Russian President Vladimir Putin said he expects his meeting with United States President Donald Trump to be "constructive."

He is a serious-minded person who knows how to listen to people and respond to their arguments. This leads me to believe that dialogue may prove to be constructive," TASS quoted Putin as saying.

The two leaders are likely to meet this year as Trump, in April, extended an invitation to meet with the Russian President.

Russian Deputy Foreign Minister Sergei Ryabkov earlier said such a meeting is vital for improving relations between Moscow and Washington.

This will be the third time that both the leaders would meet face-to-face.

Putin and Trump first met during the G20 summit in Germany`s Hamburg in July last year and again met for the second time in Asia-Pacific Economic Cooperation summit in Vietnam in November last year.

Earlier in March this year, the two leaders held a telephonic conversation, where Trump had invited Putin to visit Washington DC

It is to be noted that relations between US and Russia are greatly strained due to the crisis in Ukraine, Russia`s annexation of Crimea in 2015, differences regarding Russian military intervention in the Syrian civil war, and the alleged meddling of 2016 US presidential election.

Russia's foreign minister Sergei Lavrov had med Kim in Pyongyang last week and extended an invite to the North Korean leader to meet Putin at the Kremlin. Lavrov had reportedly extended “warmest regards and best wishes to Kim".

In a television interview to a Chinese media channel, Putin said: "We have proposed a roadmap for resolving the Korean Peninsula issue. China has done a lot to ease the situation in the region. We are very glad about this and we will give our full support."

During the interview, Putin said North Korea must realise the Korean Peninsula needs to be "denuclearised", adding that "tragedies in Libya and Iraq" should not be repeated.

"We also saw that the DPRK(North Korea) leadership has made unprecedented efforts to eliminate regional tensions, which, to be honest, was unexpected to me," he added.

"When the leaders of the DPRK noted that if they are to realize complete denuclearization, the country's security must be guaranteed. It goes without saying that they demand guarantees," the Russian president said.

On the impending Trump-Kim meeting, Putin said: "I hope the wise and mature decisions of US President Trump to establish direct contact with DPRK top leader Kim Jong-un will be implemented." He added that he hoped some "positive results" will result from the meeting.

Expanding on Western sanctions, a defiant Putin said Western countries were aimed at hindering Russia's development but will be in vain.

Putin could meet Kim Jong-Un in Vladivostok in September

Russian President Vladimir Putin said on Friday that he would not serve more than two presidential terms in a row, as the Russian constitution states.

His current presidential term, his second in succession, ends in 2024.

His remarks, made to reporters at an economic forum in St Petersburg and broadcast on state TV, are not a surprise and do not necessarily mean he will relinquish power in six years.

Putin has stepped down as president once before, in 2008, after serving two back-to-back terms only to return in 2012 after doing a stint as prime minister, a manoeuvre he would be legally entitled to carry out again.

"I have always strictly abided by and abide by the constitution of the Russian Federation," Putin said, when asked if and when he would be leaving office.

"In the constitution it's clearly written that nobody can serve more than two terms in a row ... I intend to abide by this rule."

Meanwhile, he earlier also stated that it was still possible to save the Iran nuclear deal signed in 2015, despite US President Donald Trump's decision to withdraw from the agreement.

"The US president is not closing the door on negotiations," Putin said at the Saint Petersburg Economic Forum. "I think that all is not yet lost," he added.

Earlier this month Trump controversially pulled the United States out of the landmark 2015 pact with Iran that placed limits on its nuclear programme in return for easing economic sanctions.

Saving the deal provides a rare point of agreement between Moscow and European countries, which have seen relations tank in recent years over crises in Ukraine and Syria, as well as accusations of meddling in foreign elections and the poisoning of an ex-Russian spy in Britain.

Russian President Vladimir Putin handed ministerial jobs to a former bodyguard and the son of an ex-intelligence chief on Friday, promoting trusted lieutenants with security ties at the start of what, under the constitution, will be his last term in office.

In a new Cabinet line-up approved by Putin, established big-hitters, such as veteran foreign minister Sergei Lavrov, kept their jobs, suggesting there would be little change of tack on policy in the new presidential term.

