Modalities have been finalised on the <a href="https://www.wionews.com/india-news/congress-ncp-shiv-sena-triad-to-form-maharashtra-government-before-december-1-sanjay-raut-263537">formation of the government in Maharashtra</a> between the Congress, Shiv Sena and the Nationalist Congress Party (NCP) and all the three parties have, in principle, agreed upon ministerial berths according to their strength in the assembly, sources said on Thursday.

The Common Minimum Programme (CMP) between Congress and NCP has been sealed and will be discussed with the Shiv Sena in Mumbai on Friday, sources added. 
Currently, Congress and NCP, sources said, are discussing the possible names to be inducted in ministerial berths.

The name of the alliance is expected to be finalised in today's meeting between Congress and NCP leaders. The convener of the alliance is also slated to be finalised by Friday in Mumbai, they added.

Earlier today, the Congress Working Committee (CWC) meeting was held at party interim president Sonia Gandhi's 10 Janpath residence. Several senior leaders including Malikarjun Kharge, Ahmed Patel, AK Antony and Adhir Ranjan Chowdhury had attended the meeting.

"We have apprised the CWC members of the latest political situation in Maharashtra. Today, Congress-NCP discussion will continue. I think, tomorrow, we will probably have a decision in Mumbai," Congress leader KC Venugopal told reporters after the CWC meet.

On Wednesday, Congress leaders including Ahmed Patel, Jairam Ramesh and Mallikarjun Kharge had briefed party interim president Sonia Gandhi about their meeting with NCP chief Sharad Pawar. After briefing Gandhi, the three Congress leaders again returned to Pawar's residence.

Sources said that during the course of Wednesday's meetings, the Congress and NCP leaders also held talks with Shiv Sena leadership over the phone and got a positive response.

They also added that as part of the coalition government, a sharing formula of 2.5 years each between the Shiv Sena and NCP for the chief minister seat has been approved while Congress will be given the deputy chief minister's seat.

Maharashtra came under President's Rule on November 12 after all the parties failed to form a government in the state. The BJP, which emerged as the single largest party, could not stake claim to form a government as its ally Shiv Sena remained firm on rotating the Chief Minister's post and equal sharing of Cabinet berths.

Shiv Sena parted its ways with BJP to explore ways to form a government. It, however, failed to prove the support of the required number of MLAs in the time given by Governor Bhagat Singh Koshyari.

The Governor had then invited NCP, the third-largest party, to prove its ability to form the government failing which President's Rule was imposed in the state.

Maharashtra government formation: Sena leaders meet governor after Congress extends support

Former Prime Minister and Janata Dal (Secular) chief HD Deve Gowda on Monday said that if the Congress party gives support to Shiv Sena then they should continue that for five years, only then people will trust them.&nbsp;

"If Congress gives support to Shiv Sena, they should not disturb it for the next five years, only then people will trust the Congress party," Gowda told ANI when he was asked about the political situation in Maharashtra.

"Bal Thackeray gave place to the BJP in Maharashtra, LK Advani and former Prime Minister Atal Bihari Vajpayee went to Balasaheb`s residence and requested him for seats in the state. Today the BJP overrode that and that is why Uddhav Thackeray has taken a stand that he will teach them a lesson. Now, it`s for Congress and NCP to put the BJP down," he said.

BJP-Shiv Sena alliance won an absolute majority in the Maharashtra assembly polls.

In this election, the BJP vociferously raised the issues of national security and development during the polls while the opposition sought to keep the campaign focused on issues such as "economic slowdown" and "job losses".

However, the NCP increased its numbers as compared to the 2014 elections.

The Congress slipped to the fourth position in a state where it was once the dominant player.

The NCP also won the prestigious by-poll to Satara Lok Sabha seat, where its candidate Shriniwas Patil defeated BJP's Udayanraje Bhosale, a descendant of Maratha king Chhatrapati Shivaji. Bhosale had left the NCP and joined BJP last month.

NCP chief Sharad Pawar had campaigned extensively in the state to boost the party's prospects.

It will be the first time that Maharashtra will have the BJP chief minister for the second successive term in office.

Shiv Sena has excluded Sanjay Raut, the editor of its mouthpiece Saamna and the party`s face in media, from a list of leaders authorised to speak on behalf of the party on the Assembly elections results day in Maharashtra.

The Shiv Sena`s media department has put out a list of 18 leaders who will put forth the party`s stand on several matters and give reactions on election developments on October 24, the day the poll results are announced.&nbsp;

The party`s media department head Harshal Pradhan has requested media organisations to take reactions for Assembly elections from these authorised people only. The list includes the names of Arvind Sawant, Neelam Gonhe, Vishakha Raut, Bhawana Gawali, Rahul Shewale, Dhairyashil Mane, Anil Parab, Manisha Kayande, and Sunil Shinde.&nbsp;

Other party leaders who would act as spokespersons for the party include Suraj Chahwan, Sachin Ahir, Varun Sardesai, Hemraj Shaha, Sainath Durge, Kishor Kanhere, Shital Mhatre and Shubha Raul. Shiv Sena leader Aditya Thackeray said that the Aarey issue was not just a tussle between his party and the BJP but a fight for the environment.

"It is not between the BJP and Shiv Sena, it is a tussle between humans and the environment. We have made a lot of efforts, and we think the environment will win," Thackeray told ANI here on Monday.

He added that while the Mumbai Metro Rail Corporation (MMRC) had already cut the trees in Aarey for the proposed metro shed, he was hopeful of getting justice from the Supreme Court.

"The MMRC has already cut the trees, but I believe the Supreme Court will hopefully give us justice," Thackeray said.

The Shiv Sena leader is actively campaigning and rallying ahead of the upcoming Maharashtra elections, in which he is contesting from the Worli seat in Mumbai.

Speaking about what drove him to contest the polls, Thackeray, who has become the first leader from the family of the late Balasaheb Thackeray to directly contest, said, "It is not about me contesting the elections but about creating a Maharashtra which is progressive and going ahead."

"I respect my opponents in a democracy, I am therefore meeting the voters and urging them to vote in my favour ahead of the elections," Thackeray added.
