NATO countries to give more air defence systems to Ukraine, says Stoltenberg

The parliamentary website in Ukraine said that President Volodymyr Zelensky on Tuesday (Apr 16) signed into law a bill overhauling army mobilisation rules. This comes as Ukraine's issue of acute troop shortages and risks of collapsing under Russia's onslaught without support from the United States.

The official website noted that the bill had been "returned with the signature of the President" on April 16. It had received final approval from lawmakers last week. Once, it is officially published, the law will come into force a month after that.

The new law aimed at toughening penalties on draft dodgers and incentivising conscription and obliged men to keep their military registration details with the authorities.

However, the law does not demobilise long-serving soldiers on the front, which is a proposal lawmakers scrapped after facing pressure from Ukraine's military. According to the lawmakers, the demobilisation issue will be addressed in a separate bill.

The official website did not reveal how many troops could be mobilised under the new provisions. A report by the news agency Reuters mentioned that some serving military personnel and analysts have expressed concern that the law would not be effective enough in addressing the shortages.

In a separate law, Zelensky had signed cutting the draft age to 25 from 27 to secure more fighting power.

The report obtained by the UK-based newspaper The Guardian mentioned that high explosive and cluster bombs have apparently become a central threat on the frontline.

Russia will be invited to the French ceremony in June to mark 80 years since the World War II D-Day landings, organisers said Tuesday (Apr 16). However, the invite will not include President Vladimir Putin.

France marks the 80th anniversary of the 1944 Normandy landings in June. During the ceremony, many world leaders are expected to attend, but Putin will miss it.

In the aftermath of Russia's invasion of Ukraine in February 2022, Moscow was slapped with sanctions. It shredded ties with the West.

As a result of the invasion, the International Criminal Court in 2023 issued an arrest warrant for Putin on the war crime accusation of unlawfully deporting Ukrainian children.

This could be one of the reasons why Putin will not travel to France.

In an upcoming China visit, US Secrectary of State, Antony Blinken is expected to raise concerns that Beijing is helping Russia build up its defence industrial base to fight the war in Ukraine.

A top adviser of Ukrainian President Volodymyr Zelensky has said that his nation is crippled by an overwhelming Russian attack on its energy infrastructure, especially power stations. According to Mykhailo Podolyak, Russia has adopted a new strategy of attacking power stations in Ukraine simultaneously with 10-12 missiles, thus rendering the already-stretched air defence ineffective.

“Now we have to see whether we can keep the system running, whether we need more air defence systems, especially against anti-ultrasonic ballistic missiles, and whether we can restore the destroyed facilities,” the adviser said in an interview.

Russian attacks on power stations

Earlier on Thursday (April 11), Russia targetted a coal and gas-fired power plant in the south of Kyiv, triggering a fire in the turbine hall. While no staff was killed in the attack, the plant lost its 100 per cent power generation capacity, said its operator Centrenergo.

People living nearby said the plant was hit by multiple missiles before 5 am. Subsequently, a fire broke out that took several hours to be brought under control. According to the company’s chair Andriy Gota, “The scale of destruction is terrifying.”

Why is Russia targeting power stations?

As per Russian leader Vladimir Putin, based on his conversation with his Belarusian counterpart Alexander Lukashenko on Thursday, Russia’s attacks are in response to Ukraine’s attack on oil refineries inside his country. “Unfortunately, we observed a series of strikes on our energy sites recently and were obliged to respond,” Putin said.

Ukraine ‘crippled’ by Russia’s new strategy of attacking power stations

China is significantly aiding Russia's military build-up, the largest since the Soviet era. According to a US assessment report, China has increased sales of technology crucial for weapon production, including machine tools and microelectronics, which Russia is using to build missiles, tanks, and aircraft for its war against Ukraine.

US officials are hopeful that sharing the intelligence will motivate European allies to apply pressure on China. This comes as German Chancellor Olaf Scholz prepares to visit Beijing over the weekend and G7 foreign ministers convene in Italy next week.

According to US findings, China helped Russia in the production of drones, space-based capabilities and machine-tool exports vital for producing ballistic missiles.

China has become a lifeline for Russia's struggling defence industry, particularly after setbacks since Russia’s invasion of Ukraine, a senior US official told reporters on condition of anonymity.

