Russian President Vladimir Putin has urged his countrymen to engage in coitus&nbsp;during work breaks, in an attempt to reverse the country's declining birth rate, according to a report in&nbsp;Metro.&nbsp;

Russia's fertility rate&nbsp;of just 1.5 children per woman, significantly below the 2.1 replacement rate, required to maintain population stability has caused serious concerns. Additionally, more than one million, mainly younger, Russians have left the country ever since Putin's invasion of Ukraine started two years ago.&nbsp;

“The preservation of the Russian people is our highest national priority,” Putin was quoted as saying.

“The fate of Russia depends on how many of us there will be. It is a question of national importance," he added.&nbsp;

Similar sentiments were echoed by&nbsp;Health Minister Dr Yevgeny Shestopalov who dismissed work as an excuse for not procreating.&nbsp;

"Being very busy at work is not a valid reason, but a lame excuse. You can engage in procreation during breaks because life flies by too quickly,” said&nbsp;Shestopalov when quizzed about the younger population being overwhelmed by work and not having the energy to have sex.&nbsp;

This is not the first instance when Putin has sounded the alarm regarding Russia's population decline. In December last year, he urged Russian women to give birth to as many as eight children and make it a “norm” to create large families.

"Many of our ethnic groups have preserved the tradition of having strong multigenerational families with four, five, or even more children. Let us remember that Russian families, many of our grandmothers and great-grandmothers had seven, eight, or even more children," said Putin.&nbsp;

<h2>Birth rate crisis&nbsp;</h2>

Russia's birth rate has hit its lowest point since 1999 with the number of child births falling below 100,000 in the month of June this year. 599,600 children were born in Russia in the first half of 2024, which is 16,000 fewer than in the same period in 2023, according to statistics published by Rosstat.&nbsp;

Meanwhile, 325,100 deaths were recorded between January and June which suggested an acceleration in the country's natural decline of population.&nbsp;&nbsp;

"This is catastrophic for the future of the nation," Kremlin's spokesperson Dmitry Peskov said in July.&nbsp;

Notably, Iran struck a deal in 2015 to stop making nuclear weapons in exchange for relief from the crushing sanctions. However, the agreement was abandoned in 2018 by the then-US president,&nbsp;Donald Trump.&nbsp;

What happened outside the formal programme of NSAs’ meeting was of considerable significance. Doval was given an opportunity to pay an exclusive bilateral call on President Putin. Its significance was projected through a short video covering the first few minutes of this meeting that underlined the special relationship between India and Russia. The Indian official briefed the Russian leader, on the direction of Prime Minister Narendra Modi, about the latter’s recent discussions with the President of Ukraine in Kyiv. This was a further amplification of India’s continuing helpful role in creating the basis for a peaceful dialogue about the Ukraine conflict. It also reflected India’s strong desire to keep stressing to both parties that a solution needs to be found through dialogue and diplomacy, and not by continuing the war. Some commentators speculated that the NSA carried ‘India’s peace plan’ to Moscow.

It was, however, another matter that, as armed hostilities continued, Ukraine was reportedly seeking NATO approval to strike targets deep into Russia through long-range Western weapons. This produced a sharp warning from President Putin. He indicated that Russia would be “at war” with the US and its allies if they lifted restrictions on Ukraine in this regard. As a result, Russia would take “appropriate measures,” he said. Clearly, the issues of war and peace in Ukraine are in evolution. Indian diplomacy is not only monitoring the relevant developments closely but is also engaged in moulding them to the extent it can.

Another important meeting Doval had was with Wang Yi, a member of the Communist Party of China (CPC) political bureau and director of the office of the Central Foreign Affairs Commission, on September 12. Following a review of recent developments relating to “the remaining issues” concerning the Line of Actual Control (LAC), they agreed to “redouble their efforts” to secure complete disengagement in the remaining areas. This came just as External Affairs Minister S Jaishankar stated, while on a visit to Germany, that 75 per cent of the “disengagement problems” with China have been sorted out, but he added that the “bigger issue” has been the increasing militarisation of the border. The next day, a Chinese foreign ministry spokesperson stated at the media briefing that the two militaries realised disengagement in four areas, including the Galwan Valley, and added that the situation along the border was stable.

<h2>Immediate prospects</h2>

With PM Modi set to travel to Moscow again to participate in the BRICS summit in October and the likelihood of his meetings with President Putin and President Xi Jinping, the chances of further consolidation and strengthening of this grouping have improved.

Moreover, depending on what transpires behind the scenes in the next five weeks, there appears a serious possibility of a breakthrough in the India-China negotiations on the border issues as well. Watch this space.

