Turkish President Recep Tayyip Erdogan has controlled Turkey for 17 long years. First as prime minister and now as president. In 17 years, he has made Turkey an autocracy, a one-man show.&nbsp;

This show is now getting bad reviews. So, Erdogan wants to change the rules. The poll numbers for Erdogan are dropping and supporters of his party are disenchanted. They are drifting away because economic growth has slowed.&nbsp;

The Lira has nose-dived and Erdogan's allies are breaking away to form rival parties. According to a compilation of 15 recent opinion polls, support for Erdogan's Islamist-rooted justice and development party or AKP has fallen to 36% from 42% in the last election. This is a significant drop for a ruling party, especially for one that has been in power for 17 years and one that has been on a losing spree in 2019.&nbsp;

Municipal polls were held in Turkey and Erdogan's party suffered defeat in three very important cities, Ankara, Istanbul and Izmir.&nbsp;

These are three of the largest cities in Turkey. The elections here were won by opposition parties. It's been more than a year and there are growing fears that these embarrassing losses could transform into a wider nationwide loss in the 2023 elections. Pollsters say the Turkish President should be worried and it seems he is, which is why President Erdogan is trying to change the election rules.&nbsp;

In a recent public address, he said, “We are starting extensive work regarding changing political party and election regulations to improve democratic participation.”&nbsp;

What does it mean? The Turkish President did not bother to explain. His party officials have anonymously revealed that these plans include two primary things, one dividing large urban electoral districts into smaller constituencies and two, reducing the threshold for entering Parliament from 10% to 7%.&nbsp;

The first move could significantly boost the number of lawmakers from Erdogan's party and the second one will set barriers for opposition parties in entering Parliament.&nbsp;

It's quite a smart strategy and Erdogan is already laying the groundwork for it. He is trying to win public support ahead of these planned changes. He has eased coronavirus restrictions, lifted night-time curfews for weekends and promised measures to improve human rights, press freedoms, freedom of expression and new policies to curb violence against women. Erdogan says these measures would be implemented in the next two years with the ultimate aim of drafting a new constitution.&nbsp;

Recep Tayyip Erdogan, president, Turkey, said, "In order to enhance standards related to freedom of expression and freedom of the press, we are developing measures aimed at easing the professional activities of journalists."&nbsp;

"We are educating law-enforcement officials as well as shopping district and neighbourhood guards on issues that constitute ill-treatment. We are removing the statute of limitations concerning disciplinary investigations over torture allegations."&nbsp;

"The ultimate aim of our (human rights) action plan is a new and civilian constitution."&nbsp;

The Indian President Ram Nath Kovind has paid homage to the 20 Indian soldiers who died in the Galwan incident during his address to the joint session of the Indian Parliament.

Pointing out to the "efforts made to disrupt the peace at LAC" which was done in the "utter disregard of bilateral relations and agreements" the President said, "twenty of our jawans made the supreme sacrifice and laid down their lives defending the country at Galwan Valley. Every citizen is deeply indebted to these martyrs."

In June of last year, the Chinese forces in an act of aggression tried to occupy the Galwan valley. During the act, while India lost 20 of its soldiers, China also suffered casualties but never came up with figures.

The incident was a major setback to ties between the 2 countries, and since then despite multiple rounds of talks, China has refused to disengage from the region. &nbsp;

President said, "our security forces not only responded" with "promptitude, force and courage but also foiled all attempts to change the status quo at the border" and the "restraint, valour and courage displayed by our jawans, deserve utmost praise."

The soldiers who died were honoured with Gallantry awards posthumously earlier this week. The commanding officer of 16 Bihar regiment, Late Colonel B Santosh Babu was honoured with Maha Vir Chakra, the 2nd highest military award, while other soldiers who died were honoured with Vir Chakras, Sena Medals.

The President in the address which marks the beginning of the Budget session of the Parliament said, "My Government is vigilant and fully committed to safeguarding the interests of the country" and "additional forces have also been deployed at the LAC to protect the sovereignty of India."

The speech of the President is an important tradition of the Indian Parliament and is a policy statement of the government. The address saw President Kovind mentioning India's covid vaccine out-reach, BRICS presidency this year, and 2-year term at the United Nations Security Council.