“Russia is launching its biggest military expansion since the Cold War, happening even faster than we initially anticipated,” said the US official.

“We believe the most critical step to aid Ukraine right now is convincing China to stop assisting Russia in rebuilding its military production capacity,” he further added, “Russia's war effort heavily relies on Chinese support, and without it, they'd struggle to continue.”

US officials said that China provided more than 70 per cent of the $900m (£723m) in machine tools – probably used to build ballistic missiles – imported in the last quarter of 2023 by Russia.

90 per cent of Russia’s microelectronics imports – used to produce missiles, tanks and aircraft – came from China last year, claimed US.

The US hopes European nations, facing China's economic importance, can leverage trade pressure.

Secretary of State Blinken is expected to raise the issue at upcoming G7 talks. High-level US visits, including a recent Biden-Xi call, aim to manage tensions while addressing concerns.

Blinken is also planning a visit in the coming weeks to China, on the heels of a trip by the treasury secretary, Janet Yellen.

The US emphasises its commitment to European stability and holding China accountable if Russia advances.

Additionally, the US and UK banned metal imports and trading of Russian aluminium, copper, and nickel to further restrict Russia's finances.

(With inputs from agencies)

Russian forces recently have increased attacks on Ukrainian infrastructure using advanced weapons. An analysis report by Kyiv claimed that Russia has been aiding its advances in Ukraine with the help of mass use of "drop-and-forget" guided bombs containing foreign components.

The report, which has been obtained by the UK-based newspaper The Guardian, mentioned that high explosive and cluster bombs have apparently become a central threat on the frontline. Such weaponry has forced back Ukrainian forces. As per the report, these bombs are fitted with "UMPC" - short for Universal Module for Planning & Correction, guiding systems with a range of 40-60km.

The analysis said that these weapons are fired from a distance by aircraft which also "played a key role in the destruction of Avdiivka and the seizure of its ruins by Russia".

War-ravaged Ukraine passed a bill on Thursday (April 11) to overhaul how the armed forces would draft civilians into its ranks. This comes after a general told the chamber that Russian forces outnumbered Kyiv's troops by upto ten times on the battlefield in the east.

The bill aims to boost the number of troops after more than two years of Russia's full-scale invasion. The bill was overtly backed by the military.

Ukraine claims Russia majorly using guided bombs and advance weapons: Report

The Ukrainian Parliament on Thursday (Apr 11) passed a law that would govern how the country recruits new conscripts. A report by the news agency Associated Press said that the law was spurred by a request from the military command under former army commander Valerii Zaluzhny, who said Ukraine needs up to 500,000 recruits to boost army ranks.

The report said that exhausted Ukrainian soldiers, on the frontlines since Russia launched an offensive in February 2022, had no means to rotate out for rest, while many thousands of men continue to evade the draft. The law brings into effect a host of changes to the current system by expanding the powers of authorities to issue draft notices using an electronic system. In a post on Telegram, Holos party lawmaker Yaroslav Zhelezniak said that the law was passed in its final reading with a majority of 283 votes after months of deliberations. A message to Ukraine's partners Lawmaker Oleksandr Fedienko said that the adoption of the law sent a message to Ukraine's partners that Kyiv was ready to retake its territory and it needed weapons. A report by the news agency Reuters said that the law is seen as crucial for Ukraine to address what military analysts have said are major manpower problems as it fights a better-armed and larger foe. The bill's passage came days after Ukrainian Ground Forces Commander Oleksandr Pavliuk called on citizens to enlist in the army or to be ready to serve in the army. "We must realize, no one will be able to sit tight," Pavliuk said in a post on Facebook. Ukraine claimed in February that the Russian forces in occupied regions have been using Starlink terminals produced by Elon Musk's SpaceX for satellite internet. Kyiv's main military intelligence agency had also claimed that it appeared to look like the start of their "systemic" application.

In addition to the previous claims, a report by The Wall Street Journal highlighted how Starlink is being misused by middlemen and agents in sensitive regions through the black market.

When the Russia-Ukraine war started in February 2022, the terminals were sent to aid Ukraine. It emerged to be a vital system that helped Kyiv in battlefield communications.

Former United States president and presumptive Republican presidential nominee, Donald Trump on Sunday (Apr 7) dismissed a report by The Washington Post that said he could end the war in Ukraine if he becomes president by pressuring Kyiv to give up some territory.

