Qatar on Tuesday (Sep 30) said that it was set to hold talks with Hamas officials, Turkey and Egypt later today to discuss a Gaza peace plan proposed by US President Donald Trump. This comes a day after Israeli Prime Minister agreed to the US proposal to end the war in Gaza during his White House visit. Following their meeting, Trump and Netanyahu said that if Hamas does not accept the 20-point plan, Israel will move to “finish the job” in the war-torn territory against the Palestinian militant group. The proposal was handed to Hamas by Qatar and Egypt, which have led the efforts to broker a ceasefire between Israel and Hamas. “The (Hamas) negotiating delegation promised to study it responsibly,” Qatar’s foreign ministry spokesman Majed al-Ansari told a press conference. “There will also be another meeting today, also attended by the Turkish side, with the negotiating delegation.”In his plan, Trump has demanded a ceasefire, release of hostages within 72 hours, disarmament of Hamas and a gradual Israeli withdrawal from Gaza. He also said that he will head a post-war transitional authority in the territory.Ansari added that the Egyptian intelligence head and his Turkish counterpart were in Doha for the negotiations. “It is still too early to speak about responses, but we are truly optimistic that this plan, as we said, is a comprehensive one,” he said.During his meeting with Trump, Netanyahu dialled Qatar to apologise for the recent strikes in Doha that targeted Hamas leadership earlier this month. In response, Qatar officials said that they were ready to push for a truce in Gaza after the US gave them security assurances and Israel promised not to attack it again.“The security assurances and the commitments that were offered in the call yesterday (Monday) by President Trump and the Israeli prime minister (Benjamin Netanyahu) were very clear and were under the guarantee of the US president that Qatar will never be attacked,” he said.“We are content with the security assurances that we have received,” Ansari said, adding that there had also been “a commitment by Israel not to attack Qatar again in its capacity or otherwise.”
Global powers welcome Trump’s proposal
Eight Arab or Muslim-majority nations have backed Trump’s proposal for peace in Gaza, saying they “welcome the role of the American president and his sincere efforts aimed at ending the war in Gaza.”In a joint statement, they said that they “affirm their readiness to engage positively and constructively with the United States and the parties toward finalising the agreement and ensuring its implementation.”The nations include Egypt, Turkey, Jordan, and the United Arab Emirates. Qatar has told Israel it wants an apology for the recent strike in Doha before it returns to its role as mediator in Gaza peace talks, according to a report by Axios. The move comes after an Israeli strike in the Qatari capital killed five Hamas members and one Qatari security officer ten days ago.
Why does this matter for Gaza negotiations?
Officials in Washington say that without Qatari mediation, it will be extremely difficult to secure a deal that would release hostages and bring the Gaza war to an end. The Trump administration is pushing to calm tensions so that talks can restart. Israeli Prime Minister Benjamin Netanyahu has accused Qatar of sheltering terrorists and even suggested that Israel could strike again. An apology, however, would be politically risky for his hard-right coalition. A source told Axios Qatar recognises the political challenges Netanyahu faces and may show flexibility on the wording of the apology. Also read: Why was Trump’s border czar Tom Homan under investigation? Witkoff is set to meet Qatari Prime Minister Mohammed bin Abdulrahman Al-Thani in New York this Saturday to explore ways to ease tensions and resume the negotiations.
Could Israel agree to apologise?
According to the Axios report, Qatar may accept an Israeli apology that specifically acknowledges the death of the Qatari officer, includes compensation for his family, and promises not to breach Qatari sovereignty again. Israel has made similar apologies before, in 2013, Netanyahu apologised to Turkish President Recep Tayyip Erdoğan over the deaths of Turkish activists in the 2010 Gaza flotilla raid.

Israeli Prime Minister Benjamin Netanyahu defended last week’s strike on Hamas officials in Qatar, describing it as justified because of the Gulf state’s close ties with the militant group. “Qatar is connected to Hamas, it bolsters Hamas, it harbours Hamas, it funds Hamas… It has strong levers (that it could pull), but it chose not to,” Netanyahu told reporters at a press conference. “Therefore our action was entirely justified,” he added. The airstrike in Doha was the first time Israel had launched such an operation on Qatari soil, a country that is also a US ally.
What was the outcome of the strike?
The bombing killed six people, though none of them were the senior Hamas leaders that Israel said it was targeting, according to both Israeli sources and the militant group. The unprecedented move has heightened tensions in the region and added new pressure to already fragile ceasefire negotiations.
How did Qatar react?
Qatar responded by calling an emergency meeting of the Arab League and the Organisation of Islamic Cooperation. Nearly 60 nations attended, condemning Israel and urging collective action. Qatar has no diplomatic relations with Israel but has long hosted Hamas leaders. It has also acted as a mediator in ceasefire talks and in negotiations for the release of Israeli hostages captured during Hamas' 7 October 2023 attack.
What is Qatar’s role in the conflict?
Between 2018 and 2023, Qatar provided millions of dollars each month in cash and aid to Gaza, funding that was approved at the time by Netanyahu’s cabinet. Despite this, Israeli media earlier this year reported that two of Netanyahu’s aides were investigated by Shin Bet for allegedly receiving payments from Qatar, a scandal dubbed “Qatargate”.Netanyahu, who testified in the inquiry in March, dismissed it as a “political witch hunt”. Reports also linked the dismissals of Shin Bet chief Ronen Bar and efforts to remove Attorney General Gali Baharav-Miara to their involvement in the probe.
