The Philippines has sought clarification from China following a confrontation between Filipino and Chinese personnel off Thitu Island— a disputed South China Sea territory.

“We have issued a note verbale already, seeking clarification from China on the incident. We, of course, have our own reports, but we would like to hear it from the side of China,” Foreign Affairs Secretary Enrique Manalo told CNN Philippines.

The Department of Foreign Affairs in a statement on Wednesday said that a note verbale was sent to Beijing upon the instruction of President Ferdinand "Bongbong" Marcos Jr.

The confrontation between the two forces took place on November 20.

The Armed Forces of the Philippines’ Western Command claimed that an unidentified floating object retrieved by the Philippine Navy off Pag-asa Island waters was “forcefully” taken by the Chinese Coast Guard.

According to the Chinese embassy, the floating object was the wreckage of the fairing of a rocket recently launched by Bejing.

It also denied the Philippines' claim that it forcefully took the item, saying there was a “friendly consultation” between involved parties.

Though tt is unclear whether the confrontation led to any skirmish between the two, local media reports claimed that residents of Pag-asa Islands heard blasts believed to be from the artillery guns/weapons on the Zamora Reef, a region in West Philippine Sea occupied by Beijing.

Foreign Affairs Secretary Enrique Manalo told CNN that the government backs the statement made by Philippine authorities, and added that further clarification will be sought if the reply by Beijing is found to be lacking.

“We’ll have to take it step-by-step but depending on the reply, if we find the reply lacking or we need further clarification, we will continue the discussion perhaps through notes verbale or if necessary, through verbal face-to-face meetings,” he said.

Philippines accuses China of forcefully seizing 'rocket debris' in disputed waters, Beijing denies it

US Vice President Kamala Harris will visit the Philippine islands of Palawan that lie on the edge of the disputed South China Sea, a senior administration official told Reuters on Tuesday. US President Joe Biden and Chinese leader Xi Jinping met each other just at the G20 Summit in Bali and this announcement now is likely to anger Beijing.

When Harris visits the islands next Tuesday, she will become the highest-ranking American official to visit the island chain. It may be noted that China has dredged the sea floor to build harbours and airstrips on the Spratly Islands, while Brunei, Malaysia, the Philippines, Taiwan and Vietnam also claim parts of the area.

China claims some territories in the waters off Palawan and much of the South China Sea, citing domestic historical maps. But an international arbitration ruling in 2016 found no legal basis for the Chinese claims. The South China Sea contains massive oil and gas deposits and ship-borne trade worth $5 trillion is conducted across it each year.

"In Palawan, Harris will meet with residents, civil society leaders and representatives of the Philippines Coast Guard," the senior administration official said.

The official added that the trip will reinforce the administration's "commitment to stand with our Philippine ally in upholding the rules-based international maritime order in the South China Sea, supporting maritime livelihoods and countering illegal, unregulated and unreported fishing."

On Tuesday, Manila had announced that Washington would spend $66.5 million for training and warehouse facilities at three of its military bases there under a 2014 joint security deal.

This will be Harris's second trip to Asia in three months and strategically aims to discourage any aggressive steps by China, including in self-ruled Taiwan. She will also stop in Thailand for the Asia-Pacific Economic Cooperation leaders meeting.

During her last trip to the region, Harris accused China of actions to "coerce and intimidate" neighbours.

However, South China Sea expert Gregory Poling told Reuters that instead of angering Beijing, the visit could send a strong message to the Philippines since she is not visiting a disputed territory.

"It will be reassuring to the Philippines by sending a clear signal that, even with Ukraine and Taiwan at the centre stage, the United States still recognises the South China Sea as central to the future of the U.S.-Philippine alliance," said Poling, who is the director of the Southeast Asia Programme at Washington's Center for Strategic and International Studies.

Japan may deploy hypersonic missiles by 2030, in an attempt to strengthen its counterstrike capabilities to deter security threats, Nikkei Asia reported on Thursday. The development comes in the wake of growing North Korean aggression in the Korean peninsula and Chinese assertions in the South China sea.

Hypersonic missiles fly at five times the speed of sound, making them difficult to be shot down by an adversary. Japan reportedly believes that it not just needs to intercept the incoming missiles, aircrafts, and drones but also must strike back if necessary.