One new entrant to the Cabinet was Yevgeny Zinichev, 51, a former deputy director of the Federal Security Service (FSB), who becomes head of the high-profile emergencies ministry.

A biography carried by state-run media said he was born in St Petersburg, which is also Putin's home city. Then from 1987 to 2015 he served in the state security services, a similar career path to the one taken by Putin, himself a former KGB spy.

Zinichev's biography did not specify what jobs he held in the security services. However, multiple photographs of Putin at public events dating over several years show Zinichev standing at Putin's shoulder, or walking down the steps of his official plane a few steps after the Russian leader.

The only people allowed in such regular proximity to Putin at public events, apart from senior officials and aides, are his security detail.

Zinichev was briefly appointed acting governor of the Kaliningrad region in 2016, although he only served for a few months before leaving for what the Kremlin called family reasons. Russian media said he had struggled with the publicity demands of the job.

Putin also approved Dmitry Patrushev, son of former FSB chief Nikolai Patrushev, for the job of agriculture minister. He had previously been the chairman of the board of directors of Russian Agricultural Bank.

Nikolai Patrushev is also from St Petersburg and was a career intelligence officer before becoming head of the FSB, the main successor agency to the Soviet KGB. He is now Secretary of Putin's Security Council.

The two appointments illustrated how officials with intelligence ties have emerged under Putin at the core of a ruling caste, said Moscow-based political analyst Dmitry Oreshkin.

"They are forming a fairly closed ruling caste with support from the 'siloviks'," said Oreshkin, using a word to describe officials who have served in the security services.

Putin has in the past recruited intelligence officers and state bodyguards for official roles.

In 2016, Putin named Alexei Dyumin, who served in the Federal Guard Service (FSO), responsible for Kremlin security, as the governor overseeing Tula region south of Moscow.

The Cabinet appointments will be analysed by Kremlin-watchers for any indications that Putin could be grooming someone as a successor.

Sworn in for a new term this month after he won a March 18 presidential election, Putin, 65, can not under the constitution run again because of term limits. He is now on his second consecutive term, and the fourth in total.

Analysts say he may find a way to de facto retain power after his term ends in 2024, or could seek to anoint a successor. Putin, though, has given no indication he wants to do that, or of who that person might be.

Dmitry Medvedev, whom Putin had already reappointed as prime minister, unveiled the new cabinet at a meeting with Putin in the Black Sea resort of Sochi.

Most of the incumbents kept their jobs, among them Foreign Minister Lavrov, Defence Minister Sergei Shoigu, and Alexander Novak, the energy minister who helped mastermind a global deal to prop up crude oil prices.

Maxim Oreshkin, named economy minister in late 2016, will retain his job, as will trade and industry minister Denis Manturov, and Sports Minister Pavel Kolobkov. His role is under the spotlight because Russia is hosting the soccer World Cup next month.

The currency market reacted negatively to the appointments in the minutes after the lineup was unveiled.&nbspThe rouble pared gains and weakened to 62.19 versus the dollar from levels of 62.08 seen before the announcement.

Putin, PM Medvedev to discuss members of new government on Tuesday

If there were any doubts about Vladimir Putin's physical fitness, these would have been dispelled as television images recorded him walking through seemingly endless corridors in the Kremlin, for his inauguration on Monday as President of Russia for the fourth time.

The Western media snidely labelled the ceremony a coronation, noting the manner of his election, that he never stepped outside the Kremlin grounds unlike earlier, pointing to the absence of foreign VIPs. Doubtless, Putin can live with that.

India would have been represented at the level of Ambassador Pankaj Saran at least, if not at the political level. Although much water has flown down the Moscow River and the Yamuna, there is recognition in either country of the diplomatic and political capital they have invested in each other.

Putin is well aware of this, but he is perhaps the last generation of Russian leaders who are committed to the India relationship. Putin, says Nandan Unnikrishnan of the Observer Research Foundation, genuinely likes India and sees potential benefit for his own country in India's growth story. Alas, that growth story faltered somewhere down the line and even as it shows signs of reviving, Russia stumbled on the obstacle course of geopolitics.