Former United States president and presumptive Republican presidential nominee, Donald Trump on Sunday (Apr 7) dismissed a report by The Washington Post that said he could end the war in Ukraine if he becomes president by pressuring Kyiv to give up some territory. Speaking to The New York Post, a Trump campaign adviser called The Washington Post report "fake news" and insisted that the 77-year-old would not settle on a peace plan until he is in office and can properly weigh all the options. “The whole thing is fake news from The Washington Post. They’re just making it up,” Trump adviser Jason Miller said, adding, that his boss was the only one talking about stopping the killing and President Joe Biden was talking more about killing. What did the report say? Citing people familiar with the matter, The Washington Post report on Sunday said that Trump could end the conflict by pressuring Ukraine to give up some territory. His proposal consisted of Ukraine ceding Crimea and the Donbas border region to Russia, people familiar with the matter said. Trump, 77, has previously boasted that he could negotiate a peace deal between Russia and Ukraine within 24 hours if elected to power. However, he has repeatedly declined to specify publicly how he would quickly settle the war. Also read | Ukraine conflict: Trump's 'stop the war in 24 hrs' claim 'very dangerous,' says Zelensky A source told the publication that privately Trump thinks that Russia and Ukraine “want to save face, they want a way out,” and that people in parts of Ukraine would be okay with being part of Russia. Trump has also pressurised congressional Republicans to resist additional US support for Ukraine’s efforts to fight Russia. A return to the White House would significantly expand his influence over this debate, the report added. 'I will have the war settled in one day' In an interview with CNN last year, Donald Trump said if he was elected as president again, he would have that (Russia-Ukraine) war "settled in one day, 24 hours.” Asked how, Trump said he would meet Zelensky and Russian President Vladimir Putin. "They both have weaknesses and they both have strengths and within 24 hours that war will be settled, that war will be over," he added. Trump has repeatedly said he is well-positioned to negotiate an end to the war, saying he has a good relationship with both Russian and Ukrainian leaders. (With inputs from agencies)

Russia on Sunday (April 7) held Ukraine responsible for launching drones on the Zaporizhzhia nuclear power station and causing safety concerns.

Ukraine's military was held responsible for the attack by Russia's nuclear power corporation Rosatom and international energy officials for detonating a drone against the dome which covered the closed nuclear reactor.

As per the International Atomic Energy Agency, the unmanned device exploded near the dome of one of the reactors at the Zaporizhzhia Nuclear Power Plant, which is the biggest nuclear power plant in Europe.

The Russian-installed administration, which was set up after the full-scale invasion of Ukraine by Russia in 2022, reported the incident. According to Russian officials, no serious damage happened to the reactor and the radiation levels remained normal.

Russia-Ukraine war: Zelensky says Ukraine running low on air defence missiles

Ukrainian President Volodymyr Zelensky on Sunday (Apr 7) said that if the US Congress does not approve military assistance, then Kyiv would lose the war against Russia.

"It is necessary to specifically tell Congress that if Congress does not help Ukraine, Ukraine will lose the war," Zelensky said during a video meeting of the Kyiv-organised fundraising platform United24.

He said that it would be extremely difficult for Ukraine to survive Moscow's offensive without US aid.

"If Ukraine loses the war, other states will be attacked," he added.

For months, Republicans in Congress have been blocking military aid worth tens of billions of dollars for Ukraine.

It has been two years since Russia launched its offensive against Ukraine.

Russian strike on Gulyaipole kills 3

Ukraine on Sunday said that a Russian strike on the town of Gulyaipole in the southern Zaporizhzhia region claimed the lives of three people.

"Two men and a woman died under the rubble of their own private house, which was hit by a Russian shell," the head of the region, Ivan Fedorov, said on social media.

The officials, according to the news agency AFP, said that another civilian, who was a woman, was killed in the city of Kupiansk, in the northeastern Kharkiv region.

"A woman died under the rubble in an apartment on the fourth floor of a high-rise building," Ukraine's state emergency services said, adding that it was a residential building.

Authorities in Kharkiv said that Russia launched another attack on Sunday (Apr 6) which injured at least five civilians.