He said, "Living up to the spirit of ‘Vasudhaiva Kutumbakkam’, India has, in addition to fulfilling its domestic requirements, supplied essential medicines to more than 150 countries. India is committed to ensuring the availability of vaccine at the global level."

India's mega repatriation mission--Vande Bharat Mission’ and diplomacy amid the covid crisis was also mentioned. President elaborated, "It is a matter of pride for the country that ‘Vande Bharat Mission’, which is the biggest mission of its kind organized anywhere in the world, is being hailed universally."

Adding, “During this period, India has further bolstered international cooperation by holding a large number of apex summits, multilateral events and official meetings"

Under the mission, about 50 lakh Indians were brought back from various parts of the world and more than 1 lakh foreign nationals were sent to their respective countries. During the Pandemic, Indian PM had virtual summits with several countries--Australia, Sri Lanka, Denmark, Uzbekistan, Bangladesh etc, and the External Affairs Minister also had such meetings with his many counterparts.

Bolivia's former longtime leader Evo Morales was preparing a return to his country on Monday after a close ally and member of his MAS socialist party was sworn in as president.

Morales, who left Bolivia under a cloud last November after international observers cited irregularities in an election giving him a fourth term in office, said the prospect of his return filled him "with happiness."

"Today is one of the most important days of my life, to be returning to the country that I love so much fills me with happiness," he wrote on Twitter.

Morales, who led Bolivia for almost 14 years as the first indigenous president, was due to cross the border from Argentina where he has been living in exile at 9 a.m. ET before heading to his rural stronghold in Chapare.

Around 2,000 supporters, including members of Argentine social and political groups, were waiting at the La Quiaca crossing on Monday morning to see him off. They waved the flag of the Argentine indigenous people, and played music on traditional instruments, according to Reuters reporters.

On the Bolivian side of the border, in Villazón, a far larger crowd was gathering to welcome their exiled leader home.

Luis Arce, 57, was sworn in as president on Sunday, was inaugurated in a ceremony in the highland city of La Paz, in front of heads of state from Argentina, Paraguay, Colombia and Spain, as well as senior officials from Chile, Iran and the government of Venezuela's Nicolas Maduro.

The introverted former economy minister, feted as the architect of Bolivia's rapid growth under Morales, vowed to "defeat" the coronavirus pandemic, "put an end to fear" after deadly electoral violence last year and generate growth following the blow dealt by COVID-19 lockdowns.

He has said that former president Morales will play no role in his government.

US election 2020: With 20 days to go, Trump offers kisses to his supporters at Florida rally

Mali's ousted President Ibrahim Boubacar Keita was hospitalised in the capital Bamako on Tuesday evening for an overdue check-up with his doctor, a source said, six days after he was released from detention by the country's new military leadership.

The junta allowed Keita, 75, to return home last Thursday in a attempt to court goodwill with regional states who imposed strict sanctions on the country following his overthrow on Aug. 18.

According to a deal struck with regional mediators, the junta agreed to allow Keita, who has ongoing health issues, to see his doctor, and if necessary, travel abroad for medical checks.

"He was indeed hospitalized last night for a check-up he should have done a month and a half ago and hadn't done," the source close to Keita's family said, declining to reveal the location of the clinic for security reasons.

In 2016 Keita had a benign tumour removed from his neck in Paris.

The Economic Community of West African States (ECOWAS) has said it will gradually lift sanctions if the country's new leaders transfer power to a civilian-led transitional government immediately and hold elections within a year.

The junta is currently consulting with Mali's political parties and civil society groups, and plan to hold a meeting on Saturday and Sunday with the various stakeholders to work out a transition plan.

Leaders of the 15-nation ECOWAS bloc will meet again on Monday to take stock on the progress to return Mali to civilian rule, and also decide whether to ease the sanctions.

Vladimir Putin: From a rebellious kid to Russia's longest-serving leader

Malawi's President Peter Mutharika on Saturday said this week's general election re-run was marred by "irregularities", as unofficial tallies showed him losing to the opposition leader.

Voters in the southern African country went to the polls on Tuesday after the Constitutional Court scrapped the initial May 2019 presidential poll due to mass fraud.

Mutharika's Democratic Progressive Party (DPP) has called on Malawi's Electoral Commission (MEC) to annul the results of the second vote and declare a third election.