Three-stage proposal to bolster Japan’s counterstrike capabilities: Report

The report added that a proposal that is floating in Tokyo’s power circles involves the adoption of long-range missiles in three stages. First, Tokyo may consider acquiring the Tomahawk and other battle-tested cruise missiles from Washington. Second, it may upgrade its homegrown Type 12 surface-to-ship missile, extending its range from less than 200 km at present to 1,000 km. The new missiles could be introduced as early as 2026, the daily added.

With its bolstered defence capabilities, Japan intends to have executable abilities to strike distant targets both at sea and on land.

Japan considers deployment of hypersonic missiles by 2030 to counter security threats: Report

More than 2,500 marines from the United States and the Philippines participated in combat drills on Monday in preparation for any crisis in a region that has been on edge due to territorial disputes in the South China Sea and rising tensions regarding Taiwan.

According to military sources, Ferdinand Marcos Jr., the newly elected president of the Philippines, has participated in the annual military drills for the first time with the longtime treaty friends. He disapproved of military drills involving American forces because he believed they may anger China. His predecessor, Rodrigo Duterte, was a vocal opponent of American security policies.

Called Kamandag, the Tagalog acronym for “Cooperation of the Warriors of the Sea,” the drills involve 1,900 U.S. Marines and more than 600 mostly Philippine counterparts in mock amphibious assaults and special operations, US and Philippine military officials said. America’s HIMARS missile launchers and supersonic fighter jets will take part in live-fire maneuvers that will end Oct. 14, they said.

The venues include the northern Philippines, across the Luzon Strait from Taiwan, and the western island province of Palawan, which confronts the South China Sea.

The exercises, according to Philippine Rear Admiral Caesar Bernard Valencia, would concentrate on bolstering coastal defences and are not targeted at any particular nation.

According to him, South Korean and Japanese military may join disaster response drills but will only be present as observers.

Approximately 3,000 military troops from the two sides are participating in combat drills between US Marines and Japanese army forces on Hokkaido, an island in northern Japan, at the same time as the military exercises, according to US military officials.

The simultaneous exercises, according to US Maj. Gen. Jay Bargeron of the 3rd Marine Division stationed in Japan, are intended to strengthen the defence capacities of the US alliances with the Philippines and Japan "through realistic joint training."

“These exercises will allow our forces to strengthen interoperability and readiness to ensure we are prepared to rapidly respond to crisis throughout the Indo-Pacific,” Bargeron said in a statement.

“Our strength, resolve and commitment to our allies and partners in the region are our most effective deterrent,” US Marine Lt. Col. Kurt Stahl told The Associated Press. “Together, we can deter potential adversaries from ever testing our capabilities or our relationships.”

In July, US Secretary of State Antony Blinken urged China to abide by a 2016 arbitration decision that rejected Beijing's expansive territorial claims in the South China Sea and cautioned that if Filipino forces, vessels, or aircraft are attacked in the disputed waters, the United States is obligated to defend the Philippines under a 1951 US-Philippines Mutual Defense Treaty.

After the Philippine government complained in 2013 about China's acquisition of a shoal off its northwest coast, an arbitration tribunal established in The Hague in accordance with the United Nations Convention on the Law of the Sea rendered the decision. China refused to take part, referred to the arbitration ruling as a fraud, and has since continued to challenge it.

In addition to China and the Philippines, Vietnam, Malaysia, Taiwan, and Brunei also have overlapping claims in the busy waterway, which is said to be rich in underwater gas and oil resources and through which an estimated $5 trillion in commodities travel annually.

US, Philippine forces conduct combat drills to brace for crisis in troubled region

A Beijing-based think tank has said that the number of US surveillance sorties in September decreased by around half compared with August. According to the South China Sea Probing Initiative (SCSPI), land-based US reconnaissance aircraft made 28 sorties during September, down from 46 in August, when House Speaker Nancy Pelosi visited Taiwan.

China conducted several military drills around the island following Pelosi's visit to Taiwan. US then took various countermeasures that included positioning the aircraft carrier USS Ronald Reagan and its strike group closer to Taiwan. The highest number of US sorties of the month took place on August 5, a day after China test-fired 11 missiles.

A total of 67 sorties were reported in July, the SCSPI said, due to the operations carried out in the region by the destroyer USS Benfold and the USS Ronald Reagan. In July 2021, the US conducted 27 surveillance sorties in the region. Experts say the smaller number of missions was more likely due to less provocation or fewer perceived threats in the region.

