The US&nbsp;Senate Foreign Relations Committee advanced a bill on Wednesday to deliver aid to&nbsp;Ukraine&nbsp;in its struggle with Russia and pressure companies helping to build Russia's Nord Stream 2 gas pipeline that could deprive Kyiv of lucrative transit fees.

The&nbsp;Ukraine&nbsp;Security Partnership Act, which was approved by voice vote, authorises $300 million in foreign military financing, of which $150 million would be subject to conditions. It needs to be passed in the full Senate and House of Representatives and signed by President Joe Biden to become law.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/gravitas-russia-is-massing-120000-troops-along-the-ukraine-border-379129/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

Ukraine&nbsp;is seeking international support in its standoff with Moscow over a buildup of Russian troops on its eastern border and in Crimea, which Russia annexed from&nbsp;Ukraine&nbsp;in 2014.

Kyiv and Moscow have traded blame for a collapse in the ceasefire in the eastern Donbass region, where Ukrainian troops have battled Russian-backed forces in a conflict Kyiv says has killed 14,000 people since 2014.

"Ukrainians have a right to choose their own future, and this bill contributes to that by supporting Western-style military reforms, lethal and non-lethal military equipment to defend itself from Russia, and US&nbsp;diplomatic support for peace negotiations," Senator Jim Risch, the committee's top Republican, said in a release.

The bill contains an amendment from Republican Senator Ted Cruz that requires the State Department to determine whether 20 ships, including the Akademik Cherskiy, Umka, and Errieit, are subject to US&nbsp;sanctions for helping to build the Nord Stream 2 pipeline, a project to bring Russian gas to Germany under the Baltic Sea. The determination is required within 15 days of passage.

The pipeline, led by Russian state gas company Gazprom and its Western allies, would bypass&nbsp;Ukraine, depriving it of billions of dollars in transit fees and likely undermining the country's efforts against Russian aggression. Biden has said the pipeline is a bad deal for Europe, but the project is about 95 per cent&nbsp;complete.

US advances bill to aid Ukraine in its struggle with Russia, pressure Nord Stream 2

Ukraine's President Volodymyr Zelenskiy on Tuesday challenged his Russian counterpart Vladimir Putin to meet him in eastern Ukraine's Donbass region for talks on ending the conflict there and easing tensions between the two states.

The blunt offer for talks came following a flare-up in clashes between Ukraine's army and pro-Russian separatists controlling two regions in the country's east, raising concerns of a major escalation in the simmering war.

In an address to the nation, Zelensky said that Ukrainian and Russian negotiators had recently discussed plans for officials to travel to the frontlines of the trench conflict to assess the situation.

"I am ready to go even further and invite you to meet in any part of the Ukrainian Donbass where war is ongoing," Zelensky said.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/gravitas-the-russia-ukraine-conflict-explained-377141/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

Kiev has been battling pro-Russian separatists in the eastern Donetsk and Lugansk regions since 2014, following Moscow's annexation of the Crimean peninsula,&nbsp;a move that plunged Russia's ties with the West to new lows and led to economic penalties.

The conflict, which has claimed more than 13,000 lives, has seen 30 Ukrainian soldiers killed since the start of the year, compared to 50 in all of 2020.

The escalation along the frontline as well as sharp rhetoric has spurred fresh rounds of talks. Ukrainian and Russian negotiators met earlier this week and also on Tuesday, although they have so far failed to secure any breakthroughs.

Zelensky said in his address to the nation that although Ukraine did not want war, it was prepared to fight.

"Will Ukraine defend itself if something happens? Always. Our principle is simple: Ukraine does not start a war first, but Ukraine always stands to the last," he said.

On the frontline however, fears were growing of a major escalation, with soldiers set to repel attacks and streets in towns near the front line empty over fears of a return to war.

Ukraine, its Western allies and NATO have accused Russia of a "provocative" build-up of troops on Ukraine's eastern border and in Crimea. Russia in turn accused the United States and NATO of "provocative activity" in the Black Sea region.