Before we examine that, let's look at some indicators of the India-Russia relationship in the Putin era:

Bilateral trade is an abysmal $11 bn

Russia's share in India's arms purchases has fallen from 79% to 62% in the last five years

While Russia still tops the arms table for India, the US and Israel have moved into second and third spots and could rise further

Russia's ties to China are rousing concerns in South Block that Moscow may end up as Beijing's rather shabby cousin

Russia's ties with Pakistan are also growing

Russia is supplying frontline weaponry to China, which could end up passing on some to its 'Iron Brother' Pakistan

Russia insists there's no problem, there's no conflict, India would like to believe but China and Pakistan represent realities that are impossible for South Block to ignore. Yes, Putin has authorised the sale of the S-400 missile defence system to India, also the lease of another nuclear-powered submarine knowing full well that they are for use against China. But he's also selling Su-35 fighter jets to China which are the equivalent of India's Su-30MKI.

Then there's Afghanistan where Russia, China and Pakistan appear on the same side of the fence. Russia insists it wants to cover its flanks from radical Islam and therefore the need to open contacts with the Taliban. Fair enough. But the doubts don't go away. Doubts too in Moscow about India's chin wagging with the Americans and where it's going.

So when the two sides meet there's lots to talk about. Geopolitics, as I mentioned earlier, maybe partly to blame. Russia's re-emergence as a pole in the Arab world has discomfited America. Earlier Russia's annexation of Crimea and its role in Ukraine have added to bad blood. US sanctions are biting and Russia finds itself being driven closer to China.

India has to tread carefully through this minefield. South Block finds strategic value in the Russian connection but this is Putin's last tenure and succession issues will increasingly preoccupy him. A generational change is on the Russian horizon which means uncertainty. India will watch but is not going to wait for the new man in Moscow. It will maintain its course trusting the Russian connection will fall into place.

India would like to believe but China and Pakistan represent realities that are impossible for South Block to ignore.

Opinion: China a worry, India needs to reset ties with President Putin

Prime Minister Narendra Modi has been ranked among the top 10 most powerful people in the world by Forbes in a list that has been topped for the first time ever by Chinese President Xi Jinping, who dethroned Russian President Vladimir Putin as the most influential person on the planet.

Modi ranks 9th on the Forbes 2018 list of 75 of the World's Most Powerful People who make the world turn.

"There are nearly 7.5 billion humans on planet Earth, but these 75 men and women make the world turn. Forbes' annual ranking of The World's Most Powerful People identifies one person out of every 100 million whose actions mean the most," Forbes said.

Modi, 67, is ahead of Facebook CEO Mark Zuckerberg (ranked 13), United Kingdom Prime Minister Theresa May (14), Chinese Premier Li Keqiang (15) and Apple CEO Tim Cook (24).
Reliance Industries Chairman Mukesh Ambani, with a net worth of 41.2 billion dollars, is the only other Indian on the power list, ranking 32nd. Microsoft's India-born CEO Satya Nadella is on the 40th spot.

Forbes said Modi "remains hugely popular" in the second most populous country on earth. It cited Modi government's November 2016 decision to eliminate India's two largest banknotes in a bid to reduce money laundering and corruption.

"Modi has raised his profile as a global leader in recent years during official visits with US President Donald Trump and Xi Jinping. He has also emerged as a key figure in the international effort to tackle climate change, as warming affects millions of his country's rural citizens," Forbes said.

On Ambani, Forbes said the billionaire industrialist's Reliance sparked a price war in India's hyper-competitive telecom market with the launch of 4G phone service Jio in 2016.

"Jio has signed on 160 million customers by offering free domestic voice calls, dirt-cheap data services and virtually free smartphones," Forbes said.

After being named the most powerful person in the world for four consecutive years, Putin drops to the second spot, dethroned by Xi, who seizes the top spot for the first time ever after China's congress amended its constitution in March, broadening his influence and eliminating term limits.
Forbes said the Chinese leader "enjoys a cult of personality" not seen since Chairman Mao Zedong, China's founding father.