"We expected an election without irregularities," Mutharika told reporters in the second city of Blantyre on Saturday.

"Sadly, as all Malawians have seen, this election is the worst in Malawi's history of our elections."

The president said DPP monitors were "hacked, abducted and intimidated" and therefore unable to verify tally sheets.

"We believe most of the results that were sent to MEC are not a true reflection of the people," Mutharika added.

However, he did not echo his party's calls for another re-run.

Unofficial tallies compiled by public broadcaster MBC gave opposition leader Lazarus Chakwera a dominant 60 percent lead, with the incumbent Mutharika trailing on 39 percent.

DPP administrative secretary Francis Mphepo in a statement highlighted "several incidents that may potentially affect the integrity and credibility of the presidential election results".

The DPP listed polling stations from which their monitors were allegedly excluded and said more than 1.5 million votes had been marred by "violence and intimidation".

"There is no doubt that these irregularities and malpractices will substantially affect the results in one way or another," Mphepo continued.

"We therefore seek... a declaration that the presidential election has been inconclusive."

MEC spokesman Sangwani Mwafulirwa did not immediately respond to the DPP's accusations.

"The commission is looking into the complaint and will give a determination soon," Mwafulirwa told reporters at a briefing on Saturday.

Political analyst Henry Chingaipe dismissed Mutharika's allegations as "total fabrication".

"These are the kicks of a dying horse," he said.&nbsp;

"In the history of this country, there has been no election as transparent as this, especially in the management of results."&nbsp;

Mutharika, in power since 2014, won 38.5 percent of last year's discredited vote in which Chakwera garnered 35.4 percent.

In February, Malawi's top court found the first election was marred by widespread irregularities, including the use of correction fluid to tamper with result sheets.

The landmark ruling made Malawi just the second country south of the Sahara to have presidential poll results set aside, after Kenya in 2017.

Victory in the rerun will be determined by whoever garners more than 50 percent of the votes -- a new threshold set by the court.

Some 6.8 million people were asked to choose between Mutharika, Chakwera and an underdog candidate, Peter Dominico Kuwani.

The MEC has until July 3 to unveil the outcome, although the announcement is thought likely to come later on Saturday.

Results from 80 percent of Malawi's 28 districts have been tallied and verified so far.

Mutharika did not mention whether he would concede defeat, although his party has threatened to reject the outcome of the vote.&nbsp;

"He is in denial, he has always been in denial. But reality will catch up with him soon," said Gift Trapence of the Human Rights Defenders Coalition, which led months of street protests against last year's election results.

Chingaipe highly doubted the possibility of a second re-run.

"The only way to get a fresh election is to make a compelling case in the High Court," said Chingaipe, who heads the Malawi-based Institute for Policy Research and Social Empowerment.

"It is an uphill task, almost impossible, to build a credible case in court," he told AFP. "The circus is over. There will be no such a thing as a fresh election."

A day after US&nbsp;Senator <a href="https://www.wionews.com/world/dont-worry-mr-president-ill-see-you-at-your-trial-kamala-harris-hits-back-at-donald-trump-266050">Kamala Harris</a> ended her 2020 presidential bid, former Vice President Joe Biden, a leading contender for the Democratic nomination, said on Wednesday he would consider her as a potential running mate.

Biden, with whom Harris clashed during a Democratic debate earlier this year, praised her after a campaign event in Ames, Iowa.

“Senator Harris has the capacity to be anything she wants to be,” Biden told reporters, according to a video posted by CBS News. “I talked to her yesterday. She’s solid. She can be the president one day herself. She can be the vice president. She can go on to be a Supreme Court justice.”

Biden and Harris had a contentious exchange over forced busing in public schools in the first Democratic debate in Miami in June. It was a standout moment for Harris, who saw her fortunes briefly rise in her party's contest for the right to challenge Republican President Donald Trump in next year's election.

But any rift appears to have been closed. Biden praised Harris effusively on Tuesday after she dropped out. Harris was close friends with Biden's son Beau, before he died of brain cancer in 2015.

