<p>Previously, the foreign ministry announced that Qin would not be attending the Association of South-East Asian Nations (ASEAN) meeting from July 11-12 in Jakarta. The ministry said that the absence was due to health reasons. It said later on Wednesday (July 19) that Wang Yi - Qin's predecessor - will also represent China at BRICS Summit in Johannesburg on July 24-25.</p>

<p>The foreign ministry has since rebuffed questions from journalists at daily briefings and has declined to offer any further information on the foreign minister's absence. It has also left out the exchanges including the initial health comments from official transcript.</p>

<p>The sudden absence of Qin Gang has deepened suspicion among diplomats and China observers world over. In focus is China's secretive decision-making at a time the country is seeking to ree-ngage with the world after years of self-imposed Covid-isolation.</p>

<p>"Qin's disappearance does cast much uncertainty and confusion over the consistency, stability and credibility of Beijing's decision-making," said Yun Sun, director of the China Program at the Stimson Center in Washington. Yun Sun was quoted by Reuters.</p>

<p>"If a vice-national level leader can just disappear without much of an explanation, people find it difficult to trust and count on any Chinese leader or official and their positions."</p>

<p>Uncertainty also persists over EU top diplomat Josep Borrell's visit to China.</p>

<p>Furthermore, Qin did not attend the annual foreign ministers' meeting of the Association of Southeast Asian Nations (ASEAN) in Jakarta last week. Instead, China's top diplomat Wang Yi represented the country at the gathering.</p>

The foreign ministers met on Tuesday, where this year’s chair Indonesia spelt out the measures to break the deadlock amid the Myanmar junta's ongoing campaign of violence against pro-democracy forces.</p>

<p>Myanmar has not been invited to attend the meet, conforming to ASEAN’s officially stated position. Only a non-political representative of Myanmar will be allowed to visit Indonesia.&nbsp;</p>

<h2><strong>Indonesia in talks with all stakeholders in Myanmar</strong></h2>

<p>Indonesian Foreign Minister Retno Marsudi told the media that his nation was in talks with all of the stakeholders in Myanmar. He said, “It included my in-person engagements either with NUG and SAC foreign ministers several times.” He was referring to the National Unity Government, the Myanmar government-in-exile, and the State Administration Council.</p>

<p>"Now, it is time (to move forward) -- encouraging a national, inclusive dialogue among all of the stakeholders," she added.</p>

Foreign ministers of ASEAN kick off key meeting in Indonesia, Chinese FM absent

<p>Chinese Foreign Minister Qin Gang has told US Secretary of State Antony Blinken that America should “show respect” and stop meddling in China’s internal affairs with respect to the Taiwan issue.</p>

<p>In a phone call on Wednesday morning, the Chinese minister asked the US to meet China halfway, and effectively manage differences, promote communication and cooperation.</p>

<p>Qin reiterated Beijing’s firm stance on core concerns like Taiwan and said that China has always viewed and handled the relationship with mutual respect, peaceful coexistence, and win-win cooperation proposed by Chinese President Xi Jinping.</p>

<p>The minister further said that since the beginning of this year, China-US relations have faced new difficulties and challenges and added “It’s clear who is responsible."</p>

<h2><strong>China's stimulus efforts fail to boost market confidence</strong></h2>

<p>“I hope that the US side will take practical actions to implement the important consensus of the meeting between the two heads of state in Bali, move in the same direction as the Chinese side, effectively manage differences, promote exchanges and cooperation, and promote the stabilisation of&nbsp;China-US relations,” Qin said, according to a Chinese foreign ministry readout of the phone call.</p>

<p>Later, Blinken confirmed via Twitter that he spoke to Foreign Minister Qin Gang and “discussed ongoing efforts to keep communication channels open, as well as bilateral and global issues."</p>

<p>Blinken also "made clear that the US would continue to use diplomatic engagements to raise areas of concern as well as areas of potential cooperation".&nbsp;</p>

<h2><strong>Thaw in ties</strong></h2>

<p>Wednesday’s engagement comes on the backdrop of Blinken’s expected visit to China for talks this Sunday. However, no official confirmation has been given so far.</p>

<p>The talks seek to bring a thaw in the tense Sino-US relations, which have seen turbulent days due to the spy balloon incident in February.</p>

<p>The president emphasised that Pakistan fully upholds the one-China policy and supports China on matters pertaining to its vital interests, such as those pertaining to China's sovereignty and territorial integrity.</p>

Issues related to wider interactions and cooperation on international platforms like G20, SCO and BRICS were also discussed.</p>

<h2><strong>Second meeting in the last two months</strong></h2>

<p>The meeting between Jaishankar and Gang held Thursday was their second in the last two months. Gang visited India in March for G20 foreign ministers’ summit. During their last meeting, Jaishankar reportedly told Gang that India-China relations were "abnormal" because of the lingering border dispute.</p>

<p>At the start of the bilateral talks with Chinese Foreign Minister Gang,&nbsp;Enrique&nbsp;Manalo said that the Philippines' differences with China&nbsp;in the South China Sea were not the total of relations between the two countries.</p>

<p>"These differences should not prevent us from seeking ways of managing them effectively, especially with respect to the enjoyment of rights of Filipinos, especially fishermen," Manalo said, the news agency Reuters reported.&nbsp;</p>

<p>A day before Gang arrived in Manila, Chinese foreign ministry spokesperson Wang Wenbin said that the foreign minister's visit was aimed at enhancing mutual trust and properly handling differences with the Philippines.&nbsp;</p>

<p>Overlapping claims in the South China Sea have been a sticking point in the relations between Beijing and Manila.</p>