The standoff has prompted Ukraine to urge NATO member states to admit Ukraine into the military alliance. It also called on the European Union to impose new economic sanctions on Moscow but acknowledged that EU might not be prepared to do so yet.

"Our citizens need clear signals that in the eighth year of the war, a country that is a shield for Europe at the cost of its lives, will receive support not just as partners, from the stands, but as players on the same team, directly on the field, shoulder to shoulder," Zelenskiy said.

Ukraine's President Zelenskiy asks Putin to meet him for peace talks in conflict zone

The US State Department on Monday branded as an "unprovoked escalation" the reported Russian plans to block parts of the Black Sea, which could ultimately impact access to Ukrainian ports.

Russian state media have reported that Moscow intends to close parts of the Black Sea to foreign military and official ships for six months.&nbsp;

Such a move could affect access to Ukrainian ports in the Sea of Azov, which is connected to the Black Sea through the Kerch Strait, on the eastern tip of the Crimean peninsula annexed by Russia in 2014.

"This represents yet another unprovoked escalation in Moscow's ongoing campaign to undermine and destabilise Ukraine," State Department spokesman Ned Price said in a statement.

The US State Department on Monday branded as an "unprovoked escalation" the reported Russian plans to block parts of the Black Sea, which could ultimately impact access to Ukrainian ports. Russian state media have reported that Moscow intends to close parts of the Black Sea to foreign military and official ships for six months. Such a move could affect access to Ukrainian ports in the Sea of Azov, which is connected to the Black Sea through the Kerch Strait, on the eastern tip of the Crimean peninsula annexed by Russia in 2014. 'Unprovoked escalation': US says Russia's plans to block Black Sea to impact access to Ukrainian ports

The United States has cancelled this week's planned deployment of two warships to the Black Sea, Turkish officials and media said Wednesday, amid high tensions between Russia and Ukraine.

Turkish diplomatic sources said the passage of the first ship through the Bosphorus due on Wednesday did not take place.&nbsp;

Anadolu state news agency said both deployments, scheduled for Wednesday and Thursday, have been cancelled with Ankara not yet informed of any possible rescheduling.

Last week Turkey announced that it had been informed through diplomatic channels that two US warships "will pass toward the Black Sea" and remain in the region until May 4.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/nato-warned-russia-against-military-build-up-near-ukrainian-border-377642/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

There was no confirmation from Washington either of the planned deployments or of their cancellation.

Washington is required to give Ankara at least 15 days notice before sending warships through the Bosphorus and Dardanelles straits under the terms of the 1936 Montreux Convention.

The treaty's terms allow foreign warships to stay in the Black Sea for 21 days.

US Navy ships routinely operate in the region in support of Ukraine, which has been fighting Russian-backed forces in its east since a 2014 revolution ousted the pro-Moscow leader in Kiev.

Russia annexed Ukraine's Crimea peninsula around the same time, setting up a confrontation with the West that lingers to this day.

Last week's announcement of a US deployment of warships came as tensions between Moscow and Kiev have risen due to a build-up of Russian troops at the Ukraine border.

These troop deployments come against the backdrop of renewed incidents between Kiev forces and pro-Russian separatists in eastern Ukraine.

Wednesday's news of the cancellation of the US warships' deployment came a day after US President Joe Biden talked by phone with his Russian counterpart Vladimir Putin.

During that conversation, Biden proposed a summit with Putin in a neutral country and called on Russia to "de-escalate tensions", according to the White House.

US cancels Black Sea deployment of warships amid high tensions between Russia, Ukraine

NATO Secretary-General Jens Stoltenberg on Tuesday told Russia to end its "unjustified" military build-up around Ukraine at a meeting with Kiev's top diplomat.