Authorities confirmed on Sunday that Typhoon Noru made landfall in the Philippines after coastal communities were evacuated. According to the state weather forecaster, the typhoon slammed in Burdeos municipality on the Polillo islands. With maximum sustained winds of 195 kph (121 mph) and gusts of up to 240 kph (149 mph), it charged towards the archipelago nation after an unprecedented "explosive intensification". Climate change is a big factor behind typhoons which are becoming more powerful as the world gets warmer. Bracing for the possibility of strong winds and heavy rain battering the capital, emergency personnel are rescuing people stuck in Manila. × Killing more than 400 people and leaving hundreds of thousands homeless, another super typhoon devastated swathes of the country. Before entering the South China Sea on Monday and heading towards Vietnam, Noru is expected to weaken to a typhoon as it sweeps across central Luzon. Along with widespread flooding and landslides, the weather bureau has warned of dangerous storm surges more than three metres high. The prospect of strong waves and heavy rains in the area has prompted Japan's weather agency to say it may issue a "special warning" for Kagoshima prefecture and other areas of Kyushu, the country's southernmost main island, as early as Saturday evening. According to local media, it would be the first such alert for any prefecture north of the Okinawa island group.

JMA official Ryuta Kurora advised locals to leave the area before it gets dark during a news conference that was broadcast on television due to the possibility of "unprecedented" storms and rains.

China conducts more live-fire drills in South China Sea & desert

A US aircraft carrier and its strike group have returned to the South China Sea after a port call in Singapore, deploying in the disputed region as tensions with China rise over a possible visit to Taiwan by congressional leader Nancy Pelosi.

Officials with the US Navy's Seventh Fleet confirmed the deployment of the USS Ronald Reagan to the vital trade route but did not comment on questions about tensions over the trip by Pelosi, speaker of the US House of Representatives.

"USS Ronald Reagan and her strike group are underway, operating in the South China Sea following a successful port visit to Singapore," Commander Hayley Sims said in a statement to Reuters.

Sims added that the Reagan "is continuing normal, scheduled operations as part of her routine patrol in support of a free and open Indo-Pacific."

When asked for comment, China's foreign ministry said the US was once again "flexing its muscles" in the South China Sea with the Reagan's sailing.

"It is clear from this for everyone to see who is the biggest threat to the South China Sea and the Asian region's peace and stability,” Chinese foreign ministry spokesman Zhao Lijian told a regular briefing on Thursday.

News of the deployment of the Japan-based carrier comes as Beijing and Washington trade diplomatic blows over Pelosi's visit, reportedly due to take place next month after being postponed earlier in the year. Pelosi has not confirmed the possible trip.

US Defense Secretary Lloyd Austin said on Wednesday he had spoken with Pelosi and given her a security assessment but any comments about a trip she might make to Taiwan would have to come from her office.

Tensions over democratically-ruled Taiwan are expected to be discussed when US President Joe Biden and Chinese President Xi Jinping hold their fifth phone call, which could take place as soon as Thursday.

China has issued stern warnings to US officials about Pelosi's possible visit to Taiwan, a Chinese foreign ministry spokesman said on Monday. Beijing considers Taiwan to be part of its territory and has never renounced using force to bring the island under its control.

The Reagan strike group had been operating in the South China Sea earlier in the month before heading for a five-day rest stop in Singapore at the weekend.

Singapore-based security scholar Ian Storey said he would expect Chinese vessels to shadow the strike group, based on recent actions as well as the latest tensions.

"Most of the time those interactions are safe and professional, but there's always a risk they could get too close and spark a confrontation, said Storey, of the ISEAS-Yusof Ishak Institute.

US officials on Tuesday accused China of increased "provocations" against rival claimants in the South China Sea and said its "aggressive and irresponsible behavior" meant it was only a matter of time before there was a major incident or accident.

US accuses China of increased 'provocations' in South China Sea

US General Mark Milley, chairman of the Joint Chiefs of Staff, warned that the Chinese military in the air and at sea has become “noticeably more aggressive” in the Pacific.

Milley added that the number of intercepts by Chinese aircraft and ships in the Pacific region with the US had increased significantly including “unsafe interactions”.

Chinese military in the air and at sea has become significantly more aggressive: US General Mark Milley

A US Navy destroyer ship carried out what US calls Freedom of Navigation exercise in the South China Sea on Wednesday. An angry China said that its military had 'driven away' the US warship which had sailed near the disputed Paracel Islands. China claims the entirety of South China Sea based on ancient claims. US regularly carries out Freedom of Navigation exercises in the sea to challenge Chinese assertions.