Bolivia's interim <a href="https://www.wionews.com/world/at-least-3-dead-in-bolivia-as-protesters-clash-with-security-forces-amid-food-fuel-crisis-263256">President Jeanine Anez</a> asked Congress Wednesday to approve a law that would allow for new elections, after deadly unrest following the resignation of Evo Morales and the disputed October 20 ballot.

The announcement comes after the number of people killed in clashes with security forces at a fuel plant near La Paz on Tuesday rose to eight, officials said, taking the total death toll since last month's vote to 32. &nbsp;

Morales, who fled to Mexico after resigning November 10, accused the Bolivian security forces of engaging in "genocide" against his indigenous supporters and called for action by the international community.

The government earlier released an audio recording of a person it alleged to be Morales ordering a member of the opposition movement to continue road blockades around the landlocked country.

For weeks his supporters have been obstructing main roads leading from agricultural regions to La Paz and other major cities, causing severe food and fuel shortages.

Speaking to reporters, Anez said she hoped the caretaker government's proposal,&nbsp;which also seeks the annulment of the original ballot and the formation of a new election tribunal,&nbsp;would form the basis for generating "a national consensus."

Justice Minister Alvaro Coimbra said the hope was for Congress to approve the law "as soon as possible," to allow the selection within 15 days of a new election tribunal, which would be responsible for choosing a date for the ballot.

A similar proposal put forward by Morales' Movement for Socialism (MAS) party has been sent to a Senate committee for analysis.&nbsp;

Anez still has the option to issue a presidential decree for a new vote.

The Washington-based Organisation of the American States, which audited last month's elections and found irregularities, on Wednesday, approved a resolution calling on Bolivia to "urgently" hold a new vote.&nbsp;

<a href="https://www.wionews.com/world/coca-farmers-march-police-fire-tear-gas-in-worsening-bolivia-unrest-263166">Unrest in Bolivia</a> first erupted after Morales, the country's first indigenous president,&nbsp;was accused of rigging the results of last month's polls to gain re-election.

He resigned and fled to Mexico after losing the support of the security forces.

Anez, the 52-year-old former deputy speaker of the Senate, declared herself the country's interim president last week, filling a vacuum left by Morales' departure and the resignations of several ministers.

Since Morales stepped down, his supporters have demonstrated daily in the streets of La Paz and in some provincial cities to demand Anez's departure.

The United Nations, the European Union and the influential Catholic Church have been trying to broker talks between Anez's interim government and opposition parties loyal to Morales to end the violence.&nbsp;

Interior Minister Arturo Murillo played a telephone recording to journalists on Wednesday, allegedly of Morales issuing instructions to a leader of the opposition movement in Bolivia.

"Don't let food into the cities, we're going to block, really encircle (the cities)," says the voice Murillo attributed to Morales.&nbsp;

Morales' order was a "crime against humanity," Murillo told reporters, accusing the ex-president of "terrorism."

"In the coming hours we will file an international lawsuit on this," Murillo said.

Deadly violence

Speaking to reporters in Mexico on Wednesday, Morales urged the international community to intervene to stop what he called a "genocide" in Bolivia.

"<a href="https://www.wionews.com/world/bolivian-farmers-protest-against-interim-president-at-site-of-killings-263033">This massacre</a> ... is part of a genocide that is happening in our beloved Bolivia," Morales told a press conference in Mexico City.

The deadliest clashes occurred Friday in the central city of Cochabamba, a stronghold for Morales, where nine people were killed in a confrontation with the army and police.&nbsp;

On Tuesday, deadly violence erupted in El Alto when security forces lifted a siege on a fuel plant that had caused severe shortages in the nearby capital.

The attorney general's office said eight people died in those clashes. The initial death toll had been three, with dozens more wounded. &nbsp;&nbsp;

A spokesman for the ombudsman's office said earlier two of those killed had been hit by gunfire.

The army said in a statement that "agitators and vandals" had attacked and partially destroyed the Senkata fuel plant, "using high-powered explosives."

A convoy of around 50 fuel tankers was able to leave the Senkata plant for the first time in more than a week after police and military forces using armoured vehicles secured the route to neighbouring La Paz.

But the defence ministry issued a statement Wednesday night saying protesters had surrounded the plant again and security forces were protecting it to avoid "any type of attack."