Additionally, $150 million in&nbsp;interest is due for the period from&nbsp;March 16 to September 15, 2024.&nbsp;

Moscow has requested that the outstanding payments be made in either US dollars or&nbsp;Chinese yuan and deposited in bank of China's Shanghai branch.&nbsp;

A "groundbreaking" nuclear power plant is being developed by Russia and China which is expected to support human settlements on the Moon in future.

A new report published by Russian news agency TASS, however, has suggested that India is also likely to become a part of this ambitious project in future.

The project, which has been led by Russia's state nuclear corporation Rosatom, is aimed at establishing a small nuclear reactor on the Moon which is expected to generate nearly half a megawatt of energy.

Rosatom chief Alexey Likhachev has been quoted by TASS as saying that India and China have been interested in becoming a part of this groundbreaking lunar energy solution.

While addressing the Eastern Economic Forum, Likhachev said, “The new solution that we are asked to implement is the option of a lunar nuclear power plant with an energy capacity of up to half a megawatt.”

“By the way, with the involvement of the international community, our Chinese and Indian partners are very interested in this. We are trying to lay the foundation for several international space projects,” Likhachev added.

Russia’s space agency Roscosmos had earlier announced in May that they have been working on the nuclear power plant and it is intended to get deployed on the Moon by 2036.

Additionally, the Ukrainian parliament is also expected to appoint eight other new ministers on Thursday.&nbsp;

Since the beginning of the Russian&nbsp;invasion of Ukraine, the Ukrainian government has gone through numerous personnel changes, including the replacement of the defence minister, the commander in chief of the armed forces, and the leaders of foreign and domestic intelligence services and the national security office.&nbsp;

The reshuffling comes amid ongoing violent attacks by Russia on Ukraine.

Earlier on Wednesday, Russian strikes in Ukraine's Lviv killed seven people, including three children.&nbsp;

Three well-known podcasters have denied any involvement or prior knowledge about a US company which hosted their content and had allegedly received close to $10 million from Russian state media workers, aiming to sway the 2024 presidential election.

Tim Pool, Benny Johnson, and Dave Rubin said they were "victims" of what is believed to be a Russian-backed operation.

As per a US Department of Justice indictment, an unnamed company in Tennessee received nearly $10 million from two employees of RT,&nbsp;previously called Russia Today, a media outlet owned by the Russian government.

The indictment suggested that the purpose was to "recruit unwitting American influencers" who would spread pro-Kremlin narratives in the lead-up to the 2024 election.

I cannot speak for anyone else at the company as to what they do or to what they are instructed. That being said, we still do not know what is true, as these are only allegations. Putin is a scumbag, Russia sucks donkey b****."

Johnson said, "A year ago, a media startup pitched my company to provide content as an independent contractor. Our lawyers negotiated a standard, arms-length deal, which was later terminated. We are disturbed by the allegations in today's indictment, which make clear that myself and other influencers were victims in this alleged scheme. My lawyers will handle anyone who states or suggests otherwise."

The latest attack on Lviv was part of a wider barrage across Ukraine, with 13 missiles and 29 drones launched, the Ukrainian air force said, adding that it downed seven missiles and 22 drones. &nbsp;

The Ukrainian emergency services said the Arena hotel had been damaged after the wreckage of a downed missile fell in the central city of Kryvyi Rih, and wounded five people.&nbsp;

Mongolia is under obligation to detain Russian President&nbsp;Vladimir Putin if he enters the country next week, the International Criminal Court (ICC) said. Putin’s visit, expected on Tuesday, will mark his first trip to a nation that is a member of the ICC since the court issued an arrest warrant for him in March 2023.

The ICC accuses Putin of war crimes, specifically the illegal deportation of children from Ukraine to Russia since the beginning&nbsp;of the war.

<h2>Why is Mongolia obliged to arrest Putin and what will happen if it doesn't?</h2>

Mongolia joined the Rome Statute of the International Criminal Court (ICC) in December 2000. As part of this agreement, the 124 countries that are members of the ICC are required to enforce any arrest warrant issued by the court if the individual in question, such as Putin, enters their territory.

However, the ICC lacks its own police force and depends on the willingness of its member states to enforce such warrants. If a member state fails to comply, the court is obliged to inform the Assembly of States Parties, the ICC's governing body, which convenes annually.