Putin has ruled Russia since May of 2000, and this year he was re-elected to a fourth term with nearly 77 percent of the vote. ?That's the largest margin of victory for any candidate for the office since the fall of the Soviet Union,? Forbes said.

"This year's list highlights the consolidation of power in the hands of an elite few," Forbes said.
Rounding up the top five on the list are Trump on the third spot, followed by German Chancellor Angela Merkel (4) and Amazon chief Jeff Bezos (5).

On Trump, Forbes said he has seen limited success pushing his agenda through a Congress controlled by his own party, is under investigation by multiple law enforcement agencies, and can't shake off scandals arising from his personal and business life --but he's still Commander in Chief of the world's greatest economic and military power.

There are 17 new names on the list this year, including Mohammed Bin Salman Al Saud (8), the Crown Prince of Saudi Arabia. His father remains king, but he has consolidated power beyond any doubt and taken control of the country, Forbes said.

Other new members include U.S. Federal Reserve Chairman Jerome Powell (11), Exxon Mobil CEO Darren Woods (34), President of South Korea Moon Jae-in (54) and Special Counsel for the U.S. Department of Justice Robert Mueller (72).

On Nadella, Forbes said the Microsoft CEO has steered the company away from a failing mobile strategy and focused on other segments, including cloud computing and augmented reality.

"Since taking over as a CEO, Microsoft's stock has increased by more than 150 per cent," it said.

The list also includes Pope Francis (6), Cofounder of the Bill & Melinda Gates Foundation Bill Gates (7), French President Emmanuel Macron (12), Alibaba Chief Jack Ma (21), CEO and Chairman of Tesla Elon Musk (25), UN Secretary General Antonio Guterres (31), North Korean leader Kim Jong-un (36), Canadian Prime Minister Justin Trudeau (57), Syrian President Bashar Al-Assad (62), Philippines President Rodrigo Duterte (69) and Islamic State's self-proclaimed caliph Abu Bakr al-Baghdadi (73).

In compiling the list, Forbes said it considered hundreds of candidates from various walks of life all around the globe, and measured their power along four dimensions of whether the person has power over lots of people, financial resources controlled by each person, whether the candidate is powerful in multiple spheres and that the candidates actively used their power. China's Xi is world's most powerful person, Modi is 9th: Forbes

President Vladimir Putin travelled to his inauguration on Monday for a new six-year term in a Russian-made limousine, ditching his old stretch Mercedes to send a patriotic message of self-sufficiency amid increased tensions with the West.

Putin, in power since 2000, wants Russia to reduce its dependence on imported goods and technology, a drive that has gathered pace since Russia was hit by Western sanctions.

Some guests broke into applause at the sight of the car conveying Putin the short distance from his office to the Kremlin hall for the inauguration, Russian news agencies said.

"It's cooler than (US President Donald) Trump's," one guest was quoted as saying by the RIA news agency.

Putin has in the past publicly driven Russian-made cars in front of television cameras in an effort to nurture patriotism and support the domestic auto industry.

Monday marked the first public outing of the new limousine, part of the "Kortezh" series of cars which is also expected to include a sedan, minivan and offroad vehicle.

Under development since 2012, the limousine is being produced by a Russian research institute known by the acronym NAMI, and will be distributed in partnership with Russian carmaker Sollers.

The new limousine is set to become the heir to the Russian-made ZIL sedans that for decades transported Soviet leaders.

Trade Minister Denis Manturov said state officials would be able to switch to Kortezh vehicles when enough of them became available, TASS news agency reported.

The Ministry of Trade said the cars would be marketed under the brand Aurus and made available for sale from the beginning of 2019, RIA reported.

In his inauguration address, Putin said technological innovation and research were essential for Russia's future to keep pace with global change.

Putin's last six-year term has been marked by a sharp downturn in relations with the West over conflicts in Ukraine and Syria, accusations of Russian meddling in the 2016 U.S. election, and the poisoning of a former Russian spy in England. Moscow denies meddling in the elections or poisoning the spy.

Putin takes inaugural ride in Russian-made limousine to send patriotic message of self-sufficiency

Russian opposition leader Alexei Navalny and more than 1,000 anti-Kremlin activists were detained by police on Saturday during street protests against Vladimir Putin ahead of his inauguration for a fourth term as president.