Bolivia's interim President Jeanine Anez asked Congress Wednesday to approve a law that would allow for new elections, after deadly unrest following the resignation of Evo Morales and the disputed October 20 ballot.

Bolivia's interim President Jeanine Anez asked Congress Wednesday to approve a law that would allow for new elections, after deadly unrest following the resignation of Evo Morales and the disputed October 20 ballot. The announcement comes after the number of people killed in clashes with security forces at a fuel plant near La Paz on Tuesday rose to eight, officials said, taking the total death toll since last month's vote to 32. Speaking to reporters, Anez said she hoped the caretaker government's proposal, which also seeks the annulment of the original ballot and the formation of a new election tribunal, would form the basis for generating "a national consensus." Justice Minister Alvaro Coimbra said the hope was for Congress to approve the law "as soon as possible," to allow the selection within 15 days of a new election tribunal, which would be responsible for choosing a date for the ballot. A similar proposal put forward by Morales' Movement for Socialism (MAS) party has been sent to a Senate committee for analysis. Anez still has the option to issue a presidential decree for a new vote. The Washington-based Organisation of the American States, which audited last month's elections and found irregularities, on Wednesday, approved a resolution calling on Bolivia to "urgently" hold a new vote. Unrest in Bolivia first erupted after Morales, the country's first indigenous president, was accused of rigging the results of last month's polls to gain re-election. The United Nations, the European Union and the influential Catholic Church have been trying to broker talks between Anez's interim government and opposition parties loyal to Morales to end the violence. Interior Minister Arturo Murillo played a telephone recording to journalists on Wednesday, allegedly of Morales issuing instructions to a leader of the opposition movement in Bolivia. "Don't let food into the cities, we're going to block, really encircle (the cities)," says the voice Murillo attributed to Morales. Morales' order was a "crime against humanity," Murillo told reporters, accusing the ex-president of "terrorism." "In the coming hours we will file an international lawsuit on this," Murillo said. Trump, 73, spent just over an hour on Saturday having "examinations, labs and discussions" at the Walter Reed National Military Medical Centre&nbsp;in Washington, presidential physician Sean Conley said in a statement issued by the White House.

"Despite some of the speculation, the President has not had any chest pain, nor was he evaluated or treated for any urgent or acute issues," Conley said.

"Specifically, he did not undergo any specialised cardiac or neurologic evaluations."

Some Washington reports suggested that the checkup was unscheduled and had been triggered by Trump suffering chest discomfort.

"Due to scheduling uncertainties, the trip was kept off the record," Conley said in the statement, which added details of the president's cholesterol results.

At Trump's last routine examination in February, Conley declared him to be in "very good health."

<a href="https://www.wionews.com/world/bolivias-rival-parties-strike-deal-to-end-political-chaos-262188">Bolivia's interim president</a> Jeanine Anez on Thursday ruled out exiled leader Evo&nbsp;Morales&nbsp;from standing in new elections as thousands of demonstrators marched through La Paz in support of the socialist icon and against the new, acting leader.

Columns of people streamed into the seat of government La Paz from the neighbouring town of El Alto for the second day running to press their argument that&nbsp;Morales's departure was not a resignation but rather the product of a coup.

Waving multicoloured "wiphala" indigenous flags, many of the demonstrators chanted: "The time is now, civil war" and "Come back Evo!"

The interim government announced on Thursday that talks with&nbsp;Morales's Movement for Socialism (MAS) party had begun in a bid to bring peace to the deeply polarized country.

Pledging early elections, Anez, until now a little-known lawmaker,&nbsp;proclaimed herself acting president on Tuesday after&nbsp;Morales&nbsp;fled the country for Mexico, claiming to fear for his safety amid deadly protests. Her move was validated by the country's top court.

Unrest erupted when&nbsp;Morales,&nbsp;Bolivia's first indigenous president,&nbsp;was accused of rigging the results of October 20 polls to gain re-election for a fourth term.

But Anez, 52, said&nbsp;Morales&nbsp;could not take part in any new elections,&nbsp;Bolivia's constitution limits a president to two successive terms.

"Evo&nbsp;Morales&nbsp;is not allowed to stand for a fourth term. That's why we've had all this upheaval," said Anez, suggesting that MAS "find another candidate."

