s exam has yet to be confirmed, but South Korean officials have said it would not include the so-called “killer questions” which are said to typically be drawn from material not covered in public school curriculum.

The so-called “killer questions” are so controversial that even President Yoon Suk Yeol has criticised them, saying they are causing people to spend billions on private education, one of the factors behind the country’s declining fertility rate.

According to government data, South Koreans spent nearly $20 billion on private education last year.

Local governments in South Korea are scrambling to contain an outbreak of bedbugs in the country. The Busan Metropolitan Government announced Friday (Nov 3) that it was posting instructions for bedbug prevention on its website.

Earlier on Monday (Oct 30), the Seoul Metropolitan Government also distributed guidelines for the prevention and management of bedbugs for related facilities.

The city plans to conduct inspections at 3,175 sites, with a focus on checking how frequently washing is done and disinfections are conducted.

The process will be completed by the end of this year, as reported in local media.

Why bedbugs are dangerous?

Bedbugs, while not carriers of infectious diseases, feed on human blood during the night while people are asleep, potentially leading to secondary skin infections.

These reddish-brown, wingless pests typically hide during the day in areas like mattress seams, cracks, crevices, behind wallpaper, or amidst clutter near a bed.

On Oct 29, 2022, a Halloween event in South Korea's capital city Seoul turned fatal after 159 people were killed in a stampede due to crowding. A year later, families of the victims have demanded a special investigation into the tragedy. According to a report by the news agency Associated Press on Monday (Oct 30), the families visited the Itaewon area, laid flowers and offered condolences at an alley where the stampede occurred. “I’m sorry. I’m sorry that I couldn’t protect you. I loved you,” Song Jin Young, 55, the father of one of the victims, said. The report said that the families attended multi-faith prayer services in Itaweon for their loved ones. Where can we talk about our resentment toward this reality?” Lee said. Lee pointed out that the special law would be the most important legislation to find the cause of the stampede and also discuss the prevention of similar disasters. Yoon's office did not mention his absence (from the memorial), but local media said it was because of concerns that the event could be politically used by his rivals. In January, a special probe by the police concluded that police and municipal officials had failed to formulate effective crowd control steps despite correctly anticipating a huge number of people in Itaewon. As per investigators, police also ignored hotline calls by pedestrians who warned of crowding before the stampede started. Currently, over 20 police and other officials are on trial. However, the report said that no top-level officials have been charged- which is one of the reasons why the victims' families have demanded a probe. 2022 South Korea Halloween crush: A year after tragedy, victims' kin demand special probe

The United States and South Korea began major air exercises on Monday, involving 130 warplanes from both countries to simulate 24-hour wartime operations.

The annual drills, called Vigilant Defence, will run until Friday, featuring variants of the F-35 stealth fighter from both the United States and South Korea, among other aircraft, South Korea's Air Force said.

The drills are aimed at improving interoperability between the two militaries by performing major air missions such as air-to-surface live fire drills, defensive counter air operation and other emergency training.

"We will maintain the best combat readiness to immediately respond to and strongly punish any provocation by the enemy through an intense training simulating an actual situation," South Korea's military said in a statement.

The drills come as North Korea has been stepping up military cooperation with Russia in what the United States and its Asian allies have condemned as Pyongyang's efforts to advance its military capabilities in return for arms support to Moscow.

North Korean Foreign Minister Choe Son Hui said on Saturday it was the "steadfast will" of Pyongyang to expand ties with Russia, adding that their relations will act as a "powerful strategic" element if security in the region is endangered.

North Korea has long condemned joint drills between the United States and South Korea as a rehearsal for invasion and proof of hostile policies by Washington and Seoul.

US, South Korean warplanes kick start joint air drills

A year after a massive stampede and crowd crush killed 159 Halloween revellers in the South Korean capital Seoul, the night-life district of Itaewon wore a quiet look on Saturday (October 28). The usual festivities of the area was replaced by mourning for the dead. Each year around Halloween, the alleys are decorated in the district that has city's hottest nightclubs and bars. But this time, posters and flowers remembering the dead were seen. The youngsters celebrated elsewhere.

AFP quoted Lee Sung-min, who lives and works in the district, saying that he didn't even realise that it was the Halloween weekend till Saturday.

"It used to be filled with visitors dressed in costumes and blood makeup by this time. But if you look at the age range of the people walking around, it's mostly just relatively old local residents," Lee said.

A crush in a narrow alley after crowd surge led to last year's tragedy. Many in Seoul blame the horrific incident on lack of preparation and poor crowd control measures. Early calls for help went unanswered. Most of the dead were people in their 20s and 30s.

"I've left a note telling (the victims) not to lose courage and rest in peace," said Lee Jung-hyeop, who visited Itaewon to mark the anniversary.

Police and authorities have been conducting crowd-control drills this year and gatherings haven't been banned in Itaewon. The police are taking help of an AI-backed network of nearly 1000 CCTV cameras.