Monday (July 11) was the sixth anniversary of a ruling given by international tribunal that had invalidated China's sweeping claims in the South China Sea. China had rejected the ruling.

The US Navy said the destroyer USS Benfold "asserted navigational rights and freedoms in the South China Sea near the Paracel Islands, consistent with international law".

China maintains that it does not impede freedom of navigation. It has accused the US of provoking tensions deliberately.

Southern Theatre Command of the People's Liberation Army (PLA) said that action of US destroyer seriously violated China's sovereignty and security. It said that the ship illegally entered China's territorial waters around Paracel islands. These islands are also claimed by Taiwan and Vietnam.

"The PLA's Southern Theatre Command organised sea and air forces to follow, monitor, warn and drive away" the ship, it added, showing pictures of the Benfold taken from the deck of the Chinese frigate the Xianning.

"The facts once again show that the United States is nothing short of a 'security risk maker in the South China Sea' and a 'destroyer of regional peace and stability.'"

US Navy, in turn, has said that Chinese statement on its mission was "false". It said that this was latest Chinese act to "misrepresent lawful U.S. maritime operations and assert its excessive and illegitimate maritime claims at the expense of its Southeastern Asian neighbours in the South China Sea".

"The facts once again show that the United States is nothing short of a 'security risk maker in the South China Sea' and a 'destroyer of regional peace and stability.'" Watch | China and Pakistan commence maritime exercise near Shanghai to deepen 'frienship' US Navy, in turn, has said that Chinese statement on its mission was "false". It said that this was latest Chinese act to "misrepresent lawful U.S. maritime operations and assert its excessive and illegitimate maritime claims at the expense of its Southeastern Asian neighbours in the South China Sea". Warning that the Indo-Pacific region is at risk of being reshaped by geopolitical factors, China's foreign minister Wang Yi has asked Asian countries to avoid being used as "chess pieces" by major powers.

Highlighting that many countries in the region were under pressure to take sides, Yi said the Association of Southeast Asian Nations (ASEAN) should insulate it from geopolitical calculations.

With countries in the region now wary of being caught in the middle of US-China rivalry, Southeast Asia has long been an area of geopolitical friction between major powers given its strategic importance.

For several years, South China Sea seems to have become a bone of contention. After China militarised some artificially constructed islands in the area to assert its claim over the waterway, several countries of the world seem to have been making concerted efforts to push back the Chinese.

Be it the formation of the Quad or Aukus, the focus of the major powers in the region has been to keep a tab over the increasingly aggressive China.

Calling it ‘freedom of navigation’, the US, the UK and other countries have been sending their warships to the region as a show of power but with little or no effect on the adversary China. They regularly pass through the area to demonstrate the right to sail through what is considered to be international waters. It seems to have been only making the Beijing more aggressive.

Ensure maritime freedom in South China Sea, Biden tells naval graduates

China's most powerful and advanced stealth fighter jet J-20 has begun patrolling disputed areas in East and South China Sea, as per a report in Chinese state media. China's Global Times, in its report, sought to project repeatedly that this was 'routine training' patrol.

Initial versions of the J-20 were fitted with Russian engines but these engines were soon replaced by Chinese engines that were developed domestically. China claims the entirety of South China Sea based on what it calls its historical claims. This has made China enter into disputes with other countries with coastlines on South China Sea. Chinese Navy and air force have sought to mark their presence in South China Sea. China has also constructed artificial islands. Some even have runways.

In East China Sea, China has dispute with Japan over Senkaku Islands. These are also called Diaoyu Islands.

China's People's Liberation Army Air Force (PLAAF) reportedly has 200 J-20 stealth fighter jets. Peter Layton, a visiting fellow at the Griffith Asia Institute in Australia was quoted by CNN to say that foreign military aircrafts entering China's claimed airspace over these seas may potentially be ontercepted by J-20s.

Philippines President Rodrigo Duterte and China's Xi call for restraint in South China Sea

China has fully militarised at least three of several islands it built in the disputed South China Sea, arming them with anti-ship and anti-aircraft missile systems, laser and jamming equipment and fighter jets in an increasingly aggressive move that threatens all nations operating nearby, a top US military commander said Sunday.

US Indo-Pacific commander Adm. John C Aquilino said the hostile actions were in stark contrast to Chinese President Xi Jinping's past assurances that Beijing would not transform the artificial islands in contested waters into military bases.