"Russia must end this military build-up in and around Ukraine, stop its provocations and de-escalate immediately," Stoltenberg said.&nbsp;

Ukrainian Foreign Minister Dmytro Kuleba said on Tuesday&nbsp;NATO and the West must act quickly to prevent an escalation of violence between&nbsp;Ukraine&nbsp;and Russia, adding that&nbsp;further sanctions against Moscow and more military help to Kyiv could help.

"At the operational level, we need measures which will deter Russia and which will contain its aggressive intentions. This could be ... a new round of sanctions which would raise the price of Russian aggression," Kuleba told a news conference alongside NATO Secretary-General Jens Stoltenberg.

"This could be direct support aimed at strengthening&nbsp;Ukraine's defence capabilities. Because we do know that Russia spares no effort to prevent third countries from cooperating with&nbsp;Ukraine&nbsp;in the defence sector. Russia is working hard to undermine our defence capabilities."

Meanwhile,&nbsp;Russia on Tuesday warned the United States to ensure its warships stayed well away from Crimea "for their own good", calling their deployment in the Black Sea a provocation designed to test Russian nerves.

Moscow annexed Crimea from&nbsp;Ukraine&nbsp;in 2014. Two US&nbsp;warships are due to arrive in the Black Sea this week amid an escalation in fighting in eastern&nbsp;Ukraine&nbsp;where government forces have battled Russian-backed troops in a conflict in which Kyiv says 14,000 people have been killed over the years.

The deployment comes as the West sounds the alarm over what it says is a big and unexplained build-up of Russian forces close to&nbsp;Ukraine's eastern border and in Crimea. Russia has said it moves its forces around as it sees fit, including for defensive purposes.

Russian Deputy Foreign Minister Sergei Ryabkov was cited by Russian news agencies on Tuesday as warning US&nbsp;warships in the Black Sea to keep their distance, saying the risk of unspecified incidents was very high.

"There is absolutely nothing for American ships to be doing near our shores, this is purely a provocative action. Provocative in the direct sense of the word: they are testing our strength, playing on our nerves. They will not succeed," Ryabkov was cited as saying.

"We warn the United States that it will be better for them to stay far away from Crimea and our Black Sea coast. It will be for their own good."

The Pentagon has declined to discuss the ships' deployment, saying only that the US&nbsp;military routinely sends vessels to the region.

NATO chief tells Russia to end its 'unjustified' Ukraine military build-up

A Ukrainian MP with ties to Russia has bought a national Ukrainian news channel, prompting a round of resignations from journalists who fear his ownership will mean coverage influenced by Moscow.

Taras Kozak of the pro-Moscow party "Opposition Platform" already owned two national TV stations before he took over the channel ZIK this week.

Kozak is a close ally of politician Viktor Medvedchuk, a controversial figure in Ukraine because of his close ties to Russian President Vladimir Putin while Kiev is fighting a Moscow-backed separatist war.

Journalist Roman Nedzelskiy, one of five journalists to resign from the channel along with its CEO, said Medvedchuk now essentially controls ZIK.&nbsp;

"Tomorrow I will be on the air with the last broadcast of the weekly show 'Details' and then I will start looking for a job," he said on Facebook late Friday.

"Medvedchuk is an enemy of my country, a murderer of both the past and the future," his colleague Vakhtang Kipiani wrote as he announced his resignation.

Mustafa Nayyem, a Ukrainian MP, wrote on social media that the takeover would be a challenge for new President Volodymyr Zelensky.&nbsp;

"It is difficult to say which is worse -- a Russian tank on the demarcation line or a broadcast holding... belonging practically to a relative of Vladimir Putin".&nbsp;

Medvedchuk claims Putin is godfather to one of his daughters.

Journalists resign after pro-Russia MP buys Ukraine channel

Russia has seized three Ukrainian naval ships in a strait near <a href="http://www.wionews.com/world/russian-president-vladimir-putin-says-he-will-never-give-crimea-back-to-ukraine-35411">Moscow-annexed Crimea</a>, raising fears of military escalation and prompting an emergency meeting of the UN Security Council on Monday.