Navalny had called for demonstrations in more than 90 towns and cities across Russia against what he says is Putin's autocratic, tsar-like rule.

"We will force the authorities, made up of swindlers and thieves, to take into account the millions of citizens who did not vote for Putin," Navalny said beforehand.

Putin overwhelmingly won re-election in March, extending his grip over Russia for six more years - a tenure of 24 years that would make him Moscow's longest-serving leader since Soviet dictator Josef Stalin.

Navalny, who was barred from running in the election on what he says was a false pretext, was detained soon after showing up on Moscow's Pushkin Square, where young people chanted "Russia without Putin!" and "Down with the Tsar!".

Video footage showed five policemen hauling him to a waiting van by his arms and legs, a scene that was repeated dozens of times with his supporters. Moscow police said he had been detained for organising an unsanctioned rally.

"Nothing Will Change"

Navalny, who has been detained and jailed numerous times for organising similar protests, had managed to address his supporters briefly, saying he was glad they had shown up.

One protester in Moscow, donning a rabbit's mask with the legend "Tsar of the Animals" said he was unsure what the protest would achieve.

"I have the feeling that people are gathering just to let off steam and that nothing will change," said the 31-year-old man called Alexander, who declined to give his surname.

OVD-Info, a rights organisation that monitors detentions, said it had received reports of police detaining over 1,000 people across Russia, nearly 500 of them in Moscow. It cited its own sources at the Moscow protest as saying pro-Kremlin Cossacks had beaten protesters with leather whips, sparking a fight.

A police spokesman said around 1,500 people had protested in Moscow, the Interfax news agency reported. Reuters reporters estimated the crowd numbered several thousand.

Protests also took place in the Far East, Siberia and St Petersburg. In the Urals city of Yekaterinburg, around 1,500 km (900 miles) east of Moscow, a Reuters reporter saw more than 1,000 people protesting, some shouting "Down with the Tsar!"

Father Of The Nation

Putin, 65, has been in power, either as president or prime minister, since 2000.
Backed by state TV and the ruling party, and credited with an approval rating of around 80 percent, he is lauded by supporters as a father-of-the-nation figure who has restored national pride and expanded Moscow's global clout with interventions in Syria and Ukraine.

The authorities regard most of the protests as illegal, arguing that their time and place was not approved beforehand and that the police have a duty to protect public order.

Putin has dismissed Navalny as a troublemaker bent on sowing chaos on behalf of Washington. Prime Minister Dmitry Medvedev, a close Putin ally, has called Navalny a political charlatan.

Putin is due to be inaugurated on Monday in a Kremlin ceremony heavy on pomp.

With more than 56 million votes, almost 77 percent of the total, his March election win was his biggest ever and the largest by any post-Soviet Russian leader, something he and his allies say gave him an unequivocal mandate to govern.

European observers said there had been no real choice in the election, and complained of unfair pressure on critical voices. Critics like Navalny accuse Putin of overseeing a corrupt authoritarian system and of annexing Ukraine's Crimea illegally in 2014, a move that isolated Russia internationally.

Russian police detain over 1,000 people at anti-Putin protests

Benjamin Netanyahu will meet Russian President Vladimir Putin on Wednesday in Moscow to discuss regional issues, the Israeli prime minister said in a statement on Saturday.

Israel has been lobbying world powers to "fix or nix" a 2015 nuclear deal with Iran as a May 12 deadline set by President Donald Trump approaches.

Israel is also concerned that Iran is establishing a military presence in Syria, and it has attacked Iranian targets there.

Since intervening in the Syrian civil war on behalf of President Bashar al-Assad in 2015, Russia has generally turned a blind eye to Israeli attacks on suspected arms transfers and deployments by his Iranian and Hezbollah allies.

But when Moscow condemned an April 9 strike that killed seven Iranian personnel, and blamed Israel, it set off speculation in Israel that Russian patience might be wearing thin.