The efforts were part of China's flexing its military muscle, he said.

"I think over the past 20 years we've witnessed the largest military buildup since World War II by the PRC," Aquilino told The Associated Press in an interview, using the initials of China's formal name.

"They have advanced all their capabilities and that buildup of weaponization is destabilizing to the region."

There were no immediate comments from Chinese officials.

Aquilino spoke with the AP onboard a US Navy reconnaissance aircraft that flew near Chinese-held outposts in the South China Sea's Spratly archipelago, one of the most hotly contested regions in the world.

During the patrol, the P-8A Poseidon plane was repeatedly warned by Chinese callers that it illegally entered what they said was China's territory and ordered the plane to move away.

"China has sovereignty over the Spratly islands, as well as surrounding maritime areas. Stay away immediately to avoid misjudgment," one of the stern radio messages said in a veiled threat.

But the U.S. Navy plane dismissed the multiple warnings and pressed on defiantly with its reconnaissance in brief but tense moments witnessed by two AP journalists invited onboard.

"I am a sovereign immune United States naval aircraft conducting lawful military activities beyond the national airspace of any coastal state," a US pilot radioed back to the Chinese.

"Exercising these rights is guaranteed by international law and I am operating with due regard to the rights and duties of all states," he said.

Navy commanding officer Joel Martinez, who led the P-8A Poseidon's crew, said there has been an incident when a Chinese jet flew close to a US aircraft in a dangerous maneuver in the disputed region. The US flight crew calmly reminded the Chinese to comply with aviation safety regulations, he said.

As the P-8A Poseidon flew as low as 15,000 feet (4,500 meters) near the Chinese-occupied reefs, some appeared to be like small cities on screen monitors, with multi-story buildings, warehouses, hangars, seaports, runways and white round structures Aquilino said were radars. Near Fiery Cross, more than 40 unspecified vessels could be seen apparently anchored.

Aquilino said the construction of missile arsenals, aircraft hangars, radar systems and other military facilities on Mischief Reef, Subi Reef and Fiery Cross appeared to have been completed but it remains to be seen if China will pursue the construction of military infrastructure in other areas.

"The function of those islands is to expand the offensive capability of the PRC beyond their continental shores," he said. "They can fly fighters, bombers plus all those offensive capabilities of missile systems."

He said any military and civilian plane flying over the disputed waterway could easily get within range of the Chinese islands' missile system.

"So that's the threat that exists, that's why it's so concerning for the militarization of these islands," he said. "They threaten all nations who operate in the vicinity and all the international sea and airspace."

China sought to shore up its vast territorial claims over virtually the entire South China Sea by building island bases on coral atolls nearly a decade ago.

The US responded by sending its warships through the region in what it calls freedom of operation missions. The United States has no claims itself but has deployed Navy ships and aircraft for decades to patrol and promote free navigation in international waterway and airspace.

China routinely objects to any action by the U.S. Military in the region. The other parties "the Philippines, Vietnam, Malaysia, Taiwan and Brunei" claim all or part of the sea, through which approximately $5 trillion in goods are shipped every year.

Despite China's aggression, the long-simmering territorial conflicts should only be resolved peacefully, Aquilino said, and cited the Philippine government's successful move to bring its disputes with China to international arbitration in 2013 as a good template.

A UN-backed arbitration tribunal that handled the case invalidated China's sweeping historical claims in the South China Sea under the U.N. Convention on the Law of the Sea. Beijing dismissed the ruling as sham and continues to defy it.

Washington's main objective in the disputed region is "to prevent war" through deterrence and promote peace and stability, including by engaging American allies and partners in projects with that objective, Aquilino said.

"Should deterrence fail, my second mission is to be prepared to fight and win," he said.

An F-35C Lightning II aircraft, which had crashed while attempting to land on an aircraft carrier in the South China Sea in January, has been recovered, the US Navy said.

The recovery has calmed several nerves in the US as there were concerns that China or Russia may try to reach it first to gain access to the advanced technology. It may have been helpful in either replicating or learning how to defeat it.

When it crashed on January 24, the multimillion-dollar aircraft was conducting 'routine flight operations' from the USS Carl Vinson, the 7th Fleet said.

The wreckage will be sent to a nearby base to find out what caused the accident and may also be sent onwards to the continental United States, the fleet said. The exact location of the accident has been kept secret.

The aircraft carrier also suffered superficial damage and was able to resume operations.