Meanwhile, Moscow said that Ukraine struck the dome above a shutdown reactor at the Russian-controlled Zaporizhzhia nuclear station on Sunday, said the plant's Russian-installed administration.

The plant had earlier also reported attacks by Ukrainian drones.

The International Atomic Energy Agency (IAEA) said that it had been informed by the Russian-run plant that a drone had exploded at the site and the information was "consistent" with IAEA observations.

IAEA Director General Rafael Grossi said both sides should refrain from actions which "jeopardise nuclear safety".

Ukraine would lose war against Russia if US Congress blocks military aid, says Zelensky

Ukrainian troops have accused Russia of systematically using internationally outlawed chemical gas attacks on the battlefield. In statements given to the Daily Telegraph, they said Russia regularly uses small drones to drop teargas and other chemicals. The use of such substance, known as CS, is banned under international treaties, primarily the Chemical Weapons Convention.

According to a top Ukrainian commander, the frequent CS attacks have forced the Ukrainian troops to carry gas masks to the frontlines.

A commander of the Ukrainian army on the frontlines in Donetsk Oblast claimed, "Nearly every position in our area of the front was getting one or two gas grenades dropped on them a day."

"The only way for them to successfully attack us [is] with gas," he added.

The commander added that the tactic has induced fear and panic among troops on the frontlines. As and when gas is detected, "the first instinct is to get out", he is quoted as saying.

As troops get out of their trenches and start running away, Russian troops easily take them down from far away. Ukraine claims Russia has carried out 625 gas-related attacks on their troops since the war broke out in 2022.

While most of the troops on the frontlines now carry gas masks, their effectiveness is highly limited as they are ex-Soviet models and not fit for modern-day war.

Ukraine claims at least 20 members of Russian airfield personnel killed or injured during attack

Foreign ministers of the North Atlantic Treaty Organization (NATO) on Wednesday (Apr 3) discussed the ongoing Russia-Ukraine war and analysed how to put military support for Kyiv on a long-term footing. The meeting was also to mark NATO's 75th anniversary and to prepare for the summit in Washington in July.

They talked about a 100 billion euro ($107 billion) five-year fund proposal and also discussed a plan seen as a way to "Trump-proof" aid for Ukraine.

Secretary-General Jens Stoltenberg weighed in on ways to change the process of aid channelling to Ukraine for its fight against Russia.

It is widely expected that the proposals by the NATO chief would give the Western alliance a more direct role in coordinating the supply of arms, ammunition and equipment to Ukraine.

Ukraine on Tuesday (Apr 2) claimed to have launched a drone attack on Russia's third largest oil refinery, which is about 1,300 km from the front lines. The drone reportedly hit a core unit which processes about 155,000 barrels of crude refining per day.

Images from the scene indicated the drone hit the primary refining unit, CDU-7, at the Taneco refinery. The unit is apparently responsible for around half of the plant's total annual production capacity.

A Kyiv intelligence source told the news agency Reuters that the attack on Tatarstan hit a facility where Russia produces Shahed drones, which are frequently used in assaults on Ukrainian territory. Ukraine's military spy agency claimed earlier that "significant damage" had been caused to a military target.

According to the operational headquarters of Krasnodar, the drones were neutralised but a fire broke out as a result of the fall of one of the devices. The fire at the Slavyansk refinery in Krasnodar was extinguished and there were no casualties, a report by the news agency Reuters said.

Ukraine war: France's Macron says Russia will be asked to observe ceasefire during Paris Olympics

A Ukrainian missile strike claimed two lives in western Russia on Saturday (March 16), while a separate drone attack ignited an oil refinery, marking the second day of an election that President Vladimir Putin has accused Kyiv of seeking to disrupt.

The ongoing conflict in Ukraine has overshadowed the three-day presidential election, widely expected to secure Putin another six years in the Kremlin, though scattered protests have punctuated the event.

Ella Pamfilova, head of the electoral commission, reported 20 incidents of ballot box tampering, eight attempted arson cases, and one smoke bomb incident.

In the Belgorod region, where cross-border attacks from Ukraine have become routine, the governor confirmed the deaths of a man and a woman. Footage from Reuters depicted fires raging and air raid sirens wailing through the deserted streets of Belgorod city.

Dmitry Azarov, governor of the Samara region, disclosed that the Syzran refinery was ablaze, while another refinery narrowly escaped an attack.