<p>China has claimed sovereignty over almost the entire South China Sea, deploying hundreds of vessels there to patrol the waters and occupy reefs. China also ignored a 2016 international tribunal ruling that its claims had no legal basis.</p>

<p>Richard Heydarian, a Philippine foreign analyst, told the news agency AFP that Qin Gang's visit (to the Philippines) was "timely and extremely important" given the current state of relations between the two nations.&nbsp;</p>

<p>"We're really confronting a total crisis in Philippine-China relations. The question is what is China going to offer the Philippines? Is it sticks or is it carrots? If it's carrots, will it be enough in terms of changing Marcos' ideas?" Heydarian said.&nbsp;</p>

<p>The National People’s Congress (NPC), the Chinese Parliament, on Sunday elevated the status of Foreign Minister Qin Gang to the rank of State Councillor, putting him next in line for the post of China’s Special Representative for India-China boundary talks, a high-level mechanism to discuss the boundary issue and improvement of ties between the two countries.</p>

<p>The 56-year-old was appointed as the Foreign Minister in December replacing Wang Yi.</p>

<p>At that time, Yi was elected to the Political Bureau of the ruling Communist Party of China (CPC)—a key policy body of the party.</p>

<p>The appointment of Qi Gang will be closely watched by India as he is the next in line to become the Special Representative (SR) of the India-China boundary mechanism that was formed in 2003.</p>

<p>“In the meantime, we urge certain countries to immediately stop fuelling the fire, stop shifting blame to China, and stop touting ‘Ukraine today, Taiwan tomorrow’,” Qin said, according to an official readout of his speech released by the Chinese foreign ministry.</p>

<p>In his remarks, Qin attempted to portray China as a neutral and responsible world power, working for peace amid global turmoil.</p>

<p>“Since the outbreak of the (Ukraine) crisis, China has taken an objective and impartial stance based on the merits of the issue,” Qin said.</p>

<p>He retreated Beijing’s push for the sovereignty and territorial integrity of all countries saying that the legitimate security concerns of all countries must be taken seriously.</p>

Prior to his departure, the US Secretary of State, Antony Blinken, on Sunday, spoke to Qin over the phone about US-China ties and “maintaining open lines of communication”.&nbsp;</p>

<p>The 56-year-old, Qin, was appointed for the role, on December 30, and is said to be a trusted aide of Chinese President Xi Jinping. The decision was made by the 13th National People’s Congress (NPC) Standing Committee on Friday, said a report by Global Times. Additionally, Qin will replace the 69-year-old Wang who will reportedly remain the state councillor in charge of diplomacy.</p>

<p>Following the conversation between Blinken and his incoming Chinese counterpart, the US official took to Twitter and said, “Spoke by phone this morning with incoming People's Republic of China Foreign Minister Qin Gang as he departs Washington for his new role. We discussed the US-PRC relationship and maintaining open lines of communication.”&nbsp;</p>

<p>In an op-ed article titled, “How China Sees the World” written, on December 26, four days before he was named Beijing's new foreign minister, Qin in reference to “border issues” with India said that the status quo is that both sides are “willing to ease the situation”.&nbsp;</p>

<p>“China’s development means a stronger force for peace, not a growing power poised to ‘break the status quo’, as some call it,” wrote the incoming foreign minister in the US magazine National Interest. He added, “As to the border issues between China and India, the status quo is that both sides are willing to ease the situation and jointly protect peace along their borders.”</p>

<p>Notably, the article was written weeks after a clash between Indian and Chinese troops along the Line of Actual Control in northeastern India's Arunachal Pradesh's Tawang Sector on December 9.&nbsp;</p>

<p>Subsequently, in a statement, the People’s Liberation Army (PLA) Western Theatre Command spokesman, said the Chinese troops “were obstructed by the Indian army who illegally crossed the Line (of Actual Control),” reported AFP.&nbsp;</p>

<p>On the other hand, Indian Defence Minister, Rajnath Singh, addressing the parliament days after the incident said that China unilaterally attempted to change the status quo along the LAC, and it was <a href="https://www.wionews.com/videos/garud-commandos-deployed-at-lac-with-cutting-edge-weapons-545609">Indian troops’</a> timely intervention which shunned away the Chinese PLA.&nbsp;</p>

<p>He went on to seemingly blame the US for changing the status quo in Taiwan and defended Beijing and said that tensions in the Taiwan Strait are not created by them, “breaking the status quo, but by ‘Taiwan independence’ separatists and external forces continually challenging the status quo of ‘one China’,” wrote Qin.&nbsp;</p>

<p>Similarly, he went on to blame Japan for “altering” the status quo in the South China Sea and wrote, “In the case of the East China Sea, it was Japan who attempted to ‘nationalize’ Diaoyu Dao ten years ago, altering the ‘status quo’’ between China and Japan of agreeing to put aside differences. In the South China Sea, the status quo is that regional countries are consulting on a code of conduct that will lead to meaningful and effective rules for the region.”&nbsp;</p>

Prior to his departure, the US Secretary of State, Antony Blinken, on Sunday, spoke to Qin over the phone about US-China ties and “maintaining open lines of communication”. The 56-year-old, Qin, was appointed for the role, on December 30, and is said to be a trusted aide of Chinese President Xi Jinping. The decision was made by the 13th National People’s Congress (NPC) Standing Committee on Friday, said a report by Global Times. Additionally, Qin will replace the 69-year-old Wang who will reportedly remain the state councillor in charge of diplomacy. Following the conversation between Blinken and his incoming Chinese counterpart, the US official took to Twitter and said, “Spoke by phone this morning with incoming People's Republic of China Foreign Minister Qin Gang as he departs Washington for his new role.