With tensions still high, the government said it had opened negotiations with MAS lawmakers, who previously boycotted the senate session in which Anez declared herself president.

"We have set up talks and we believe we can bring peace to the country," said Anez's cabinet chief Jerjes Justiniano.

The claim could not immediately be confirmed with the MAS party.

'Racist, putschist'

Thursday's protests included&nbsp;Morales&nbsp;supporters like the "red ponchos",&nbsp;members of the Aymara indigenous people.

"We are calling for the resignation of this racist president, this putschist," said Juan Gutierrez, an Aymara.

Morales&nbsp;has kept up attacks on the new government via Twitter from his exile in Mexico.

Anez told reporters on Thursday that new Foreign Minister Karen Longari would "make representations" to Mexico to insist that&nbsp;Morales&nbsp;be held to the terms of his political asylum and prevented from interfering in Bolivia's politics.

Mexico rejected the accusation, insisting "a refugee's freedom of expression cannot be subject to greater limitations than any other Mexican civilian."

MAS on Thursday accused Anez of "continuing to incite violence" in the country, which has been in turmoil since&nbsp;Morales's contested re-election.

International recognition

Many gas stations remained closed because of a lack of supplies.

Buoyed by growing international recognition, Anez was expected to complete her government line-up on Thursday, having named new military chiefs and half of her proposed 20-member cabinet the night before.

New defence minister Fernandez Lopez Julio said in a speech at the military college in La Paz that the incoming government would bring peace to the country.

"Above all, we will have to have faith in God," he said, highlighting the conservative Christian emphasis of Anez's government after she set the tone by brandishing a bible when assuming office on Tuesday.

The United States, Russia, Colombia and Guatemala all recognized Anez as the interim president, though Moscow said it considered&nbsp;Morales&nbsp;the victim of a coup.

"This is not about recognizing what has happened in Bolivia as a legitimate process," foreign ministry spokeswoman Maria Zakharova said.

Argentina's president-elect Alberto Fernandez said once he assumes office, he would be willing to offer asylum to&nbsp;Morales&nbsp;and his former vice president Alvaro Garcia Linera.

The European Union's diplomatic chief Federica Mogherini said her bloc supported a solution that looked toward new elections and a way "to avoid a power vacuum, which could have dire consequences for the entire country."&nbsp;

Thousands of backers of <a href="https://www.wionews.com/world/us-withholding-105-million-in-security-aid-for-lebanon-sources-259197">Lebanon's embattled president</a> rallied Sunday in a show of support, after more than two weeks of massive nationwide anti-graft protests that brought down the government.

They paid tribute to President Michel Aoun outside the capital, ahead of another demonstration planned in Beirut to demand a complete overhaul of a political system deemed inefficient and corrupt.

In the town of Baabda, supporters of the retired general turned head of state filled up a two-kilometre-long&nbsp;road leading to the presidential&nbsp;palace, an AFP correspondent said.

Fans of the president waved large Lebanese flags and orange-coloured banners of the political party he founded, the Free Patriotic Movement, he said.

"We are here, General. We won't abandon you as long as we live," one poster read, responding to a cross-sectarian movement calling for an end to his term.

Thousands rally in support of Lebanese president

Lebanese President Michel Aoun broke his silence after <a href="https://www.wionews.com/world/in-lebanon-protestors-ditch-rioting-and-turn-revolution-into-rave-257684">a week of unprecedented protests</a> on Thursday, expressing willingness to meet demonstrators.

"I am ready to meet your representatives... to hear your demands," he said in a short televised speech, his first since daily street protests began on October 17.

The speech was met with derision at demonstrations in Beirut and other cities.

The protesters have been&nbsp;venting their frustration at daily woes from lack of healthcare to power cuts and calling for the replacement of a political system they say is corrupt and broken.

Prime Minister Saad Hariri on Monday presented a package of reforms, including cutting ministerial salaries, but the peaceful rallies have continued, crippling Beirut and other major cities.

"The reform paper that was approved will be the first step to <a href="https://www.wionews.com/world/facing-protests-lebanon-approves-emergency-economic-reforms-257484">save Lebanon and remove the spectre of financial and economic collapse</a>," Aoun said.

"It was your first achievement because you helped remove obstacles in front of it and it was adopted in record speed," the president told protesters.