<h2>'Vladimir Putin is a war criminal': Ukraine</h2>

On Friday, Ukraine called on Mongolia to act on the ICC's arrest warrant when Putin visits. "The Ukrainian side hopes that the government of Mongolia is aware of the fact that Vladimir Putin is a war criminal," Kyiv's foreign ministry stated.&nbsp;

"We call on the Mongolian authorities to execute the binding international arrest warrant and transfer Putin to the International Criminal Court in The Hague," it added.

In one of the biggest air attacks launched by Russia in the ongoing war with Ukraine, at least seven people were killed while dozens were wounded. A recent demonstration showed the dog, known as model “BAD One”, standing up, running and jumping as per the operator’s commands. Ukraine is hopeful of reducing war casualties by deploying more of these robots on the frontlines.

“We have surveillance soldiers who get sent on reconnaissance missions (who) are most of the time very highly trained people, very experienced people (and) always exposed to risks,” the operator of the dog was quoted as saying by news agency AFP.

“This dog limits the risk for soldiers and increases operational capabilities. This is the core function of the dog,” the operator added, who is an employee of a British firm.

AFP reported that an advanced version of the dog, BAD two, was not shown to its journalists due to security reasons.

The Russian nuclear power agency Rosatom has commenced the production of nuclear fuel that will power India's Kudankulam Nuclear Power Plant (KKNPP) Units 3 and 4, which are under construction in the southern Indian state of Tamil Nadu.&nbsp;

"TVEL Fuel Company of Rosatom has started implementation of nuclear fuel supply contract. This contract embraces the entire lifetime of the power units from the starting loading of the reactor cores," Rosatom said.

Typically, modern-day nuclear power plants have a lifetime of 40-60 years. Kudankulam comprises a total of six VVER-1000 type power units, each of which is capable of generating 1000 megawatts of power.

For nearly 10&nbsp;years, Units 1 and 2 of the Kudankulam Nuclear Power Plant have been operational. Thus far, during the operational period of Units 1 and 2 of KKNPP, Russian and Indian specialists have accomplished a large amount of work to improve their efficiency by introducing advanced nuclear fuel and extended fuel cycles.&nbsp;

Since 2022, Kudankulam NPP has been supplied with nuclear fuel of improved design 'TVS-2M'. The new fuel ensures more reliable and cost-efficient operation of reactors due to its rigid skeleton, new-generation anti-debris filter and higher uranium mass.

The introduction of TVS-2M also enabled the increase of the continuous operation period of the reactor from 12 months to 18 months.

The newer fuel meant that the reactor could operate for six months longer than usual. Typically, after 12 months of operation, the reactor has to be shut down and its irradiated fuel has to be unloaded and the fresh fuel has to be loaded.

Now this process needs to be done only once in 18 months, thanks to the new type of fuel that is in use. Longer periods of continuous operation boosts the economic efficiency of the nuclear reactor, as it can produce more power during the year and faces less number of shutdowns overall.

“The facilities of the second stage of the Kudankulam NPP will be the first VVER-1000 reactors in history to be launched in an extended 18-month fuel cycle.

"This is a result of our successful cooperation in recent years, as the efficient solutions which have been previously implemented at similar reactors in Russia and China were also introduced at the Kudankulam operational power units.

Throughout the entire NPP life cycle, Rosatom not only supplies nuclear fuel, but also provides engineering services, improving the efficiency of power units through new solutions for fuel and fuel cycle,” Natalia Nikipelova, president of TVEL Fuel Company, said.

Russia commences fuel production for Kudankulam Units 3 and 4

Russia on Tuesday (Aug 6) alleged that Ukraine had launched a major offensive on its&nbsp;southern border region of Kursk involving hundreds of fighters, and it had rushed troops to repel the attack. Moscow claimed the fighters were backed by military tanks.

Earlier, the Russian regional governor said the attackers had been pushed back but a statement by the&nbsp;defence ministry later stressed that the fighting was still going on.

The statement gave details about the troops and personnel that Russia was mobilising to thwart the alleged offensive.

Salaeva was speaking in Ankara&nbsp;at a meeting which was held among representatives of the families of prisoners of war and&nbsp;Ukraine's Ambassador&nbsp;to Turkey, Vasyl Bodnar.&nbsp;

She alleged that she believes that the current scenario confirms that the black market for organ transplantation in the Russian Federation is active.&nbsp;

"And, unfortunately, it operates with our prisoners of war. Therefore, I believe that this must be made known to the whole world to stop this crime," Salaeva&nbsp;added.&nbsp;

The US government did more than slap the cybersecurity company with these concerns in its senior leadership by placing sanctions on the chief business development officer, chief operating officer, legal officer, and corporate communications chief at Kaspersky.