Although authorities managed to contain the fire later on, the incidents underscored Ukraine's capacity to strike deep into Russian territory, particularly targeting its energy infrastructure. Earlier in the week, two major refineries were set ablaze by drone strikes, significantly disrupting production.

Russia's Defense Ministry reported repelling Ukrainian attempts to breach the border into the Belgorod region. In response to the heightened tensions, Governor Gladkov announced school closures for Monday and Tuesday in most of the region, along with the shutdown of shopping centers in Belgorod city on Sunday and Monday.

Friday witnessed Russia's most deadly assault in weeks, with missiles striking a residential area in Ukraine's Odesa, resulting in over 20 deaths and 70 injuries.

Putin's dominance remains unchallenged despite the presence of three other candidates on the ballot, none of whom pose a credible threat. Navalny's supporters, decrying the election as a farce, plan mass protests nationwide on Sunday.

The North Atlantic Treaty Organization (NATO) secretary general Jens Stoltenberg on Thursday (Mar 14) said that the member nations must step up sending arms to Ukraine as Kyiv is running out of ammunition in its war against Russia.

During a press conference, Stoltenberg said, "NATO allies are not providing Ukraine with enough ammunition and that has consequences on the battlefield every day."

NATO's Jens Stoltenberg urges allies to step up delivery of weapons to Ukraine

Russian President Vladimir Putin on Wednesday (Mar 13) warned the West that the country was technically prepared for nuclear war and that if the United States sent its troops to Ukraine, it would lead to a significant escalation.

Speaking days ahead of the March 15-17 election in which Putin is certain to clinch victory and remain in power for the next six years, the Russian president said that the nuclear war scenario was not "rushing" up and as of now there is no need of using nuclear weapons in Ukraine.

"From a military-technical point of view, we are, of course, ready," said Putin, while speaking to Rossiya-1 television and news agency RIA when asked if the country was prepared for a nuclear war.

Putin added that the United States understood that if American troops were deployed on Russian territory or in Ukraine, Russia would see it as an intervention.

"(In the United States) there are enough specialists in the field of Russian-American relations and in the field of strategic restraint," said Putin.

"Therefore, I don't think that here everything is rushing to it (nuclear confrontation), but we are ready for this," he added.

"Weapons exist in order to use them. We have our own principles," said Putin.

Till now, Russia and the United States are the largest nuclear powers and have more than 90 per cent of the nuclear weapons present in the world under their control.

"Russia is ready for negotiations on Ukraine, but they should be based on reality - and not on cravings after the use of psychotropic drugs," said Putin.

Russia-Ukraine war: Putin threatens West, says Moscow 'ready' for nuclear war

The United States is preparing a fresh military aid package for Ukraine, potentially amounting to $400 million, according to two anonymous US officials. This marks the first such move in months, as additional funds for Kyiv have faced obstacles from Republican leaders in Congress.

The expected announcement on Tuesday (March 12) reveals that the funding for this package is sourced from credits refunded to the Pentagon for recent purchases and is anticipated to include artillery.

The US Army has been actively replenishing stocks sent to Ukraine, making substantial purchases of munitions and vehicles. The last drawdown occurred in December 2023, depleting funds designated for replenishing stocks to zero.

Facing resistance from Republican hardliners, the White House is exploring alternative avenues, including the possibility of using the immobilised $285 billion in Russian assets from 2022 to finance Ukraine weaponry.

Poland's president and prime minister are set to meet President Joe Biden later on Tuesday to discuss ways to bolster support for Ukraine. The urgency to send more military assistance has prompted the Biden administration to use returned funds to replenish stocks, creating a narrow window for urgent aid deployment while waiting for supplemental funding from lawmakers.

Biden, advocating for military aid to Ukraine since Russia's full-scale invasion in 2022, faces challenges from Republican House Speaker Mike Johnson, who has refused to call a vote on a $60 billion bill for Ukraine, despite its approval in the Democratic-run Senate.

Intelligence agencies have urgently pressed the House to approve additional military assistance, emphasising its role not only in supporting Kyiv against Russia but also in discouraging Chinese aggression.

Ukraine's President Volodymyr Zelensky recently reported an improvement in the country's strategic position, with Russian troops no longer advancing after the capture of Avdiivka.
