In his maiden visit to Chennai as Defence Minister, Rajnath Singh awarded gallantry and meritorious service medals to the Indian Coast Guard (ICG) personnel at an impressive investiture ceremony held at Indian Coast Guard Air Station. The Director-General Indian Coast Guard K Natarajan, Senior Officers of the Ministry of Defence and the Indian Coast Guard along with their families graced the occasion.

The Presidents Tatrakshak Medals (PTM) and Tatrakshak Medals (TM) are awarded in recognition of selfless devotion to duty, exemplary courage and acts of valor under extreme conditions. This calls for a 24*7 vigil, coordination and proactive approach from all agencies in the maritime domain. The Coast Guard has been at the forefront in evolving regional co-operation and is working with international maritime agencies for testing peace in the Indian Ocean.”

Referring to the dastardly 26/11 Mumbai attacks, where the terrorists infiltrated via the sea route, Singh emphasized that land and sea security are interlinked. “A precious life is saved every second day at sea. Our country faces threats from state-funded terrorism and non-state actors.”

The service created maritime history by seizing 1.5 tons of heroin from merchant ship Henry, causing a setback to anti-nations elements by averting misuse of funds that would have been generated from contraband sale.”

On recent rescue operations by the Coast Guard, the minister said, 4000 lives were saved during the floods in Kerala, Maharashtra and Karnataka as a part of “Operation Sahayata.”

The achievements of the ‘Sentinels of the Sea’ were hailed and the support of the family members of the Coast Guard personnel were also acknowledged.

Terming bioterrorism as a "contagious plague," Defence Minister Rajnath Singh on Thursday said that it was a real threat the world was facing today and asked the armed forces to be in the forefront of combating the menace.

Inaugurating the first-ever conference of Shanghai Co-operation Organisation (SCO) countries on Military Medicine here, he also called upon the Armed Forces Medical Services (AFMS) of SCO countries to devise ways to effectively deal with new threats posed to soldiers by the ever-advancing battlefield technology.

"The threat of nuclear, chemical and biological warfare adds to the complexity of the existing challenges and AFMS plays a vital role in identifying those challenges, defining the limits of human tolerance and suggesting strategies to mitigate the adverse health effects," he said.

Underlining the importance of building capabilities to deal with the menace of bioterrorism, the defence minister termed it as a real threat the world is facing today.

"The bio-terrorism is a `contagious plague`. The armed forces should be at the forefront of combating the menace," he said.

He asked the AFMS to have a clear, effective and rehearsed protocol with respect to casualty management strategies and said the protocols and strategies need to be devised taking into account not just the peculiarities of the operating environment and the nature of operations, but also competence and capabilities of AFMS.

Suggesting co-operation among countries during disasters to ensure that timely assistance reaches those in need even across international borders, he said the scale of magnitude of destruction following disasters can often overwhelm the resources and relief efforts of a nation and the medical services of Armed Forces form a vital component of humanitarian aid and disaster relief operations.

Identifying "Patient Safety" as another area which needs to be further strengthened, Singh stressed on the need for awareness on healthy practices of patient safety that will greatly enhance the combat effectiveness of military services.

"Patient safety does not end at making correct diagnosis and prescribing correct medication. Dispensing that prescribed medicine to the correct patient via the correct method plays a crucial role in ensuring the safety of patients," he said.

The Defence Minister said SCO is the "alliance of the East", due to its growing centrality in Asia-Pacific and described it as the primary security pillar in the region.

"SCO is the largest regional organisation in the world in terms of geographical coverage and population. It covers 22 per cent of the landmass, 40 per cent population and contribute to 20 per cent of world`s GDP," he said.

Singh said India has been making positive contribution to SCO and actively participated in Ex Peace Mission in Russia.

Chief of Air Staff, Air Chief Marshal BS Dhanoa said, evolving technology translates into more and more complex casualties and therefore, it is imperative that AFMS keeps pace with technology and expertise.

Giving a stern reply to Pakistan over its continuous rant about Kashmir, Defence Minister Rajnath Singh on Thursday said the neighbouring country has no locus-standi on matters related to the region.

Addressing the 26th 'Kisan-Jawan Vigyan Mela' in Leh, Singh underlined that Islamabad's cries over Kashmir were uncalled for as the region was never a part of Pakistan. "I want to ask Pakistan when was Kashmir yours that you cry for it? Pakistan itself was carved out of India. We respect Pakistan's existence but that doesn't mean they can make any statements regarding Kashmir," Singh said.

''Pakistan has no locus standi on this matter,'' 'Rajnath Singh further added.

On August 5, the Centre had abrogated Article 370 of the Constitution, doing away with the special status of Jammu and Kashmir. The region was also re-organised into two union territories - Jammu and Kashmir with the legislature and Ladakh without legislature.

Pakistan has been rattled by the Indian government's move to strip the special status accorded to Jammu and Kashmir under Article 370 and has found itself completely isolated despite desperate attempts aimed at internationalising the issue.

Since New Delhi's landmark decision, Pakistan has ramped up its anti-India rhetoric.

Despite focusing on the dwindling economy and terrorism emanating from its soil, Islamabad has been crying hoarse over Kashmir and also went to the extent of threatening nuclear war.

India has maintained that Kashmir is New Delhi's internal matter but the neighbouring country has downgraded bilateral ties with and said it will consider all steps to counter what it described "illegal steps".