Many revellers are looking at other places to celebrate the festival, such Hongdae, which is another popular spot among the youth.

"I thought Hongdae would be better than Itaewon to celebrate Halloween with my boyfriend," said Cheon Ye-ji, a 19-year-old student as quoted by AFP.

The tragedy last year led to a police investigation which eventually acknowledged of negligence and poor response from the authorities. The probe referred 23 official for prosecution. However, it has not resulted in resignation or sacking of any senior government official.

An 82-year-old South Korean man suffered a heart attack after choking on a dish known as "san-nakji" – live octopus with wriggling tentacles. The incident occurred in Gwangju, a southern city in South Korea, and despite efforts to revive him, the man could not be saved and was pronounced dead at a local hospital.

What is San-Nakji?

San-nakji is a renowned local delicacy in South Korea, made of live octopus seasoned with salt and sesame oil.

It is globally known for its unique and potentially dangerous preparation, as the octopus is served immediately after its tentacles are sliced into portions, keeping the tentacles' nerves active and causing them to wriggle on the plate.

An outbreak of lumpy skin disease (LSD) in cattle has alarmed authorities in South Korea as the agricultural ministry said Wednesday (Oct 25) that it plans to complete the vaccination by early next month.

South Korea is aiming to contain the nationwide spread of the disease. As on Wednesday, it announced 29 new confirmed cases since the outbreak was first reported at a cattle farm last week.

The first-ever outbreak of the disease in South Korea was reported on Friday, and since then, confirmed cases have been on the rise. Authorities have said that at least seven suspected cases are currently being probed.

At a news briefing, Agriculture Ministry official Kwon Jae-han said, as quoted by the news agency Reuters, that the authorities are in talks with domestic and foreign companies to secure four million doses of vaccine by the end of this month. The ministry said that these many jabs would be sufficient to inoculate all the cows in the country.

Kwon added, "Since the first outbreak of the lumpy skin disease at a cattle farm at Seosan in Chungnam province on October 19, there have been continuous outbreaks on the west coast, including the Chungnam and Gyeonggi provinces. Recently, a total of 29 new cases were reported in Eumseong county of Chungbuk province, and Yanggu county of Gangwon province."

Considering the three weeks needed to develop protective antibodies against the disease, if the nationwide vaccination programme is completed without delay, the outbreak trend will be stabilised within November.

South Korean entrepreneur Zena Chung has been appointed as an economic and trade adviser for the Gyeongsangbuk-do province. According to a report published in the Asian Community News on October 5, this responsibility was bestowed upon Chung by Gyeongsangbuk-do's Governor Lee Cheol-woo. Chung's appointment as an adviser marks significance for India as the province signed a Memorandum of Understanding (MoU) with the Indian state of Uttar Pradesh in May. What Chung plans to focus on as province adviser? Speaking to the Asian Community News, Chung said that as an adviser, she would promote Ayurveda medication development between India and South Korea, help more Indian skilled workforce to come to work in Gyeongsangbuk-do to address manpower shortages, and also help more South Korean small medium-sized companies (SMEs) to invest in Uttar Pradesh and vice-versa. Chung has also proposed establishing an India business office in Gyeongsangbuk-do, which will attract not only more foreign students (including Indians) who want to study in the country, but also serve as an opportunity for SMEs (in South Korea) who want to advance into India, or conversely, Indian companies that want to advance into Korea, the report said. Also read: South Korean entrepreneur Zena Chung awarded with country's prestigious Grand Prize She also told Governor Lee Cheol-woo and Vice-Governor for Economic Affairs Lee Dal Hee that the establishment of the India business office would serve as a great bridge for many private universities in the country which are facing a serious crisis because of low-birth rate. The office would also help small and medium-sized businesses, which are at a crossroads between life and death due to rising labour costs nationwide, the report added. "So many private universities are in strong demand to fill the shortages of domestic students with foreign students to maintain the universities here. So is the fate of most of the private universities in other provinces of Korea. Following this, the Gyeongsangbuk-do government is taking many measures to drive more foreign and Indian students to study in Gyeongsangbuk-do," Chung told the publication. Commenting on employment opportunities for Indian students, she said that following the completion of courses, universities in Gyeongsangbuk-do would help them find jobs in the province and even open opportunities where they can apply for permanent resident status after their employment with local companies (in the province). Zena Chung awarded with country's prestigious Grand Prize Recently, Chung, who is president of the Indo-Korea Business Culture Centre, was awarded the Grand Prize for the 100 most proud Koreans for this year. She received the award for "contributing to publicising the excellence of Korean culture and art at home and abroad," a statement said. Chung said she wants to promote South Korea's excellent cultural and artistic qualities in other countries around the world through cultural and art exchanges and cooperation between the federal, local, and provincial governments, and overseas companies.