In the unprecedented incident, Russia said it used weapons "in order to stop the Ukrainian military," which it claims illegally entered its waters, confirming "three Ukrainian navy ships were boarded and searched."&nbsp;

Ukraine's navy said the incident took place on Sunday as two small warships and a tugboat were heading through the Kerch Strait, a narrow waterway that gives access to the Sea of Azov that is used by Ukraine and Russia.

It said a Russian border guard vessel rammed the tugboat in "openly aggressive actions" and then fired on the ships, immobilising all three.

The confrontation at sea is a dangerous development in the long-running conflict pitting Ukraine against Russia and Russian-backed rebels in the east of the country.

The UN Security Council will hold an emergency meeting on Monday to discuss the escalation, US ambassador to the UN Nikki Haley said. The meeting was requested by both Russia and Ukraine, diplomatic sources told AFP.

Meanwhile, Ukrainian President Petro Poroshenko has asked parliament to vote Monday on whether to impose martial law on the country for 60 days, after his Military Cabinet recommended the move in a late-night meeting.

Throwing his weight behind the measure, which is far from guaranteed to pass, he said it "in no way means that Ukraine will carry out any offensive actions".

"I want to emphasise separately that we have all irrefutable evidence that this aggression, this attack on the Ukrainian Navy's warships was not a mistake, not an accident, but a deliberate action," he said in a statement.

Ukraine said six of its soldiers were injured, two seriously, but Russia's FSB security service reported only three had suffered non-life threatening injuries and were given medical treatment.

The development has sparked alarm among Kiev's Western allies.

"We expect Russia to restore freedom of passage at the Kerch strait and urge all to act with utmost restraint to de-escalate the situation immediately," the European Union said in a statement.

NATO also urged "restraint and de-escalation", and called on Russia "to ensure unhindered access to Ukrainian ports in the Azov Sea, in accordance with international law".

Ukraine's foreign ministry said it considered "these aggressive actions" a violation of international law that would be met with "an international and diplomatic legal response".

Russia, which claims the waters off Crimea after annexing the peninsula in 2014, accused Kiev of illegally entering its waters.

"Having breached this morning the Russian border, the three Ukrainian ships -- the Berdyansk, the Nikopol and the Yani Kapu -- tried again on November 25 at 19:00 (Moscow time) to conduct illegal actions in Russian territorial waters," the FSB said.

The FSB, which oversees the border guard service, also said the Ukrainian ships had failed to respond to the "legal demands" of the Russian authorities.

Russian politicians accused Ukraine of acting at the behest of its Western allies and deliberately attempting to escalate the conflict.

Crimean leader Sergei Aksyonov wrote on Facebook that he "was sure the Western masters of the Kiev regime are behind this act of provocation".

Pyotr Tolstoy, deputy speaker of the Russian parliament, warned on Facebook that "the Ukrainian puppet authorities... Are risking unleashing a large military conflict".

"One thing is clear: Russia won't allow military provocations in its territorial waters," he said.

Ukraine said it gave Russia advance warning of its ships' route, which its vessels are obliged to take to reach the Sea of Azov.

It said the Kerch Strait was blocked by a tanker, and that Russian military aircraft were flying over the area.

The latest incident comes after the Ukrainian navy in September complained about "acts of provocation" by Russian border guards against its ships taking the same route. Ukraine has increased the number of its navy ships and border guard patrols in the Sea of Azov after Russia deployed five more warships there.

Kiev says its naval buildup is due to Russia stepping up controls in the area this year and carrying out lengthy checks on commercial shipping that were very costly for freight and port companies.

Kiev and the West have accused Moscow of deliberately blocking ships from accessing Mariupol, which has vital access to heavy industry in the region.

Mariupol is close to the region of eastern Ukraine controlled by Russian-backed separatists in a conflict that has caused at least 10,000 deaths since 2014.

The United States, a key ally of Ukraine, is opposed to Russia's takeover of Crimea and is looking to reduce Ukraine's dependency on Russian gas pipelines.&nbsp;