On Thursday, Israel’s defence minister reminded Russia of his government’s decision not to join Western sanctions against it, and asked that Moscow reciprocate with a more pro-Israel approach to Syria and Iran.

Netanyahu and Putin spoke by phone on Monday after the Israeli prime minister presented what he said were Iran's secret nuclear files which document it having worked toward developing atomic weapons in the past.

US&nbspand Israeli officials said the information showed Iran had lied about its past work to develop nuclear arms but intelligence experts said there was no smoking gun showing that Tehran had violated the nuclear deal under which it curbed its atomic programme in return for relief from economic sanctions.

Trump has given Britain, France and Germany a May 12 deadline to fix what he views as the deal’s flaws - its failure to address Iran’s ballistic missile programme, the terms by which inspectors visit suspect Iranian sites, and “sunset” clauses under which some of its terms expire - or he will reimpose US&nbspsanctions.

Moscow has repeatedly said it wants the Iran nuclear deal left intact. Foreign Ministry spokeswoman Maria Zakharova said on Friday Russia would deem any changes to the deal to be unacceptable.

Israel has been lobbying world powers to "fix or nix" a 2015 nuclear deal with Iran as a May 12 deadline set by President Donald Trump approaches

Days after the US-led air strikes in Syria, the retaliation possibly seems to be coming from Russia in cyberspace. Moscow may actually opt for cyber attacks over nuclear war.

Cyberspace is proving to be a battleground for Russia and the West. Russia has already been accused of carrying out cyber attacks on Washington, London and other cities.

In a fresh series of allegations, the United States and Britain have accused the Kremlin of launching attacks on firewalls and other networking equipment used by government agencies, businesses and critical infrastructure operators across the globe.

American and British officials say that the new cyber attacks have affected a wide range of organisations including internet service providers, private businesses, among others around the world.

Washington and London issued a joint statement that says, "The operation is to support espionage, extract intellectual property, maintain persistent access to victim networks and potentially lay a foundation for future offensive operations".

Britain and US have issued an alert to understand the threat and protect potential targets. This comes amid tensions between Russia and the West over a suspected chemical attack in Syria.

White House's cybersecurity coordinator, Rob Joyce, recently noted, "The alert is not related to the suspected chemical attack in a town in Syria that prompted a US-led military strike over the weekend targetting facilities of the Russian-backed Syrian government".

The Kremlin has outrightly denied the allegations. The Russian embassy issued a statement saying that "British accusations of cyber threats from Moscow are striking examples of a reckless, provocative and unfounded policy against Russia".

Australia has also joined the US and the UK in blaming Russia for the cyber attacks.

This is not the first time when such allegations are levelled against Putin-led Russia. While Moscow continues to rubbish all accusations, the blame-game continues to intensify between Russia and the West.

Watch: US, Britain blame Russia for global cyber attack

US&nbspPresident Donald Trump invited his Russian counterpart Vladimir Putin to the United States during a phone call, and said he would be glad to see Putin in the White House, RIA Novosti reported on Friday, citing the Russian Foreign Ministry.

The news agency quoted Foreign Minister Sergei Lavrov as saying Trump returned to the subject of an invitation a couple of times during a call last month and that Russia was now expecting Trump to formalise the invitation.&nbsp

"We proceed from the fact that the US&nbsppresident in a telephone conversation...made such an invitation, said he would be glad to see (Putin) in the White House, would then be glad to meet on a reciprocal visit," said Lavrov, according to a transcript of an interview with RIA on the foreign ministry website.&nbsp

"He returned to this topic a couple of times, so we let our American colleagues know that we do not want to impose, but we also do not want to be impolite, and that considering that President Trump made this proposal, we proceed from the position that he will make it concrete."&nbsp

Rolling out a welcome for Putin in the White House could anger Trump's domestic critics, who accuse Russia of hostile acts against Western countries, including the United States.

"I would simply turn your attention to the fact that Donald Trump after this phone conversation has said several times in both Tweets and in words that it is necessary to resolve issues with Russia, we want to have good relations with Russia, this is better than not having good relations, and that only a fool thinks otherwise," Lavrov said. "We also hear this."

