<p>According to reports, the Lieutenant Governor had also sent out a WhatsApp message to the ministers in the Union Territory noting that the distribution of free rice to the villagers shall be conditional to the "certification of the village being open defecation free and free of strewn garbage and plastics by submitting a joint certificate given by the MLA and the Commune Commissioner to the Civil Supplies Commissioner.”&nbsp;</p>

<p>Bedi said that the villages have to prove they are indeed open defecation free and free of garbage to avail the benefit of free rice from the government. In her letter to the MLAs in the Union Territory, Bedi reportedly said, “Till then the free rice supplies will be kept on hold and in safe storage. <p>It said the increase in share of Cauvery water for Karnataka by 14.75 tmcft is because of the 10 tmcft groundwater and 4.75 tmcft drinking water requirement for Bengaluru residents.</p>

<p>The pre-Independence verdict is valid, the top court said in its verdict, adding that no state can claim&nbsp;&quot;exclusivity&nbsp;over rivers.&quot;&nbsp;</p>

<p>The court said there should be &quot;no deviance&quot;&nbsp;of the order by any state.</p>

<p>The Court also directed the Cauvery water dispute management to be set up. The Supreme Court order will remain in force for the next 15 years.</p>

<p>Tamil Nadu, represented by senior advocate Shekhar Naphade had urged the court to initiate a &ldquo;fundamental change&rdquo; in the water sharing arrangement.&nbsp;</p>

<p>The Cauvery water dispute was decided unanimously by CWDT in 2007, after determining the total availability of water in the Cauvery basin at 740 thousand million cubic (tmc) feet at the Lower Coleroon Anicut site, including 14 tmcft for environmental protection.</p>

<p>Four states, all non-BJP ruled, moved the Supreme Court on Wednesday seeking to intervene in the hearing on whether the Right to Privacy can be declared as one of the Fundamental Rights under the Indian Constitution.&nbsp;</p>

<p>The states include Karnataka, West Bengal, Punjab and Puducherry.&nbsp;</p>

<p>Senior advocate Kapil Sibal is representing the four states. He initiated his arguments before a nine-judge Constitutional bench headed by Chief Justice J S Khehar and said that the court needs to take a fresh look on the Right to Privacy in the light of technological advancements.&nbsp;</p>

<p>&quot;Privacy cannot be an absolute right. But it is a Fundamental Right. This court needs to strike a balance,&quot; he submitted before the bench, PTI reported.&nbsp;</p>

<p>The top court had set up a Constitution bench on July 18 after the issue was referred to a larger bench by a five-judge bench.&nbsp;</p>

<p>The petitioners have claimed that the collection and sharing of biometric information under the Aadhaar scheme is a breach of the &quot;fundamental&quot; right to privacy.</p>

<p>The Central government on July 19 submitted a report before the Supreme Court saying that Right to Privacy is a common law right and not a Fundamental Right.<br />