In Lebanon, the president does not control government policy, though Aoun's political party, the majority-Christian&nbsp;Free Patriotic Movement, is a key part of Hariri's governing coalition.

The <a href="https://www.wionews.com/world/lebanon-cabinet-set-for-key-meeting-as-protests-swell-257249">president also echoed calls on the street</a> to stamp out graft.

"Every person who stole public money should be held accountable but it is important their sect doesn't defend him blindly," he said.

Dozens of protesters listening to the speech on loudspeakers outside parliament booed it and resumed their calls for fundamental reform, an AFP correspondent reported.

Among them, Rabah Shahrour said he was fed up with hearing the same speeches for years.

"We were looking for a little hope from him," he said of the president's speech.

"But sadly the president today spoke in generalities. We've been hearing these generalities for three years, and they haven't led to anything."

Tunisians began voting on Sunday in a presidential runoff pitting a conservative academic against a media magnate fresh out of jail, reflecting a shift in the country's post-revolution political landscape.

The political newcomers swept aside the old guard in the first round, highlighting voter anger over a stagnant economy, high unemployment and poor public services in the cradle of the Arab Spring.

Adding controversy and suspense to the contest, presidential contender Nabil Karoui only walked free on Wednesday, having spent more than a month behind bars on suspicion of money-laundering.

This election is "more exciting than a local derby (football match)," said a young man taking part in lively debate on Bourguiba Avenue in central Tunis ahead of the showdown.

The vote, Tunisia's second free presidential poll since the 2011 revolt, follows the death of president Beji Caid Essebsi in July.

Polling stations opened to the electorate of seven million at 8:00 am (0700 GMT) and are due to close at 6:00 pm. Exit polls are expected by Sunday evening.

On Friday night, Karoui and law professor Kais Saied went head-to-head in a rare television debate, the last bid to woo voters.

Karoui, a 56-year-old business tycoon, appeared relaxed, if at times hesitant. Speaking in Tunisian dialect, he stuck to his key themes of economic liberalisation and fighting poverty.

Serious but also at ease, 61-year-old independent candidate Saied called for the decentralisation of power and criticised the country's partisan system, in classical Arabic.

The runoff outcome remains uncertain, with a ban on opinion polls, but Karoui received a boost with his newly formed party, Qalb Tounes (Heart of Tunis), coming second in legislative elections a week earlier.

Saied topped the first round in the presidential election, held on September 15, with 18.4 per cent of votes, while Karoui followed with 15.6 per cent. Turnout for that round was a modest 45 per cent.

Karoui presents himself as a candidate for the poor but spent most of his campaign imprisoned on money-laundering and tax-evasion charges. He was released on his fourth appeal in court after threatening to contest the results.

Sharp contrast

While the candidates are both seen as anti-establishment figures, the contrast between them is sharp, with Saied nicknamed "Robocop" for his rigid and austere manner.

A social conservative, he has defended the death penalty, criminalisation of homosexuality and a sexual assault law that punishes unmarried couples who engage in public displays of affection.

Saied is an expert on constitutional law, who taught at the Tunis faculty of judicial and political sciences for nearly two decades.

He launched an unorthodox election campaign that saw him shun mass rallies and instead canvass door-to-door.

The appeal of flamboyant Karoui, who always appears in designer suits, stems largely from his media empire and philanthropic activity.

A former executive for Colgate-Palmolive, in 2002 Karoui launched a media agency with his brother.

After the 2011 uprising that toppled longtime dictator Zine El Abidine Ben Ali, the Nessma TV channel that Karoui founded turned from entertainment programming towards news, becoming one of Tunisia's largest private broadcasters.

Over the past three years, Karoui burnished his reputation with a charity show on Nessma in which he distributed household appliances to needy families.

His arrest in the run-up to the election cemented his status as an outsider -- despite being a longtime key supporter of Essebsi, whose death on July 25 brought forward the polls.

Karoui, who says the allegations against him are politically motivated, campaigned by proxy through his wife and party.

Although now a free man, Karoui is still under investigation for fraud and banned from travelling abroad.

But if he wins the runoff, Karoui will receive immunity "and all the legal proceedings against him... will be suspended until the end of his mandate", constitutional law professor Salsabil Klibi told AFP.