Russian President Vladimir Putin warned on Sunday that further Western attacks on Syria would bring chaos to world affairs, while signs emerged that Moscow and Washington want to pull back from the worst crisis in their relations for years.

Putin made his remarks in a telephone conversation with Iranian counterpart Hassan Rouhani after the United States, France and Britain launched missile strikes on Syria on Saturday over a suspected poison gas attack.&nbsp

A Kremlin statement said Putin and Rouhani agreed that the Western strikes had damaged the chances of achieving a political resolution in the multi-sided, seven-year conflict that has killed at least half a million people.

"Vladimir Putin, in particular, stressed that if such actions committed in violation of the U.N. Charter continue, then it will inevitably lead to chaos in international relations," a Kremlin statement said.

The attacks struck at the heart of Syria`s chemical weapons programme, Washington said, in retaliation for a suspected poison gas attack a week ago. All three participants insisted the strikes were not aimed at toppling President Bashar al-Assad or intervening in the conflict.

The bombings, hailed by U.S. President Donald Trump as a success but denounced by Damascus and its allies as an act of aggression, marked the biggest intervention by Western countries against Assad and ally Russia, whose foreign minister Sergei Lavrov called them "unacceptable and lawless".

Putin`s comments were published shortly after Russian Deputy Foreign Minister Sergei Ryabkov struck a more conciliatory note by saying Moscow would make every effort to improve political relations with the West.

When asked whether Russia was prepared to work with the proposals of Western countries at the United Nations, Ryabkov told TASS news agency: "Now the political situation is extremely tense, the atmosphere is extremely electrified, so I will not make any predictions.

"We will work calmly, methodically and professionally, using all opportunities to remove the situation from its current extremely dangerous political peak."

Russian Foreign Ministry official Vladimir Ermakov said Washington would want to maintain a dialogue with Moscow about strategic stability after the raids, Russian media reported.
"In the U.S. administration there are specific people who it is possible to talk with," said Ermakov, head of the ministry`s department for non-proliferation and arms control.

In Damascus, Syria`s deputy foreign minister, Faisal Mekdad, met inspectors from the global chemical weapons watchdog OPCW for about three hours in the presence of Russian officers and a senior Syrian security official.

The inspectors were due to attempt to visit the site of the suspected gas attack in Douma on April 7, which medical relief organisations say killed dozens of people. Moscow condemned the Western states for refusing to wait for OPCW`s findings before attacking.

Mekdad declined to comment to reporters waiting outside the hotel where the meeting took place.

Russia denounced allegations of a gas attack in Douma and said it was staged by Britain to whip up anti-Russian hysteria.&nbsp

In an indication that the West, too, would prefer to lower tensions, the United States and Britain both reiterated that their military action on Saturday was not aimed at Assad, Putin`s ally, only at his use of chemical weapons.

Speaking to the BBC, Britain`s Foreign Secretary (Minister) Boris Johnson said that Western powers had no plans for further missile strikes, though they would assess their options if Damascus used chemical weapons again.

"This is not about regime change ... This is not about trying to turn the tide of the conflict in Syria," he told the BBC, adding that Russia was the only country able to pressure Assad to negotiate an end to the conflict.

Asked about U.S.-Russia relations, U.S. ambassador to the United Nations Nikki Haley said ties were "very strained" but that the United States still hoped for a better relationship.

Haley said that the United States would not pull its troops out of Syria until its goals were accomplished. Speaking on Fox News Sunday, Haley listed three aims for the United States: ensuring that chemical weapons are not used in any way that poses a risk to U.S. interests, that Islamic State is defeated and that there is a good vantage point to watch what Iran is doing.

Trump has made clear he wants to withdraw the roughly 2,000 U.S. troops involved in the anti-Islamic State campaign in Syria. But he appeared to contradict that message when he said on Saturday that Western allies were prepared to "sustain" the military response if Assad does not stop using prohibited chemical weapons.

British opposition leader Jeremy Corbyn said the legal basis used to support the British role was debatable, adding that he would only support action backed by the U.N. Security Council.

"I say to the foreign secretary, I say to the prime minister, where is the legal basis for this?" Corbyn said in an interview with the BBC.

In Damascus, Assad told a group of visiting Russian lawmakers that the Western missile strikes were an act of aggression, Russian news agencies reported.

Syria released video of the wreckage of a bombed-out research lab, but also of Assad arriving at work as usual, with the caption "morning of resilience" and there were no immediate reports of casualties.&nbsp

Russian agencies quoted the lawmakers as saying that Assad was in a "good mood", had praised the Soviet-era air defence systems Syria used to repel the Western attacks and had accepted an invitation to visit Russia at an unspecified time.

President Trump had said "mission accomplished" on Twitter after the strikes, though U.S. Lieutenant General Kenneth McKenzie at the Pentagon acknowledged elements of the programme remain and he could not guarantee that Syria would be unable to conduct a chemical attack in the future.

Russian and Iranian military help over the past three years has allowed Assad to crush the rebel threat to topple him.
The United States, Britain and France have all participated in the Syrian conflict for years, arming rebels, bombing Islamic State fighters and deploying troops to fight the militants. But they have refrained from targeting Assad`s government, apart from a volley of U.S. missiles last year.

France, the United States and Britain plan to put forward a new draft resolution aimed at dismantling Syria`s chemical weapons programme, wiping out terrorism, demanding a ceasefire across Syria and finding a political solution to the war, French U.N. Ambassador Francois Delattre told the council on Saturday.

Most Gulf stock markets rose on Sunday, supported by firm oil prices and relief that the weekend`s military attack on Syria was relatively limited in scope and there was no immediate retaliation.

Internationally, gold and oil are expected to extend gains on Monday, albeit modestly, when the markets open for the first time since the missile attack. Equities and bonds are unlikely to suffer big losses unless the West strikes again or Russia retaliates.

Gold has benefited in recent days as a safe-haven asset amid a U.S.-China trade dispute and the escalating conflict in Syria, which also pushed oil above $70 a barrel on concerns over a spike in Middle Eastern tensions.

The strikes suggest that Trump may have reset America`s red line for military intervention in Syria over the use of chemical weapons.

In Washington, a senior administration official said that "while the available information is much greater on the chlorine use, we do have significant information that also points to sarin use" in the attack.

Sarin had previously appeared to be the threshold for intervention. Chlorine, in contrast, has been used more widely in Syria`s conflict without past U.S. reprisals and is far easier to find and weaponise, experts say.&nbsp

Washington described the strike targets as a centre near Damascus for the research, development, production and testing of chemical and biological weapons a chemical weapons storage site near the city of Homs and another site near Homs that stored chemical weapons equipment and housed a command post.

Iranian Supreme Leader Ayatollah Ali Khamenei described the attack as a crime and the Western leaders as criminals, while U.N. Secretary-General Antonio Guterres urged all Security Council members to use restraint but said charges of chemical weapons use demand investigation.&nbsp

Meanwhile, Pope Francis called on world leaders to renew efforts to bring peace to Syria, saying he was deeply troubled by their failure to agree on a joint plan to end the bloodshed.

State television TRT showed workers already starting work on the ground as fireworks went off to mark the event.

Once completed the power station will provide 10 per cent of the electricity needs of Turkey, which has few energy resources of its own.&nbsp

The first stage is due to come online in 2023, the 100th anniversary of modern Turkey`s founding, and be completed entirely in 2026.

"This scale of the project is difficult to exaggerate," Putin said at the ceremony. "This marks a new stage in the development of Turkey`s economy."

Erdogan said: "The power plant will contribute to our energy security and also play an important role in the fight against climate change."

Turkey`s Energy Minister Berat Albayrak, Erdogan`s son-in-law, praised the Akkuyu project saying: "We are standing at a crucial juncture in realising the 63-year dream."

The spy row escalated into a full-blown expulsion drama in Russia as German foreign minister Heiko Maas said today that Moscow had decided to expel four German diplomats in a tit-for-tat response after Germany ordered the expulsion of four Russian diplomats.

Russia expelled diplomats from 23 countries on Friday.

The Russian foreign ministry said it had summoned the heads of missions from 23 countries to tell them that some other their diplomats had to leave the country.
